To ask the Secretary of State for Justice, with reference to the consultation outcome, Possible changes to the First-tier Tribunal (Immigration and Asylum Chamber) Rules and the Upper Tribunal Rules arising from Nationality and Borders Act 2022, published by the Tribunal Procedure Committee on 27 October 2022, whether it remains the Government’s policy not to proceed with implementation of the proposed rules in relation to accelerated detained appeals, as drafted by the Tribunal Procedure Committee pursuant to section 27 of the Nationality and Borders Act 2022.

Work is underway to bring the provisions in the Nationality and Borders Act 2022 relating to accelerated detained appeals into force as soon as possible. We cannot commit to a specific date at this point.

In due course, we will seek the Tribunal Procedural Committee's views on whether their work needs to be revisited in order to effectively implement the policy in relation to accelerated detained appeals.

The Ministry of Justice publishes information on the number of defendants prosecuted and convicted, for various offences under the Companies Act 2006, for the years 2017-2021 in the Outcomes by Offence data tool 2021, and for preceding years in the Outcomes by Offence tool 2020.

However, the role of the person or business being prosecuted or convicted, including whether they were company director or company officers is not held centrally in the Court Proceedings database. This information may be held on court records but to examine individual court records would be of disproportionate costs.

To ask the Secretary of State for Justice, what critical infrastructure his Department is responsible for that is reliant on private wire networks for power supply.

The Government Property Agency (GPA) acts as a landlord to government department clients, including Cabinet Office, the Department for Business, Energy and Industrial Strategy, the Department for International Trade, the Department for Education, the Ministry of Justice and others.

I refer the hon. Member to PQ 58831.

GPA has started a Net Zero Offices Programme, which seeks to remove fossil fuel boilers (where they have reached end of economic life) and replace them with more environmental forms of heating such as use of air source heat pumps and, in the case of the Whitehall District Heating System, the utilisation of ground source heat pumps. The Net Zero Offices Programmes is seeking funding for its heat decarbonisation projects through applications to the Public Sector Decarbonisation Scheme.

The contributions of local stakeholders in helping shape our plans for this site are important to us. In line with this, Ministry of Justice (MoJ) officials attended your public meeting on the 20 September to listen to the local community’s concerns. We want to continue to talk to you and your constituents as we develop our proposals in more detail. MoJ officials will hold a two day public consultation event in due course, allowing the local community, local businesses and other stakeholders further opportunity to comment, however the details have not yet been confirmed. As I mentioned in my answer of 7 September 2017 to Question 900688, this event will be over and above the statutory consultation process required.

To ask the Secretary of State for Justice, what discussions his Department has had with Natural Resources Wales on plans to build a prison on land in the Baglan Industrial Estate.

The Ministry of Justice has had a number of discussions with relevant stakeholders relating to the development of the Baglan site in Port Talbot. Specifically, consultants, on behalf of the department, have been in contact with Natural Resource Wales to confirm the re-classification of the Baglan site from a C2 to a C1 classified site.

(A C2 classified zone is described as areas of the floodplain without significant flood defence infrastructure. A C1 classified zone is described as areas of the floodplain which are developed and served by significant infrastructure, including flood defences.)

To ask the Secretary of State for Justice, what proportion of healthcare at the proposed Port Talbot prison will be provided by (a) the NHS and (b) private healthcare providers.

The proposed new prison at Port Talbot is part of our plans to reform and modernise the prison estate. We will work closely with our partners in the NHS in Wales and the Welsh Government to plan for quality health services for this new prison. No decisions have yet been made on arrangements for these services.
