The £3.8 billion which this Government is investing over the next three years in creating additional prison places includes the capital costs associated with completing construction of the new prison at Glen Parva. It does not reflect costs associated with HMP Five Wells as construction of that prison will be complete by the end of Financial Year 2021/22.
