To ask the Secretary of State for Digital, Culture, Media and Sport, if she will take steps to prevent football clubs making money from gambling losses.

Football clubs can enter a wide variety of commercial partnerships but all partnerships with gambling operators must be conducted in a socially responsible fashion and never target children or vulnerable people.
Specifically the EFL and its clubs operated an affiliate scheme as part of their partnership with Sky Bet from 2013 to the 2019/20 season. The scheme has not been active since the 2019/20 season and the Department does not hold detailed estimates of club revenues.
The current impact of gambling sponsorship in sports is in scope of the government's wide-ranging Review of the Gambling Act. We are considering the evidence closely and a white paper setting out our conclusions and next steps will be published in the coming weeks.

The Government does not make an assessment of the number of children attending professional football matches.
Evidence on the impacts of gambling sponsorship in sports, including the issue of children’s exposure to gambling brands, is being closely considered as part of the government's Review of the Gambling Act. A white paper will be published in the coming weeks outlining our conclusions and next steps.

To ask the Secretary of State for Health and Social Care, what steps he is taking to support Hampshire and Isle of Wight integrated care system to deliver mental health services that meet levels of demand in that region.

We have provided Hampshire and Isle of Wight Integrated Care System with funding to increase access to specialist maternal and perinatal mental health services for at least 600 women by March 2023. This will also allow increased access to psychological support for anxiety and depression for more than 50,000 people a year and new and integrated models of primary and community mental health care for over 13,000 people a year with complex mental health problems.
A suicide bereavement support service has been in place since April 2022 and a problem gambling pilot service has recently been launched. In addition, new mental health provision for rough sleepers is being developed.
Additional investment has improved the capacity and resilience of the mental health crisis pathway for children and young people and specialist community child and adolescent mental health services to address increased demand and historic waiting lists. This investment has also increased the capacity of prevention and early help services and expanded the provision of eight new mental health support teams since January 2021.

To ask the Secretary of State for Digital, Culture, Media and Sport, what steps she is taking to help ensure that casinos are not able to take advantage of gambling addicts.

Casinos like other licensed gambling operators must comply with provisions in the Gambling Commission’s licence conditions and codes of practice which are intended to protect children and vulnerable people from harm and exploitation. For instance, they must monitor play and intervene to protect a customer where there is risk of harm. Breaches of provisions in the Commission’s social responsibility code may lead it to review an operator’s licence with a view to suspension, revocation or the imposition of a financial penalty. Our Gambling Act Review is considering the powers and resources of the Commission as well as the wider regulatory framework, including around land-based gambling.

To ask Her Majesty's Government what plans they have, if any, to introduce restrictions on gambling advertising following the completion of their review of gambling regulation.

Her Majesty’s Government is reviewing the Gambling Act to make sure it is fit for the digital age. We have been clear, however, that work to raise standards and tackle gambling-related harm should continue alongside the review, and does not need to wait for it to be concluded. We are determined to protect those at risk of gambling related-harm and welcome the new measures announced by the Advertising Standards Authority further to reduce the appeal of gambling adverts to children and to ensure that the content of gambling adverts is appropriate for the age-restricted nature of the products.
As part of the broad scope of the review, we called for evidence on the potential benefits or harms of allowing licensed gambling operators to advertise, engage in sponsorship arrangements, and make promotional offers. We are currently considering the evidence carefully and will publish a White Paper outlining our conclusions and any proposals for reform in the coming weeks.
