I beg to move, That the Bill be now read a Second time.

The Biodiversity Beyond National Jurisdiction Bill is a landmark piece of legislation that will implement obligations in the United Nations BBNJ agreement in UK law and enable us to move towards ratification of this historic agreement. I am sure the Bill will be welcomed by Members in all parts of the House. I recognise the contribution of Members, particularly those on the Environment, Food and Rural Affairs Committee, the Environmental Audit Committee and the all-party parliamentary group for the ocean, who have kept oceans high on the parliamentary agenda. In all fairness, I pay tribute to the previous Government, who did a lot of work on the Bill.

I am personally proud that we are turning words into action. In April 2024, I was the shadow Minister on a debate on this topic, and I made the commitment that if Labour were lucky enough to win the election, we would ratify this treaty, so I am very pleased to be able to say that we are going to. People in civil society, academia and industry will be delighted to see the introduction of the Bill. Organisations such as the National Oceanography Centre and the Natural History Museum have provided invaluable support to the UK delegation. I also thank the High Seas Alliance and the World Wide Fund for Nature, as well as many other environmental non-governmental organisations, for their unwavering commitment.

The BBNJ agreement is the result of years of dialogue and negotiation involving stakeholders from all around the world. In fact, I heard just this morning that negotiations started in 2012, so it has taken quite a while to get to this point. The UK’s role in these negotiations was informed by the expertise and passion of marine scientists, legal scholars and environmental advocates, and I thank them all for their contributions.

The BBNJ agreement has achieved the 60 ratifications required for its entry into force, which will happen on 17 January 2026. We expect the first meeting of the conference of the parties to take place later in 2026, and the UK can attend that meeting as a party only if it has ratified the agreement at least 30 days previously.

The Minister is absolutely right to say that there is support across the House for this really important Bill. She is right also to pay tribute to the previous Government for some of the work they have done, but it is true to say that, despite the fact that in the last Parliament there were many times when this Parliament did not have a great deal to debate, we never actually got this on the statute book. Just over one year into this Government, when there is a tremendous amount of legislation, we have managed to find the time to get this through. I pay tribute to the Minister. I think it is worth taking that bit of credit because we are doing something that has not previously been done.

I cannot disagree with my hon. Friend on that, can I? I thank him for his comments. As I said, it means a lot to me to be able to stand here today and say that I have fulfilled in government the commitment that I made in opposition.

We need to pass the Bill and the associated secondary legislation before we can take the next steps to ratification, so it is about not just the passage of this Bill but the statutory instruments that will follow it. I know that all sides of the House will want to see the UK playing a leading role in future discussions at the conference of the parties, and that is why we must maintain momentum.

The Bill marks a significant step in the UK’s commitment to protecting the two thirds of the world’s ocean that lie beyond the jurisdiction of a single nation. From one of the heaviest fish, the sunfish, to the delicate sea butterfly, this vast expanse of ocean is home to extraordinary biodiversity and ecosystems that are vital to the health of our planet. It sustains fisheries that feed billions, and it underpins weather patterns, coastal protections and the livelihoods of people across the globe, but these areas of the ocean are vulnerable to exploitation, degradation and irreversible harm.

I am delighted to rise to support the Biodiversity Beyond National Jurisdiction Bill. The introduction of this legislation marks the beginning of a process for the UK to ratify and implement the global ocean treaty. This vital agreement enables the protection of international marine life. No protection currently exists for wildlife such as fish, turtles and dolphins that inhabit the high seas, over which no one country has jurisdiction.

The ocean, which covers more than 70% of the surface of our planet, is a vital shared resource. It provides us with sustenance, oxygen and genetic resources for food, medicines and research. It is also our greatest ally in the fight against climate change, as the largest carbon sink on the planet. However, it is an ecosystem under perilous threat. Increased ocean temperatures are symptomatic of the warming climate, and endanger us on land through a decreased capacity to absorb carbon dioxide in the atmosphere, rising sea levels and the loss of vital marine life and resources.

The introduction of this legislation reaffirms this Government’s dedication to protecting global marine life as well as mitigating climate change and improving our natural environment. In the current moment, when the environmental consensus is at risk and there are those who would retreat from the world, pretend that we can draw up a metaphorical drawbridge and keep safe behind the safety of political castle walls, this Bill is a significant marker of this Government’s commitment to multilateral processes, which are in fact the only way to address some of the great challenges of our time.

This debate is one of many on the environment and nature that I have attended in recent weeks and months to which not a single Conservative Backbench MP has bothered to turn up. I do not say that to thumb my nose at them; I say it because it is profoundly depressing. I oppose the Tory party with every fibre of my being, but it is one of the great political parties of western Europe over the last 100, 200 and more years, and it has just given up.

His Majesty’s official Opposition is just not interested. That is not just today; it is in debate after debate that I attend. Some hard-working Opposition Front Bencher turns up, but not a single person sits behind them. I say to them, in the most earnest sincerity, that election defeats are disappointing, but the Tory party has to man up. It must turn up and start taking this seriously, because these are matters of the most supreme importance, and we cannot have the official Opposition just refusing to engage.

I have to say that the comments from the hon. Member for Romford (Andrew Rosindell) were pretty lukewarm. I understand that the previous Government looked at this issue for quite some time, but they never got as far as legislating. In listening to what he said, I was left uncertain of how supportive the Opposition actually are of the proposed measures; we will find out more in Committee. I hope that, having committed to this issue in government but never actually legislating on it, they will get behind this important legislation.

As we have heard, this Bill fulfils the commitment made by the Labour Government at the UN ocean conference and in opposition. The oceans need UK leadership and action. The evidence that the EAC received during our recent inquiry, “Governing the marine environment”, painted a worrying picture of the state of the marine environment. It is under threat globally from global warming, pollution and overexploitation, leading to a 49% decline in populations of marine mammals, birds, reptiles and fish species according to the Living Planet Index. UK seas are also in poor condition, failing on most of the indicators of good environmental status in the most recent assessment by the Government.

However, there is some good news: marine conservation efforts are effective. When we do them, they work. While only 9% of the ocean is currently protected in a marine protected area, remarkably half of all catalogued marine species have been reported in those areas. Some 72% of species facing extinction have found refuge in marine protected areas.

The Government are taking important action to better protect the 38% of UK seas already designated as marine protected areas. I repeat what has been said by other colleagues: we want to see the Government going further. Damaging activities can still take place in those areas, but the consultation referred to by my hon. Friend the Member for Kingston upon Hull West and Haltemprice (Emma Hardy) is vital. Nearly two thirds of the ocean is considered high seas or international waters, which poses a governance and logistical challenge: how is it possible to protect areas that are beyond the jurisdiction of any one nation? That is why the global oceans treaty of 2023 was so significant—a landmark moment in providing the legal foundation for establishing MPAs in areas beyond national jurisdiction. The creation of protected areas in the high seas is essential to making 30 by 30 a reality.

This Bill, which establishes the legal framework necessary for the UK to meet its obligations, is vital. Its Royal Assent will lay the groundwork for the UK to ratify that agreement. As we have heard, 60 countries have already ratified the treaty, so it will come into force next January, and the first UN ocean conference will be held within the year. As such, it is vital that the UK gets on with ratifying that treaty so that it can be party to discussions and can shape agreements. Setting out a timeline for the UK’s ratification of the global oceans treaty was one of the key recommendations of the Environmental Audit Committee, so we welcome the Prime Minister and my hon. Friend the Member for Kingston upon Hull West and Haltemprice having kept their word on that.

This is a narrow Bill that allows the UK to fulfil our global commitment. I caution well-meaning allies against extending the process or undermining the commitment that the Government have made by attempting to attach to the Bill other commitments that are not relevant to it and create division—in this incredibly important area, what we need is unity. However, the ratification of this treaty is just the start. We have much more to do to protect 30% of the oceans by 2030 and establish marine sanctuaries where marine life can thrive.

To conclude, I strongly support the Bill. I look forward to its passage through Parliament, and I thank the Government for prioritising this issue despite a heavy legislative workload. It is a welcome development that provides the powers and regulations needed for the UK to ratify the treaty, working with other nations.

That this House has considered the matter of improving flood defences in Chesterfield.

I am grateful for the opportunity to introduce the debate. Flooding is a critical issue for my constituents in Chesterfield and a problem impacting people right across the country. I have seen at first hand the appalling impact that flooding has on our communities. I keenly recall the floods in 2007, when I was a councillor for Rother ward on Chesterfield borough council, and how many of those who were flooded felt abandoned. Following those floods, I, along with Lifehouse church, Chesterfield rotary club and Soroptimist International Chesterfield, set up the Chesterfield flood victims appeal, which raised around £16,000 for flood victims without flood insurance. The work the appeal did, meeting flood victims and helping them as they tried to put their homes and lives together, had a lasting impact on me. It became clear that once someone had been a flood victim, they were forever a flood victim.

I commend the hon. Gentleman on bringing this debate forward. He is right to underline the issue for Chesterfield, but there is a real problem across all the United Kingdom. Thinking of my constituency, and Newtownards in particular, 25,000 houses and properties are in the floodplain, which is bolstered by the floodbanks to make sure they do not get flooded out, and one in 33 in the coastal areas are flooded as well. Does the hon. Gentleman agree that it is time to have a flood strategy not just for Chesterfield, but for all of this great United Kingdom of Great Britain and Northern Ireland, so we can respond in a more global way?

The hon. Gentleman is right that we need a holistic approach; I look forward to hearing what the Minister has to say on that. Whichever community they are in, flood victims do not just lose irreplaceable possessions or even replaceable furniture and fittings; they lose the peace of mind that most of us take for granted. People in a property at risk of flood— as more than 6 million people across the United Kingdom are—live in fear, every single time there is heavy rain, that it will happen again. Those in flood risk areas will receive Environment Agency text warnings; in the weeks after the floods, every time they get those warnings, they will start lifting all their property upstairs in preparation for potential floods. After two or three false alarms, they stop doing that, but the fear of being flooded again never leaves them. Being insured is important but, even for those who are insured, being flooded and forced from their home for months at a time is a hugely disturbing and disrupting experience.

Following the 2007 floods, two things happened. First, in 2008 the Government, in conjunction with the insurance industry, updated the 2000 statement of principles, which subsequently morphed into the Flood Re scheme, which should mean that all residents, even in flood-hit areas, are able to obtain flood insurance. I stress to anyone who has been flooded that they can still get flood insurance through the Flood Re scheme. That is very important. Many of the people I met after the floods in 2023 said, “Oh well, no one will give us flood insurance round here.” They did not realise that with the Flood Re scheme, they could have been insured.

The second thing that changed was that we got a 250,000 cubic metre flood alleviation scheme on the River Rother at Wingerworth. Although that was welcome, Storm Babet, which hit Derbyshire so fearfully on October 20 2023, demonstrated that tragically, even that scheme was not enough in itself to keep Chesterfield safe. Storm Babet had a devastating effect on Chesterfield, leading to the River Rother and the River Hipper bursting their banks. As many as 600 homes and dozens of businesses were flooded, many of them the very same ones that were flooded in 2007. One of my constituents, Maureen Gilbert, tragically lost her life, drowned in the front room of her own home.

The economic cost to residents, businesses, communities and our nation is enormous. The Department for Environment Food and Rural Affairs and the Environment Agency estimated that the 2015-2016 winter floods cost the nation’s economy £1.6 billion. The risk of flooding and the associated costs are only projected to rise over the coming years, due to climate change. The Environmental Audit Committee, which I chair, has been investigating the Government’s approach to flooding resilience in England. We have heard from expert witnesses about the historical under-investment in flood defences across the country, and about the importance of investing in and maintaining existing flood defences, as well as building new ones.

In Chesterfield, while the Wingerworth flood basin was not enough to prevent that flooding in 2023, it has come into its own over this past winter, as the floods that hit on new year’s day and the following weekend did not lead to any further flooded homes. However, there is still a need for improved protection from flooding for residents on Tapton Terrace; in Brampton, around the Chatsworth Road area; in Birdholme, off the Derby Road; and around Horns Bridge roundabout.

In meetings with management at the Environment Agency locally, I was told that the cost of protecting the homes on Tapton Terrace would actually cost more than the homes would be worth to buy. I was told that it would be cheaper for the EA to buy them than to protect them, so I said, “Go on, buy them then. At least give these people peace of mind.” The truth is that many of the people who live in flood-hit areas lose so much of the value of their homes. For the vast majority of us, the value of our homes is the biggest and most expensive asset that we have. If a person’s house goes from £200,000 to £130,000 over the course of a day, there is nothing that they can do about that—they are effectively trapped in that property. In fairness, the Environment Agency investigated, but it came back and said, “Well, that isn’t something that we can do.”

I have to say that Tapton Terrace is a particular worry to me because of its proximity to the River Rother, whose geography means that the speed with which it floods poses a real risk to life—we have already had one fatality there. It is very hard to see how anyone living in those properties who does not have the mobility to get upstairs is not very seriously at risk, as Mrs Gilbert tragically was in 2023.

Does my hon. Friend agree that, in areas where we have significant risk of flooding, it should be compulsory for schools to educate children on building flood plans as part of the curriculum? If people knew that there was a flood coming, they would then actually know what they should be doing. I know for a fact that, if people have a plan, they bounce back and their resilience is greater afterwards, if they become flooded.

My hon. Friend raises a very important point about the importance of plans and the issue of ensuring that children feel supported. The Minister and I are both former shadow Education Ministers, and we know there is no end to the number of things that people think should be on the school curriculum, but that is something that should be considered.

More broadly, communities need to understand that the Government cannot always build a wall and save them. On some occasions, particularly as we go forward, floods are going to happen, and there needs to be a local plan for how we support people during floods and protect life in those times. The whole community needs to be involved, and that is a very important point.

If the Government accept that in some cases they cannot do more to protect an area such as Tapton Terrace, can the Minister explain what mechanisms might be in place? Who do we need to get around the table to discuss a plan, which might involve knocking homes down and potentially building flood-resilient ones there? We previously had a plan about having all the living space on the first and second floor, and just garage space downstairs. I would be grateful to hear from the Minister how we can look at getting people around the table to discuss that.

In my constituency, which borders my hon. Friend’s constituency of Chesterfield, we are affected by exactly the same issues that he has been outlining with exactly the same rivers. I note how interlinked all this is—my hon. Friend has spoken previously about getting people round the table. One of the things I found frustrating was coming up time and time again against the issue of riparian owners and the vital role they play in maintaining water courses. Many riparian owners do so very diligently, but others are not even aware of their responsibilities. What should be the Government’s way forward on that?

My hon. Friend raises an important point. It is not one that I was planning to refer to, but I am sure that the Minister will respond to it because my hon. Friend is absolutely right. To an extent, we have taken for granted over the years the contribution that farmers and others play. They need to be compensated for it. Many of them want to be a part of that conversation, but it is very difficult in the current climate.

I was delighted that my hon. Friend the Minister joined me in Chesterfield earlier this year to see the Wingerworth flood basin in the constituency of my hon. Friend the Member for North East Derbyshire (Louise Jones) and hear why we need a similar scheme in Holymoorside to protect us all from the River Hipper.

I warmly welcome the Government’s recently announcement of significant funding for flood defences, including the record £2.65 billion in the next two years, a £4 billion injection for the three years after that and an additional £7.9 billion over the next decade. It is a welcome sign that the Government are taking flooding seriously. However, we are now waiting for the Government to consult on the revised formula, which will determine the allocation of that vital funding.

When an area is flooded, the local authority is compelled to produce a report, known as a section 19 report, to investigate how the local response worked and identify recommendations for future flood readiness. Derbyshire’s section 19 investigation took an inordinate amount of time to produce what is a relatively short document, and set out a number of potential recommendations and investigations. The final report took more than 16 months from the day of the floods before it was put before the county council’s cabinet for approval, and it appears that very little of that report has led to concrete action to mitigate the flood risk in Chesterfield. It will soon be two years since Storm Babet, and some people are still not able to return to their homes. If we have another flood event this autumn without my constituents seeing any significant efforts being made to protect homes and businesses, they will understandably feel very let down.

The section 19 report stated that, to protect central Chesterfield and Tapton Terrace, Derbyshire county council, in partnership with the Environment Agency, is looking to identify potential sites for flood storage within the Spital Brook catchment to slow its flow into the River Rother. It is also looking to identify potential sites for flood storage within the Holme Brook Catchment, including at Linacre Reservoir, to slow the flow of Holme Brook, again to protect central Chesterfield, Tapton Terrace and the Brampton area. The report also stated that DCC is exploring the feasibility of removing the bridge at Crow Lane near Tapton terrace, that the Environment Agency is investigating whether an updated dredging assessment is required on the Rother near Tapton Terrace and that the EPA is exploring options to be able to progress a scheme to deliver upstream flood storage on the River Hipper, which would also reduce flood risk to downstream communities in Chesterfield.

The option that is really needed is the major scheme on the River Hipper at Holymoorside, but it is unclear what other schemes are being considered, what investigations are taking place and when decisions will be made or work completed. I am also told that Yorkshire Water is investigating the feasibility of a storage measure at Horns Bridge, to be introduced during the next asset management programme period. I am pursuing that with Yorkshire Water. While I would always prefer to have a roundabout flooded rather than people’s homes, I would like to see some real urgency to act, as the closure of Horns Bridge roundabout brings Chesterfield to a standstill and hugely affects transport between the M1 and Sheffield, Derby and Manchester.

Derbyshire county council set up the Derbyshire Strategic Flood Group. I attended the first meeting, at which the council said it would start to investigate the costs and feasibility of the schemes I referred to. That was over 18 months after Storm Babet had taken place. The next meeting is not planned for months while that work is investigated. Again, that makes me question how seriously and urgently Derbyshire county council is taking its job of flood risk management.

The message I want the Government, Derbyshire county council, Yorkshire Water, the Environment Agency and all the other bodies involved to hear from this debate is that we need to see real urgency in the approach to reducing flood risk and protecting Chesterfield. Can the Minister explain what she can do to help me imbue the local authorities with more of a sense of urgency about these works, both large and small?

Secondly, does the Minister believe that the section 19 process is fit for purpose? If a section 19 report identifies the cause or causes of flooding and makes recommendations for what is needed to reduce the risk in future, but there are no statutory requirements on what measures are needed or even timescales for investigations into what work is needed to reduce the risk, how will the public have confidence in that process?

Thirdly, can the Minister update the House on her new funding formula and give us any indication on whether we are more likely to see flood funding for Chesterfield as a result? How will this formula be different from what went before? In the meantime, residents of Chesterfield are looking ahead to another potentially rainy autumn and winter. Can the Minister give the people of Chesterfield an assurance that she understands how desperately we need to see action to further protect people’s homes? Is she aware that the River Hipper scheme will also support a major regeneration project in Brampton on the former Robinson site, as well as more than 50 businesses flooded in 2023 and many more that were nearby and escaped on that occasion?

I am glad that I have had this opportunity to give voice to the frustration that flood victims in my constituency feel. I look forward to the Minister giving me some hope to take back to the people of Chesterfield following this debate.

The people of Chesterfield have great empathy with the people of Hartlepool, as we face exactly the same issues. A new report by Public First shows that each year of flood events causes decade-long downward pressure on the economy worth up to £6 billion. I am grateful that the Minister will shortly visit us in Chesterfield to see flood projects and vulnerabilities, but does she agree that there is acute need for projects like the one we require on the River Hipper, and the one required in Hartlepool? It endangers the Government’s growth mission if we are not able to get these projects going.

I think we all have empathy with Hartlepool, so I encourage more people to ask questions on this issue. I look forward to visiting my hon. Friend’s constituency to find out more about the projects he mentions. He is quite right to say—this is an argument that I hope we will all pursue ahead of the spring statement—that tackling flooding is a good, value-for-money investment, because it helps to protect our economy and ensure that we can have growth.

My hon. Friend the Minister and my right hon. Friend the Secretary of State deserve great credit for attracting the large investment that they have secured, but once they have finished the lap of honour, they will be aware that this is the first step up the mountain. The Minister is right that the Government have inherited flood defences that are in an appalling state, and the latest estimate shows that as many as 6 million houses are at risk of flooding. I call on her to get on with the flood improvements that we demand in Chesterfield. First, will she tell us more about how she will ensure the money will be spent wisely? Secondly, how will she ensure that the Treasury understands that this is not a one-year commitment, but something that we will need for the rest of this term in office?

I thank my hon. Friend for his question, and may I congratulate him on his recent engagement? He is right to point out the importance of money being spent wisely now to save money in the future. There are a couple of interesting factors: every £1 we spend on maintenance of flood defences saves £13 in damage prevention, and every £1 we spend on new defences saves £5 in damage prevention. Those are important statistics that I use frequently in negotiations about future spending reviews with Treasury officials.

I entirely empathise with my right hon. Friend about what he has inherited. We have had the perfect storm of massive funding cuts to the Environment Agency with increased pressures from flooding as a result of climate change. Notwithstanding that, the need for improvements in our flood defences is urgent and critical. How can communities such as mine in Chesterfield, flooded by the Rother and Hipper rivers, engage with the work he is doing so that we can be more prepared, working with the Environment Agency to bridge the funding gap for the existing scheme on the River Hipper? My heart goes out to all the communities across the country that have been so appallingly flooded. They need to know how we can work with the Government to step up the urgency so that our country is more flood-prepared in future.

I thank the Chair of the Environmental Audit Committee for his questions and of course sympathise with residents in his constituency who have been affected by the recent flooding, and indeed previous flooding. The Government are reviewing the flood funding formula to see how we can make it more effective. That includes nature-based flood management, such as planting more trees further upstream to help the land hold more water, so that less rainwater floods downstream to more populated areas where it can cause more damage. That consultation will involve businesses, rural communities, coastal communities and communities such as his all feeding in to ensure that we have a flood funding formula that works for every part of the country.

Friend the Member for Kingston upon Hull West and Haltemprice (Emma Hardy), for coming back to me about the River Hipper scheme, which is of huge importance in my constituency. May I invite her to come to Chesterfield to meet people affected by the flood and see the Holymoorside scheme, which could make a real difference?

I will come on to the underspends, because that is one of the key dividing lines between the two sides of the House. After we came out of the EU, I secured an agreement with the Treasury that all the underspends from the new schemes would remain in the Department for Environment, Food and Rural Affairs budget, for farmers and for DEFRA. At the end of this month, in the Budget, we will see whether the Secretary of State has secured the same terms for any underspends.

We know that the previous Government made a whole raft of commitments that there was no way of paying for, so there is no credibility to the suggestion that the right hon. Gentleman secured something from the discredited Treasury that he was under. The key question is: if that money was so desperately needed, why was it not being spent?

As we came out of the European Union, new schemes were set up, including the SFI, to support nature and farming. They represented a shift from the EU scheme, under which 50% of the money went to 10% of landowners. We were able to design new schemes. We listened to farmers, and that is why I announced at the farming conference an average increase of 10% in payments, and 50 more choices to better reflect the variety of farms, including upland farms. We responded, but the point is that underspends all remained within the DEFRA budget. The key question, which I am sure the Secretary of State will come to, is whether he will give a similar commitment to the House that any underspends will remain in DEFRA, given that we have just faced the wettest winter in 150 years, and given that in September, 10 counties had the worst rain on record.

I will now make a little progress. I have taken quite a few interventions, and other Members want to speak.

Our new deal for farmers will boost Britain’s food security, protect our environment and drive rural economic growth by tackling the root causes of the long-term issues they face—climate change, rising prices for energy, feed and fertiliser, unfair supply chains, and access to labour. We will ensure that environmental land management schemes work for farmers, and where funding is allocated for farmers we will make sure it reaches farmers, ending the Tory underspends that saw hundreds of millions of pounds held back. We will improve these schemes by working with farmers to boost food security and promote nature’s recovery, including upland, lowland, grass and tenant farmers.

Upland farmers have been left behind. Farmers in the uplands have been losing their basic payments each year, but have not been able to access new schemes. We have arrived in office to find no credible plan to address that, leaving thousands of the most remote and isolated farmers without a clear path for their families, businesses or communities. We need a fair approach for all farmers.

We all understand that my right hon. Friend has inherited in his Department a panoply of different crises, from the crisis facing our farmers to flooding. He is absolutely right that trying to get the environmental land management scheme to achieve what was originally intended for it is one of the biggest issues facing Britain’s farmers. I appreciate it is very early days, but what is his sense of what the major failures are right now, and what might we look forward to in his plan to sort them out?

The environmental land management schemes are taking the right approach, but they need to work better for all farmers. Too many farmers feel that they cannot access them or do not get the support that they need. My proposal is not that the Government will dictate to farmers how those changes should happen, but that we should work with farmers, in a partnership, to hear their voices and allow them to influence changes to those schemes that will make them more effective in achieving the many outcomes that we seek to get from that Government funding.

We will not tell farmers how to farm. We will achieve this by working together with them in that new partnership. I recently met the Tenant Farmers Association to hear its views about improving support for tenant farmers. I agree that the proposal for a tenant farming commissioner has merit, and we will make an announcement shortly.

Our new deal will protect farmers from being undercut in trade deals. The Conservative Government’s trade deal with Australia and New Zealand is a disaster for our British farmers. They were sold down the river, as the Conservative party allowed the import of food produced to standards so low that they would be unacceptable in this country. Instead of backing British farmers, the Conservatives undermined British farmers. We want to see more support for British farmers—more opportunities for British farmers, not fewer.

We have already delivered early first steps for British farmers, securing access to the US market for UK beetroot growers and to the South African market for poultry producers. Instead of the botched Tory Brexit deal that threw up barriers to trade and blocked Great British food exports, we will seek a new veterinary agreement with the EU, to tear those barriers down and get our food exports moving again, putting money straight into the pockets of British farmers.

It is a great pleasure to see my hon. and right hon. Friends in their places on the Front Bench.

The environmental land management scheme approach was a really innovative idea from the previous Government, but its implementation has been a shambles and it is leaving far too many farmers desperately worried about their future. Can my hon. Friend tell me any more about what the Government have inherited and the urgent steps that they will take to support Britain’s farmers to farm in a more natural way in the future?

I congratulate my hon. Friend on his election to Chair of the Environmental Audit Committee—obviously the finest Committee in Parliament, of which I have very fond memories. He is right, and he will know that this Labour Government are addressing the £22 billion hole in the public finances. No decisions on the farming budget have been taken. Spending on the Department’s priorities will be confirmed as part of the spending review, but we will not be overturning the apple cart and we are fully committed to environmental land management schemes.
