The named prisons became reform prisons in July 2016 and acted as trailblazers for greater autonomy. They were given considerable freedom to innovate, supported by greater authority over their finances, policies and processes.

Building on the successful work of reform prisons, we have empowered governors across the estate by giving them the levers and controls they need to drive forward reform within their prisons.

These freedoms were announced in the Prison Safety and Reform White Paper. The reform prisons will continue to benefit from these.
