The UK values our ongoing cooperation with Armenia towards agreeing a UK-Armenia Comprehensive Economic Partnership Agreement (CEPA). The timescale for concluding the agreement is subject to final negotiations and legal processes in both countries.

To ask His Majesty's Government what representations they have made to the government of Azerbaijan regarding the protection of Armenian heritage in Nagorno–Karabakh following the recent destruction of the St John the Baptist Church and the Ghazanchetsots cemetery in Shusha, and the nearby village of Karin Tak/Dashalti.

We are clear that the preservation of religious and cultural sites in the region is an important issue and we take seriously reports of the destruction of churches or other sites of religious significance. We are aware of allegations from both Armenia and Azerbaijan that cultural and religious sites have been deliberately damaged over the course of the conflict. British Embassy in Baku have raised the topic of religious and cultural destruction and the need to protect such sites with the Azerbaijani government consistently and at the most senior levels.

Along with the EU, US and Japan, the UK has published a list of 50 sensitive technologies and other items Russia is most actively seeking to procure via third countries. Working closely with G7 partners, we have stepped up our engagement with third countries to address circumvention risks, including sending joint delegations to the UAE, Kazakhstan, Uzbekistan, Georgia, and Armenia, to highlight risks and offer technical support. HMG is also setting up the Office of Trade Sanctions Implementation, which will boost the enforcement and implementation of UK trade sanctions.

The UK welcomes the recent discussions between Armenia and Azerbaijan and the agreed progress on the delimitation of their international border, based on the 1991 Alma-Ata Declaration. We encourage both parties to continue their open and constructive dialogue in order to finalise a lasting peace agreement. The UK stands ready to support them in doing so, alongside our international partners.

The UK has provided £1 million to the Red Cross movement to provide life-saving medication, healthcare and other essential support to those affected by September's conflict. We also provided further medical assistance to survivors in Armenia in partnership with UK-Med, including medical supplies to the National Centre for Burns and Dermatology. We are liaising with the UN, the Red Cross movement and others to further assess humanitarian need in the region.

The UK is committed to standing up for Freedom of Religion or Belief (FoRB) globally. Our consular staff endeavour to give appropriate and tailored assistance 24 hours a day, seven days a week and 365 days a year, to British nationals overseas and their families in the UK who need support. In 2023, in addition to long running cases, we provided support to around 22,000 British nationals, see breakdown by Post in the table below. The FCDO reports publicly on consular delivery through the FCDO Outcome Delivery Plan [https://www.gov.uk/government/publications/foreign-commonwealth-development-office-outcome-delivery-plan]. Publishing our transparency data is currently on hold while we embed a new Case Management system.

The UK coordinates closely with the EU, US, G7 and other international partners to tackle circumvention via multilateral fora and strategic consultations. Senior officials attend the Sanctions Coordinators Forum in Brussels, most recently in February 2024 focusing on strengthening enforcement of Russia sanctions. With the EU, US and Japan we have agreed a list of 50 Common High Priority items; battlefield-critical components we are targeting through joint diplomatic engagement with third countries. With the US and EU we have jointly engaged with the UAE, Kazakhstan, Uzbekistan, Georgia, Armenia, Turkey, Kyrgyzstan, and Serbia, to highlight circumvention risks and offer technical support.

We are clear that the preservation of religious and cultural sites in the region is an important issue and we take seriously reports of the destruction of churches and other sites of religious significance in both Armenia and Azerbaijan as a result of their long-running conflict. Ministers and the British Embassies in Yerevan and Baku have raised the need to protect such sites with the Armenian and Azerbaijani Governments consistently and at the most senior levels. Open Door UK's World Watch List provides a sobering account of the extreme difficulties faced by many Christians around the world. We note the report's comments regarding Azerbaijan and regularly raise human rights issues with the Azerbaijani Government.
