Question to the Cabinet Office:

To ask the Minister for the Cabinet Office, further to the guidance, PPN 024 - The Public Interest Test and Insourcing Strategy, published on 17 June 2026, what are the type of public interest considerations that would be deemed appropriate to justify insourcing.

This Government was elected with a mandate to deliver the largest wave of insourcing in a generation. The Public Interest Test (PIT) is a key step in achieving this. It will mean rebuilding in-house capacity and it will enable decision makers to holistically assess long-term value for taxpayer money, service quality, and broader economic and social goals when making sourcing decisions.

A robust PIT assessment will consider whole-life costs, local investment, and organisational resilience as core components of the appraisal. By understanding the long-term benefits of a stable, in-house workforce and the impact of direct public investment, practitioners can ensure that delivery decisions reflect the true value provided to the public.
