Question to the Ministry of Defence:

To ask the Secretary of State for Defence, whether bidders for the Next Generation Estates contracts were invited to offer a blanket bid for all contracts.

The Next Generation Estate Contracts consist of six separate contracts which were advertised separately. Some companies chose to become involved in bids for more than one but since the procurements were competed separately the Defence Infrastructure Organisation did not encourage a “blanket bid”. It was left for tenderers to make their own commercial judgement in this respect.
