Require every police force to use the Interim Exemption Scheme

This scheme applies to dogs suspected of being a prohibited type under section 1 of the Dangerous Dog Act 1991. If the dog is not considered to be a risk to public safety, this would allow a dog that has been seized to be released and returned to their owner pending a court hearing.
