To ask the Scottish Government whether it remains committed to allocating £80 million on carbon capture, utilisation and storage, in light of no provision being made in the Budget for 2024-25.

Our Emerging Energy Technologies Fund supports the development of CCUS and negative-emissions technologies and has been offered to support the Scottish Cluster Carbon Capture Project accelerate its effort to help Scotland’s just transition to net zero. We remain committed to supporting this development.

Due to UK Government still not confirming the award of the Acorn Project and also which emitter sites will form the Scottish Cluster, it has not yet been possible to deploy this funding support. Only when we, the Acorn Project and the Scottish Cluster are provided with a final decision will it be possible to assess how we can utilise this funding to best support the deployment of CCUS.

We are clear that CCUS is a priority for this Government, and we are progressing at pace.  In March 2023 we announced up to £20 billion funding for early deployment of CCUS across all sectors, and in December we outlined how we will get to a competitive carbon capture market by 2035.

The Government has committed £1.1 billion to the Green Industries Growth Accelerator to support the expansion of domestic green manufacturing capacity and strengthen clean energy supply chains. At Spring Budget, we announced provisional allocations of up to £390 million for offshore wind and networks, up to £390 million for carbon capture, utilisation and storage and hydrogen and up to £300m to support domestic production of high-assay low-enriched uranium (HALEU) for nuclear fuel.

The Government is conducting engagement with industry on the design of the Accelerator and more detail on eligibility and how to apply for funding will be shared in due course.

To ask the Secretary of State for Energy Security and Net Zero, what steps her Department is taking to encourage investment in the energy supply chain industry.

The recently published BloombergNEF (BNEF) Energy Transition Investment Trends Report (2023) reported that total public and private investment in UK low-carbon sectors in 2023 reached £60 billion rising from £35 billion in 2022. The Government understands the importance of growing domestic energy supply chains, therefore at Spring Budget 2024 £120m funding to the Green Industries Growth Accelerator (GIGA) was announced, in addition to the £960m already allocated. This will support investments in manufacturing capabilities for the clean energy sectors where the UK has clear strengths: carbon capture utilisation and storage (CCUS), hydrogen, offshore wind, electricity networks, and nuclear. The Government is also providing up to £160 million to leverage private investment into the port infrastructure required to support floating offshore wind deployment at scale.

To ask the Scottish Government whether it will provide an update on how it is supporting the Scottish Carbon Capture, Utilisation and Storage (CCUS) Cluster to produce low carbon hydrogen at scale, as set out in its Hydrogen Action Plan.

The Scottish Government is committed to supporting the development of the Acorn project and the Scottish Cluster, which are essential for the production of low carbon hydrogen at scale. I attended the Inter-Ministerial Group in February and sit on the UK CCUS Ministerial Forum to represent Scottish interests and make the case for progress on Acorn to be accelerated. The Cabinet Secretary for Net Zero and Energy, and the previous Cabinet Secretary for Cabinet Secretary for Wellbeing Economy, Fair Work and Energy have also written to the UK Government in recent months to make the case for the acceleration of the Acorn project.

The decision to award the Acorn project is reserved to the UK Government and despite announcing in July 2023 that the Acorn project is ‘best placed’ to meet the criteria, there is still no final decision from the UK Government. This adds further delays to the deployment of CCUS in Scotland.
