To ask the Secretary of State for Health and Social Care, what steps his Department is taking to ensure that its £1.5 million contribution to the Elton John AIDS Foundation to support the Evening Standard’s AIDSfree campaign will help achieve the target of zero new HIV transmissions by 2030.

The Department is working with the Elton John AIDS Foundation to agree how the £1.5 million funding will be used and will confirm plans shortly.

To ask the Secretary of State for Health and Social Care, how much of the Ross Fund his Department has spent on tackling (a) tuberculosis, (b) malaria and (c) HIV/AIDS since that fund was established.

The Department has no projects funded through the Ross Fund Portfolio which exclusively address tuberculosis, malaria or HIV/AIDS. The Ross Fund Portfolio is spent cross-government and research programmes that address these diseases are currently managed by the Department for International Development.

On Tuesday 11 July, the Prime Minister announced the intention to hold an inquiry into the events that surrounded the infection of thousands of people with HIV and/or hepatitis C through National Health Service supplied blood or blood products.

The Welsh Government will be consulted as the Inquiry is taken forward.

The Department can confirm following a detailed search of its Business Management Services database that none of these media are registered as suppliers and consequently there is no advertising expenditure held for all the financial years covering 2010-11 to 2015-16 latest available.

There have been no discussions at ministerial level with the new Welsh Government on this issue. Departmental officials continue to discuss the operation of the current schemes and the on-going analysis of the responses to the recent consultation on the reform of the infected blood payment scheme with their opposite numbers.

Question to the Department of Health and Social Care:

To ask the Secretary of State for Health, what discussions his Department has had with the (a) Wales Office and (b) Welsh Government on ensuring that Welsh victims of contaminated blood are not left worse off than counterparts in other parts of the UK in any compensation arrangements.

The proposals for reform and the additional money committed by the Department are for those infected in England. It is a matter for the devolved administrations to decide how support is provided for those infected in their territory, but they could opt to make same reforms as the Department and share administrative arrangements following scheme reform.

Officials from the Department hosted a meeting on 24 March with officials from each of the devolved administrations, including the Welsh Government, to discuss infected blood scheme reform. Departmental officials will continue to collaborate with their counterparts from the Welsh Government on this. Separately, officials also keep the Wales Office informed of progress in this area through official channels such as the Home Affairs Committee.

HIV Infection: Drugs

Question to the Department of Health and Social Care:

To ask the Secretary of State for Health, whether pre-exposure prophylaxis for HIV is on the list of drugs being referred to NHS England's Clinical Priorities Advisory Group for decision.

NHS England does not now consider pre-exposure prophylaxis (PrEP) for HIV is suitable for prioritisation of specialised commissioning spend as it is a preventative measure. However given the potential benefits in this area, NHS England wants to build on the work to date and will be making available up to £2 million over the next two years to run a number of early implementer test sites. These will be undertaken in conjunction with Public Health England and will seek to answer the remaining questions around how PrEP could be commissioned in the most cost effective and integrated way to reduce HIV and sexually transmitted infections in those at highest risk.
