The right hon. Gentleman has raised the issue, and I can understand and empathise with the enormous frustration, not to say irritation, that he and doubtless his constituent feels. His constituent probably feels genuinely let down in this situation, and I will speak to the Parliamentary Security Director about it. As the right hon. Gentleman says, there is a balance, and he speaks with a very considerable personal knowledge and experience of security matters, both from his past career and from his time serving as a Minister. I will discuss it with the Parliamentary Security Director, and I will come back to the right hon. Gentleman as quickly as I can.

On the big picture issue, nobody should have to wait an hour and a half to get into this place, and if that has happened an apology is due, and it should not continue to happen. As colleagues will know, I do not have operational control in this place. I do my best to promote good policy, but I do not have operational control. If this happens, it should not do so: it is not an acceptable state of affairs. I will try to get a satisfactory response for the right hon. Gentleman. I will come back to him when I have further and better particulars, and that will be soon.

Further to that point of order, Mr Speaker. This is quite a long-standing problem. On Tuesday and Wednesday mornings, visitors regularly wait for an hour or more at the Portcullis House entrance—often elderly visitors, in the heat. My right hon. Friend the Member for Hemel Hempstead (Sir Mike Penning) is absolutely right that need to address the issue. The way we are treating visitors to this place is unacceptable.

I thank the hon. Gentleman for what he has said. I do not know for certain whether there are capacity constraints, but if there are, to put it in simple terms, insufficient people available to do the screening and a greater resource is required, I am very happy to see a greater resource. I think the track record shows that I have been very happy to see increases in expenditure in the House. We take note of Government spending but are not obliged to mirror Government spending—the House can spend money as the House thinks fit, within its estimate, and seek a revised estimate if necessary. This must not be driven by resources; the priority is to do what is right by the public and to find the resource to ensure that we can do that. I hope that the hon. Gentleman will understand—he is a very reasonable person—that I cannot give a fuller answer than that now, but I will take both points away. I hope that both he and the right hon. Member for Hemel Hempstead (Sir Mike Penning) will feel that they have been heard and understood.

As I think the hon. Member for Motherwell and Wishaw (Marion Fellows) knows—and I respect her sincerity and the force of what she has just said—I indicated earlier in the week that I simply did not hear the term used at the time. However, I emphasised, once it was brought to my attention, that I utterly deprecated it. It is not a term that should be bandied about in the spirit of political polemics. As the hon. Lady says, it is something that touches a lot of people very deeply. I echo what the Leader of the House says: we should weigh our words carefully.

May we have an urgent debate on the Home Office’s very welcome but seriously overdue commitment to move to a fairer funding formula for the police? Back in 2004, damping was brought in, which means that many police forces such as Bedfordshire received millions of pounds less than the national funding formula says they should get. In Bedfordshire, that equates to 90 police officers. May I ask the Leader of the House to convey to the Prime Minister and the Chancellor, as well as to the Home Secretary, the real anger on this issue of the people of Bedfordshire at the way their police force is underfunded by this unfair issue of damping?

Thank you very much, Mr Speaker. Houghton Regis North 1 is a 5,000-house development in my constituency for which all planning permissions have already been granted. My concern is that I am told that not a single person will collect keys on that large site until early 2020 because of the time it will take to put in electricity and other utilities. My constituents need those houses now. They cannot wait that long and they cannot wait for the Letwin review. What can the Government do to help to get those utilities in more quickly, so that we build the houses we desperately need?

Will the Secretary of State look at how families are treated by the insurance industry when a householder gets a criminal conviction? The Salvation Army recently highlighted several cases in which insurance had either been denied or made prohibitively expensive in a way that seems to me, as a former chartered insurer, to be neither reasonable nor necessary.

Well, it would not be a Monday afternoon without a profusion of points of order.

On a point of order, Mr Speaker. A constituent contacted me last week to tell me that a friend of his had been prevented from entering the House because he was wearing a “Free Palestine” badge. After discussion with the security staff, he removed the badge and was allowed access to Parliament, only to come across a large exhibition that featured one poster that was about Zionist diplomacy. We all respect the important work that the security staff do in keeping us safe, and we are hugely grateful to them, but I wonder whether you could give some guidance on the wearing of small badges, because my constituent is a bit confused by the situation his friend encountered.

I am grateful to the hon. Gentleman for his point of order, and for his courtesy in giving me advance notice of it. I think that it is fair to say—I say this en passant—that the presence of the poster, to which he elliptically eluded a moment ago, is irrelevant for the purpose of his point of order, because I think that it formed part of an historical exhibition. I am sure that an historical exhibition would be of great interest, possibly to the hon. Gentleman’s constituent, but almost certainly to the hon. Gentleman.

So far as the point of order is concerned, what I would say is as follows. Under what are now long-standing instructions, members of the public wishing to visit the House are not supposed to display clothing with slogans or badges that might cause controversy. Of necessity, that has to be interpreted case by case by individual members of staff, and they might get the balance wrong. For my own part—I have not been encouraged to say this, but I am entitled to say it and I intend to say it—it seems to me that we should err on the side of caution and, where possible, of non-intervention in these matters, rather than on the side of being too prescriptive or officious. I sense that that is probably the wish of the House.

I will of course convey the hon. Gentleman’s concern, which has been expressed with his usual restraint and courtesy, to the Serjeant at Arms. I hope that, in turn, the hon. Gentleman will forgive me if I gently suggest to him, as I have been encouraged to do, that he could have sought such a meeting himself, rather than bringing the matter to the Chamber, but he has done so, and he has done so with fairness, and I hope that I have responded accordingly.

This Government want to see as many compulsory prisoner transfer agreements as possible, because it is hard work trying to transfer all foreign nationals, of whatever nationality, out of prisons in England and Wales. Therefore, all compulsory transfer arrangements are useful. Currently, we have them with all members of the European Union, with the exception of Ireland and Bulgaria.

Like the hon. Lady, I am a huge fan of schemes such as the Bad Boys bakery, which I have visited in Brixton. I can still remember the smell of the delicious lemon cake wafting out of the bakery when I visited it. More seriously, when we see the purpose and engagement of prisoners when they are given a real opportunity to do work in prison that offers the prospect of a job on release, they do engage, and we need to see a lot more of that.

My commitment to the House is to carry on recruiting at the increased level of activity that there has been for the past few years. It is proving successful. It is a challenge, at some specific sites in London and the south-east more than at others, but we are managing to make progress. There is the budget to carry on employing prison officers and I am determined to carry on with our recruitment objectives.

I do not have those particular figures to hand for the right hon. Gentleman, although my memory is that he has asked me that question before and that I have written to him with the answer. I will dig out the letter I sent to him; maybe it went astray. Speaking as a current prisons Minister to a former prisons Minister—I know he cares as deeply about these issues as I do—he will know that these issues are not easy. He knows that his own Government faced considerable difficulties on exactly the same issues. What is not in doubt is this Government’s utter determination, through the prison reform programme, to get on top of them.

The right hon. Gentleman was chuntering repeatedly from a sedentary position that he knew the answer to his own question, which is probably very wise and knowledge of which will enable us all to sleep much more soundly in our beds tonight.

I intend to do precisely nothing, other than to ask the Minister to tell the House what he and the Government will do.

The hon. Lady is a member of the Select Committee, is very knowledgeable and takes these issues extremely seriously. One issue not yet mentioned today is that we are significantly improving prison officer training. It has increased from six to 10 weeks, and we are providing officers with the additional skills they will need to be able to cope. Training on its own, of course, is not enough, which is why I reiterate to the hon. Lady the commitment I have made several times today to carry on recruiting at the rate we are recruiting to get up to the benchmark level. In December 2014, the number of vacancies for prisoner officers was 5%; it is now 2%, and I want to see it at 0%.

How many foreign national offenders are there in our prisons, and will any effective action be taken during the lifetime of this Parliament drastically to increase the numbers returned to secure detention in their own countries?

I commend my hon. Friend’s diligence in continuing to raise this matter. The answer to his second question is absolutely yes. On the specifics, 10,512 foreign national offenders were in prison at 30 June 2015. It is important to say that of those, 6,386 were sentenced prisoners; 2,231 were on remand; and 1,669 were non-criminal, mainly immigration detainees. The number has reduced since 2010. The Home Office returned more than 5,000 last year. We will ensure that all eligible Polish prisoners are considered for transfer in December 2016. We are discussing a compulsory prisoner transfer agreement with Jamaica, and we are close to signing a prisoner transfer agreement with Iraq.

I could show him what is happening in Halfords academy at Olney prison, where prisoners are trained to be bicycle mechanics so that they can get a job on release; or I could tell him about the new work we are doing with the Ministry of Defence, which has been much appreciated by that Department.

Very willingly. I am always mindful of Mr Speaker’s injunction to keep answers short. We have a six-week residential training course to provide a custodial national vocational qualification. In time, we want to raise that to a 10-week course, but we have not been able to do so because Newbold Revel, which I visited last week, is full to bursting with prison officers. Prison officers are taught to a very high standard. On my visit last week, I spoke to prison officers in training, and I am very pleased with the excellent work that is being done there.

I share my hon. Friend’s concern about the issue. Reducing the foreign national offender population is a top priority for the Government. Last year, we removed 5,097 foreign national offenders compared with 4,072 in 2012-13 and 4,539 in 2011-12. Whereas this Government have begun to reduce the foreign national population in prison, the number of foreign nationals in our prisons under the last Government more than doubled.

Is not the real truth about child poverty the fact that median hourly pay rose by only 0.3% a year between 2003 and 2008? The only real answer for the United Kingdom economy is for it to be a high-skill, high-value-added economy. Our school reforms, and in particular our poverty-busting university technical colleges, are the answer to the problem.

I rise in support of new clause 5, which says that

“no person should suffer any detriment in respect of the holding or the reasonable expression”

of a belief in marriage as that between a man and woman.

My hon. Friend the Member for Stourbridge (Margot James) has reminded the House of the hatred, abuse, aggression and, indeed, the discrimination that she and others have suffered. That was wrong, so it is with humility that I ask her to bear in mind that others who take a contrary view to hers on the Bill may also find themselves subject to discrimination.

The question is this: should there be space in public life for people who hold to the current definition of marriage? That is not a theoretical question. The case of Adrian Smith has already been discussed. I will not go through it again, because time is short, but I remind hon. Members that he was a dedicated local authority housing officer who then worked for a housing association and was very well thought of. He served everyone, regardless of their situation, but he lost his job because of private remarks on his private Facebook page, and he is now doing charitable work in Africa because his job was taken away from him. The hon. Member for Newcastle upon Tyne North (Catherine McKinnell) said in her excellent contribution that she hoped that people will be dealt with in an inclusive and tolerant way. I say to her, with great respect, that I hope she would want such inclusiveness and tolerance to be given to people such as Adrian Smith, who did not receive it.

I say to colleagues on the Government Benches that unless we get the legislation right, this issue will run and run until 2015 and will keep coming back. I gently remind colleagues on the Opposition Benches that no less a campaigner for homosexual rights than Peter Tatchell supported Adrian Smith. He did not agree with his views, but believed passionately in his ability to state them and thought it wrong that his job was taken away, as was that of Rev. Willie Ross, the chaplain to Strathclyde police. It is such things that we must guard against.

This afternoon hundreds of Members of Parliament have come into the Chamber to discuss marriage. I wish that happened much more often, because the really big issue —the one we debate very rarely in this House, although it is an unfolding tragedy across our nation—is the collapse of family life.

I have to take issue with the right hon. Member for Normanton, Pontefract and Castleford (Yvette Cooper), who said that family life had not fallen apart. In this country the marriage rate has almost halved since 1972, and the number of single parents has more or less doubled between 1980 and today. Four million children live apart from one or other parent, and every year 300,000 couples split up. We do not discuss that enough in this House, or what we can do to help reverse that situation and give couples the skills and support they need to make a success of their marriage and relationship. I hope this is not the last time that hundreds of Members of Parliament come together to discuss the important issues of family life. It is a huge issue that Parliament must not miss.

In his landmark speech in December 2011 at Christ Church, Oxford, the Prime Minister said that the United Kingdom was a “Christian country”. Those were his words and I was pleased to hear him say them. What we are doing this afternoon should give us pause for thought, because we will be realigning the laws of this country in a way that is different from what Christian doctrine teaches. We should take note of what the newly installed Archbishop of Canterbury, Justin Welby, said yesterday, and of what the Roman Catholic Church, the Evangelical Alliance, the Fellowship of Independent Evangelical Churches, and many others, are saying.

Let me quote two verses from the New Testament from when Jesus was talking about marriage. He said that

“at the beginning the Creator made them male and female…For this reason a man will leave his father and mother and be united to his wife, and the two will become one flesh.”

That was Jesus’s definition of marriage in Matthew chapter 19.

I absolutely recognise that homosexual people want to celebrate their relationships, and that is what civil partnerships are for. All the rights and privileges of marriage are vested in civil partnerships. If civil partnerships are not sufficient, we should create a new term—call it a civil union, a lifelong union. Churches are now able to bless civil partnerships if they are willing to do so, and we have the opportunity to provide the celebration that homosexual people are looking for without changing a foundational institution of our country.

We have heard reassurances about protections, but looking at what has happened in other countries, I understand that in Denmark the protections that were promised to Churches are not being honoured and that they are being forced to perform same-sex marriages. I am worried about the legal position in the European Union, and others have mentioned the European Court of Human Rights and articles 12 and 14 of the European convention on human rights. It is possible that the situation could change. What of further redefinitions? Will this be the last redefinition of marriage? I understand that in the Netherlands and Brazil, three-way relationships are being legally recognised.

We have heard arguments from all sides, and legal opinions have been quoted this way and that. Remember, however, the case of Adrian Smith who lost his job and was dragged through the courts and had huge costs—
