I applaud the magnificent maiden speeches we have heard today. I always thought the class of 2014 was particularly distinguished, but on the basis of what we have heard today I think the class of 2015 will be even more so.

I thank the people of Newark for returning me to the House and the people of the county of Nottinghamshire, a majority of whom voted Conservative for the first time since 1983. I look particularly to my neighbour my hon. Friend the Member for Sherwood (Mark Spencer).

Given the shortness of time, I will concentrate on one area little touched upon today. The substantial internal constitutional reforms that are understandably diminishing the space and energy for foreign affairs and the many other immediate challenges in the Foreign Secretary’s in-tray we have heard about today must not distract us from the bigger task of repositioning Britain in a new world order. We must all recognise that the future of our living standards and security will depend as much on the great new powers and the exploding consumer markets of Asia, Africa and Latin America as on Europe. That is where most, if not the vast majority, of the growth over the next 30 years will be.

The patterns of international trade are changing fast. The internet is upending old industries. The EU, born in an age when solidarity and centralisation were understandably relevant, now risks being hopelessly outmoded in a world that demands flexibility, decentralisation and, above all, openness to the markets beyond.

The British business I used to manage with the new hon. Member for South Antrim (Danny Kinahan)—Christie’s—is now generating 45% of its annual turnover from Asia. Ten years ago, it was 1.5%. It is a similar story with other high-growth businesses, whether they be multinationals such as Burberry, JCB and Jaguar Land Rover, or Newark firms such as Benoy, an architects firm that has transformed itself within five to 10 years from designing barn conversions in Nottinghamshire to designing shopping malls and airports in Singapore and China. British businesses need our support and guidance in these endeavours.

The last Government opened new embassies in Asia and focused some of the Foreign Office’s resources on trade. I sincerely hope that that refocusing will continue and accelerate in the five years to come. I was pleased that the Government chose to be a founding supporter of China’s new Asian Infrastructure investment bank. Talks are under way for an EU-China bilateral trade agreement. Whether it be within or without Europe, the UK must take a lead in that enterprise, as it should on finalising the transatlantic free trade agreement that was crudely mischaracterised and caricatured before and during the election.

Above all, we should be confident enough to develop our own agenda to work with the emerging powers of Asia and Africa. That is where our future beckons. That is where the high-skilled, well-paid jobs will come from. Tackling those questions will be part of the answer to our productivity challenge at home.

Too many British companies rely on the captive markets of UK household consumption to fuel growth, rather than seek a place in the fiercely competitive international markets. Those companies are the ones we should be on the side of. The next five years may be characterised by many challenges, some of which will define our role in the world, but the overarching question is the wider one of how we can re-imagine Britain as a trading nation sending out ships to emerging markets.

I beg to move,

That this House has considered destruction and looting of historic sites in Syria and Iraq.

I thank the Speaker for granting this debate, the Backbench Business Committee for making the debate its own and allowing it to be heard on the Floor of the House, and the Minister and the shadow Minister for taking time out of their schedules to be with us. I also thank those who have far greater knowledge of this subject than I do for their wise counsel, especially Neil MacGregor of the British Museum and his exceptional specialists.

The current conflict in Syria, which has now enveloped large parts of Iraq, has ended its fourth year. We have seen at least 250,000 people killed, 6.5 million people displaced, 2 million refugees in neighbouring countries, and abuses, killings and ethnic and religious cleansing on an almost unimaginable scale by ISIL, the Assad regime and many others, and there is no sign of abatement. In a time of such terrible human suffering, the question must be asked: why should we turn our attention, even momentarily, to the destruction and looting of heritage—of mosques, libraries, souks, castles and churches?

The first reason is that the scale of the destruction and loss is so great—the greatest anywhere in the world since the end of the second world war—that it deserves to be better understood as just one element of the tragic conflict in the middle east. These are ancient civilisations of great beauty, accomplishment and intellectual achievement. It is an extraordinarily rich history bound up with our own history and that of other cultures and civilisations throughout the world. Some of the sites in question, such as in Aleppo, Mosul and Nineveh, are relatively well known. ISIL alone now controls more than 4,000 places of historic and archaeological interest as well as libraries, great and small, such as the Mosul library, in which it recently destroyed all the books that it took issue with including the entire children’s section.

No one group has done more to put the world’s cultural heritage in the gun sights than ISIL, and ISIL is not concealing its destruction; it is doing so brazenly with bulldozers and bombs, and it is available for all of us to see in arresting before-and-after images produced by the university of Pennsylvania and the United States Government. Those images are then broadcast by ISIL on social media. How shocking and shameful it would be if the west did absolutely nothing in the face of this destruction.

There is also a human dimension. I am talking about the unbelievably brave men and women on the ground—the curators, the site guards, the librarians, monks and academics—who are trying to protect what they hold dear by producing inventories or by bearing witness and producing the facts for the rest of the world. Many are unable or unwilling to leave, and hope—I do not think that it is an exaggeration to say this—still to be alive when it is all over to pick up the pieces.

Let me tell one story that was told to me by the British Museum. In October, a site warden at Nineveh was executed by ISIL, and every adult male who came to mourn him disappeared, and are presumed murdered. They were remarkable individuals. Most of their stories cannot and should not be told for fear of endangering them. In part, this debate pays tribute to them and salutes what they are doing.

There is a second reason for focusing our attention on the destruction. These tragic events are occurring for one of two reasons, both of which should concern us. First, it could be a deliberate attempt to subjugate communities by destroying the buildings and the heritage that they hold dear and to rob future generations of any connection to the past, or the ties that bind them together, that might allow reconciliation or even facilitate functioning economies based on tourism and visitors. That is madness applied to monuments. Secondly, systematic looting might be viewed as a significant revenue stream for ISIL, the Assad regime and others. I am talking about sculptures being turned into tanks. There is a fault line in ISIL, as there was in the Taliban in Afghanistan, between those two competing but equally concerning motivations.

Many will recall watching the TV news and seeing the Taliban dynamiting and destroying 1,700-year-old Buddhas at Bamyan in 2001, but what is considerably less well known—the story that has not been told—is that elements of the Taliban were on the telephone to wealthy individuals only 20 minutes before pressing the button and detonating the explosives trying to negotiate a $10 million ransom in return for saving and exporting those works of art. Those who sought iconoclasm and propaganda won on that occasion, but it is not always the case.

ISIL and the Assad regime are employing contractors to seek out antiquities, working at times with couriers and agents for dealers. ISIL is deploying militants to ensure its control of sites and to supervise digging in a disturbing fashion that reminds us of blood diamonds in Africa in the ’80s and ’90s. It is also licensing looting with a formal tithe or tax of 20% on those who do the work themselves.

For some local communities in Syria and Iraq, the harvesting of low-value pieces is a continuation of centuries of tradition—harvesting antiquities instead of crops. We should recognise that they are doing so because they are starving and they have no other source of income. But looting should concern us because it provides an insight into an extremely dark and dangerous underworld that affects this country. We need to understand it and to penetrate it as a way of tackling the financing of terrorism and serious organised crime. That looting, especially at the higher end, almost certainly continues the systematic looting in Iraq that was undertaken by Saddam Hussein and his regime as a significant source of revenue. As ISIL today facilitates the lines of communication that were established by Saddam, we can see that everything in history repeats itself, but with different players. Those lines of communication and passages to neighbouring countries are interwoven with the drugs trade, the arms trade and human trafficking. They are as dark and dangerous as criminality gets.

There is some mystery over where the looted works are heading. At the bottom end, one can see them freely sold on the market stalls at the Turkish-Syrian border, and some have appeared on eBay. At the top end, many of the artefacts may well be in storage until “the dust has settled”. I am pleased to report that there is little or no evidence of their emergence on the legitimate market of UK auction houses and respectable dealers, but works are believed to be appearing in other countries, most notably Germany and the city of Munich, which has a history of being a conduit for antiquities and stolen works of art.

There is a pervasive and disturbing culture of private sale in the Gulf states. Many of the ruling families of those states profess to be great lovers of art and are investing vast sums in the legitimate art market and in building some of the world’s most remarkable new museums, often in partnership with western institutions such as our own. It is extraordinary then that those states should tolerate a culture that allows the illicit trade in antiquities to thrive and to be entirely accepted. None of those Gulf states, save Sharjah, has any antiquities law or proper law enforcement. The ruling families of those states, many of whom are personally committed to the arts and view it as part of their own nation’s rise to prominence, should examine their conscience and change that culture.

The third and final reason for our taking a greater interest in this matter, and it is the most important reason as far as this debate goes, is that while this cultural barbarism appears utterly hopeless—as hopeless as the rest of these conflicts—there are practical steps that we, as one nation, could take to make a real difference and that would do our reputation in the region and the world no harm.

First, we could raise the priority of this matter in our diplomatic efforts—at the UN where a resolution is being sought; in bilateral relationships with neighbouring countries such as Turkey; through our embassy in Beirut, a key conduit for this market; and in our relations with the Gulf states. There are those in Government and the British royal family who hold some sway with those ruling families in the Gulf states. In the longer term, we should bring into law The Hague convention on works of art from conflict areas, which would be a powerful symbol of intent. It is hard for us to continue to justify not signing it, especially as the United Kingdom—proudly for me, as someone who used to work in the art business—is the leading hub in the world for that growing and extremely successful business.

Secondly, in the spirit of the monuments men of the second world war, we could make a modest but far-sighted contribution by establishing a commission to gather information to establish the truth from the fog of the war and to introduce actions in concert with our partners around the world. That could be encouraged under the auspices of the unequalled expertise of the British Museum and, as the US has under the leadership of Secretary of State John Kerry, we could make some modest funds available to help those brave individuals on the ground, funding training and mentoring such as that conducted by the British Museum and University college London both in person and, as it is the 21st century, over the internet via Skype. We could help them to inventory their collections, which is key. We need to work with groups such as the one that contacted me—the brave monks in Irbil who are scrabbling to digitise their manuscripts to preserve Iraq’s Christian heritage while time allows.

Culture is frequently neglected by the international development community in development plans and in funding choices, despite its obvious contribution to civil society, reconciliation and rebuilding economies post-conflict. I suspect that that is because most of us who live in and enjoy the west and our rich cultures take that for granted, like the air that we breathe. That is not the case in many parts of the world and certainly not in Syria and Iraq today.

Lastly, in case the deeply disturbing networks of organised criminals and terrorists seek to bring this material to our shores in the future, we should get our own house in order by ensuring that our counter-terrorist financing specialists include this work in their many priorities. It might indeed prove easier to trace these works, which are often large, difficult to transport and known to experts.

I am listening with fascination and horror to my hon. Friend’s account of what is happening. Does he agree that the importance of this cannot be overestimated? The first written work, the epic of Gilgamesh, is still being uncovered and studied, but the horror is that there are things we will never know about that great work because they have already been destroyed.

I concur. These works, once lost, will never be recovered and many have not been properly inventoried. There are not the records that there should be. The inventory of the Kabul museum is only still being finalised with the help of the university of Chicago years after the start of the conflict. These efforts take time and resources, and they require the support of the western community.

On counter-terrorism, I suspect that it will prove easier to trace some of these incredibly dark and dangerous networks through antiquities than through drugs or arms. They are all bound inextricably together. That work must be done, understandably, without fanfare, but it is incredibly important and I would love to have reassurance that our expertise is being deployed in this area.

We should resource our current but woefully inadequate law enforcement in this area. The only dedicated law enforcement in this country is the Metropolitan police’s art and antiques squad, which comprises three officers. They are wonderfully dedicated individuals, but they are so hopelessly under-resourced that they are reportedly unable even to attend the relevant Interpol conferences to discuss and co-ordinate these activities. That is policing from an era of lovable antiques rogues in the spirit of Lovejoy and is totally not fit for purpose in dealing with serious organised crime, terrorist financing and the greatest destruction of works of art that we have known for half a century. That is unacceptable and warrants a review.

We could encourage co-operation, the key to fighting the trade in illicit antiquities, and promote good market behaviour such as the voluntary decision of some of the auction houses to set the year 2000 as one before which sellers must prove the provenance or the collected history of works of art, effectively shrinking the market for illicit works. That good practice is occurring and there is good news within this country, but it deserves the support of Government and deserves some co-operation. The Government could aid those efforts by appointing a co-ordinator to lead on the issue, bringing together the Department for Culture, Media and Sport, the Home Office and the Foreign and Commonwealth Office, and could bring the museums, the art trade and law enforcement together to ensure that this country is a shining example of responsible cultural stewardship, whether in our great public collections or in the art business.

In conclusion, we are witnessing cultural barbarism at its worst and its consequences run deeper than arts and culture. Madness is being applied to monuments and sculptures are being turned into tanks. I believe we should act to help Iraqis and Syrians protect and preserve their heritage against terror, acknowledging our shared culture and common responsibility. By acting, however modestly, in some of the ways that I have suggested—modest efforts will have the most practical effect—we will do a good that will last long after our own time and, in the world of politics, leave a legacy for future generations.

I thank the House for today’s debate. As we have heard, we all agree that an appalling human tragedy is occurring in Syria and Iraq, and nothing we have said today can divert our attention from that. However, there are important questions that deserve to be answered, because the destruction of these sites, the looting and the streams of revenue coming out of it are financing that same loss of human life. It is all bound up into one appalling tragedy.

I thank Members who have spoken, including my constituency neighbour, my hon. Friend the Member for Gainsborough (Sir Edward Leigh), who gave his personal experiences, as well as the appalling experiences of the Christian community in Syria and Iraq. We all agree with his comments. I also thank my hon. Friend the Member for East Worthing and Shoreham (Tim Loughton), sitting at whose feet was like receiving a history lesson from a professor. He is the Gertrude Bell of the House of Commons, and I thank him for his incredible expertise on this issue.

I am grateful to the shadow Minister for giving up his time and showing the commitment of the Labour party. I know that the hon. Member for Rhondda (Chris Bryant), to whom I have spoken about this several times, also feels strongly. We will need to revisit the issue of The Hague convention, which should be in the cultural manifestos of both main political parties—I suspect it will be in Labour’s, but I would love to see it in ours as well. I also thank the Minister for his generous response, and I would certainly like to take up his kind offer to meet, as too, I am sure, would other Members.

I have had the history lesson, and now I have some homework to do. There is more we can do to support the brave people on the ground trying to preserve this cultural heritage and to take some of the modest steps I have described to tackle the financing of ISIS, in order to defend both cultural property and human life in the region and to promote reconciliation in the future.

It is right that we again pay tribute to Tunisia for the journey that it has taken. It is operating in a tough neighbourhood, but it is not yet out of the woods, as there are still concerns about jihadist threats and about what is happening on its borders. But the journey it has made is thanks to its strong civil society and its direct approach in wanting to have elections—first parliamentary and then presidential. We are working with it through our Arab Partnership programme. Funding from the Deauville Partnership and the Westminster Foundation for Democracy is helping to support governance in Tunisia.

A transatlantic free trade deal would be a massive win for the UK and the world, but there have been concerns about procurement and health care, among others, that need addressing, and, I believe, debunking. Will the Minister give us an update on progress and consider making a statement on this important issue?

I am most grateful to my hon. Friend for introducing this, because it is time to slay a lot of urban myths that have crept up around the transatlantic trade and investment partnership. If TTIP goes through, it will mean an economic prize worth up to £400 for each household in the UK, and £10 billion to our economy. If we delve into the details and look at the investor state disputes settlements and so forth, there is absolutely no reason to think that TTIP can undermine the NHS or anything else.

As the only Government Member who had not yet been elected when my hon. Friend the Member for Stockton South (James Wharton) heroically introduced the previous Bill, I can say that the deeply disappointing obstruction of that Bill at least enabled new Members such as me—and from 20 November onwards, I hope, my future Conservative colleague in Rochester and Strood—to give my support to this Bill.

It will come as no surprise to the House that I did not vote in 1975. I was not born in 1975—I was not even a glint in the eyes of my parents, who had not met in 1975—and I am not alone. There is a generation of people out there who need to have their say, and the Bill gives the British public an important opportunity to have their say on how this country has been governed over the past 40 years. It is clear that, during that time, more powers and far too much public money have been surrendered to Brussels. Parliament’s sovereignty has been eroded and degraded by the dogma of ever-closer union. Our families and businesses have been subjected to far too much regulation and red tape. The remote and undemocratic leadership of the EU has contributed to the erosion of trust in the House of Commons and in politics, and to the erosion of our national identity and self-confidence.

Successive Governments have contributed to that as well. The Labour Party promised a referendum on the European constitution, won an election on that promise, and then denied us a referendum on the Lisbon treaty. That seems to me to be a scandalous breach of trust, and our inability to correct it thus far has contributed to the culture of mistrust and cynicism that pervades our politics and enables the essentially destructive politics of protest and pessimism to take hold in the country. Now is the time to right that wrong and to use the mechanism of the Bill as an essential guarantor, given that previous promises have been made and then ignored.

I believe that there will be a referendum. I believe that this is an idea whose time has come—whose time, indeed, came a long time ago. The choice for those who have opposed it in the past, and may choose to do so again today, is whether to accept that inevitability with dignity and embrace it for the opportunities that it brings.

We have nothing to fear in this Bill, nothing to fear in trusting the public, and much to gain. As has been said in the past by many Members and today, notably, by the hon. Member for Vauxhall (Kate Hoey), this is not merely a matter of the House trusting the public with a decision on the central question of our national future. It is a matter of our providing the public with a reason to trust the House, and our political process a little more, and using this moment to engage and inspire the public in respect of what we want this country to be and where we want it to go in the future.

This has been the dominant issue of the past 30 or 40 years. It has been the subject of constant debates in the House, the press and the country. It has seized the consciousness of much of the British public. At some stage we must put it to the British public, and at some stage we must answer the questions that lie behind it and get on with the life of this country. Let me point out, with apologies to the Leader of the House, that some of you will not be here in 30 or 40 years’ time—[Laughter]—but for the sake of those who will, I do not want us still to be debating and discussing this issue without resolution, without settlement, and without the voice of the public finally being heard. I want us to settle this matter, and then to turn outward as a nation and look to the future. I want us to devote the energies of the House and our politics to the challenges of the 21st century, securing our prosperity and our place in the world. Now is the time for us to throw this question open to the nation, to spark a debate, and to empower the British people at long last.

I have to declare an interest, as I am married to an Israeli—Israeli-born—woman and those who are married to a strong Israeli woman will know who is boss in our household. We have heard a wide range of moving and passionate contributions this evening. In the interests of time, I will not rehearse all that has been said, but I think that there is much common ground: we believe that the Palestinian people have the inalienable right to self-determination and that the Israeli people have the unquestionable right to live in peace and security, with all Arab and Muslim countries recognising and respecting the state of Israel. We regard both peoples as equal in dignity and rights and we wish the United Kingdom to remain at the forefront of international efforts to bring about an end to the conflict.

On that point, in area C there certainly are not equal rights in the occupied territories. Palestinians are under military law, while Israelis are under Israeli civil law. There have not been many prosecutions of Israelis in area C.

I take the powerful point that my hon. Friend has made.

The question before the House tonight is not whether we wish to see a Palestinian state as part of a two-state solution or whether we wish to consider ourselves, or be perceived by others beyond the House, as strong supporters of a Palestinian state. It is whether in passing this motion today we would increase the prospect of a lasting settlement, reduce the obstacles to it and increase this country’s ability—modest as it may be—to influence that process positively, not diminish it.

I have listened to the debate this evening and the debate that has surrounded it, but I have not heard the case put convincingly. Only a handful of Members have answered the question directly, notably the right hon. Member for Blackburn (Mr Straw). Other Members have spoken of a gesture, a symbol or a small nudge. I do not question the intentions of the hon. Member for Easington (Grahame M. Morris), but I fear that he is deceiving himself if he truly believes that passing the motion will breathe new life into the peace process.

The hon. Gentleman says that he is looking for evidence that recognising Palestine as a state in its own right will make a difference. The UK Anglican and Catholic Churches believe that. Furthermore, a former British consul-general to Jerusalem has said that we need to support moderate Israelis and Palestinians, and that recognising Palestine is the nudge that will help in that direction.

I hear the hon. Lady’s comments and hope that she is correct. We, of course, will be only the 130-somethingth country to have signed up to recognition and none of the previous nations has achieved a change.

Passing the motion will certainly antagonise and weaken to some extent our relationship with Israel and Israelis—a relationship that, for all Israel’s manifest faults and frailties, I value and the House should value in a dangerous world. In a peace process, we do not show solidarity to one by antagonising and alienating the other, diminishing our relatively limited influence on events.

I do not say that the case has been convincingly disproved either. In the short term, passing the motion will not make peaceful settlement more likely; it may not have any impact at all. The long-term consequences of our recognising Palestine at this time are unclear and anyone’s guess, even given the knowledgeable and informed comments that we have heard this evening. Unintended consequences abound in this region.

Some 135 nations have already recognised Palestine. They obviously thought about that before they did it. They are happy with what they have done and believe that it gives a recognised right to a people who have been denied one. Should we not just join them?

I am putting the argument that I want a well thought out strategy to end the conflict. I do not believe that this is the time for gestures. I hope hon. Members forgive the naivety of the second newest Member of the House—I welcome the newest one to her place—but I believe that this is a serious country and that we should pursue a serious foreign policy, based not on gestures, however well intentioned, but on our best efforts to address the unending quest for security and peace in the middle east. That applies in Iraq, where our decision not to address ISIS in Syria is not as serious a position as we could or perhaps should be taking. I believe that that also applies in respect of this motion.

I appreciate the powerful urge to leave this Chamber contented and able to face our electorates having done something. I am not alone in having received hundreds of e-mails and letters urging me to support this motion. I appreciate the urge to respond to the horrors of the summer in Gaza and the continued, impossibly frustrating impasse. However, if we believe in peace, we have to do what most advances it, and I do not believe that passing this motion is that. The British Government should use what influence they have once again to urge Prime Minister Netanyahu to sit down and negotiate, with no preconceptions, a realistic peace based on a two-state solution, and to urge President Abbas to accept the offer. My priority is to get the Palestinians a viable state rather than make a modest gesture here or have a momentary victory in the United Nations that will raise expectations but do little in the long term to further the interests of peace.

I thank my right hon. Friend the Member for North East Bedfordshire (Alistair Burt) for leading today’s debate. There have been many fine contributions and as time is short I will confine my remarks to one aspect that has not been spoken about in detail: the security situation in Jordan, a country that I know well having travelled there many times on business in my former life. In fact, I was there the day my predecessor resigned as a Member of Parliament, and I had to return quickly to fight the subsequent by-election.

As many hon. Members appreciate, many people in Jordan and throughout the wider region, particularly in Israel, where I also have friends and contacts, are concerned to ensure that Jordan receives the full support of this country, the US and the US’s allies around the world at a dangerous and unpredictable time in its history. I share the concern of many in the region who believe that the US Government have been missing in action as ISIS, the Islamic State of Iraq and al-Sham, has taken over much of Syria and Iraq. I find that very disturbing and worrying. As the terrorist organisation now turns its sights on such an important ally of ourselves and the west, the Kingdom of Jordan, neither we nor the US can afford to continue to ignore it. This debate poses a good opportunity for me to raise some of the issues that I have heard from colleagues and friends in Jordan and to bring some of the questions to the Minister’s attention.

No doubt the Minister will soon have access to far greater intelligence than I do, but people I have spoken to in Jordan do not seem to think that there is an immediate threat from ISIS or its equivalent of a military offensive, but they are extremely concerned about the potential for terrorist attacks to occur and increase, with a destabilising effect throughout the kingdom.

Before the by-election, I spoke to the Jordanian defence Minister. The Jordanian armed forces seem to be competent, generally non-sectarian and broadly loyal to King Abdullah. They train extensively, as hon. Members will know, with US forces, and receive $300 million in annual US military assistance; there is also some assistance from the United Kingdom. Jordan’s armour and air power seem to be adequate to secure its relatively short 112-mile border with Iraq, and it has gone to a great deal of trouble to fortify its positions along the frontier with Syria. I would be interested to hear the Government’s assessment of the security of that border.

The most pressing concern is that ISIS will establish a support base in Jordan of men capable of and committed to terrorist attacks. From 2002 to 2005, Jordan experienced a series of terrorist attacks, and I was in Amman during one of them. They were perpetrated by a predecessor of ISIS, al-Qaeda in Iraq, a group led by a Jordanian national, Abu Musabal-Zarqawi. I have seen a YouTube video that I would recommend to hon. Members, although it is not pleasant to watch. It was posted in April and sadly is still available on YouTube. It shows Jordanian ISIS members now fighting in Iraq shred and burn their passports. The jihadists, one of whom is seen wearing an explosive belt, describe King Abdullah as despotic,

“a worshipper of the English”,

vowing to “slaughter” him. This is not a light matter but is taken seriously in Jordan. In 2013, Jordan spent some $1.3 billion, nearly 13% of its entire budget, on internal homeland security and national defence. It will continue to do so. The majority is provided by US aid.

The question for this debate is what more can the UK Government do to assist Jordan in the years ahead, particularly with the urgent concerns in the present climate.

My hon. Friend’s knowledge of Jordan is very valuable. Does he agree that perhaps one issue involving the Palestinian state could be solved if Jordan were a Palestinian state, given that it was originally part of Palestine in 1921, and even after 1948 the then King of Jordan described himself as the King of Jordan and Palestine?

We have had a good and productive relationship with Jordan for many years. Clearly, if Jordan had taken a more decisive role in running those territories, the position today would be different.

On what we as a country can do and what I would like the Government to do to try to help in Jordan, the first question that my contacts in Jordan raise with me is how can we better enable Jordan to counter military Islamist inroads. Primarily, that is a task for the US, but we have a role to play, part of which is economic support. Jordan is often—inaccurately—thought to be a wealthy country, but parts of it are under-served or economically depressed and there are restive regions that, being economically depressed, tend to become fertile ground for Islamist terrorists. There is certainly a role in encouraging the US, our allies and the key regional allies such as Saudi Arabia and the UAE to increase their financial contributions. Many commentators have asked whether the UK and the US could convene a conference for friends of Jordan, or something along those lines to encourage the monarchy’s western friends and regional allies to contribute more and to ensure greater rapid economic development.

I lived in Jordan when I was a boy, in the valley where David killed Goliath, as a matter of record. One of the biggest problems that Jordan faces is that almost half the population seem to have come in as refugees. It is a huge economic problem for this country that is so pro-west.

I agree with my hon. Friend. The difference in terms of development and western views between an area such as Oman and some of those areas with heavy immigrant populations is dramatic and not seen by most business travellers to the region.

The second area I want to touch on is whether the kingdom would benefit from expanded training in counter-insurgency warfare and in detecting improvised explosive devices.

I had the opportunity recently to look at the refugee situation in Jordan, as part of the NATO Parliamentary Assembly. One thing the Jordanians were saying to us is that although they have been extremely generous in welcoming, helping and absorbing refugees, they are concerned about the amount of aid coming, not from the UK and US so much, but from other countries that have not given as much as they should. Does the hon. Gentleman agree that the Foreign Office could pressure our allies and friends who have a lot to say about the area into doing more and putting their hands in their pockets to help in a practical way?

Very much so; I echo those comments. The UK has been very generous, as have the US and Saudi Arabia, but many other countries in the world, particularly other European allies of ours, could and should be giving far more. That is a practical role that the UK could play in supporting Jordan.

Returning to my point about counter-insurgency, having spoken to those active in the defence world in Jordan, it seems that the US and the UK could play a greater role in providing counter-insurgency training, and detecting IEDs has been specifically mentioned to me. That is something the Foreign Office and the Ministry of Defence could look into and work with the US on.

My third point is that until Baghdad regains control of its western border, the UK and the US should encourage Jordan to continue aggressive counter-border actions against ISIS. The US has, perhaps controversially, deployed drones over Baghdad to defend the US embassy. I think the Obama Administration should consider moving armed, unmanned air assets over western Iraq to help Jordan establish some form of no-drive area along the Jordanian border to prevent further incursions by ISIS. That could be a bolder move for the UK to push with its US counterparts.

We should be in no doubt that ISIS and its equivalents have the desire and the potential to create a great deal of domestic instability in Jordan, perhaps more than in many other parts of the region, which will no doubt be discussed in the remainder of this debate. In Jordan, there is the potential for this country to act, given Jordan’s size, its relatively short borders and our good relationships with the country. It is somewhere we can get involved productively and successfully and use our strong diplomatic links to have a successful outcome. The pro-west regime in Oman is, in my opinion, too valuable to us, the US and the west to leave things to chance, as perhaps we have over the course of the last year in Iraq.
