Notes:

(1) Offenders recorded on the Police National Computer by an English or Welsh police force as having received their first conviction. Where there were multiple offences on the same occasion, the figures only include primary offences recorded as shoplifting on the Police National Computer.

The Ministry of Justice’s extract of the Police National Computer (PNC), which is used for all analyses of offenders’ histories, only holds details on convictions given for recordable offences and does not generally include non-recordable summary offences usually heard in Magistrates courts. In addition, as with any large scale recording system the PNC is subject to possible errors with data entry and processing.
