To ask the Secretary of State for Defence, what discussions his Department has had with the government of Russia on Russian military drills in the North Sea in October 2016.

The Department has held no formal discussions with the Government of the Russian Federation with regard to Russian military drills in the North Sea in October. All NATO Allies have a collective responsibility to monitor the path and activity of non-NATO ships and aircraft passing through NATO areas of responsibility. The UK fully upholds its commitments in this regard and will act accordingly. Russia is aware of these arrangements. We expect Russian activity to occur in international waters and airspace, and in accordance with international rules.

To ask the Secretary of State for Defence, whether he plans that the Multi National Headquarters for the command of EU military operations will remain at Northwood.

The European Union (EU) Staff employed at Northwood within the EU Operational Headquarters (OHQ) and the NATO Maritime Commander (MARCOM)'s Headquarters provide vital support to Operation ATALANTA (a Counter-Piracy mission off the Horn of Africa) and broader NATO Maritime Operations.

The requirement for the OHQ, its location, and its EU Staff depend on a continuing mandate (expected to be extended until December 2018) and decisions of the EU; and the UK supports continued NATO - EU cooperation including that through MARCOM.

There are are no current plans to relocate the OHQ or EU staff from Northwood.

To ask the Secretary of State for Communities and Local Government, what discussions he has had with Ministers of the Scottish Government on City Deals in Scotland.

The UK and Scottish Government have worked together to agree ambitious City Deals in Glasgow, Aberdeen and Inverness over the past two years.

Building on these deals we will continue to work together to consider any proposals from Scottish cities or regions that seek to drive economic growth. Most recently My Noble Friend Lord Dunlop met Keith Brown on 30 June to discuss this agenda.

To ask the hon. Member for South West Devon, representing the Speaker's Committee on the Electoral Commission, if the Electoral Commission will make an assessment of the effect of extending the franchise for Scottish Parliament elections to 16 and 17 year olds on the level of youth engagement in the electoral process.

The Commission is currently collecting information to inform its statutory report on the Scottish Parliament elections. The report will include information about turnout and participation among 16- and 17-year-olds.

The report will also identify any conclusions which can be drawn from comparison with turnout and participation at previous polls, particularly the 2014 referendum.

Primary healthcare for serving Armed Forces personnel is provided by the Defence Medical Services (DMS).

Leaflet 1-3-4 of Joint Service Publication 950 (the Defence medical policy document) explains the healthcare transition arrangements for personnel leaving the Services and DMS care. This includes information on registering with an NHS General Practitioner.

The UK currently fields the Trident Mk4 warhead as part of the Trident Strategic Weapons System. In order to ensure continuity of the Mk4-based capability, the Mk4A Arming, Fuzing and Firing system is a non-nuclear component being introduced into the UK Trident warhead to replace a similar component. The Mk4A programme will not increase the destructive power of the warhead.

Approval to procure the new Arming, Firing and Fuzing mechanisms, to manage obsolescence in Mk4 and to adopt a Mk4A component was given in January 2006. I am withholding further details of the date of the Mk4A component's entry into service, the cost of the Mk4A programme and the extension in operational life expected for the purposes of safeguarding national security.
