In the event of an unforeseen and fundamental change in circumstances, international law accepts that a state can withdraw from or terminate a treaty. This principle of customary law is reflected in Article 62 of the Vienna Convention on the Law of Treaties and Article 62 of the Vienna Convention on the Law of Treaties between States and International Organizations or between International Organizations.
