Stop charging VAT on all care services for disabled people

I propose that all care services should be VAT exempt for all disabled people, regardless of provider and without the need for a care plan written by a doctor or social worker. A simple declaration, as is the case for equipment, should suffice.

Currently VAT exemption is only granted if part of a care plan written by a doctor or social worker. Given the difficulties getting appointments with these professionals we believe this is an unnecessary hurdle and adds to the burden on social care and the NHS.

VAT exemption is also only available if the care provider is a charity, public body or regulated welfare provider. These services can be hard to access. All self funders deserve to choose the best provider for them, regardless of company status.
