I do not think that the hon. Lady should let the thugs and yobs who bullied and harassed the right hon. and learned Gentleman off the hook, because they are culpable, any more than she should let the Iranian Government off the hook, because they are culpable.

Since 2017, referrals for children’s mental health have gone up by 60%. Eating disorders among young girls have gone up by 400% since lockdown, and we know that social media companies play a huge part in that. Given that social media platforms such as TikTok are providing “crack for kids” in terms of adult content, negative imagery and addictive algorithms, will my right hon. Friend consider implementing a 2% levy on social media companies, which would raise £100 million to fund mental health resilience programmes for children?

I know that my right hon. Friend has campaigned on this issue assiduously, and he is quite right about the psychological damage that social media can do. I have heard what he has had to say recently about TikTok. We will see what we can do to address all these issues in the forthcoming online harms Bill.

I am always happy to meet my hon. Friend and his constituents; I used to live in his constituency, so I know some of them quite well. He is right to raise this issue. One of the companies in question is meeting the Cabinet Office later this week; that is progress. I am delighted that Welshpool mart has done some good business. I see that lamb prices have increased by around 17% in 2021, and consumer spending was £652 million, but the rest-of-the-world opportunities that I mentioned—particularly the Gulf, the middle east and the US, once we get the small ruminant rule resolved—will help the lamb industry across Wales and the UK.

What steps he is taking to employ more apprentices in the Wales Office.

The Wales Office recognises the importance of apprenticeships and the opportunity they provide. We have funded dedicated apprenticeship roles since 2011 and continue to be fully committed to the apprenticeship scheme.

Will my right hon. Friend outline what progress the Welsh Government have made towards meeting the public sector apprenticeship target of 2.3%, and what progress frontline services in Wales such as the police have made on offering apprenticeships to their employees?

I am delighted that my right hon. Friend has raised this point. The public sector apprenticeship target is applicable only to bodies in England, but he raises a critical point about devolution. We are concerned that, for example, Welsh police forces are paying into the apprenticeship levy scheme but not getting anything out of it because the Welsh Government do not support police apprenticeships. I suggest that it would be very interesting for his Committee to look at why Welsh forces are paying in but getting nothing out the other end by way of apprenticeships.

It is no good the hon. Lady shaking her head. There is a very simple answer: if she does not want no deal, she should support the deal.

Q11. Yesterday, The Sun newspaper reported on proposals for a £1.6 billion post-EU fund for deprived areas in the north, predominantly in seats held by Opposition MPs. Will my right hon. Friend ensure that money from the fund is available to constituents like mine in Harlow, where we have significant deprivation and disadvantage?

We will be introducing a fund to ensure that our towns can grow and prosper. The details will be announced in due course by the Secretary of State for Housing, Communities and Local Government. I can confirm to my right hon. Friend that Harlow, and indeed other towns across England, will be able to propose ambitious plans to help to transform their communities. Of course, we will work with the devolved Administrations and in Northern Ireland to ensure that towns in Wales, Scotland and Northern Ireland also benefit from town deals.

The hon. Gentleman seems to miss the fact that these are commercial decisions to put these projects on hold. In terms of Hitachi, it is a suspended project. We will continue to engage with Hitachi regarding options for the site. We are absolutely committed to creating a broad-based, resilient economy through our industrial strategy, and we will continue to work with the private sector, local partners and the Welsh Government to ensure that Wales prospers. I hope that Members across the House welcome the news this week that the employment rate in Wales now matches that of the UK for the first time since my right hon. Friend the Member for Wokingham (John Redwood) was the Secretary of State for Wales.

8. What assessment he has made of the effect of the freeze on fuel duty on low-income families in Wales.

The Government recognise that transport is a major cost for households and businesses, so it was announced at last year’s Budget that fuel duty across the UK will remain frozen for the ninth successive year.

Despite the excellent fuel duty freeze from the Government, oil companies are still hitting motorists across Wales and the UK by increasing petrol prices hugely when the international oil price goes up but taking a long time to reduce it when the oil price goes down. Will my hon. Friend work with the Secretary of State for Transport and the Treasury to introduce a “pump watch” regulator, as recommended by FairFuelUK, so that there are fair prices for motorists at the pumps?

There is no greater champion for consumers than my right hon. Friend, but we do not believe that setting up a regulator would be justified, given the costs of doing so. This sector, like every other, is subject to the normal competition and consumer protection law. We are committed to passing on savings to commuters and, due to nine years of fuel duty freezes, the average car driver in Wales and the UK will have saved a cumulative £1,000 by April 2020.

That accusation about the management of the economy is not reflected in the fastest growing economy among the developed nations of the world, because this Government’s long-term economic plan is working. The hon. Gentleman talks of average increases in salary. The trends from 2010 to the present show that average weekly earnings in Wales have increased by 5%, compared with 3.9% across the whole of the UK.

Does my hon. Friend agree that the best way to increase average earnings in Wales and in constituencies such as Harlow is to cut council tax for low earners and freeze fuel duty and council tax, just as this Government have done?

My hon. Friend makes an important point. Whereas council tax in England has broadly been frozen, council tax in Wales has gone up by 13% in spite of additional funding being given to freeze it. If there was such a cost of living crisis as the Opposition claim, they would be pressing their colleagues in local authorities and in the Welsh Government to ensure that they do not increase council tax as they have.

I agree that if there are lessons to be learned from the Welsh Government, we must learn them, but the hon. Lady must remember that unemployment is a matter for both the UK Government and the Welsh Government, and under the last Labour Government youth unemployment in Wales rose by 73% over the Parliament.

Is my right hon. Friend aware of figures from the Office for National Statistics and the AA showing that more than £16 million could be injected into the Welsh economy this year alone because Labour’s 3p August rise in fuel duty has now been scrapped?

[Mrs Gillan]

Yes; my hon. Friend knows that the Government have shown that they have listened and are willing to help motorists further with their cost of living by acting at a time when the pump prices are still at historic highs and deferring the increase to January. I pay tribute to him, as he has of course played a great part in the campaign and has, in part, brought about this change by the Government, which will be welcomed throughout Wales, by businesses and families alike.

10. What recent assessment she has made of the effect of petrol and diesel prices on the Welsh economy.

The Government recognise that businesses, individuals and families are struggling with the rising cost of fuel, particularly in rural areas. We have eased the burden on motorists by approximately £4.5 billion through the abolition of the fuel duty escalator and the introduction of the fair fuel stabiliser and by cutting fuel duty.

I welcome the Government’s cuts in fuel duty, but the market price of oil is still too high, partly because of oil speculation. The United States is bringing in tough penalties for price fixing and market manipulation. Will the Minister urge his Government colleagues to look at this and put pressure on the big oil firms to cut prices at the pumps?

[Mr Jones]

As I have said, the Government recognise the impact of the rising cost of fuel on people and businesses in Wales. However, it should be remembered that the duty increase that was expected to take place in January this year has been deferred to August and we have cancelled the inflation increase planned for August, which means that there will be just one inflation-only increase this year.

7. How many apprentices are employed in her Department.

I am delighted to say that despite having a small Department of about 60 staff, two apprentices were recruited to the Wales Office last year. Both are doing very well and their teams are already impressed by their professional attitude and level of competence, as am I.

Will my right hon. Friend support the parliamentary apprentice school that I founded with the charity, New Deal of the Mind? Will she also consider encouraging suppliers to the Wales Office to hire apprentices? The Department for Work and Pensions is already doing that with great success and helping to reduce youth unemployment.

I know of the great work that my hon. Friend has been doing on apprenticeships. Although we are a small Department, which relies on the Ministry of Justice for many of our services, I will do what I can to ensure that our suppliers are encouraged to adopt similar practices. My hon. Friend might be pleased to know that the Welsh Government recruited 24 new apprentices in 2010 and 66 in 2011. I will write to them to ask whether they can ensure that their suppliers do what he suggests.

The hon. Gentleman makes an extremely important point. Many of us, myself included, have care homes in our constituencies run by Southern Cross and we are extremely concerned about what has happened and what is happening. The Health Department, the Treasury and the Department for Business, Innovation and Skills are following this very closely. We are taking powers in the Health and Social Care Bill to make sure that we regulate these organisations properly. Local authorities have the necessary powers to take over the running of care homes if required, so I believe that we are planning for all contingencies in the correct way.

Q11. Given the high cost of petrol, which is crucifying motorists in Harlow and across the country, will my right hon. Friend support the FairFuelUK campaign, urge oil companies to reduce petrol prices at the pump in line with market prices, and review the 3p increase next January?

I want to see every chance for lower prices to be passed on to the consumer. The Government have certainly taken their necessary measures: the 1p cut in fuel duty this year, putting off the RPI increase and the abolition of the fuel escalator that the Labour party put in place. All those things will make a difference. We also took part in the release of oil stocks with the Americans, which has seen the oil price come down and ease somewhat. We need to ensure that we have a good competitive sector that passes on price cuts right through the country.

As the hon. Gentleman will know, the existing cross-border protocol is supported by an annual transfer of funds—currently £5.9 million—to the Assembly Government, and an additional payment of some £12 million was made in the last two financial years. These matters will have to be discussed with Welsh Ministers once the new Assembly Government has been established.

8. What estimate she has made of the number of jobs to be created in Wales as a result of electrification of the Great Western main line to Cardiff.

The electrification of the Great Western main line will create thousands of job opportunities in the UK manufacturing and service supply chains, and Welsh companies will be well placed to take advantage of those opportunities.

Does my right hon. Friend agree that the project will be good for jobs, not just in Wales but throughout the United Kingdom? Will she make contracts available to the many first-class English construction and engineering firms, such as those in Harlow, many of which are small businesses?

[Mrs Gillan]

I was very pleased when we were able to announce the electrification, which will indeed help to provide jobs not only in Wales but in other parts of the United Kingdom. I hope that there will be many opportunities for businesses in my hon. Friend’s constituency, as well as throughout Wales, to be involved in the process. Certainly the Wales Office will do all that it can to facilitate that.

I think there is a real problem with interfering, which that would effectively do, with the criminal investigations that are taking place. The most important thing is to allow the criminal investigation to take place and, as I have said to the hon. Gentleman before, make sure that the police and the prosecuting authorities can follow the evidence wherever it leads. That is the most important thing that needs to happen.

Q6. Does my right hon. Friend agree that the story of Robin Hood has parallels with a Government who are taxing bankers to build the big society, City fat cats to fund tax cuts for lower earners and oil barons to cut fuel prices? Will he invite disaffected Opposition Members to join a Government who help the poor and take away from the rich?

My hon. Friend makes a good point. It was this Government who introduced a bank levy and used the money to help some of the poorest in our country. It is this Government who have taxed the oil companies at a time when the oil price is so high in order to cut petrol duties and help millions of people in our country. What a contrast with the Labour party; the action it took against the banks was to give Fred Goodwin a knighthood.
