The decision to close any court is not taken lightly, it only happens following full public consultation and only where sufficient capacity existed in other nearby courts to accommodate the work of the closing courts, and where suitable facilities are available. Courts that have closed were either underused, dilapidated or too close to one another.

Unsold former court buildings in Chichester, Fleetwood and Telford are being used as temporary Nightingale courts.

Loughborough Court was included twice in the number of Crown Courts that were not reported to have a hearing loop in the answer for PQ 21142, due to having an additional report for the ‘super courtroom’ launched in November 2021. It has only been included once in this answer as the ‘super courtroom’ is within the Loughborough Court building.

These lists relate to the permanent estate only, and do not include Nightingale Courts or other temporary Crown Court venues.

The Crown Court locations which were not reported to have hearing loops on site may still have facilities available or be able to make reasonable adjustments to help users who need hearing equipment. Some of the hearing loop equipment used by HMCTS is portable and can be moved between Crown Court sites if this is needed to help a user with a hearing disability. Users can contact the court involved to discuss what they need to help them attend court and access services and HMCTS will make reasonable adjustments. More information about available reasonable adjustments and arranging them is available at www.gov.uk/government/organisations/hm-courts-and-tribunals-service/about/equality-and-diversity.

HMCTS carries out service assurance checks to monitor the quality of its services at local, regional and national levels, which includes checks on accessibility for users with hearing disabilities. HMCTS routinely reviews its Service Assurance Framework so these checks make sure appropriate equipment and facilities are in place, and that any issues around the provision and maintenance of equipment is raised with the Facilities Management contract provider.

Written Question
Courts: Closures
Thursday 3rd March 2022

Asked by: Steve Reed (Labour (Co-op) - Streatham and Croydon North)

Question to the Ministry of Justice:

To ask the Secretary of State for Justice, pursuant to the Answer of 21 February 2022, to Question 121764, on Courts: Closures, if he will publish (a) figures for the sale proceeds for each of those 164 sales and (b) details of to whom each property was sold.

Answered by James Cartlidge - Shadow Secretary of State for Defence

The courts sales proceeds for each of the courts sold by HMCTS since 2010 is shown below. Purchaser information was published in PQ 132501 for the period 2010/11 to 2017/18, however, HMCTS does not hold this information from the 2018/19 financial year onwards.

Since 2015, sale proceeds totalling £211m have been reinvested in the HMCTS reform programme, to transform the justice system, including introducing 21st century technology and online services to increase access to justice and improve efficiency.

The decision to close any court is not taken lightly. It only happens following full public consultation and only when effective access to justice can be maintained.

As part of the Spending Review, we are investing £477 million in the Criminal Justice System over the next three years to help reduce the backlog further and deliver the swift access to justice that victims deserve.

Written Question
Courts: Coronavirus
Thursday 14th January 2021

Asked by: Alex Cunningham (Labour - Stockton North)

Question to the Ministry of Justice:

To ask the Secretary of State for Justice, how many cases of covid-19 have been confirmed among the (a) staff, (b) judiciary and (c) users of each court between 24 November and the present day.

Answered by Chris Philp - Shadow Home Secretary

The table below sets out the number of confirmed COVID-19 cases among (a) staff, (b) judiciary, (c) users and (d) jurors at courts between 24 November 2020 and 11 January 2021.

We take swift and robust action for each positive case. There should be no assumption that a positive case indicates that there has transmission within a court or tribunal building. The positive incidence rate for HMCTS staff has generally tracked the English national average during the pandemic. With the exception of a very small number of locations, our current assessment is that transmission within the estate is limited.

Where there are two or more confirmed cases or an increase in suspected incidents within 14 days linked to a single site, a national team provides additional support and guidance to local court and tribunals in managing the response, and early identification of close contacts so they can be informed to self-isolate in support of NHS Test and Trace. In line with public health guidance, where there are five or more confirmed cases (for England) or two or more confirmed cases (for Wales and Scotland) within a 14-day period we will, in accordance with public health guidance, refer to local health protection teams who will assess the individual circumstances and provide any further advice and guidance.

Written Question
Juries: Coronavirus
Thursday 14th January 2021

Asked by: Alex Cunningham (Labour - Stockton North)

Question to the Ministry of Justice:

To ask the Secretary of State for Justice, how many cases of covid-19 have been confirmed among jurors since 24 November 2020, by court.

Courts: Coronavirus
Thursday 19th November 2020

Asked by: Alex Cunningham (Labour - Stockton North)

Question to the Ministry of Justice:

To ask the Secretary of State for Justice, how many cases of covid-19 have been confirmed among the (a) staff, (b) judiciary and (c) users of each court.

Answered by Chris Philp - Shadow Home Secretary

ince 18 August we have recorded all confirmed positive incidents of COVID-19 affecting HMCTS buildings centrally. We take swift and robust action for each suspected or positive case. There should be no assumption that a positive case indicates that there has been transmission within a court or tribunal building. 98% of our 341 buildings are open and operational. HMCTS employs around 18,800 staff and there are around 19,400 judicial office holders.

Between the 18 August and 12 November confirmed positive COVID-19 cases reported to HMCTS are as follows:

Across the courts:

A) HMCTS staff – 276

B) Judiciary – 45

C) Court users – 89

Across the tribunals:

A) HMCTS staff – 19

B) Judiciary – 4

C) Tribunal users – 1

The following two tables provide a more detailed breakdown of the specific HMCTS locations and numbers.

Table 1: shows breakdown of positive COVID-19 cases identified at court locations for staff, judiciary, and court users between 18 August and 12 November.

Written Question
Tribunals: Coronavirus
Thursday 19th November 2020

Asked by: Alex Cunningham (Labour - Stockton North)

Question to the Ministry of Justice:

To ask the Secretary of State for Justice, how many cases of covid-19 have been confirmed among tribunal (a) staff, (b) judiciary and (c) users by tribunal.

Written Question
Courts: Coronavirus
Monday 9th November 2020

Asked by: Alex Cunningham (Labour - Stockton North)

Question to the Ministry of Justice:

To ask the Secretary of State for Justice, on what date (a) protective screens and (b) other covid-19 protective measures were installed in each court in England and Wales.

Answered by Chris Philp - Shadow Home Secretary

HMCTS has in place a range of measures, developed in line with, and validated against, relevant public health standards. This ensures our buildings are Covid secure and enables HMCTS to run its vital public services, maintaining access to justice, throughout the pandemic.

The installation of screens is an example of one of these measures. By the end of October, we had installed screens in 229 court rooms and 148 deliberation rooms across England and Wales. The table below sets out the court buildings into which we have installed screens, along with the month of installation.

Other measures have been introduced across the court and tribunal estate, according to local risk assessment, since the 16th March 2020. Steps being taken include significantly increasing the cleaning regime, with additional cleaners brought in to sanitise frequently touched surfaces and making handwash and sanitiser available to anyone within the buildings. Courts and tribunals have also introduced revised entry and search procedures for all court users, public concourses marked out with socially distanced floor markings and appropriate guidance signage. In addition, it is a requirement to wear a face covering in all public and communal areas of our courts and tribunals, unless you are exempt, which helps further reduce the risk of onward transmission of Covid-19 in the most used parts of our buildings.
