3. What recent progress has been made on the relief operation in the Philippines. 5. What recent steps the UK has taken to send aid to the Philippines.

The UK has committed more than £50 million in support to victims of Typhoon Haiyan, helping to get shelter, clean water and emergency supplies to up to 800,000 people. The UK is also expanding the international effort through the deployment of HMS Illustrious, carrying aid and medical assistance to remote communities.

I am sure that Members across the House can be proud of the UK’s contribution to the relief effort in the Philippines. Alongside the UK Government, UK charities are also playing an enormously important role. Would my right hon. Friend commend the efforts of small local UK charities such as New Hope in my constituency, which has donated all the proceeds of its Christmas party to the typhoon appeal?

I certainly would. The generosity of the UK public has been astounding. I am particularly touched by small local charities such as New Hope in Worcester that have shown their support to those affected by the devastating typhoon.

14. What assessment she has made of whether stockpiles of salt for winter resilience have increased since 2009.

Total salt stock holdings in Great Britain at the start of December last year were just over 2.7 million tonnes, including strategic stockpiles of 539,000 tonnes. This is a significant improvement on the stock levels held in 2009 and is due to the actions that this Government have taken on winter resilience.

I am grateful to the Secretary of State for that very reassuring answer. Will she join me in commending local authorities such as Worcestershire that have not only increased their stocks but have also adopted new technologies such as the use of brine and GPS monitoring to make sure their reserves go much further? Is it not right that in these difficult times in preparing for cold weather councils should be innovative and creative in doing more with less?

I absolutely agree with my hon. Friend and I very much welcome the preparations that Worcestershire county council and other local highway authorities have taken to be prepared for severe winter weather. I also commend Worcestershire for taking on board the guidance that was published through the UK Roads Liaison Group in December 2010, which related to the sorts of things he has talked about.

What was missing, however, was any kind of long-term plan for how to deal with changes in the price of oil feeding through to the pump. We wanted to look at how a stabiliser mechanism would work, which we felt would be in the interests of households, companies and the overall economy.

I have been listening carefully to the Minister and, like other hon. Members, I am grateful for the actions that the Government have already taken. One issue that has been raised by Back Benchers from all parties concerns differential pricing around the country. There are sharp differentials—a difference of about 5p between petrol prices in Worcester and those 20 miles away in Cheltenham. Will the Minister comment on how the Government could address that issue and increase transparency, as my hon. Friend the Member for Harlow (Robert Halfon) has urged?

My hon. Friend is right to raise that point. In a sense, the most extreme examples of that problem are the reason why we are bringing in a pilot scheme for the rural fuel rebate. We are making progress on that.
