Young Offenders: Reoffenders

Question to the Ministry of Justice:
To ask the Secretary of State for Justice, what the reoffending rates are of children who have resided in (a) secure children's homes, (b) secure training centres and (c) young offender institutions.
Although youth crime is down, reoffending rates are far too high and the care and supervision of young offenders in custody is not good enough.
That is why the Justice Secretary has asked Charlie Taylor to conduct a review of youth justice. He will report back later this year with recommendations on how to improve the treatment of young people in our care.
The table below shows proven reoffending rates for young people detained in secure accommodation in England and Wales from 2009 to 2013

Note:
- These figures have been derived from administrative IT systems which, as with any large scale recording are subject to possible errors with data entry and processing
- A certain proportion of offenders who could not be matched to the Police National Computer (PNC) are excluded from the offender cohort. Therefore, these numbers do not represent all proven offenders.
- In some cases an offender may have been released from more than one type of secure accommodation in which they had been residing within the cohort period.
