I was elected in 2010, and was an MP of just a few months’ standing when my constituent Seema Misra approached me, saying that she had just been sentenced to jail. She was pregnant and her sentence came down on her son’s 10th birthday. With the help of James Arbuthnot, now in the other place, within a few days I realised that there were other colleagues who had similar cases, and it all pointed to the Horizon system. I wrote to the Post Office Minister at the time and I was rebuffed. There must have been other colleagues who did the same thing. A Back Bencher of just a few months’ standing was able to see right to the heart of the problem with the help of the internet and a couple of fantastic colleagues, yet a Minister of the Crown was not. Now, Ministers in our system have surgeries—

Order. This is not a Second Reading speech. We are at the very end of the Bill and the hon. Gentleman should be making an intervention, but that was very much a speech. We all have sympathy with the point he is making, but this is not the time in the proceedings when such points are made. I believe that the right hon. Member for East Antrim was just about to conclude the entire debate on the entire Bill.

I was indeed, but the intervention shows that Ministers need to listen. I pay tribute to the right hon. Member for North Durham (Mr Jones) for giving us great support for the case of Northern Ireland, and to others who persisted in raising this issue. I know that a lot has been said about the TV programme, but even before it aired there was a realisation, because of the persistence of Members, that something had to be done. I am glad it has been done, and I hope that this will be a great relief to many people who have lived under the shadow and the cloud of the things that happened to them over a number of years.

My hon. Friend makes a good point. That controversy might indicate the political colour of some of those who populate the Northern Ireland Office, which bears out the point I made earlier.

How does the Minister believe that this Bill protects the heritage, culture, language and interests of Unionists, especially Unionists living in nationalist-dominated council areas, when the commissioner is not being given the powers to do that? Why will the Irish language commissioner have the power to require public bodies to have due regard?

Order. I hesitate to interrupt the right hon. Gentleman. I have not set any time limits or restrictions, but I had hoped for co-operation to make the Committee work well this afternoon. He has now been on his feet for 19 minutes, which is a long time. I hope that he will now draw his remarks to a close, because I would at least like to call the leader of his party before the wind-ups. I hope he will show some consideration for the rest of the Committee.

I will, of course, obey your request, Dame Eleanor.

Can the Minister show how that discrepancy in this Bill will give Unionists the same protection? He is welcome to get involved in the quagmire, the chaos, the complaints and the friction that this Bill will cause. He may say that the Bill will be light-touch, but I suspect he will be dragged into controversies over it time and again. A requirement to impose rather than reach agreement is not a good way to proceed. With the powers the Bill gives to the Minister, he can be sure that the default position will always be that is for him to decide. Rather than reaching a resolution on these issues, it will become yet another focus for controversy.

The right hon. Gentleman cannot intervene because he was not here at the beginning of the hon. Lady’s speech. He can intervene later, but he cannot intervene halfway through a speech when he was not here at the beginning of it. I appreciate that the hon. Lady is proposing amendments that everybody wants to hear about, but she has held the Floor for 15 minutes. We have three hours for this debate and I have more than 20 people who wish to speak, so I have to appeal for brevity. I would rather not put on a time limit, because that curtails debate. I hope the hon. Lady will appreciate the position of everybody else in the Chamber who also has to have an opportunity to speak.
