T9. The Great Yarmouth and Lowestoft enterprise zone, which was set up in 2012, has been very successful. With no investment zones in the east of England, will my hon. Friend meet my right hon. Friend the Member for Great Yarmouth (Sir Brandon Lewis) and me to consider how best the enterprise zone can be enhanced, so that it can continue to create jobs in the low-carbon energy sector?

The hon. Gentleman is right that energy efficiency is a critical part of making sure that homes are decent, safe and warm, and we will be considering what steps and what proposals we might be able to put in place to ensure that landlords live up to their responsibilities.

T3.   Local authorities such as Suffolk County Council are facing major challenges in recruiting social care staff. That is cascading right through the health and social care system and causing major difficulties for hospitals in discharging patients, getting on top of the backlog of operations and getting ambulances quickly back on the road. Can my right hon. Friend the Secretary of State outline the discussions he has had with local government to remove this logjam?

Of course, we would be delighted to make sure that the full assessment criteria are shared with the hon. Lady and with all constituency Members. The port infrastructure team had an independent team to look at the eligibility of all the ports that applied and to assess all the bids. They were done on the most rigorous of bases. It is the case that a number of ports have welcomed the additional funding and the additional infrastructure support it will give, but we will continue to work with all ports to ensure we can have a world-class border. The publication today of our future border plan for 2025 lays out the means by which we will do so.

The year 2021 will bring significant opportunities for coastal communities such as Lowestoft to drive forward the covid recovery in the energy, fishing, food and trade sectors. Will my right hon. Friend outline the steps he is taking to ensure that the promotion of investment in ports, manufacturing and processing infrastructure is fully and properly co-ordinated between his and other Departments, including the Departments for Business, Energy and Industrial Strategy, for Environment, Food and Rural Affairs, for Transport and for International Trade?

My hon. Friend makes a very important point. Lowestoft is a hugely important port. All the ports in Suffolk and those that serve the North sea are ports in which we wish to invest, because, as he rightly points out, their potential, not just when it comes to increased access to our own fishing waters but new investment in renewables, is growing all the time. Our border strategy, which we published today, has been published in consultation with other Government Departments. He is absolutely right that we need to continue to work with them to take advantage of the opportunities of the future.

The exciting plans to revitalise the Lowestoft and East Anglian fishing industry are founded on the principle that my right hon. Friend set down with passion and skill when he was Secretary of State for Environment, Food and Rural Affairs that the UK would control who fishes in our waters. I would be most grateful if he confirmed that that principle remains non-negotiable.

It absolutely does. I know that my hon. Friend has spoken up passionately for fishermen in Lowestoft and indeed for inshore fishermen across the United Kingdom. I look forward to continuing to work with him to ensure that they can benefit from the sea of opportunity that leaving the EU provides.

The hon. Lady is right that we are all reminded of how much we rely on public services, but it is the case that the Scottish Government operate a deficit. The UK Government support the Scottish Government in making sure that public services can be protected. Per capita spending on public services—health and education—is higher in Scotland as a result of the resources that the UK Exchequer provides. This crisis reminds us all that when we work together, while recognising the distinctive nature of each of the four parts of the United Kingdom, we are stronger.

The tourism, leisure and hospitality sector is very important in the Waveney area, and business owners and their staff face serious challenges both while the lockdown is ongoing and once it has been lifted. Notwithstanding the Government’s welcome support packages, some businesses do not qualify, and seasonal workers, who could not be furloughed, face a worrying immediate future. Can my right hon. Friend confirm that he is working in a co-ordinated way with other Departments, the devolved Administrations, local government and industry on a sustained recovery strategy?

My hon. Friend is absolutely right; in Lowestoft, Beccles and so many other coastal and near-coastal communities, hospitality and other seasonal sectors will be particularly badly affected by the pandemic. That is very much in the minds of the Chancellor and the Business Secretary, and we will be saying more in due course.

Lady, as the Minister for the Cabinet Office and Paymaster General pointed out earlier, that more Scots voted to leave the European Union than voted for the Scottish nationalist party at the last general election.

1. What plans he has for fisheries policy after the UK leaves the EU.

The Government’s vision for future fisheries policy as we leave the European Union was set out in our July 2018 fisheries White Paper. A sea of opportunity exists for all of the United Kingdom’s coastal communities, provided we ensure that we vote to leave the European Union in an orderly fashion.

I am grateful to the Secretary of State for setting the scene, but will the Government support the amendment to the Fisheries Bill tabled by me and colleagues that will promote the fairer distribution of fishing quota, more environmentally sustainable fishing methods and a much better and greater opportunity to revitalise coastal communities such as Lowestoft?

My hon. Friend is an impressive advocate for fishing communities, not least his own in Lowestoft. He is absolutely right: as we leave the European Union, we must reallocate additional quota in order to ensure that under-12 metre vessels get a fairer share of fishing opportunities, not least because the way in which they fish is of course environmentally sustainable, and also contributes to the growth and prosperity of communities that have been neglected for far too long.

The Government’s vision for the future fisheries policy as we leave the European Union and once again become an independent coastal state was set out in our July 2018 fisheries White Paper, “Sustainable fisheries for future generations”.

I am grateful to the Secretary of State for that reply. Brexit provides a great opportunity to revitalise the Lowestoft fishing industry, but to do so local fishermen must be able to catch enough fish to earn a fair living for themselves and to supply local merchants and processors. Will the Secretary of State confirm that the Fisheries Bill will deliver the root-and-branch reform that is required to ensure the fair distribution of fishing opportunities?

My hon. Friend makes a very important point. One of the benefits of leaving the common fisheries policy is that we can reallocate quota in such a way as to ensure that the inshore fleet and ports such as Lowestoft get a fairer share of the natural resources in our waters. As my hon. Friend the Minister for Agriculture, Fisheries and Food has pointed out, as well as supporting the inshore fleet, we can also end practices such as pulse fishing, which are environmentally damaging and lead to those who operate out of ports such as Lowestoft being distressed about the way in which other countries have been fishing in our waters.

The right hon. Gentleman served with distinction as a DEFRA Minister, and I take seriously his contributions on this matter. As I stress, there are two separate strands to our negotiations with the EU. There are negotiations that we will have as an independent coastal state. Iceland and Norway are very successful independent coastal states, which have control of their fisheries, and which also ensures that the fish that they catch are successfully exported. We will have a separate set of negotiations as part of the future economic partnership.

This statement and the White Paper are very welcome as they provide the framework to revitalise the Lowestoft and East Anglian fishing industry. Does the Secretary of State agree that now is the time for regional strategies to be developed within this national framework to ensure that coastal communities derive maximum benefit from Brexit? These strategies should look at issues such as the economic link, protecting the marine environment from such damaging activities as electronic pulse fishing, access to quota for small-scale fishermen and infrastructure investment.

My hon. Friend puts his finger on exactly those issues that we do need to make sure are at the heart of any developed regional strategy, particularly for fishermen in East Anglia. He is absolutely right.

That letter was excellent, if I may say so. I have talked to not only Iceland, but Marks and Spencer, Waitrose, Tesco and Sainsbury’s. We had a roundtable before Christmas at which those retailers and others made a shared commitment to ensure that we reduce the demand for plastic, that fewer plastics are used, and that those plastics that we have more of are recycled or recyclable. A commitment was also made to work with local government to make it easier for all to recycle.

Will the Secretary of State outline what steps he is taking to improve and increase the capacity of recycling facilities and infrastructure across the country?

We are looking at how we might reform the packaging recovery note—PRN—system to ensure that the market works better to encourage more recycling and more capacity in the waste industry.

Thanks to the leadership shown by our judiciary—in particular, by Sir Brian Leveson—we are now in a position to reform access to justice comprehensively.

I am grateful to the Secretary of State for that answer. Lowestoft magistrates court plays an important role in providing local access to justice in north-east Suffolk. Will he meet local users and me to agree on the steps that need to be taken to ensure that the court continues to play that role into the long term?

I would be delighted to meet my hon. Friend and those who have benefited from the administration of justice in the part of Suffolk he represents, but it is important to recognise that a third of our courts and tribunals are used less than 50% of the time. We do need to reform our court estate, but we can do so and improve access to justice by taking a 21st-century approach to ensuring that justice is served.

May I give the hon. Gentleman some careers advice? When his boss’s job is under threat and in jeopardy, asking a question of that kind is ill-advised. The truth is that more young people than ever before are studying subjects—physics, chemistry, biology and mathematics—that guarantee a great future for them. The single most powerful intervention to ensure that young people are studying the right subjects was the introduction of the English baccalaureate, which he supported, but which all the other Labour Front Benchers opposed. They are divided on aspiration and, I am afraid, weak when it comes to rigour.

T3. The Government have introduced a variety of initiatives to support small and medium-sized enterprises to take on apprentices, which are welcomed by Lowestoft college in my constituency. However, there is a concern that a postcode lottery is developing, in that a number of different schemes and levels of support are available across the college’s catchment area. Is the Minister aware of that, and does he agree that local enterprise partnerships could have a role in co-ordinating such schemes?
