Under the NHS Long Term Plan, local health systems have been tasked with delivering a comprehensive offer for zero to 25 year-olds to ensure young adults receive appropriate mental health support, regardless of their age or diagnostic profile.

Between the ages of 16 to 18 years old, young people are more susceptible to mental illness, undergoing physiological change and making important transitions in their lives. The structure of the National Health Service’s mental health services often creates gaps for young people undergoing the transition from children and young people’s mental health services to appropriate support, including adult mental health services. The new approach to young adult mental health services for people aged 18 to 25 years old will better support the transition to adulthood.

To ask the Secretary of State for Education, whether she has made an assessment of the potential implications for her policies of the Royal National Institute of Blind People's research entitled Provision under pressure: Gaps in Educational Support for Children and Young People with Vision Impairment in England (2023), published in February 2024; and what steps her Department (a) is taking and (b) plans to take to ensure that children and young people with vision impairment have equitable access to education.

The department’s ambition is that all children and young people receive the right support to succeed in their education and as they move into adult life.

The special educational needs and disabilities (SEND) and alternative provision (AP) Improvement Plan outlines the government’s mission to establish a single, national SEND and AP system, with the proposal to develop national standards a fundamental foundation for this.

This new single national system will set standards on what support should be made available in mainstream settings, including for children with vision impairment. The National Standards will outline the types of special educational provision that should be available, who is responsible for delivering that support, and clarify expectations on mainstream settings and local services. To inform national standards, the department is engaging with stakeholders across education, health and social care, as well as children, young people and their families, this includes members of the Royal National Institute of Blind People.

The department is committed to ensuring a steady supply of teachers of children with vision impairment in both specialist and mainstream settings. To teach a class of pupils with vision impairments, a teacher is required to hold the relevant mandatory qualification for sensory impairment (MQSI). There are currently six providers of the MQSI, with a seventh from September 2024. The Institute for Apprenticeships and Technical Education (IfATE) is developing a new occupational standard for teachers of sensory impairment, expected to be available from September 2025. Children and young people with special educational needs have more access to assistive technology following investment in remote education and accessibility features, which can reduce or remove barriers to learning. ​

To ask His Majesty's Government, given the findings by Action for Children in its report, Above and Beyond: How teachers fill gaps in the system to keep children learning, that (1) nine children in an average class of 25 face challenges outside of school which hinder their ability to learn, and (2) teachers are struggling to support them and their families, what action they are taking to encourage schools to employ family liaison officers to support struggling families.

The government recognises the pivotal role teachers and education settings play in safeguarding and promoting the welfare of vulnerable children and families.

The department’s 2023 updated statutory guidance ‘Working together to safeguard children’ confirms that staff working in education settings play an important role in building relationships, identifying concerns and providing direct support to children.

At the last Spending Review, the department announced over £1 billion for programmes to improve early help services from birth to adulthood, including delivering on Family Hubs and helping families facing multiple disadvantages through the Supporting Families Programme and the holiday activities and food programme. Local authorities working with their partners can decide to use this funding to employ family liaison officers or other professionals to support families within education settings.

The department’s ‘Stable Homes, Built on Love: strategy and consultation’, announced plans to build on the strengths of these vital early help services through the implementation of family help. In the Families First for Children Pathfinder, the department is testing how it can increase the role of education in multi-agency safeguarding arrangements and how local areas can provide targeted support to help children and families overcome challenges at the earliest opportunity. The Pathfinder is running in ten local authority areas across two ‘waves’: Dorset, Lincolnshire and Wolverhampton (wave one announced July 2023) and Lewisham, Luton, Redbridge, Walsall, Warrington, Warwickshire and Wirral (wave two announced April 2024).

The department is also making the ‘Working together to improve school attendance’ guidance statutory from September 2024. This sets out how schools, local authorities and other services need to work together to support pupils at risk of poor attendance and ensure support provided to these families is consistent across the country.

The department’s package of wide-ranging reforms designed to support schools to improve attendance means that there were 440,000 fewer children persistently absent or not attending in 2022/23 compared to 2021/22.

This government is committed to delivering a world-leading skills system which is employer-focused, high-quality, and fit for the future.

The government is investing £3.8 billion more in further education and skills over this Parliament to ensure people can access high-quality training and education that addresses skills gaps and boosts productivity. The department are working with industry to shape our training offers, creating more routes into skilled employment in key sectors, including green jobs.

The department’s high-quality employer-designed apprenticeships, including the Level 3 Digital Device Repair Technician standard, also continue to support employers and apprentices to develop the skills needed in the green economy.

Employer-led standards have shaped the design of T Levels, which are new level 3 qualifications for 16 to 19 year olds that reflect modern industrial practice and include a 45 day industry placement. Engineering and Manufacturing T Levels in Maintenance, Installation and Repair were introduced in 2022, where students can choose to specialise in electrical and electronics.

The department’s reforms are strengthening higher and further education to help more people get good jobs and upskill and retrain throughout their lives and to improve national productivity.

The department is delivering reforms to increase uptake of high-quality higher technical education. Central to these reforms is the introduction of Higher Technical Qualifications (HTQs).

HTQs are new or existing Level 4 and 5 qualifications (such as Higher National Diploma’s, Foundation Degrees and Diploma HE) that have been approved by the Institute for Apprenticeships and Technical Education to indicate their alignment to employer-led occupational standards. These qualifications have been developed by awarding bodies in collaboration with employers and businesses so that students get the specific training, knowledge and skills required for their chosen career.

To date, 172 qualifications have been approved as HTQs across Digital, Construction and the Built Environment, Health & Science, Business and Administration, Education and Early Years, Engineering & Manufacturing and Legal, Finance and Accounting occupational routes, for first teach beginning between September 2022 and September 2024.

There are HTQs approved in science, technology, engineering and mathematics (STEM) related subjects, including Engineering and Manufacturing and Construction and the Built Environment that will help provide the skills needed for industries.

The department is investing up to £115 million of funding to help support the growth in higher technical provision across the country.

The latest available statistics show that working age adults living in workless households were around 7 times more likely to be in absolute poverty after housing costs than working age adults in households where all adults work.

The Government is committed to supporting individuals who are stuck in low paid work to progress, helping them increase their earnings. We have introduced a voluntary In-Work progression offer for low-paid Universal Credit customers which focuses on removing barriers to progression, such as considering skills gaps and overcoming practical barriers such as childcare costs.

To deliver effective progression support to customers, Jobcentres are being supported by a network of 37 District Progression Leads across Great Britain who work with key partners to develop local opportunities.

To help parents on Universal Credit who are moving into work or increasing their hours, the Government is providing additional support with upfront childcare costs and, from April 2024, we will increase the childcare costs that parents on Universal Credit can claim back to over £1,000 a month for one child and to over £1,700 a month for two or more children.

The Government is also increasing the number of people on Universal Credit who receive intensive support to help them earn more by raising the Administrative Earnings Threshold (AET). At the Spring Budget we announced that the AET would increase to the equivalent of 18 hours at the National Living Wage from 13 May.

From April 2024, the Government increased the National Living Wage for workers aged 21 years and over by 9.8% to £11.44 representing an increase of over £1,800 to the gross annual earnings of a full-time worker on the National Living Wage.

We are aware of ongoing intermittent supply issues with Creon 25000 gastro-resistant capsules. These are due to manufacturing and active pharmaceutical ingredient constraints. The supplier has confirmed that stock of Creon 25000 gastro resistant capsules is now available, with further deliveries scheduled in May 2024. The Department has issued guidance to healthcare professionals regarding treatment of patients, while there was disruption to the supply of Creon 25000 gastro-resistant capsules. We continue to explore all management options to manage this issue. We have asked the supplier to continue confirming their future forecasts, and to inform us of any further gaps in supply of Creon 25000 gastro-resistant capsules.

Whilst we can’t always prevent supply issues, we have a range of well-established tools and processes to mitigate risks to patients. These include close and regular engagement with the suppliers, use of alternative strengths or forms of a medicine to allow patients to remain on the same product, expediting regulatory procedures, sourcing unlicensed imports from abroad, adding products to the restricted exports and hoarding list, use of Serious Shortage Protocols (SSPs), and issuing NHS communications to provide management advice and information on the issue to healthcare professionals, so they can advise and support their patients.

To ask the Secretary of State for Education, what assessment she has made of the potential impact of not increasing pupil premium funding in line with inflation on disadvantaged students.

Pupil premium funding is rising to over £2.9 billion in 2024/25, an increase of around £90 million from 2023 to 2024. In 2024/25 the pupil premium funding rate for primary pupils is £1,480, and £1,050 for secondary pupils. Looked-after, and previously looked-after, children attract a higher rate of £2,570.

These rates for 2024/25 were an increase of 1.7% on those for 2023/24. This increase was in line with inflation as measured by the GDP deflator forecasts when the rates were announced for 2024/25. As the inflation forecast for 2024/25 has since reduced, the increase in pupil premium rates of 1.7% is now higher than the latest inflation forecast.

This increase ensures that this target funding continues to help schools to support disadvantaged pupils and close attainment gaps.

NHS England published the Intermediate Care Framework and Rehabilitation and reablement model in September 2023. The Framework sets out actions systems can take to increase intermediate care rehabilitation and reablement capacity, including through optimising the use of the registered therapy workforce and maximising the use of skilled support workers. The Intermediate Care Frontrunner sites, and pilot work with seven local geographies has worked to define the workforce required to meet the demand for bedded and non-bedded intermediate care rehabilitation and reablement. NHS England is planning further work in 2024/2025 to progress the implementation and learning from the workforce pilots and to support systems nationally to progress workforce planning processes and estimate the workforce required to meet the demand.

Better Care Fund capacity and demand plans will inform alignment and reporting of progress to increase workforce capacity across health and care including rehabilitation and reablement workforce capacity.

The NHS Long term workforce plan commits to supporting Integrated Care Systems to develop local strategies that would support local quality apprenticeship programmes targeted at specific occupational shortages and skills gaps and transformation across a number of settings including community care. The department wants providers to continue to offer high-quality, relevant provision and to build upon the already fantastic work they do in partnership with local employers. The coming decade will see substantial economic change and as the economy changes, so will the skills needs of learners and employers. The department recognises that this will play out in different ways across the country and that is why the department introduced Local Skills Improvement Plans (LSIPs) to support local innovation and growth so that every part of the country can succeed in its own unique way.

The department is delighted that across all areas of England, employer-led LSIPs have already helped engage thousands of local businesses and have brought them together with local providers and stakeholders to collaboratively agree and deliver actions to address local skills needs. By building locally owned LSIPs from the ground up, the department is reshaping the skills system to better support people to train for, and succeed in, their local labour market.

The department welcomes the excellent engagement currently taking place between the designated employer representative bodies (ERBs) leading the LSIPs and local providers of technical education and training. It has meant that in summer 2023, all 38 areas of England published a plan, which was approved by the Secretary of State for Education, setting out local skills priorities and actions across the next three years. Moving forward, the ERBs leading the implementation and review of the LSIPs are continuing to work closely with local providers and stakeholders to deliver the priority actions set out in the LSIPs. Indeed, each ERB will provide a public annual progress report in June 2024 and 2025 setting out progress made since publication of the LSIPs.

LSIPs are working alongside the department’s wider reforms to further education (FE) funding and accountability, enabling a step change in how FE provision meets local skills needs. To help ensure the success of the programme, and as part of this government’s commitment to continue to invest significantly into FE, the department provided a dedicated £165 million Local Skills Improvement Fund (LSIF) to support providers to work collaboratively to respond to the needs identified in the LSIPs.

Provider projects the department is funding through the LSIF include training to plug key skills gaps in digital, net zero and green, construction, artificial intelligence and health and social care, all of which were identified as priorities by employers through the LSIPs.

Together, LSIPS and the LSIF are galvanising and bringing employers and providers closer together to spread opportunity for young people, skills for businesses and growth for all areas of this country.
