Guidance from England’s Chief Medical Officer for healthcare professionals is clear that an alcohol-free childhood is the healthiest and best option. The Department promotes this through online platforms such as the NHS.UK website, the Talk to FRANK online resource, and the GOV.UK website. Local authorities promote these guidelines as part of their public health duties. As part of the Government’s 10-year drug strategy, the Department has an ambition to support 5,000 more children and young people in receiving treatment than at the start of the strategy in March 2022.

The Department for Education’s statutory guidance, Relationships education, relationships and sex education and health education, became mandatory in September 2020. Through this, education on drugs, alcohol, and tobacco became compulsory at state-funded primary and secondary schools, teaching children and young people how to manage influences and pressure, and keep themselves healthy and safe. To deter individuals selling alcohol to a person aged under 18 years old, the maximum fine for the offence of persistently selling alcohol to children was increased from £10,000 to £20,000, under section 147A(8) of the 2003 Licensing Act.

Under 18 recruits are able to leave up to the day before their 18th birthday via a variety of mechanisms such as Discharge As Of Right or Discharge Under 18. Prior to their 18th birthday, they make an informed choice as to whether to remain in service beyond this age. These rights are exclusive to those Under 18, providing additional safeguards appropriate to their age. Subsequent adult service is only committed to having completed this period of enhanced rights and having attained the age of 18. Individuals who decide to leave the Armed Forces are supported for up to two years post discharge to gain a route into further education, training or employment.

Alcohol or drug dependence is rare in children and young people under the age of 18 years old, although they may be drinking problematically. Children may also experience second-hand harms of parental alcohol or drug dependence. The most effective and sustainable approach to reducing alcohol and drug harms in children is by giving them the best start in life, the best education possible, and keeping them safe, well, and happy.

Statutory guidance on relationships, sex, and health education requires all primary and secondary school pupils to be taught the key facts and risks of alcohol and drug use, as well as how to manage influences and pressure, and keep themselves healthy and safe. The Department has worked with the PSHE Association to develop the lesson plans on alcohol and is currently commissioning an update of the resources to be published later this year. Through the cross-Government Drug Strategy, the Department has allocated £532 million of additional funding through to 2024/25, to support improvements in alcohol and drug treatment, including facilitating 5,000 more young people into age-appropriate treatment by 2024/25. Local authorities can also invest their allocation in options from a menu of interventions, some of which include strengthening the services available to children and families.

The Government also has an information and advice service called Talk to FRANK, which aims to reduce alcohol and drug use and its harms, by providing awareness to young people, parents, and concerned others. Further information is available at the following link:

To ask the Secretary of State for Education, Education, how many and what proportion of students are studying for a level 3 qualification; and whether her Department has made an estimate of the number of students that will begin (a) a foundation T Level and (b) any T Level course for each academic year between 2024 and 2030.

In 2022, there were 599,000 students aged 16 in education in England. 440,000 students, or 73%, were studying qualifications at Level 3. More information can be found in the ‘Participation in education, training and employment age 16 to 18’ publication on GOV.UK.

The department does not publish estimates for the number of students that will begin a T Level or T Level Foundation year (TLFY) in each academic year. Over 30,000 students have started a T Level since 2020, and over 16,000 students have started on the TLFY over the first four years. The recently published T Level Action Plan sets out the steps the department is taking to continue to increase uptake over the coming years.

Mental Health Services and Special Educational Needs: Morley and Outwood

To ask the Secretary of State for Education, what steps she is taking to reduce the time taken for children to receive (a) SEN assessments and (b) mental health treatment in Morley and Outwood constituency.

The department wants to ensure that Education, Health and Care (EHC) needs assessments, where required, are conducted as quickly as possible, so that children and young people can access the support they need. In March 2023, the government set out its plans to reform and improve the special educational needs and disabilities (SEND) system through its SEND and alternative provision (AP) Improvement Plan. The plan commits to establishing a single national system that delivers for every child and young person with SEND, so that they enjoy their childhood, achieve good outcomes and are well prepared for adulthood and employment. Wakefield, Leeds, Calderdale and Bradford are in the SEND Change Programme, representing the Yorkshire and Humber region, to test these reforms. Specifically, these reforms focus on early intervention, improving the quality of EHC plans, streamlining the EHC plan process, reducing conflicts within the EHC plan system through better co-production and ultimately enhancing outcomes for children and young people.

The mental health of children is a national priority for this government and the department recognises that some children will need specialist support for their mental health issues. The department is supporting children and young people nationally, including those in the Morley and Outwood area, in the expansion and transformation of mental health services through an increase in spending through the NHS overall, as well as improved access to early mental health support.

To expand access to early mental health support, the department is continuing to roll out Mental Health Support Teams (MHSTs) to schools and colleges. As of April 2024, MHSTs now covers 44% of pupils in schools and learners in further education in England. The department is extending coverage of MHSTs to at least 50% of pupils and learners by the end of March 2025.

The department has also committed to offering all state schools and colleges a grant to train a senior mental health lead by 2025, enabling them to introduce effective whole school approaches to mental health and wellbeing. So far 16,700 settings have claimed a grant so far, including more than 8 in 10 state-funded secondary schools.

The department recognises the importance of ensuring learners and employees gain all the skills that businesses need to succeed and grow. The need for communication skills and resilience was also a theme that came through strongly in the employer-led Local Skills Improvement Plans (LSIP) that were published in August 2023.

Each of the 38 LSIPs are led by a designated employer representative body (ERB), for example a local Chamber of Commerce, Federation of Small Business, or other local employer body. This puts employers at the heart of the skills system and supports the government’s long-term priority to drive local economic growth by better aligning provision of post-16 technical education and training with local labour market needs.

The department’s LSIPs statutory guidance makes clear that a range of national and local bodies and organisations can play an important role in supporting and facilitating the development and implementation of LSIPs. These could include youth sector organisations or schemes such as the Duke of Edinburgh’s Award. The department recognises that opportunities provided by these organisations can help young people develop a range of skills that can support them in the workplace, such as resilience, adaptability, creativity, problem solving, decision-making and communication skills.

It is for the designated ERB in each area to determine the most relevant stakeholders to work with to deliver effective solutions to meet employer-identified local labour market needs. However, the department will review the LSIP statutory guidance ahead of the next round of LSIP development.

The UK is a leading donor to the Rohingya response. We have provided over £45 million in humanitarian assistance in Myanmar and £391 million in Bangladesh to the Rohingya since 2017. We are the largest donor of water, hygiene, and sanitation facilities in the Internally Displaced Persons camps in central Rakhine State. Despite escalating conflict and ongoing access challenges, we are supporting those most in need through agile local partners. Minister Trevelyan announced a further £12 million and discussed education, training, and employment for the Rohingya with Prime Minister Hasina during her recent visit to Bangladesh on 7-8 May.

Chronic Fatigue Syndrome: Health Services

Integrated care boards (ICBs) are responsible for commissioning specialist myalgic encephalomyelitis (ME), also known as chronic fatigue syndrome (CFS), services that meet the needs of their population, subject to local prioritisation and funding. The process of commissioning services should take into account best practice guidance, such as the National Institute for Health and Care Excellence’s (NICE) guidance on ME and CFS diagnosis and management, published in October 2021.

In October 2023, the British Association of Clinicians in ME/CFS published the ME/CFS National Services Survey. This report provides insight into the services being delivered for adults, children, and young people with ME and CFS. The Department published My full reality: an interim delivery plan for ME/CFS in August 2023, which sets out a number of actions to improve the experiences and outcomes for people living with the condition, including better education of professionals and improvements to service provision.

Alongside the publication of the interim delivery plan, we ran a public consultation to build a picture of how well the interim plan meets the needs of the ME and CFS community, and to understand if there are any gaps where further action may be necessary. The Department is currently analysing over 3,000 responses to the consultation, and will publish a summary of the consultation responses in due course. Those consultation responses, along with continued close engagement with key stakeholders, will drive the development of the final cross-Government ME/CFS Delivery Plan, which will be published later this year.
