Question to the Department for Environment, Food and Rural Affairs:

To ask His Majesty's Government whether they will undertake an assessment of the impact of the agricultural transition on food production and farm business viability.

Answered by Lord Douglas-Miller - Parliamentary Under-Secretary (Department for Environment, Food and Rural Affairs)

We very recently published a detailed impact assessment of a long list of actions considered for inclusion in the Environmental Land Management schemes. Actions were rated against a large number of ecosystem services and their impact on food production. An executive summary is attached.

We have provided information on the potential impact of our farming reforms. For example, the farming evidence compendium was most recently updated in September 2022 and the Agriculture in the UK Dashboard was published in November 2023. These set out the contribution of Direct Payments to Farm Business Income, including analysis by sector, location in England and type of land tenure.’

We also publish regular statistics on farm profitability, agricultural productivity and food production, including a recent statistical publication (attached) looking at how Farm Business Income has changed since the start of the agricultural transition. This publication also provides an overview of changes to the Basic Payment Scheme and agri-environment payments.

As part of the agricultural transition, we monitor baskets of relevant metrics to maintain insights into general sector trends. The Government has recently committed to producing an annual Food Security Index to capture and present the key data to monitor food security.

We will of course continue to carry out appropriate timely assessments of our interventions to inform policy development.

The following is a combined list of subscriptions that the Defra Library and Communications have paid for over the last three financial years. Some are in print and some are online. Not everything on the list was purchased in all three years – subscriptions change on demand and to reflect usage. Information on any subscriptions from other team budgets is not held centrally and to obtain it would incur disproportionate costs.

Defra Library purchases magazines and journals for Defra, Animal and Plant Health Agency and Natural England staff to support them in their role. The Communications team purchases newspapers for monitoring the media coverage of issues in Defra’s remit.

Question

To ask the Scottish Government whether it will provide an update on funding commitments for the research priorities identified in the report of the James Lind Alliance's Priority Setting Partnership for myalgic encephalomyelitis/chronic fatigue syndrome (ME/CFS), which was published in May 2022.

The Scottish Government has no plans to create specific funding commitments for the research priorities identified in the report of the JLA PSP on ME/CFS

Within the Scottish Government, funding of Health and Care Research comes under the remit of the Chief Scientist Office (CSO).

The CSO's Translational Clinical Studies (TCS) Committee and Health Improvement, Protection and Services Research (HIPS) Committee each meet twice per year to consider funding applications. Details of the application process are published on the CSO website.

Applications on the underlying causes, diagnosis, treatment and management of ME/CFS are welcomed. Any such applications would go through CSO's standard independent expert review process to allow funding decisions to be made.

Through UK-wide funding agreements, researchers based in Scotland are able to access research funding programmes administered by the National Institute for Health & Care Research (NIHR). Within their individual remits, these programmes can consider applications for research in ME/CFS. CSO is working with the health research community in Scotland to ensure awareness of these opportunities and to maximise the number of high quality applications from Scotland to the NIHR research funding programmes going forward.

Officials met with every Health Board’s Cancer Management Team in March 2024 to discuss their plans for implementing, or sustaining, a Rapid Cancer Diagnostic Service. All possible funding options for both existing and future services will require careful consideration, locally and nationally.

To ask the Scottish Government what plans it has to improve equity of access to Rapid Cancer Diagnostic Services, particularly in Scotland's more remote and rural NHS boards.

Officials met with every Health Board’s Cancer Management Team in Scotland, including the Island Boards, in March 2024 to discuss their plans for establishing a Rapid Cancer Diagnostic Service (RCDS). The commitment remains, as reflected in Scotland’s Cancer Strategy, to achieve population coverage of an RCDS for eligible patients by Spring 2026.

The recent University of Strathclyde evaluation report https://strathprints.strath.ac.uk/88280/7/Maguire-etal-2024-Final-report-of-the-evaluation-of-rapid-cancer-diagnostic-services.pdf showed that a virtual model is well accepted by patients and will be considered by Boards in the North of Scotland.

To ask the Scottish Government how much of the budget investment allocated for active travel was spent, in each financial year from 2020-21 to 2023-24.

The Active Travel Budget is an allocation set within the overall Transport Budget for Scotland. There has been an annual increase to the Active Travel budget each year from 2020 to 2023. This reflects our commitment to increase walking, cycling, or wheeling for everyday journeys.

Active Travel investments encounter challenges such as planning, geographical issues, and supply chain availability that can result in an underspend or a programme being adjusted midterm. Planning, forecasting, and grant management processes are utilised to mitigate the risk of underspend whenever possible. The Active Travel programme, as with many Government investments, was significantly impacted with restrictions under the COVID19 response, adaptations to projects has to be made to allow for continued delivery, and in some cases work was paused. The breakdown of allocations and spend for the years 2020-21 to 2022-23 is as follows;

To ask the Scottish Government, further to the answer to question S6W-26130 by Gillian Martin on 19 March 2024, as part of its work to explore other avenues with the onshore renewables industry to maximise benefits flowing into communities, whether it has specifically considered maintaining community benefit schemes and community shared ownership agreements as a condition of the sale or transfer of all onshore renewables projects.

The Onshore Wind Sector Deal includes an industry commitment to making community benefit agreements binding at the point of Financial Investment Decision, and to maintaining community benefits and shared ownership agreements as a condition of sale or transfer of a wind farm.

This is supported by a joint Scottish Government and industry commitment to establish a standard approach to the management of community benefits funds and to establish a national register of community benefits and community shared ownership, to ensure transparency and effective reporting.
