The government's Future Telecoms Infrastructure Review, published in July 2018, set out that greater transparency of build plans, particularly those of Openreach, might have a positive impact on the commercial rollout of a full-fibre broadband network, and committed the government, as first step, to discussing with BT and Ofcom how such transparency measures might be introduced.
