As the Minister is aware, developing skills through apprenticeships is key for today and for the future, and across my constituency businesses such as JC Payne are playing their part in creating apprenticeships. Will he reassure me, though, that, as we move forward and develop more apprenticeships, this will not just be about quantity but about quality?

My hon. Friend is absolutely right: this is about quantity as well as quality. We made it a requirement that all apprentices have to be employed and have to do a certain amount of training. We tightened the definition of apprenticeships in law to ensure they are real apprenticeships. We are creating the new Institute for Apprenticeships and Technical Education, and we are moving from frameworks to standards to improve apprentices’ qualifications. Everything we do—in addition to the 3 million apprentices and the 619,000 apprentice starts since May—aims to drive up quality as well as quantity.

I congratulate the hon. Gentleman on being one of the few people to resist the temptation to resign in the past 48 hours. He and the shadow Home Secretary, the right hon. Member for Leigh (Andy Burnham), will go down in the history books as brave champions of modern opposition.

I am delighted that the hon. Gentleman is an avid reader of FE Week; it is an interesting publication. He will know that traineeships are not only about pre-apprenticeship programmes. The whole point of traineeships is to take people into apprenticeships, jobs or further training—whatever is best for them—and he would seek to narrow this programme, the great strength of which is its versatility.

As has been often discussed, we are introducing an apprenticeship levy, which will have two main outcomes. First, we will dramatically increase spending on apprenticeships. It will also require large employers either to invest in apprenticeships or to see their money used by someone else.

I am grateful to my hon. Friend for his answer. He will be very aware, as I am, that certain employers have said that they are not happy with the apprenticeship levy and have asked the Government to rethink, but does he agree that the levy is the best way to ensure that businesses invest in their employees’ skills and for the Government to put apprenticeship funding on a sustainable footing?

Forgive me, Mr Speaker; we are all somewhat discombobulated at the moment. I should have mentioned that I am seeking to group this question with a later one.

My hon. Friend is absolutely right. What we are trying to design with the apprenticeship levy is actually something of an innovation in government: it is a new tax, but the companies that pay the tax will be able to spend it on training that directly benefits them, so it creates a huge incentive for those employers who pay the levy to get maximum benefit from it by creating more apprenticeships, and I believe that it will have a powerful impact in her constituency.

I have lots of conversations all the time, but one thing I was being asked for before the publication of the White Paper was a very clear statement about where we were going and whether we wanted schools to become academies. That is exactly what the White Paper offers.

I, too, thank the Minister for her statement and for listening not only to Back Benchers and Members on both sides of the Chamber, but to teachers. I sense that they have concerns, but that they are willing to work with us. Will she assure me that, throughout the process, she will continue to focus on raising standards and raising aspirations, which are really at the heart of this?

I thank my hon. Friend very much for her comments. She is absolutely right to say that high aspirations and raising standards must be at the heart of our education policy. Education is the greatest investment that we can make in the future of our country, and it has to be about making sure that all our young people fulfil their potential and are set up for the world of work. We will absolutely keep that as the focus of all our reforms.

We are working with the Labour First Minister and his Government. Both Governments understand just how important this is, and I think it is also important for us to continue to work together. As for the question of timing, I believe, as I said earlier, that Tata is sincere in its commitment to a reasonable time frame and a reasonable process. I have no reason to think that that will not be the case. Tata continues to show flexibility, and I hope that things stay that way.

We have a growing and healthy economy, which is good for all business, but which, in particular, encourages people who want to start up their own businesses. We are looking at ways in which we can improve, for example, practices for self-employed people, which is also very helpful. Our start-up loans scheme has provided more than 37,000 loans worth over £210 million.

In my constituency, the number of registered businesses increased by about 10% between 2014 and 2015. As I am sure my right hon. Friend will agree, that is very welcome. I recently visited Streetly Vets, a new business that has been set up by two sisters in my constituency. Does my right hon. Friend agree, however, that the first few years of being in business can be some of the most challenging, and will she assure me that the Government are doing all that they can to support new and small businesses?

I absolutely agree with my hon. Friend that it is the first few years that are the trickiest. If you can jump that hurdle, you can achieve almost anything; you can certainly make sure that your business will grow. I have explained about the start-up loans that we do, but the other great achievement of this Government in the past 12 months is our work on cutting business rates. This has been the biggest ever cut in business rates, reducing the burden by £6.7 billion, which will benefit 900,000 smaller properties. That is very good news, especially for small businesses.

Many parents are governors and make a significant contribution to our schools, and we want this to continue, but that is not the only way we want parents to engage in schools. That is why our White Paper outlined our intention to place a duty on academies to engage meaningfully with parents, introduce parental satisfaction surveys, and set up a new parent portal to help parents to navigate the school system.

I pay tribute to the many thousands of parents who already play a valuable role on school governing bodies. It is vital that schools and governing bodies listen to the views and the voices of parents, and we want academies to engage meaningfully with them. I know that that is happening, for example, in my hon. Friend’s constituency at Crawshaw Academy, where parents are invited to half-termly information evenings to comment on academy policies and to share their views with senior leaders. In a recent parent survey, 78% of respondents reported that they felt consulted and able to contribute to the academy’s development.

Does my right hon. Friend agree that the voice and the skills of parents are greatly valued in our schools? Will she further clarify how their voice and their skills will continue to play an important part in governing bodies when a school becomes an academy?

My hon. Friend makes a very important point. Involving parents in governance and really listening to the views of parents are not necessarily the same thing. That is why I want academy boards to appoint parents for their skills and experience, and to set up parent councils or other appropriate arrangements to engage parents meaningfully and to represent their views to governing bodies.

It is amusing to be accused in a relatively short statement from the hon. Gentleman of being a Catholic, a Soviet planner and a dancer with seven veils. I will want to put that in my epitaph.

I will try to answer the hon. Gentleman’s questions. First, to be clear, in the last year of the last Labour Government, public spending on apprenticeship training was £1 billion. It is now £1.5 billion. By the end of this Parliament, it will be £2.5 billion in England. That is extra money in anyone’s book. Not a single education budget or, indeed, other public service budget is increasing as fast.

The apprenticeship levy will raise £3 billion in 2019-20, and £500 million will be needed to make adequate and fair contributions to the Scottish Government, the Welsh Government and the Northern Ireland Executive to fund, I hope, their apprenticeship programmes, but that is, of course, for them to judge. All the remaining £2.5 billion will be spent on English apprenticeships.

The hon. Gentleman asks how small and medium-sized businesses, which will not pay the levy, will nevertheless benefit from Government funding for apprenticeships. We expect them to carry on receiving Government money for apprenticeships in the same way as they do now. We do not expect all companies that pay the levy to use up all the money in their digital accounts, and there will be a great deal more money to go around, so we are absolutely determined that the level of apprenticeships provided by SMEs will continue as now.

The operation of the levy as a tax is obviously in the hands of Her Majesty’s Revenue and Customs. The operation of the digital system used to give employers control of the apprenticeship levy that they have contributed will be the Skills Funding Agency’s responsibility. The institute for apprenticeships will, as I have described, have complete responsibility for overseeing standards and quality control.

The hon. Gentleman and, indeed, the Chair of the Business, Innovation and Skills Committee—I look forward to hearing from him, no doubt—would like answers to many more questions. They will have to wait just a little. The Chancellor will make his Budget statement next week, after which more technical details will be provided, so that everyone knows well in advance how the levy will work.

I welcome the Minister’s statement today. Since the election, more than 4,000 apprenticeships have been created in my constituency, Aldridge-Brownhills. Will the Minister join me, particularly in the run-up to National Apprenticeship Week, in thanking all the businesses, organisations and our local colleges that have helped to deliver those apprenticeships? Will he assure me that we will continue to ensure that the public sector plays a greater role in giving new opportunities to young people and women?

It is excellent news to hear how many apprenticeships have been created in my hon. Friend’s constituency. She is right that the public sector to date has not been pulling its weight—its proportion of apprentices is not the same as that among employees as a whole—so we will impose the target on larger public sector employers. Public sector organisations will discover what private sector ones know: apprentices help them to do a better job.

It is a pleasure to follow my hon. Friend the Member for Havant (Mr Mak) in this debate. Before I entered this place, I spent most of my career working in the private sector, and I draw Members’ attention to my entry in the Register of Members’ Financial Interests. I have worked with and for small businesses, including our family manufacturing business, which we started thanks to the enterprise allowance scheme.

It is estimated that there are 5.4 million small businesses in the UK, and that they account for 48% of UK private sector employment. In my constituency, small and medium-sized businesses are the backbone of our local economy. Newer companies such as SHS, which manufactures stainless steel handles, work alongside longer-established and often larger firms such as Whitehouse Cox and Phoenix, echoing the industrial heritage of the west midlands.

I want education, skills and business to drive our economy and a culture of encouragement that nurtures and develops aspiration, builds confidence and supports enterprise. From my own experience and from speaking to local businesses, I know we need a business framework that supports, not hinders, and that works to reduce red tape and Government bureaucracy. That is why I welcome the measures in the Bill.

One of the biggest challenges facing any business is cash flow. It has been reported that 59% of UK small and medium-sized businesses have been impacted negatively by late payments, and that the average small business is waiting for £31,000 of overdue payments, which is a lot of money. That can cause huge challenges to a business, as well as being a distraction, when all it wants to do is to get on with doing business. The introduction of a small business commissioner is therefore a very welcome move. It will boost the resilience of small businesses by helping with unfair late payments and poor contractual processes. I look forward to our being able fully to assess the contribution and effectiveness of the commissioner in due course. Perhaps the Minister will say how that will happen.

Red tape is another challenge: it can stifle and swamp a business through the volume and the complexity of it all. The previous coalition Government’s agenda delivered £10 billion of deregulatory savings during the last Parliament, and it makes absolute sense to continue to do that and to drive for greater deregulation by placing more bodies in the scope of deregulation.

There is much in the Bill to talk about and I do not have time to talk about it all, but I want to mention apprenticeships. Last week, I was able to host a meeting of local businesses, with my hon. Friend the Member for Stratford-on-Avon (Nadhim Zahawi). Sadly, he is not in his place at the moment. Since 2010, over 4,000 apprenticeships have been created in my constituency, which is allowing people to earn and learn, and to develop skills for the future of the workforce, our local businesses and the greater west midlands economy.

One of the messages I hear loud and clear is the need to focus on quantity and quality, so I welcome clause 21, which will protect the term “apprenticeship” in the same way that the term “degree” is protected in legislation. That will benefit apprentices, employers and training providers, and is a clear demonstration of the importance, value and reputation of apprenticeships. Quality and reputation will equally be integral to that, and that should be embraced as a positive step. Apprenticeships should be a key part of developing key skills for today and for tomorrow, so that we can fill more jobs involving more skills locally and so that we can encourage local enterprise.

I am mindful of the clock ticking, so I will conclude by saying that there is much in the Bill to celebrate. It puts enterprise at the heart of this Government. I believe it demonstrates that this Government are backing business and that Britain is truly back in business.

Absolutely. We need to look at the huge benefits that children—our future citizens—gain from these additional activities.

The hon. Member for Aldershot (Sir Gerald Howarth) talked about the need to tackle the threats to national security. We all share the responsibility to tackle extremism, but in doing that we must be careful not to throw the net too wide. Tarring every Muslim in Britain with the same brush because of the actions of those who carry out atrocities such as the recent Paris attacks or the 7/7 bombings is like tarring every Irish person with the same brush because of the Warrington bombing. We must be careful about the language we use so that we do not play into the hands of extremists. If we approach the Muslim community aggressively, we will simply cause anger and upset, and we will not get to the nub of the issue—the handful of extremists feeding poison to people.

Does the hon. Lady agree that the proposal risks being very heavy-handed? At its heart, it fails to take into account the fact that children and young people access so many out-of-school services and clubs and that those are at the heart of many communities across our country.

Absolutely, and the same is true in the Muslim community. My local mosque, in Glasgow’s West End—the Ahmadiyya welcome centre—has children visiting every day after school to learn the Koran. It also opens its doors to the community and says, “Come and see what we do with these children. Come and see how they are benefiting. Come and find out about the values that are being taught here.” When we go in, we find happy children and a group of people who want to share what they are doing, and that is the experience in most mosques across these isles, so we need to be careful about these issues.

When an attack takes place, it is nothing to do with Islam, which is a faith of peace, or with our Muslim brothers and sisters, who contribute so fully, but it is everything to do with poisonous individuals and their individual agendas. We must continue to ensure that the Muslim community plays a full part in the wider community and that it does not find itself cut off or feel that it must cut itself off.

Many Members have talked about British values. Let me finish by saying that the values I hold dear are freedom of speech and freedom of expression, as long as people exercise them respectfully. Our values should include respect for people of all faiths and for those of none at all.

I am going to make some progress.

Throughout the globe, nations are investing in high-quality technical and professional skills, and reaping the rewards through higher productivity and living standards. This Government’s ambition is to develop a world-leading system to deliver the skills that the economy needs not just for today, but for the future. We will deliver a post-16 skills system that provides young people with clear and high-quality routes to skilled employment, either directly or via higher education. Apprentices are a key part of some of the most successful skills systems across the world.

My constituency of Aldridge-Brownhills has some great examples of apprenticeship schemes, which are run by a neighbouring college and by businesses and other providers. Will my right hon. Friend join me in thanking all those organisations for the fantastic job they are doing in creating apprenticeships, which are helping us to deliver the skills that we need for this country’s productivity—

This has been an excellent debate on issues that could not be more important to hon. Members and to the country. In 2010, the coalition Government inherited a legacy of stagnation. The voices of complacency told us that all was well—key stage 2 results were rising and GCSE grades were inflating. But the reliable data told a different story. International benchmarks consistently showed that our schools were failing to progress, while those elsewhere—in Poland, Germany, Austria and Estonia, for example—were leaving us behind.

The adoption system was too bureaucratic and time consuming and left some of our most vulnerable children waiting too long. We were not prepared to accept the status quo. Our reforms of education and adoption over the past five years have been the most radical and far-reaching for a generation. They have led to dramatic improvements across the country.

Today, 100,000 more six-year-olds are on track to become confident readers as a result of our focus on phonics. Some 200,000 fewer pupils are persistently absent from school compared with five years ago, and more than 1 million more children now attend a good or outstanding school than in 2010.

The work of the Minister for Children and Families to improve the adoption system meant that, last year, more than 5,000 children were found the permanent home that they desperately needed—a record increase of 26% in just 12 months. It is now around four months quicker for children to be placed in a stable loving home.

Such improvements have been secured thanks to the hard work and expertise of teachers, social workers and adoption teams. They are all motivated by the same passion for building a fairer society, in which every child reaches their potential, regardless of their background. Despite their efforts, too many children are still not getting the start in life that they deserve. Even after the rapid improvements of the past five years, 1.5 million children still attend schools that are less than good.
