Question to the Department for Transport:
To ask the Secretary of State for Transport, how many historic railway estate structures Highways England is considering for infilling or demolition in (a) West Yorkshire and (b) England.

As part of Highways England’s 5-year plan for its management of over 3,000 Historical Railways Estate structures it has developed a programme of works to maintain safety. These works include repair, strengthening and refurbishment of structures, which can also include infilling or demolition where necessary.
There is no activity planned in West Yorkshire.
This programme is under internal review; and infilling and demolition works are currently only planned on a very small number of structures.

To ask the Secretary of State for Transport, what assessment he has made of the adequacy of the regulation of (a) street names and (b) house numbering to allow (i) delivery drivers and (ii) emergency workers to find properties, and if he will make a statement.

The Department has made no such assessment. The design and location of street name signs and property numbering are matters for local authorities. The Department has published guidance for local authorities in Circular Roads 3/93 ‘Street Name Plates and the Numbering of Premises’.

To ask the Secretary of State for Transport, what assessment the Government has made of the effect of cabotage rules on the number of UK based music concert haulage vehicles.

The Department for Transport’s assessment is that the UK-EU Trade and Cooperation Agreement will allow for the vast majority of haulage operations that were being undertaken by UK hauliers before the end of the transition period. The agreement does introduce some limits, and UK hauliers will only be allowed to undertake two movements within the EU before returning to the UK. These rules will apply to specialist hauliers, such as hauliers who carry equipment for musicians and other performers.
Alternative arrangements for specialist hauliers were discussed in detail as part of negotiations, including specific proposals for liberalised access, but the EU was unable to agree more flexible arrangements.
