I thank the hon. Lady for her kind words. She has raised an important point. I took the opportunity to visit a maintained nursery school in Sheffield to gain a proper understanding of the value that those schools bring and their impact on children in the early years. Obviously, my statement concerned school funding for 16 to 19-year-olds, but we constantly keep that issue under review, and I am examining it very closely.

I welcome the investment and the package to support schools and further education colleges in Cornwall, but how much will each of our schools and colleges receive over the next three years? The three-year multi-year settlement is very important.

I know that my hon. Friend has been a doughty campaigner for schools and further education colleges in her constituency. One of the first pieces of correspondence I received was from her, demanding more for Cornwall, as we would expect of her. I shall write to the Members of Parliament who are affected, including my hon. Friend, and explain in detail the impact on the funding settlement in October, when we have finalised the figures. We received the broad settlement from the Treasury only last week.

I beg to move,

That this House has considered funding for small schools and village schools.

It is a pleasure to serve under your chairmanship, Sir David. This debate is about two things that overlap but are not the same: small schools and village schools. My focus will be firmly on primary schools. About a fifth of schools are in villages, and on average they have just over 100 pupils, compared with an average of about 400 for schools in large cities. These village schools are good schools; only about 8% are not “good” or “outstanding”, compared with 11% nationally and about 15% in towns and small cities. They are also much-loved institutions, at the heart of their community, and they are where the community gathers for special occasions. Just the other day I was at the Church Langton Primary School fête watching the children do some intense Japanese drumming. I could equally have been at the Foxton family fun day or any number of other wonderful occasions in my constituency.

Village schools are also where people meet each other and the community organises. For example, the campaign for a road crossing in Lubenham in my constituency is being spearheaded by the children of Lubenham Primary School, and I am being bombarded by their very neatly handwritten letters. It is no wonder that people feel that a village loses its heart if it loses its school.

I congratulate my hon. Friend on securing the debate. Like his constituency, Cornwall has many village schools. They make sure that our villages survive, because by having the school there, a younger generation of people come into the village, renewing its life. Without those schools, there is a real risk that those villages could become dormitory towns for second homes or for people who have retired.

My hon. Friend is completely correct. However, rural schools, partly because they are small schools, have been much more likely to close in recent years. I thank the Department for Education for the historical data it provided to me on this, and Pippa Allen-Kinross at Schools Week for helping me to analyse it. Since 2010, 61% of schools that have closed and not reopened in another form have been rural schools, meaning that rural schools have been twice as likely to shut as urban ones. Since 2000, 150 rural primaries have closed.

It is a pleasure to serve under your chairmanship, Sir David. I congratulate my hon. Friend the Member for Harborough (Neil O’Brien) on securing this important debate. Access to a high-quality, fulfilling education should not be based on geography. Children do not choose where they live and grow up, so it should never be a barrier to their fulfilling all their ambitions.

The Government have taken important steps to level the playing field through the national funding formula. I recognise that. It moves us towards rebalancing some of the disparities in the old system. We are moving away from more than 100 different funding models across the country, which meant that there was little fairness and no transparency whatsoever. The national funding formula allocates an increase in funding for every pupil in 2018-19; and for the historically underfunded schools, such as those in West Sussex, increases could not have come sooner.

The changes to the funding model will ensure that funding is provided in a more balanced way across the country, not least because for the first time the money that schools receive is comparable across counties and local authorities. However, a key challenge for rural schools, both in West Sussex and across the country, is pupil numbers. This is a more precarious funding model for rural small schools, as there can be significant annual variation in the number of children coming into each year. Some schools have become very worried when just one family are moving out of the area, as they rely on every single child for income.

In areas where there are armed forces personnel, such as my constituency, it can be a real problem if, when they are deployed overseas or sent to different parts of the country, the family moves from a small school. It seems very unfair, when people are serving their country and doing the right thing, that the primary schools are adversely affected in that way.

That is a very good point. I had not thought of it, but of course in that kind of area there will be a massive impact as children move from place to place.

I am aware that, for the most isolated schools, the new funding formula has a sparsity factor that aims to provide some funding certainty for rural schools, but as my hon. Friend the Member for Harborough said, very few schools actually qualify for that. It does not cover the financial needs of these schools.

The fixed sum for primary schools in West Sussex has dropped from £150,000 to £110,000, so each rural primary school needs to find more than 12 new pupils to keep the same level of funding as they had. That is incredibly difficult, because it is not possible to get 12 new pupils from these areas. The challenge is on top of the fact that the Chichester district is the fifth lowest funded local authority for primary and the sixth lowest funded for secondary. In the Chichester district, many of our schools fall within the South Downs national park, where new homes are not being built; they are few and far between. That only exacerbates the pressures on our precious rural schools. At Harting Church of England Primary School, the headteacher now predicts the future intake based on families living in the village and surrounding areas, and it will continue to decrease. That is a problem.

I understand that many rural small schools are now taking on a greater quantity of children with special educational needs and complex behavioural issues who have often been excluded from other schools. They do that to bolster numbers, because each child brings with them a pocket of funding. Although that funding allows schools to keep their doors open, it does not cover the subsequent additional support that these schools need from teaching assistants.

I recognise that funding for special educational needs has risen from £5 billion in 2013 to £6.3 billion this year. However, schools still face challenges in addressing the rising levels of special educational need, not least in West Sussex, where 13.5% of all pupils require SEN support, which is well above the national average of 11.6%.

Having looked at the school budgets, to me the challenge is clear. Most schools spend more than 80% of their budget on teachers and staff. That is a real challenge, because little is left for essentials, pencils, books and digital equipment. My local schools are using other funding streams to survive. Loxwood Primary School has a weekly cake raffle to raise money for iPads and a wish-list website where local businesses, friends of the school and parents donate items. I checked that website the other day and I saw everything from a paper guillotine to paint brushes and books. The school has just crowdfunded 15 laptops thanks to the generosity of a local charity, the parent teacher association and the parish council. That work is inspiring, but it should not be necessary. Schools such as Loxwood are the beating heart of their communities. The teachers should spend their time educating the next generation, not fundraising.

My constituency is packed with fantastic schools and dedicated teachers and parents who go above and beyond for their schools and students. They maintain exceptional standards despite facing pressure. In advance of the upcoming spending review, I encourage the Department for Education to continue to engage closely with the schools and local authorities, to develop a deeper understanding of the pressure these schools face, and to consider the level of income required to maintain such excellent standards.

These schools are the beating heart of communities up and down the country. They offer the best education to young children and they are the centre of all kinds of community activities. They ensure that our precious village life is maintained.

My hon. Friend is being very generous with his time. I commend him for securing the debate. There could not be a greater champion for this sector than our right hon. Friend the Minister. Our job is to give her strength to go forward to the Treasury to secure the funding, and it is great that so many of us will be on the record giving her that strength. On the point about more funding to secure better wages, Truro and Penwith College is outstanding and deemed to be so by Ofsted, yet it has not been able to give its staff a pay rise for eight years, which of course is making it difficult for the college to recruit and retain staff.

The hon. Gentleman is absolutely right. This calls for across-the-board treatment. The suggestion that has come from some sources that it would be sensible to cut the fees for engineering and science courses to £6,000 would, of course, massively undermine that, because it would no longer be possible to cover the costs of those courses.

Will the Secretary of State confirm that he has asked Barclays to defer the closure of the St Agnes branch until the new protocol on last bank closures in communities where the post office is not a viable alternative has been agreed, which I understand will be next week?

I have indeed discussed that directly with the chief executive of Barclays, in response to my hon. Friend’s very persistent campaigning and that of her Liberal Democrat opponent, who has been equally assiduous. We recognise the need in St Agnes for a bespoke solution, since the post office is not the ideal vehicle, and I think we are working towards a satisfactory outcome.

There are some excellent members of the Roman Catholic Church in the other place, including recent Lord Great Chamberlains such as Lord Camoys, whose ancestors fought at Agincourt. Nevertheless, others who are much more senior than me may well take what my hon. Friend has said as an indication that if there were ever a need to augment the galaxy of talented Catholics in the other House, there would be a willing and, I am sure, very worthy volunteer.

Bishops have continued to contribute to our national decision making down the centuries, although, rightly, they played a much less prominent role as we moved into the modern era. The number of Lords Spiritual has remained at 26 since the Reformation. In 1847, when the passing of the Bishopric of Manchester Act created a 27th diocese, Parliament broke the ancient arrangement whereby all diocesan bishops immediately became Lords Spiritual in the House of Lords, and a queuing system became necessary. Today there are 40 English diocesan sees, five of which confer immediate entitlement to a writ of summons, while the other 35 confer entry to a queue according to seniority for the other 21 places.

There are those who might ask why we still have bishops in Parliament. That issue is much wider than the issues dealt with in this modest Bill, and there will be a range of views on it in both Houses. It is worth remembering, however, that the Wakeham report on reform of the House of Lords concluded:

“The Church of England should continue to be explicitly represented in the second chamber”,

although it added that

“the concept of religious representation should be broadened to embrace other Christian denominations, in all parts of the United Kingdom, and other faith communities.”

I think it fair to say that the Church of England supported that approach.

Earlier in the current Parliament, the Joint Committee on the draft House of Lords Reform Bill resolved that

“bishops should continue to retain ex officio seats in the reformed House of Lords.”

Of course, the Committee was recommending the establishment of a considerably smaller second Chamber. It agreed

“that the number of reserved seats for bishops be set at 12 in a reformed House.”

That would have been proportionate to their present membership.

Speaking recently at a lunch in the Parliamentary Press Gallery, the Archbishop of Canterbury observed in response to a question:

“it is helpful to have an institution that thinks in terms of centuries rather than weeks, which considers the eternal as well as the temporal, the global as well as the local, the grassroots as well as the establishment.”

The House of Lords now has some 790 members, and I think that a total of 26 bishops—in fact, two archbishops and 24 bishops—focusing on the eternal, the global and the grass roots constitutes a worthy and useful addition to Parliament. Each of these bishops has a portfolio or policy area on which they focus. For example, there is a lead bishop for education, a lead bishop for welfare reform and a lead bishop on overseas development, and the bishops work hard at understanding their policy areas and how the Church of England might best make a contribution to policy development.

It is also worth remembering that the Church of England is part of the Anglican Communion. There are 37 other provinces in the Anglican Communion, mostly in the global south, mostly poor, and many in areas of war and persecution. We have a worldwide network of contacts and briefings different from that, say, of the Foreign Office, and through the archbishops’ and bishops’ membership of the House of Lords we are able to share the benefit of those briefings, intelligence and contacts with Parliament.

As Archbishop Justin observed when he spoke to the Parliamentary Press Gallery:

“We are, by tradition…a Christian society”.

He went on to say:

“The Church generally—and perhaps the Church of England especially—has influence in two ways. First, it is everywhere in England and it does the stuff we think Jesus wants done…Since 2008, the networks of food banks have been set up by the churches. Local churches…are involved in the renewal of the credit union movement, usually with debt counselling. We have chaplains in every prison, every unit of the armed services, every hospital, people living in every parish…we educate almost 1 million children a day, we bury the dead, we marry, we baptise, we care for those ignored, and the list goes on.”

My right hon. Friend is making a very powerful speech. On geographical representation, does he agree that often bishops represent parts of our country that are under-represented in Parliament? My own Bishop of Truro does such a good job of representing remote rural communities in the Isles of Scilly and Cornwall, for example.

My hon. Friend makes a very good point, and I think the whole House was grateful for the work done by the Bishop of Truro in co-chairing an inquiry by the all-party group on hunger and food poverty.

Archbishop Justin concluded that

“the Church of England remains one of the glues of society”,

and I would suggest it is a worthy glue to be included within the fabric of parliamentary life.

As my hon. Friend the Minister made clear, the provisions in the Bill before the House are straightforward. It is a two-clause Bill which, if passed, will mean that for a period of 10 years the most senior eligible female bishop will fill any vacancy that arises on the Bishops’ Bench for the 21 places in the House of Lords filled by seniority, in preference to the most senior eligible male bishop.

A helpful comment in the Bill’s explanatory note makes it clear that unless the law is changed, it will take “some years” before a newly appointed female diocesan bishop will be eligible to enter the House of Lords. Quite what “some years” means is hard to specify because the period between appointment and going into the Lords has varied greatly over the decades, depending on when retirements and other unexpected vacancies occur. In the past three Parliaments, it has ranged at times from less than four years to at one point more than seven. I think this House, as much as everywhere else in the country, would find it unacceptable if, having waited so long to get women bishops, we then had to wait perhaps the duration of a further Parliament before they started to reach the top of the queue.

Under the current law, the two Church of England archbishops and 24 of its other diocesan bishops are entitled to sit in the House of Lords as Lords Spiritual. This Bill enables women diocesan bishops to skip the queue, which, when all sees are filled, is 14 bishops long. It is a Bill which, I can assure the House, has the very broadest support across the Church of England. The Bishop of Lincoln, the Right Rev. Christopher Lowson, who is the diocesan bishop currently at the head of the queue—the bishop who, if the law were not changed, would be the next to enter the House of Lords—has with characteristic generosity welcomed the Bill and has observed:

“On the one hand, this is quite frustrating because greater Lincolnshire is under-represented in the House of Lords. However far more frustrating has been the wait for women to be able to be ordained bishop, and for an anachronism to be consigned to history. For that to happen completely, it is absolutely right that women bishops are fully represented in all levels of society, Parliament and the Church, and I look forward very much to seeing that happen.”

The campaigning group WATCH—which stands for Women and the Church—has over many years led the campaign for the ordination of women bishops. Before Christmas it issued a statement, saying it had

“always campaigned for women and men to be bishops on equal terms including as members of the House of Lords…Sometimes, however, equality is so far distant that some speeding up is necessary to make it happen within a reasonable time frame.”

WATCH went on to say:

“The Bill recognises the fact that for the first Diocesan bishops who are women this hasn’t been a level playing field and they won’t have had the same opportunities historically to fulfil their full and true calling.”

The Bishop of Leicester, who is convenor of the Lords Spiritual in the House of Lords, has made it clear that he believes that women bishops will “enrich and strengthen” the voice of the Lords Spiritual in the House of Lords.

As the Leader of the House made clear in business questions recently, if the Bill passes all its stages in the House today, the intention is for there to be sufficient time for the Lords to consider the Bill and for it to receive Royal Assent before Parliament is dissolved. As a result, when women start being consecrated as diocesan bishops, they will be able to take a place in the House of Lords straight away.

I very much support the Bill and commend it to the House.

That is indeed the case I am advocating, so I can only agree with the hon. Gentleman’s comment. If the trained first-aider is off ill or has been called away urgently or even, dare I say, panics when presented with a choking child, who is able, under the current guidelines, to step in and provide the assistance that could save a child’s life? Furthermore, I am concerned that the Department is heading in the wrong direction on this issue. The new update to the framework, which came into effect in September, has placed the onus on the child care facility to decide how many staff need to be trained. It is now up to the individual organisation; there is no national regulation on that. No ratio on first-aiders to children on site has been given or suggested by the Department. That is a weaker position than we had previously, when the framework clarified that

“first aid training must be local authority approved and be relevant for workers caring for young children”.

On first aid training providers, it is my view and that of the campaign that straightforward guidelines should be in place on who can administer paediatric first aid training and to what level. Many child care providers do not realise that a nursery using a first aid training company that is not regulated must carry out its own due diligence. Would it not be best if everyone obtained a regulated first aid qualification accredited by an Ofqual-recognised awarding organisation, so that we can make it easier for parents to have confidence when placing their loved ones in the care of others?

The hon. Gentleman is making an important and powerful case. Does he agree that as part of that training, it is essential that people are given opportunities to practise on dummies? As we might have seen with that qualified person in the nursery, sometimes people faced with these situations, without having practised on dummies, panic.

The hon. Lady is absolutely right. She raises an issue that I hope to address in the rest of my speech. I am sure that we would all agree that parents should be able to walk into a nursery and see “Level 3 Paediatric First Aid” on a certificate and be satisfied that the nursery has followed platinum-standard guidelines. I will move on to why that is particularly relevant, as a couple of Members mentioned earlier.

I echo my hon. Friend’s words about Christine Hodgson. Christine champions the Work Inspiration initiative, which is a national employer-led campaign targeting young people to make their first experience in the workplace meaningful. She is also involved in business and the community. My hon. Friend is absolutely right to say that she is a great role model for all young people, but particularly for young women, encouraging them to see the senior roles they could play in companies. I mentioned the idea of having more apprentices going back to their former schools to talk about the opportunities open to them. Seeing employers working in exciting sectors will open up eyes and inspire the next generation.

I very much welcome today’s statement, but bearing in mind the very low proportion of girls participating, can the Secretary of State assure me that girls and their families will be encouraged to overcome stereotypes and to consider careers and apprenticeships in engineering and technology?

My hon. Friend is absolutely right. This is about ensuring that all our young people are inspired about the career options, including a wide number of new careers, open to them. As I said, I am passionate about making sure that more girls are studying science and maths for longer, which is why we are backing the Your Life campaign and working with organisations such as the Institution of Engineering and Technology. She mentioned families, and this is very important too. For many families, it is easier to give advice about careers that are known about, but much harder to inspire young people to take up careers they know little about, which is where this company will come in.

I agree. A culture change is needed across this country so that when young people leave school they will look to go either to university or into an apprenticeship. Our job is not to make the mistake of forcing people one way or the other—sometimes against their wishes, as has happened before—but instead to make sure that there are two high-quality options available and that people can choose what suits them.

I very much welcome today’s statement. Will my hon. Friend join me in congratulating the Cornwall apprenticeship service, which has created 1,000 new apprenticeships in a year? That, with his Department’s support, is enabling micro-businesses such as Feritech in Penryn to take on apprentices.

I pay tribute to the Cornwall apprenticeship service. In fact, I have visited Cornwall college twice as skills Minister and have seen the work it is doing, particularly on building links with employers so that the training it provides is what they need. I pay tribute to its work.

My hon. Friend was right to single out Mr Martin as a great role model for people of all ages and from all backgrounds in setting up a new business. I would like to give one of the last words this afternoon to Mr Martin. It is important for everyone in this House to listen to what he has to say about start-up loans. He says that they have given him

“the opportunity to start a new life”

and that it is “an amazing feeling”.

They had very good PR. A couple of things struck me. First, they did not trade on credit, so people did not get into debt to consume, which is an interesting lesson for present times. Secondly, they made a surplus. They did not like to call it a profit, but they realised that they had to make a surplus over time, and doing so enabled them to succeed. A lot of interesting language was involved in that conversation, and I am grateful to the hon. Gentleman for his information.

In April 2010, Cressex community school became part of the Cressex Co-operative Learning Trust. I remember my first visit to the school after the election because I encountered a defiant spirit of autonomy and independence. There was a whisper of forced academisation because of its results, but there was fierce determination to remain a co-operative because of the way that the co-operative structure allows all parties to be engaged across the community.

The proper context of the results includes the selective system. As a Conservative in Buckinghamshire, I am expected to support selective education, but a whole tier of students at Cressex has been taken off to another school, which naturally depresses the overall results. There is no denying that Buckinghamshire county council is one of the most affluent in the south-east, but a high proportion of Cressex students and their families experience levels of disadvantage equal to those in northern cities. Nearly half of Cressex students live on estates that are among the most economically disadvantaged in England, with areas of entrenched poverty and low skills. The proportion of families with experience of higher education is below the national average and the proportion of children living in overcrowded households exceeds the national average. More than half of students have been eligible for free school meals in the past six years and are entitled to the pupil premium.

Although Wycombe has an ethnic minority population of around one fifth, 80% of the school’s pupils are from minorities and the school now receives increasing numbers of students from eastern Europe. Crucially, about three quarters of the students do not speak English as their first language. That is the context for Cressex school, and that is the challenge to which it must rise.

I congratulate my hon. Friend on securing this debate. Deprivation is found not only in urban areas. There is considerable deprivation in remote rural communities such as Cornwall. In areas such as the Lizard peninsula in Cornwall, we have often found co-operative trusts to be a good way of providing education to deprived remote communities where there are lots of small primary schools that face challenges in delivering high-quality education. Does my hon. Friend agree that the model can work for a broad range of communities throughout the UK?

My hon. Friend is absolutely right. I will come to the success of the model elsewhere, but I am aware that it has been a rip-roaring success in Cornwall. I originally come from Cornwall, which reminds me that we tend to focus on our own constituencies. There is rural poverty in Wycombe, but the rural part of my constituency is generally the better-off part. We still live in times of considerable inequality throughout the country and in our constituencies, and that focuses the mind.
