The UK looks forward to the upcoming Council of Europe Heads of State Summit in May this year. The Summit is an opportunity to re-affirm the importance the UK places in its work with European Partners, fortifying the Council of Europe to play a stronger role in Europe when strengthening and securing democracy. The UK attaches great importance to this Summit and the Prime Minister's Office is closely considering the invitation.

We welcome the recent speech the Icelandic Foreign Minister made at the Parliamentary Assembly to the Council of Europe regarding the Icelandic priorities at the upcoming Council of Europe Head of State Summit later this month and agree that a key priority for the Summit is continued support to Ukarine and opposition to Russia's aggression. The Summit will be an opportunity to re-invigorate Europe's oldest multilateral organisation so that it plays a strong role in strengthening and securing democracy across Europe and ensure support for Ukraine, through continued pressure on Russia.

Question to the Ministry of Defence:
To ask the Secretary of State for Defence, how much funding his Department has allocated for second round bids for the International Fund for Ukraine.

The UK, Norway, Netherlands, Denmark, Sweden, Lithuania and Iceland have contributed a collective total of more than £520 million to the International Fund for Ukraine, of which the UK has contributed £250 million. As previously announced, the first package of capabilities to be procured through the Fund has an expected value of around £200 million.
Over £300 million remains within the Fund and will be drawn down to fund capability packages resulting from Urgent Bidding Round two and subsequent rounds. Such decisions are taken by the Executive Panel (comprising the UK, Norway, Netherlands, Denmark and Sweden) which oversees the Fund, rather than by the Ministry of Defence.
We continue to seek further funding pledges from our international partners to grow the fund to meet future requirements.

The United Kingdom is committed to building on our strong trading links, underpinned by our ambitious Free Trade Agreement (FTA) signed in July 2021 with Norway, Iceland and Liechtenstein covering goods and services. My Hon. Friend the Minister of State (Nusrat Ghani) met her Norwegian counterpart in February 2023, and my Rt. Hon. Friend the Secretary of State for Business and Trade met with the Swiss Federal Councillor in November 2022, where the United Kingdom and Switzerland expressed an ambition to launch negotiations in 2023 on an enhanced FTA. The Secretary of State and her ministerial team continue to engage their counterparts to discuss how we can maximise the benefits of our Agreements.

DWP holds data relating to the late and non-return of a Life Certificate for the 2019 period, which resulted in the temporary suspension of a customer’s State Pension payments. In 2019, 26,206 claims were temporarily suspended, which is broken down by country as shown in the following table: -

As a result of the outbreak of COVID in 2020, DWP suspended the Life Certificate exercise in March 2020, to ensure that our customers were not negatively impacted by any postal service issues which could have resulted in their State Pension payments being temporarily suspended. Therefore, DWP does not hold any data for this period.
DWP reintroduced the Life Certificate exercise in November 2021. Therefore, DWP does not hold any data for 2021, as any potential suspensions would be applied after 16 weeks of issue of the Life Certificate, which would mean that the suspension occurred in 2022.
The Management Information used has been taken from the same operational source data systems as our published administrative data. However, as this Management Information is not a recognised National or Official Statistic, it has not been subjected to the same level of Quality Assurance. As a result, these figures should be treated with caution.

The UK is appalled by Russia's attacks against civilian infrastructure, civilians and cities across Ukraine, which may constitute war crimes. We and our international partners stand united in condemning Russian Government's reprehensible actions in Ukraine, which are an egregious violation of international law and the UN Charter. We will continue to work together to make sure that Russia cannot further undermine European stability, ensuring the security and defence of all our Allies. The upcoming Council of Europe Summit will be an opportunity to show this.
