To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, whether his Department holds any information on the potential use of cluster munitions in Lebanon since September 2024.

The UK is a State Party to the Convention on Cluster Munitions, which prohibits their production, stockpiling, transfer, and use.

We are concerned by reports of the use of cluster munitions by the Israeli Defence Forces.

We continue to urge all actors to refrain from using such munitions and to adhere to international humanitarian law.

To ask His Majesty's Government what assessment they have made of the United Nations Relief and Works Agency for Palestine Refugees in the Near East’s (UNRWA) implementation of Recommendation 35 of the Colonna Review, which calls for the removal of hate speech, incitement to violence, and antisemitic references from educational materials in UNRWA schools; and what evidence they have that UK-funded support has contributed to progress on that reform.

The UK continues to support implementation of the Colonna Report by the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) to ensure they meet the highest standards on neutrality and integrity. 21 recommendations from the report have been completed, recommendation 35 is in progress. As per UNRWA's internal regulations, all references to hate speech, incitement to violence, and/or antisemitism are strictly banned from host-country textbooks, where locally produced supplements and materials are developed by UNRWA for use in its schools. The textbook review process in Lebanon, Jordan, and Syria has been finalised, with findings shared with host countries and further dialogue taking place to address outstanding issues in line with UN and UNESCO standards.

The Ministry of Defence is committed to providing a wide range of support to Lebanon in the development of the Lebanese Armed Forces' capacity as the legitimate defender of Lebanon's sovereignty. This includes providing equipment, training on both maritime and counter-terrorism activities, and the contracted construction of infrastructure to enhance their border security. The Department also co-ordinates bilateral support with international partners.

The UK plays a leading role in responding to the humanitarian needs of vulnerable groups across Lebanon.

This year, the UK has provided £15.5 million in programming budget support for the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). UNRWA programming supports Palestinians in Lebanon, Gaza, the West Bank, Jordan, and Syria. The UK's funding contributes to UNRWA's delivery of basic education, health, relief services, and humanitarian aid to Palestinians.

This financial year, the UK has also spent £33.5 million in humanitarian support focussed on Lebanon's most vulnerable and marginalised populations. This support includes a partnership with the United Nations Children's Fund (UNICEF), which supports 'Makani' community centres across Lebanon, including in 11 Palestinian camps and gatherings. These centres provide Early Childhood Education and Retention Support to 1,200 vulnerable Palestinian children.

The UK continues to call for the full implementation of UN Security Council Resolution 1701 and the Cessation of Hostilities agreement between Israel and Lebanese Hizballah. On my recent visit to Southern Lebanon, I repeated those calls, and reiterated the UK's support for Lebanon's plan to disarm non-state actors, including Lebanese Hizballah.
