The hon. Lady makes an incredibly important and good point. Of course, people rely on their motor vehicles; some have no choice whatsoever. If public transport does not go the way that they are going, they have to use their motor vehicle, and she is absolutely right to highlight the impact that this decision will have on disabled people.

As far as exemptions are concerned, I would argue that everybody should be exempt. I do not think anybody should have to pay this charge, because of its nature and the impact it will have on so many people—on everybody around London. It is not just those who own vehicles that breach the ULEZ guidelines who will be affected; it is everybody.

I thank the hon. Member for securing the debate. I have also had representations, and heard my constituents’ concerns, about costs and the transition to green vehicles, but there is another side to this. I am sure he will agree that this is also about air quality, which we need to tackle in London. Has he read that the Mayor has decided to introduce two new temporary exemptions, from January 2023 to October 2027? Those grace periods will apply for those on disabled benefits and with wheelchair-accessible vehicles. Any way we move forward must be inclusive. There are still questions to be answered, including from my constituents.

The hon. Lady raises an important point about the impact on disabled people. I would reiterate what I said to the SNP spokesperson, the hon. Member for East Kilbride, Strathaven and Lesmahagow (Dr Cameron).

I believe that the constituency of the hon. Member for Feltham and Heston (Seema Malhotra) covers Heathrow airport. This will have a big impact on her constituency; it will stop people accessing that airport and make them go to other airports instead, so I would argue that the expansion has a big impact, and has unintended consequences for many people and businesses.

The Mayor is relying on not just the £12.50 per day charge, but the penalty charges for non-compliance, which make him even more money. The RAC believes that in the first eight months after the expansion of the ULEZ to the south circular, 1.6 million penalty notices were issued. This expansion will be to the whole of London; I shudder to think how many penalty notices will be issued.

We can see why the expansion is so financially and politically attractive to the Mayor of London. Those who must pay his seven-days-a-week charge to enter London cannot and do not vote for him. We are not Londoners in Kent; this is quite literally taxation without representation or accountability. The two areas hit hardest by the expansion are the counties bordering London, which cannot vote for the Mayor, and outer London, which the Mayor does not care about because it is not where the bulk of his votes come from.

The Mayor says that he will bring in a scrappage scheme for the poorest people, so that they can change their car. He is not doing that for those living in Dartford or anywhere else outside London, so the poorest will be hit the hardest. They will be unable to change their car or enter London to go to work, shop or pick up the kids from school. How will key workers get to London to support the health service, the police or other emergency workers there? Many of those key workers own cars that will be charged if they enter London, yet they keep vital services in London going. The supermarket ASDA has contacted me because it is concerned about the impact that the extension would have on its depot workers. It estimates that over half of those workers have vehicles that would be subject to the charge.

The scheme currently goes out to the south circular. We already see people parking just outside the ULEZ before continuing their journey using another form of transport. That is an understandable way of avoiding the charge, yet this practice could turn large parts of west Dartford and Joyden’s Wood—and areas all around London—into a car park. What justification does the Mayor give for his decision? He says that it is to reduce pollution. If he really wanted to reduce pollution in London he would ban the vehicles, but he does not want to ban them; he wants to make money out of them.

The expansion of the ULEZ has nothing to do with pollution. The worst pollution in London is in central London, not outer London. Of course, the expansion could not take place without the Mayor changing his transport strategy. He has changed it—with the votes of the Labour and Liberal Democrat Assembly members, and with only the Conservatives opposing. He held a consultation, which we have spoken about, on the ULEZ expansion and more than 60% of respondents opposed the idea, so what did he do? He just ignored them. What was the point of that consultation exercise?

His Majesty’s Government have stated on numerous occasions that they do not have the power to stop this expansion. Can my hon. Friend the Minister confirm, when he responds to this debate, whether that is the case? What advice has he sought on it? It seems that outer London boroughs can refuse to allow their land to be used for the camera infrastructure needed. Can he give his view on whether councils can refuse to allow their land to be used in that way, as it seems to me that that may be possible?

The ULEZ expansion will have a significant impact on the poorest in society. It will price people out of going to work, going shopping or otherwise going about their daily life. It will place a financial wall around London and take away people’s freedom of movement. It is aimed at those who cannot vote the Mayor out of office and those who do not vote for him. It is the most debilitating, unfair, undemocratic form of taxation this country has ever seen, and it is a window on the soul of the Mayor of London.

My constituents, too, want to make trips for work or to visit family and friends, and they still cannot book a seat on virtually any weekend service for the next two months. News that the TransPennine Express is also reducing services seems to be yet more evidence of a managed decline of our railways under the Conservatives, so what guarantee can the Minister give the House and my constituents that, under the Government, they will have access to the services that they need, and when that will happen? The Government have known about the issues about months, so waiting again for months and months is just not good enough.

This Government are absolutely backing the rail sector, with more than £90 billion being invested in the integrated rail service. Great British Railways will seek to address many of these challenges, not least the modernisation of the workforce, which is absolutely necessary. I have absolutely not condemned the workers for this situation, but the fact remains that workers have been willing to work on their rest days for something like 20 years and they are no longer willing to do so, certainly with Avanti. We need to find a solution to that challenge, working with the unions but also recruiting more drivers and a more diverse set of drivers, and ensuring that we have drivers who are trained to safely, affordably and reliably operate the train service we all want—particularly this Conservative Government.

It is a pleasure to serve under your chairmanship, Sir Edward. I congratulate the right hon. Member for Epsom and Ewell (Chris Grayling) on securing this debate on an industry that is vital to my constituents, thousands of whom work at Heathrow.

I want to make a few points. First, we urgently need a plan for aviation, including a plan for passenger testing, to help get planes flying safely, inbound and outbound. Secondly, we need a realistic, targeted support package to tackle the impact of the pandemic in the medium term on jobs, businesses and aviation communities. Thirdly, we need to plan for the future and invest more, not less, in the pace of decarbonisation in the sector.

In March, the Government promised a recovery plan for aviation. Eight months later, an integrated plan has not yet been published, while redundancies continue to rise. To help the industry recover as quickly as possible, we need a robust testing regime at our airports, which could reduce quarantine. Some welcome pilots are under way, which put public health first while taking advantage of swifter testing.

The Government have said that families will be able to fly abroad for Christmas with a new testing regime, but that is still six weeks away. United Airlines has already begun pilots on the London-New York route, but closer international working is needed. Are the Government planning to commit to a common international standard for health screening measures? The UK lags behind more than 30 countries around the globe that are doing more on aviation testing.

Getting planes flying safely will be key to saving jobs, including those that will be viable for the long term. We need more flexible and targeted schemes to keep people in work, and in their jobs, until aviation recovers. In Hounslow, we have seen devastating impacts. My constituency has the third-highest number of furloughed employments in the country, but 40,000 jobs are still at risk unless we see a recovery. I thank our unions and councillors, like Councillor Khulique Malik, who works at Heathrow, for the support that they have given the community at this time.

Businesses also need to work together for the long term. I am grateful to Unite for highlighting the imbalance of power that we are seeing at Heathrow. Heathrow Airport proposes changes that could see workers’ pay cut by £8,000 a year—equivalent to a 20% slash in salary. Heathrow workers are set to go on strike next month. Much more concerted dialogue with management is clearly needed.

The GMB, Prospect and Unite have been clear in their ask of Government to put forward an aviation-specific package, and they will contribute to the thinking that goes into it. Furlough has been welcome, but the job support scheme, as expected, was criticised as not workable for the aviation sector and aviation jobs, which involve more complex 24/7 shift-work patterns. More support for transition where jobs are lost in aviation communities is vital.

Finally, on plans for the future and decarbonisation, we know that progress on decarbonisation has been painfully slow. We welcome the jet zero plans and the work going on in government on the aviation sector in that regard. More of that will be debated at the important conference, which the Minister is aware of, hosted by West London Business this Friday on “reimagining our global hub”, looking to the future of aviation and transportation, and our leadership in the UK and across the world.

What incentives are required to drive the innovation essential to delivering a zero-carbon aviation, and how can we look to the longer-term infrastructure development, including Southern rail access to Heathrow? Supply chains also matter. That is why we need an integrated sector-based plan now.

I congratulate my hon. Friend the Member for Erith and Thamesmead (Abena Oppong-Asare) on securing this debate and the Chair of the Transport Committee on his work, his support and his Committee’s excellent report.

My remarks today reflect the situation around Heathrow, but are not limited to it. I thank and commend the local authorities around west London, and also west London business, Brunel University and others, for their remarkable efforts to come together for local rescue and recovery plans. I also welcome the call for an aviation communities fund from local authorities, particularly to support re-skilling, business growth and infrastructure.

This is a national emergency and the impact of not acting now to secure an aviation deal and to support businesses and aviation communities in the next few weeks will be devastating. The cost to the state will be far greater than the cost of measures to get us through even to the spring, when many companies expect to see demand grow. The message from employers is clear: aviation is much more than airports and airlines. It is the aviation fuel companies, retail, baggage handling, hospitality, security, logistics, facilities management, engineering, airline catering and much, much more. Their needs are different—some are paid for each flight, some are paid per passenger, and some are paid for services such as meals on flights—but their sustained success depends on each other. It is urgent to act now, because section 188 notices are being issued as companies plan for what they expect to be the end of furlough at the end of October.

One of the suggestions that the unions and others have put forward is that Her Majesty’s Government could mitigate the level of redundancies to recognise that those the hon. Lady has referred to, who could be made redundant, will have been paying national insurance of some 14% and their pensions as employees, while also saving the UK benefits and redundancy payments. Her Majesty’s Government could provide some funding—perhaps 25% funding—for each employee’s wages to retain the skills and, at the same time, ensure that the business can get to January and November next year where it needs to get to.

The hon. Member makes a very important point. Indeed, may I put on record my thanks to Unite, GMB and the other unions that I have been working with for all that they have done, day in, day out, to support workers and their businesses? He also makes a very important point about the retention of skills. Airport businesses have said to me that it takes six to nine months to train somebody to work in such a complex environment. Even cleaning an aircraft is as much about understanding security and counter-terrorism as it is about being able to serve all those passengers and the company. I thank him for making that point, because it links to the issue that this is about not just individual employees, but our readiness to recover when the time comes and keeping our businesses in place.

It is important to act now. Tens of thousands of jobs could be saved by a flexible extension to furlough, allowing employers to have employees on reduced hours perhaps, which will mean that families are supported to pay their bills and to stay in work. If the Chancellor and the Transport Secretary do not do this, they are simply passing a preventable problem over to an already stretched Department for Work and Pensions. In Feltham and Heston alone, there has been a 74% increase—to more than 19,000 people— in the number of people on universal credit. The local citizens advice bureau has talked about the level of inquiries it has had on debt. People are now being forced to borrow from loan sharks to pay one bill as another red letter looms.

No doubt the hon. Lady will share my disappointment that the Chancellor’s promise of tailored support has not yet materialised. Does she agree that ending furlough in October, just at the point when payment holidays are ending, will cause real difficulties for families? There is no respite for them. It really is time for the Government to step up and provide tailored support for furlough.

The hon. Lady is absolutely right. She shows that families will look forward to Christmas with dread, rather than with aspiration and hope for the new year. In six months’ time, we could be seeing children who are preparing for exams after two years of disrupted education being evicted from their homes—that is the scale of what will happen. I request that the Government act quickly to ensure that we get support in place early and that we do not see a wait until November, when it could be too late.

A recent report by Oxford Economics has shown the scale of local jobs around Heathrow: 133,000 jobs are being directly and indirectly supported, including in the Prime Minister’s constituency. Following his response to a parliamentary question about membership of the expert steering group, however, I am concerned that the Minister is not hearing all the voices in aviation. Perhaps he will not mind if I write to him with additional suggestions for under-represented voices and academic voices that could be useful in thinking about the future of aviation.

In summary, I make five recommendations: working with employers, a flexible and targeted continuation of furlough to keep people in work until aviation recovers—other countries are doing it, and so should we. Business rates deferral has been called for by Heathrow—I have written to the Prime Minister about it; Heathrow has not said “waiver”, it has said “deferral”—to help with cashflow, which in turn will help other businesses. Reduced quarantine through increased testing will bring greater confidence to fly. I also recommend a slot waiver review, so that airlines are not penalised next year for being unable to use slots this year. Finally, I recommend investment for growth, including through a new communities fund.

That extension of furlough, however, should also be conditional. For example, Heathrow has issued its own section 188 notice and, on Dnata Catering, many employees have written to me to say that they are being forced to sign a new contract on reduced terms. Instead, those companies should be negotiating with their unions for a solution—

My hon. Friend is right. I am very concerned about not just the City but the cities and towns across the country that should be enjoying a far greater number of tourists, visitors and business people than they are. I will certainly do exactly what she asks. It is a fact that, at the moment, numbers—particularly from European destinations—are, I am afraid, on the rise, which has led to countries coming off the list, but most weeks we add a territory or two as well.

Given the scale of the challenges faced by the aviation sector and the scale of job losses, today’s announcement seems to fall woefully short of the integrated Government leadership that we need to get planes flying and give passengers the confidence to travel safely. Indeed, many local employers tell me that they do not feel the Government are really listening to the challenges that they are facing. Airports have been working on increased testing pilots for months, and they do not feel that the Government have listened to them either. When does the Secretary of State plan to update the House on increased testing, so that we can reduce quarantine times? Will he come back to the House to tell us when he can extend the measures announced today—for example, to trial flights from Heathrow to John F. Kennedy airport, with New York now having lower covid rates than other parts of the US?

I speak very regularly—including at least twice over the weekend—to the boss of Heathrow airport, John Holland-Kaye, and to businesses in the hon. Lady’s constituency and all constituencies that are concerned about aviation and the issues that have been created. The simple fact of the matter is that, as I mentioned, until we have tests that are reliable enough and signed off through the PHE and Porton Down process, it is not possible to simply jump the gun, but I am very actively working with the airports. As I say, it has been a bit of a challenge to convince people on this—it sounds so simple and obvious that someone can just take a test on day zero when they land, a bit like pointing a temperature checker at someone’s head, and then we have to work through the reasons why that will not actually protect us from coronavirus. It is about doing the right things as well as doing those things quickly, but she has my assurance that I am on it day and night, and we will continue to be until we get solutions.

It is my great pleasure to open this debate and to have the opportunity to explore with ministerial colleagues and others the potential economic benefits of a southern Heathrow rail link. My belief is that a southern rail link fits exactly with the spirit of the times. It exemplifies the ambition set out by the Prime Minister that, after the pandemic, Britain will not only have a thriving future but one that is cleaner and altogether smarter than what went before.

This is not the first time that Members have sought to raise the issue of rail access to Heathrow from the south. Indeed, it is the very intractability of this question that causes me to bring it back to the House for further examination today, and I do so with the strong support of my neighbour and hon. Friend the Member for Woking (Mr Lord). With your permission, Mr Deputy Speaker, I wish to briefly cover that history, to look at progress since the announcement of the most recent Government initiative in 2018, to explain what economic and environmental benefits such a link could bring to the nation as a whole, as well as to my constituents in Guildford, and to provide my hon. Friend the Minister with the opportunity to bring us up to date.

I thank the hon. Lady for giving way and congratulate her on securing this Adjournment debate. She will know that this is an issue on which I have been engaged for over four years. In 2015, Hounslow Council put forward a proposed route for southern rail access to Heathrow from London and Surrey, including a station in Bedfont in my constituency. That was important to underpin regeneration proposals around Heathrow, and its benefit-cost ratio was very favourably assessed by Network Rail. Does she agree that this is a very opportune time to reconsider the economic benefits of such a proposal, not least in terms of the skilled jobs and greener infrastructure that we so desperately need and the direct link from Waterloo to Heathrow that could come from it? Along with my wonderful hon. Friend the Member for Slough (Mr Dhesi), who is on the shadow Front Bench, I also want to mention the opportunity to consider western rail access to Heathrow, which has had Government approval since 2012.

I thank the hon. Lady for her intervention, and I agree with her that now is the right time to look at the economic benefits and the skills and jobs that this will bring. It is exciting that this sort of project could have bids coming in from a range of providers, and the competition would be very beneficial. The Heathrow to Waterloo link could be looked at in the wider scope of the project, but I am sure she will understand that I am keen to see a line go to my constituents in Guildford. I will come on to the western link later in my speech.

Members from outside the south-east of England often, and understandably, criticise policymakers for taking a London-centric view of issues. I would like to reassure them that London-centricity can work to the detriment even of other towns and cities in the south-east. Access to Heathrow is just one example of this phenomenon. It is possible to reach the airport by train on a number of services, such as London Underground’s Piccadilly line, the Heathrow Express, Heathrow Connect services and hopefully, before too much longer, the hugely impressive Elizabeth line, which will bring direct trains to the airport from City and docklands. However, it is nigh on impossible to reach Heathrow by train from a whole number of boroughs in south-west London or substantial towns such as mine in Surrey and Hampshire, even though it is possible to see aircraft taking off and landing from some of them.

Transport authorities serving many of Heathrow’s competitor airports, such as Schiphol and Charles de Gaulle, have long since understood that a major hub for flights should also be a public transport hub. In Heathrow’s case, people can arrive by train if they like, as long as they are coming from the east. That gigantic airport, one of our drivers of economic growth, tourism and investment in normal times, and undoubtedly again after the pandemic, effectively sits at the end of a branch line.

Clearly, there are other public transport connections to Heathrow that are not based on railways. It is served by a variety of coach and bus connections that are valuable to airline passengers and the many thousands who work in the wide range of businesses located there. Those services include a direct hourly coach link from Guildford that opened in the last two years. Nevertheless, however many buses and coaches are available, they fail to attract the substantial number of users who otherwise default to their own cars or taxis and private hire vehicles. Those vehicles congest still further the greatly overloaded road network that serves the airport, cause damage to economic efficiency and reduce the attractiveness of the region south of Heathrow to investment.

It is a pleasure to speak in this debate. I would like to start by thanking everyone who has contributed and by extending further congratulations to my hon. Friend the Member for Guildford (Angela Richardson) on securing this debate on the economic benefits of a southern rail link to Heathrow airport. I also congratulate all others who have contributed, including my hon. Friend the Member for Runnymede and Weybridge (Dr Spencer), the hon. Member for Feltham and Heston (Seema Malhotra), my hon. Friend the Member for Meon Valley (Mrs Drummond) and, of course, my hon. Friend the Member for Scunthorpe (Holly Mumby-Croft), who is unrelenting in her passion for her town and its core industry, as I think she will find we are in the rail industry, too.

The question my hon. Friend the Member for Guildford asked about the economics of a southern Heathrow rail link is, as she outlined, one that my Department has been considering for some time. Our Heathrow rail access programme was established in December 2016, with the aim of providing a step change in the accessibility of Britain’s busiest airport.

Unless travelling from central London, the current public transport offering to Heathrow is poor. Many people choose to use their own cars instead, leading to the traffic congestion that my hon. Friend outlined. Improving transport links to the airport would open up access for many regions of the United Kingdom, and a southern access scheme would open up new markets across the south-west of London and, indeed, the south-east of the United Kingdom, providing an attractive alternative to the heavily congested road network.

Although demand for air travel has fallen dramatically due to the coronavirus pandemic, we are supporting and want to see the recovery of the aviation industry. Thus we recognise the importance of major schemes such as this in encouraging people back to air travel, as well as in supporting passengers as they return.

The scheme my hon. Friend mentions would be part of the Government’s plan to build back better, build back greener and build back faster. We want to rebuild Britain and fuel the economic recovery across the United Kingdom. As she knows, this Government have committed to building a Britain with world-class infrastructure and have established Project Speed, ensuring that we are building the right things better and faster than before. Project Speed is an ideal method of dealing with some of the delays with the southern link.

The Heathrow rail access programme comprises two major schemes: the western rail link to Heathrow, serving Reading to London Paddington via a new tunnel to Heathrow, is the other one. I, too, am pleased to see the hon. Member for Slough (Mr Dhesi) in his place. Not only does he give proper scrutiny to everything I try to do in the Department; he is also passionate about making sure that the western rail link to Heathrow actually comes about and does what it says on the tin for his constituents and others. Like my hon. Friend the Member for Guildford, I am pleased to see him in this debate.

The southern access link is at a much earlier stage of development than the western rail link project. It is intended to link terminal 5 directly to the south-west of London, potentially as far out as Surrey and Hampshire. I know that that is welcomed not only by my hon. Friend the Member for Guilford but by a whole host of people across Surrey.

The Minister and I have spoken briefly on this matter since he took up his post. May I make a request to him because I think there is an opportunity in this world of projects to move forward? Sometimes there has not been a coherent debate, a proper assessment and proper criteria against which to evaluate a scheme. In the interests of the hon. Member for Guildford (Angela Richardson), who wants to see support for her constituents, in the interests of regeneration, and knowing that it takes two buses sometimes to get one and a half miles to Heathrow for my constituents as well, for work or for travel, is it time to convene a small cross-party taskforce in this place to look at how we might break through some of that and give those perspectives from our constituencies to help move this forward for the Minister?

As I hope I will outline, this project is moving forward at a decent pace, but, on extra scrutiny from this place, there will be barriers. There will be people who rightly want to scrutinise any decisions made on this and I think that would be a valuable suggestion to take forward, as the project moves forward.

It is an important project. It is currently led by my Department. It is a pathfinder project, as my hon. Friend the Member for Guildford said, seeking to harness all innovative forms of delivery and technology from the private sector to deliver a better service for passengers and ensure better value for money for the taxpayer.

As my hon. Friend said, only about 21% of all passengers travelling to Heathrow airport from the south use public transport instead of private road vehicles, and for areas such as Surrey and Hampshire, and Guildford especially, I am told that the figure is lower still, so we know that a market exists for this. In contrast, almost half of passengers and airport staff travelling to Heathrow airport from London and to the east of the airport do so by public transport.

Good progress is being made. Following the publication of the strategic objectives in November last year, my officials are currently finalising the pre-instituting outline business case—my Department loves a bit of jargon—to outline the case for change and the need for a scheme such as this, and to set out practically how the scheme could and should be taken forward. They continue to work closely with commercial advisers to develop commercial and financial models, with the intention of working alongside the private sector to fund, finance and deliver this scheme.

The scheme is in its infancy and as yet no route or mode has been selected, and there is also the possibility of more than one type of intervention to boost transport options. It can, however, be assumed that heavy rail will play a major part in the southern access to Heathrow.

It is clear that there is a strong case for improving transport links in the region, as I have described, and not just for airport passengers and employees, but for those who live in the wider area and would benefit from the roads being freer around Heathrow and, indeed, the extra public transport options this would bring. So while there are many different options for the scheme, we know the potential benefits are clear. First and foremost, it encourages people from their vehicles on to public transport, reducing congestion. We know this can be achieved through the creation of new and accessible high-frequency, reliable transport links with the interchanges and step-free access this scheme would bring. It also helps us to reduce the environmental impact of aviation and the associated carbon emissions, an important step on the path to net zero, and not only by providing new environmentally friendly journey options but also by utilising sustainable construction methods and materials. It will take into account any key environmental undertakings in that area being developed in collaboration with the relevant local authorities and local enterprise partnerships.

Obviously, this should—this could—help to connect communities, boost economic growth and encourage regeneration. It could provide—it would provide—greater connectivity and journey choices in south-west London, Surrey, and Hampshire to central London and help us with capacity across the south-west rail network as well. It would seek to employ the local workforce and source its apprentices locally, and look to improve trade links locally, nationally and internationally. And not just through passenger trains, because freight is also an important part of this equation, providing a much-needed boost and connection for the local and national economies.

As I said, this scheme is very much in its infancy and there is still much to be developed, but the work carried out to date and the work under way demonstrate that, if we get this right, it will be a really positive step towards the development of transport in the south of the UK and alleviating many of the pressures outlined in this debate, working to meet the needs of so many passengers and to improve the prospects of so many locally and nationally, across the whole of the UK, who travel around that part of our country.

A scheme such as this does not come without challenges. To ensure the safety of passengers, road users and pedestrians, we will not want to increase the usage of level crossings; level crossings are a bind for any rail Minister who has ever stood at this Dispatch Box. The new platforms at terminal 5 are underground, so it will be necessary to excavate tunnels, and the scheme will be required to integrate with new and existing infrastructure, both at terminal 5 and on the south-west main line—to name but a couple of the challenges.

There is, however, already strong market interest from the private sector. Several of the groups interested have developed scheme proposals to varying degrees. The Government tested market appetite in late 2018 and, although many organisations showed interest in developing and delivering a southern scheme, none was able to progress without some form of Government support. So my officials continue to work closely with these scheme promoters, operators, construction companies and capital investors, along with the wider private sector, to harvest the innovation and insight that they can provide, and that we can learn from to build a process for securing the best, and the very best value, scheme possible. The Department will continue to develop the southern access to Heathrow scheme, working alongside Network Rail and Heathrow Airport to integrate it with the western rail link and other major transport projects, ensuring the most efficient design and delivery of the whole scheme.

I am very aware of the strong benefits a southern access to Heathrow scheme will provide, not only to the passengers and employees of Heathrow airport, but to the people living in the surroundings of south-west London, Surrey, Hampshire and beyond. I look forward to working with all who are interested in developing this scheme and I am keen to move forward at pace.

I thank my hon. Friend for the support she has given me in this role in the Department for Transport. I also want to thank her for the work that she did during her two years as maritime Minister. She is absolutely right: airports are important not only for our economy, but for how we trade with the rest of the world. It is right to say that, obviously, the judgment took into account our concern over the Paris agreement, but it did not judge that airport expansion was incompatible with climate change.

Paragraph 285 of the judgment rightly stated:

“We have not decided…that there will be no third runway at Heathrow.”

As a Member whose constituency is dependent on jobs from Heathrow, I voted, on balance, to support expansion at Heathrow. Paragraph 285 goes on to state that

“the consequence of a decision is that the Government will now have the opportunity to reconsider the ANPS in accordance with the clear statutory requirements that Parliament has imposed.”

It seems to me that that should be the responsibility of Government. Therefore, aside from the appeal being progressed by the scheme’s promoters, what precisely is the reason that the Government are choosing not to do so?

The hon. Lady is quite right that the court’s judgment was not to determine whether a third runway should take place, so she is right on that point. The court’s judgment was based on the consideration of climate change in the Paris agreement. As she knows, and as I have already outlined at the Dispatch Box, the judgment ran to more than 100 pages. It is a complex judgment, which we are looking at and considering, and we will come forward with our next steps as soon as possible.

I will be very happy to meet my hon. Friend. He knows my concern about the need to guarantee enough capacity for regional connections. It is one of the reasons we have said there will be a bloc of new capacity at Heathrow airport, when it expands, set aside for regional connections. That is fundamentally important to the future of aviation in the United Kingdom.

The Secretary of State highlights the projected increase in passengers, particularly at Heathrow. In recognising that and planning ahead, does he agree that a new southern rail access to Heathrow serving Surrey and southern markets and going, hopefully, via Feltham in my constituency, will be a positive contribution, increasing the speed at which passengers reach Heathrow and reducing congestion?

I absolutely agree: we need both western and southern access to Heathrow. That is an important part of ensuring that the airport can expand in a sustainable way, but it will also make a real difference to the hon. Lady’s constituents who work at the airport.

My right hon. Friend is very committed to her view on this matter, but this House voted by a majority of nearly 300 to pursue this project and give Heathrow the green light. It now has to go through detailed consent processes, but I believe that it is a project that is strategically important to the United Kingdom.

A new Southern rail link connecting the south and south-west with Heathrow via Feltham was favourably assessed by Network Rail two years ago as having the highest benefit-cost ratio of all the Southern rail options proposed. We are waiting on the edge of our seats for progress towards the next stage. When will the Secretary of State be able to announce funding and proposed plans to take the project to the next stage, so that we can start to move forward?

I regard Southern rail access as extremely important. We are now looking in detail at what we believe the specification of the scheme should be. It will clearly require some degree of public support, and that is the next stage, which I expect to pursue in the coming months, albeit relatively soon.

I thank you, Mr Speaker, for the opportunity to speak in today’s debate. Heathrow plays an essential role in our national economy. My constituency is located on the gateway from Heathrow to London, with Heathrow being a powerful global symbol of our internationalism and our diversity.

I have been sceptical in the past about expansion, and indeed campaigned against the last proposed third runway. Today, on balance, based on jobs for the next generation and on what we need for our economy, I will not be voting against the motion, but let me be clear that much more reassurance is needed from Heathrow and the Government to ensure that any application does not fall to a legal challenge and that they can deliver for the country and local communities.

A majority in my constituency is in favour of expansion —every poll in recent years has shown that, and it is generally in the ballpark of 2:1. Tens of thousands of my constituents work, or have worked, at the airport. London’s first airport was in my constituency, in what is now Hanworth Air Park.

For many of my constituents, Heathrow is more than just a global hub for transport and shipping. It is the place where they go to work every day—not only flying the planes, running the air traffic control and policing the UK border, but driving the trains and buses, cooking the meals for passengers and, in logistics, delivering British goods to destinations all over the country and the world. They have developed a diverse set of skills to serve the needs of the aviation industry. Heathrow depends on them and they depend on Heathrow. But residents are conflicted because they want Heathrow to grow, but they also want a fair deal. It is vital that they have a fair deal.

Families have told me that they support expansion but that they have felt neglected when it comes to noise compensation. Residents wake up before 5 am if planes come in to land too early and they are unable to open their windows in the summer for the noise, including noise from hangars behind their homes. They also face traffic congestion to and from Heathrow, pollution from cars stuck in traffic and night flights. Respite and other protections are critical for their quality of life.

I campaigned alongside Hounslow councillors for Heathrow to reach out and do much better with regard to these issues, regardless of a third runway. But in my discussions with residents in recent weeks, they have cited reasons for supporting the expansion, including jobs, apprenticeships, more opportunities, a fair deal for small businesses and improved local transport. Local unions have also come out in support and residents highlight international competitiveness.

Today it is a disgrace that we are unfortunately being asked to vote before we have all the information, including sight of new flight paths and analysis of how people will be affected. If the Government get support for the NPS tonight, it will be for them to hold true to their word that the development consent will not be given unless detailed proposals show how environmental impacts will be mitigated in line with legal obligations, and all other commitments adhered to.
