No consideration has been given to this matter. It is a long standing legal requirement that all vehicles used or kept on public roads must be licensed. The recent changes to the administration of vehicle excise duty have not changed this requirement. The registered keeper of a vehicle will automatically be sent a refund of any full months of remaining vehicle excise duty they have paid once they have notified the Driver and Vehicle Licensing Agency they are no longer the keeper.
