No, I will try to make a bit of progress.

After the many press releases, it is good finally to see a little bit of detail about what the Labour party would do about sewage, but to some extent it is already being done. Frankly, today feels like another gimmick, if not a sham, from the Labour party.

I understand that the shadow Secretary of State’s Bill, which has been hastily prepared—I believe it was published last night—is pulling Wales into this. We have already somewhat covered that issue, but based on his logic, I am not surprised that he is embarrassed about the Welsh record. Of the longest sewage discharges in Britain in 2022, the top two were in Wales. Three of the top five constituencies for hours of sewage discharged were in Wales, according to Top of the Poops. In 2022, the average number of spills per outflow in England was 23; in Wales it was 38. As I say, I am not seeking to blame the Welsh Government, but—speaking candidly—facts are our friends. Instead of fudge and obfuscation, we will keep going with our credible plans, because we are determined to clean up our waters.

Does the Secretary of State agree with Law Wales, which states that

“Senedd Cymru generally has legislative competence in relation to all aspects of water quality, water resources and water industry”?

Contrary to what the shadow Secretary of State said, this is the responsibility of the Welsh Government.

My hon. Friend is absolutely right, as is the person he quoted. This is a matter that is dealt with by the Welsh Government, who issue the same strategic policy statement to Ofwat that my Department delivers. Indeed, a price review is under way right now.

I serve on the Welsh Affairs Committee, and we have had two evidence sessions discussing the situation with water companies in Wales. I have therefore spent a great deal of time recently hearing about what is going on in Wales and, frankly, this afternoon there seems to be virtually no recognition from the Opposition that the Labour party has a big problem to answer for in Wales when it comes to water quality. We have established during this debate that the Welsh Government have legislative competence for all aspects of water quality, water resources and the water industry, so it is very much the Labour party’s responsibility in Wales.

I thought the speech by the hon. Member for Islwyn (Chris Evans) was powerful, and it held to account the problems with Dŵr Cymru or Welsh Water. Opposition Members have continually made the point about nationalisation—it goes down slightly different lines depending on whether they are Momentum or mainstream Labour Members. In effect, Dŵr Cymru is a not-for-profit organisation, so it is not putting money into the hands of shareholders, yet as the hon. Member said, it is a very poor performer. I think that is something the Opposition need to consider.

During the Welsh Affairs Committee review of the water industry in Wales, we were very concerned by the evidence we heard about the condition of Welsh rivers and coastal waters. I make no apology for highlighting Labour’s appalling performance in Wales on the water industry, and I will give one or two statistics in the time available. There were 83,000 spills in Wales in 2022. In England, there were 23 spills per overflow on average that year, whereas in Wales there were 38 spills per overflow on average, so the performance in Wales is distinctly poorer. The number of sewage spills in Wales accounted for 21% of all discharges across Wales and England, and the top two longest sewage discharges last year were in Wales—in Bridgend, which is the responsibility of Dŵr Cymru or Welsh Water. As we have heard, of the top five constituencies across the UK for hours of sewage discharge, three are in Wales: Carmarthen East and Dinefwr, Dwyfor Meirionnydd, and Preseli Pembrokeshire.

These are damning statistics, and the point I make to the Opposition is that they should be honest enough to recognise that there is a major problem in the way that Labour runs the water industry in Wales.

Animals (Low Welfare Activities Abroad) Bill

I will be extremely brief. It is an honour to support this Bill, particularly after being able to support the Hunting Trophies (Import Prohibition) Bill, promoted by my hon. Friend the Member for Crawley (Henry Smith), earlier this morning. It was a great pleasure to serve on the Bill Committee, with this whole process having been expertly steered through the House by my hon. Friend the Member for Guildford (Angela Richardson).

I wish to make three quick points. First, the RSPCA has strongly supported the Bill, saying:

“We believe it will advance the cause of animal welfare and could lead to preventing the suffering of millions of animals worldwide.”

Secondly, World Animal Protection supports a ban on the UK advertising, saying that up to 550,000 wild animals a year are suffering for tourists’ entertainment in wildlife attractions worldwide, so this is very important. My third and final point is that as a Welsh MP I hope the Welsh Senedd will follow suit. It is an honour to support this Bill, which will be of great benefit to animal welfare around the world. It has my wholehearted support.

I beg to move, That the Bill be now read a Third time.

I am delighted to present the Bill for its Third Reading, and thank all Members who have supported it so far, as well as all the non-governmental organisations that have advocated for this ban. I am pleased that the Bill has broad support across the House, and I am grateful to the Members who are present for helping to put in place this vital addition to UK legislation to improve global shark conservation.

This small but very important Bill proposes the banning of the import and export of detached shark fins and shark fin products. Sharks are already at great threat from overfishing, driven by demand for shark products. In the United Kingdom, shark finning has been banned for nearly 20 years. It is a highly wasteful practice and a huge barrier to effective fisheries management, and it is so cruel: fins are removed from a live shark, and its finless body is returned to the water where the shark dies as a result of bleeding or suffocation. It is therefore not surprising that a strong opposition to shark finning and trade in detached shark fins was rightly amplified by respondents to a call for evidence run by the Department for Environment, Food and Rural Affairs.

A thought has crossed my mind. Welsh Members of Parliament represent 6% of the total membership of the House, but I am proud to say that, as two Welsh Members have presented Bills, they represent 40% today. That bears testimony to the vibrancy of Welsh democracy.

May I ask the hon. Lady what exactly shark fin products are used for in the UK? Obviously I am thinking about cutting off the demand, but I would also be interested to know what products are involved and for what purposes they are used.

I thank the hon. Gentleman for his intervention—and I really like his maths.

Shark fins are a traditional delicacy used in shark fin soup, mainly in Asian communities. We do not intend to ban that; we intend only to ban the imports. If the shark is ethically landed and the fins are removed when it is dead and then made into soup, that is fine. However, to ensure that we are not inadvertently fuelling unsustainable practices abroad, it is crucial that we ban the import and export of detached shark fins and shark fin products. Only sharks landed with their fins naturally attached will be available for sale. That is widely accepted as best practice for the enforcement of shark finning regulations, requiring that fins remain naturally attached to the body until it is brought to land.

Yes. Some incredible names were mentioned that day, and I cannot bring to mind whether she had a Noodle, a Doodle, a Frazzle or whoever. The one that sticks in my mind is Andrew the pig—but I digress.

As I say, kennels and catteries contribute in many ways, on both national and local scale. My right hon. Friend the Member for Romsey and Southampton North (Caroline Nokes) mentioned the importance of looking to treat them as a group. Some 26% of UK adults own a dog and some 24% a cat. Their companion dogs or cats will be among the 9.6 million dogs and 10.7 million cats that reside in this country and, hopefully, are lavished with an enormous amount of love. Indeed, I will declare that I am a dog owner, and I probably over-indulge him.

Kennels and catteries provide important services to our cat and dog populations and their owners, and I know that my hon. Friend’s constituency is the base for several such establishments. That situation is replicated in just about every constituency across the House.

I turn to the benefits of kennels and catteries. Locally, kennels and catteries have a positive economic benefit, stimulating the local economy through the purchase of pet food and equipment and the employing of local vets for the health of their residents, as well as tradesmen to maintain their establishments. The ripples of that economic benefit will be felt discretely regionally and nationally through medium and large-scale suppliers and manufacturers. In that way, kennels and catteries contribute to continued economic success and increasing consumer spending across the sector.

There is, of course, a further significant economic benefit to kennels and catteries, one which my right hon. Friend has taken great care to raise with us this evening: the indirect economic benefit felt by others, such as the travel and tourism sector. In this case, the services provided by kennels and catteries allow us to travel or visit locations which would not otherwise be possible. I heard her comments about re-categorisation and so on. The challenge is that several Departments are involved in what she is asking me to consider.

The security of pets is a major concern these days. I strongly compliment my hon. Friend the Member for Hyndburn (Sara Britcliffe) for raising the issue. It is an issue that worries people and I have had meetings on it in my constituency. A strong and vibrant cattery and kennel sector is a very important part of keeping our pets secure.

I could not agree more with my hon. Friend. Indeed, the Department is looking to do something about pet theft in future legislation.

The Government are aware of the sector’s concerns relating to the covid-19 restrictions that were in place and understand the considerable difficulties faced not only by kennels and catteries, but by many businesses adversely affected by the fall in travel and tourism due to the pandemic. I place on record my thanks to my hon. Friend the Member for Hyndburn for her acknowledgement that the Government acted swiftly and put a great deal of effort into ensuring that businesses were supported.

The Government’s swift action to provide a range of covid-19 support measures to both businesses and charities was done at pace. We published information on how to access that support and worked with sector bodies at the time—that is the important thing I would like to stress—such as the Canine and Feline Sector Group. We worked with the group to enable grooming to start up. In the difficult days of the pandemic, it worked on regulations around safety handovers and so on, so that the industry could get up and running. That work led to the publication of advice to owners and pet businesses throughout the period that restrictions were in place.

We continue to engage with the sector to try to understand and address any residual issues. Government support included, but was not limited to, loans, small business grants available through local authorities, mortgage holidays and VAT deferral. Those, and other provisions, were maintained and extended as the situation developed. The Government also acted to protect the income of the self-employed through the self-employed income support scheme grant, and supported employees through the furlough scheme. Businesses in my hon. Friend’s constituency, including catteries, will have felt the benefit of that support.

I understand that the owner of Rhoden Manor has gone on to establish the UK Alliance of Catteries and Kennels with the aim of strengthening their collective voice. I recognise that there has been a great deal of concern in the sector and we take that very seriously. We will keep a close watch on intake levels and trends. DEFRA remains committed to continued engagement with the sector and to understanding the long-term impacts of the pandemic, monitoring the animal welfare implications and offering subsequent and appropriate advice.

Local authorities were allocated £500 million in discretionary funding through the additional restrictions grant to support businesses that were significantly impacted, even though they were not required to close. That was in addition to the £1.1 billion allocated in November 2020. Local authorities had the discretion to support businesses in the way that they saw fit.

I recognise the importance of kennels and catteries and the varied roles that they play in our lives, from enabling our ability to travel to supporting key workers, allowing them to undertake their roles. The Government are also convinced that the kennels and catteries of this country provide many economic benefits. I hope that my hon. Friend the Member for Hyndburn can be reassured by the fact that we are working with the Local Government Animal Welfare Group to improve the data that several hon. Members said was perhaps not as seamless as they would like it to be.

I hope that my hon. Friend is reassured that the Government have taken the appropriate steps throughout the covid restrictions to ensure that we supported kennels and catteries, so that they could, and can, continue to operate. I thank her for securing tonight’s debate. She spoke recently about the support that the Government have given to high streets, recognising the effort and investment that we have made.

To conclude, I would be happy to meet my hon. Friend to tease out, as she said, the quite complex set of asks that she laid out this evening and to see exactly where the challenges are, because I would like my officials to check some of the details about the database, and so on. As my right hon. Friend the Member for Romsey and Southampton North said, making it a simpler system to navigate is probably one of the key asks. On that note, I thank my hon. Friend the Member for Hyndburn again for securing the debate and thank our cattery and kennel owners for not only all they did in the pandemic, but all they do all the time.

What steps he is taking to support the dairy industry during the covid-19 outbreak.

The Government have had to take some unprecedented steps to control the coronavirus, and it is the case that parts of the dairy industry were affected by the closure of the hospitality sector earlier in March. We have introduced specific measures to support the industry, including a dairy response fund, which opened for applications on 18 June. Payments will begin from 6 July. We have also relaxed elements of competition law, and we are supporting an industry-led promotional campaign.

Would my right hon. Friend be able to work with the Welsh Government to secure greater milk processing capacity in order to add value back to Welsh dairy farmers, particularly in my constituency of Clwyd South, which has been hit hard by the demise of Tomlinson’s Dairies and by bovine TB, so that all farmers can get a fair price for their world-beating Welsh milk?

My hon. Friend makes an important point. The Government do indeed work with the devolved Administrations to improve outcomes for our dairy farmers. Indeed, just yesterday, jointly with the devolved Administration, we launched a consultation seeking views from dairy farmers and processors on new regulations to secure transparency and fairness in dairy contracts. As he points out, there are also circumstances where grant funding can be made available to support investment in processing capacity, and that can help add value to the milk produced by our farmers.
