Memorials to mark events or individuals of significant national/international importance have long been accommodated within The Royal Parks estate. The Royal Parks has acknowledged that Victoria Tower Gardens would be a fitting location for a memorial to victims of the Holocaust subject to design, planning and environmental requirements. It meets longstanding policy and there are already existing memorials in the park, including one to Emmeline Pankhurst and another marking the abolition of the slave trade.
