The National Health Service and local government provide a range of free tier two weight management services (WMS), to help eligible people living with obesity to lose weight. These are multi-component programmes, including dietary approaches and physical activity, with behaviour change support. The length of support can vary, but guidance from the National Institute of Health and Care Excellence suggests these should last at least three months.

The NHS offers the NHS Digital Weight Management Programme, which is a tier two service aimed at adults living with obesity, who also have type 2 diabetes or hypertension, or both, as well as NHS staff living with obesity. The 12-week programme is directly commissioned and managed by NHS England nationally, and is available via direct referral from any general practice or Community Pharmacy

Local authorities are able to spend funding from the Public Health Grant on weight management services in line with local population need. They may be delivered as a standalone service or as part of an integrated service, for example with smoking cessation support. Where local authorities commission these services, they are responsible for determining the required resourcing and interaction with other services, along with weight management service providers

Local authorities are part of integrated care systems (ICSs), which are partnerships of organisations that come together to plan and deliver joined up health and care services, and to improve the lives of people who live and work in their area. ICS membership also includes the NHS, social care providers, charities, and other organisations. Being a member of the ICS will help local authorities to work more closely with partner organisations and offer integrated support for people living with obesity.

To ask the Secretary of State for Health and Social Care, if a Minister from her Department will visit Darlington to hold discussions with (a) the Police and (b) Trading Standards on the joint steps they are taking to help tackle the sale of illegal vapes and illicit tobacco.

Ministers in the department are always happy to consider meetings and visits to understand the impact of their policy areas, and we recommend reaching out to Ministers’ offices directly.

A strong approach to enforcement is vital if the smokefree generation policy is to have real impact. My Rt hon. Friend, the Secretary of State for Health and Social Care recently visited a cargo warehouse at Heathrow Airport with Hillingdon Trading Standards to see first-hand the work they are doing to seize illicit vapes at the border, and prevent these products from being sold in the United Kingdom.

Underage and illicit sales of tobacco products, and more recently vaping products, is undermining the work the Government is doing to regulate the industry and protect public health. It also deprives the UK of vital money that could be used to fund essential public services, instead, putting it in the hands of criminals.

This is why alongside the measures in the Tobacco and Vapes Bill, we are supporting enforcement agencies with up to £30 million a year, to scale up their existing activities. This increased investment will help to stamp out criminal activity by boosting enforcement capacity, and help local trading standards tackle underage sales at a local level. Of this funding, over £100 million over five years will support HM Revenue and Custom’s and Border Force’s new illicit tobacco strategy. As is the case with existing age of sale legislation, breaches of the new law will primarily be dealt with by local authority trading standards, rather than by local police forces.

It is vitally important that everyone takes up the vaccinations to which they are entitled. Vaccination rates across the country are too low, particularly in some local areas, and we need a concerted effort to reach the 95% coverage, with two doses of the measles, mumps, and rubella (MMR) vaccine, required to provide population protection.

The Department works with the UK Health Security Agency (UKHSA) and NHS England to improve immunisation through diverse delivery methods, making getting vaccinated easier for all, including those in traditionally under-served groups. The UKHSA launched a new multi-media marketing campaign across England on 4 March 2024, to remind parents and carers of the risk of their children missing out on protection against serious diseases that are re-emerging in the country.

There have also been increased outreach efforts to make sure that communities with historically lower uptake are informed of the benefits of vaccines and have access to inclusive resources. For example, in the North West and the Midlands, National Health Service teams are using initiatives like roving clinics, extra vaccination sessions in schools, and community pharmacies to step up their efforts to get more children protected with the MMR vaccine.

The Government supports NHS programmes focused on improving coverage, including regional and national campaigns for polio, and a new targeted national MMR catch-up campaign for children aged six to 11 years old this year, extended to all those aged 11 to 25 years old in London, the West Midlands and the North West. Human papillomavirus infection vaccination catch-ups for adolescents are also taking place.

The NHS Vaccination strategy outlines plans to maximise convenience, with more vaccination services at locations that the public can easily access such as libraries, leisure centres, social clubs or sports grounds, family hubs, support services, and places of worship, or at local cultural and community events, with flexible opening hours and booking options.

To ask His Majesty's Government what assessment they have made of the increase in incidents of (1) gonorrhoea, from 58 diagnoses per 100,000 people in 2013 to 146 diagnoses in 2023, and (2) syphilis, from 6.4 diagnoses per 100,000 people in 2013 to 15.4 diagnoses in 2023; and what assessment they have made of the impact of the resulting loss of working days.

Sexually transmitted infection diagnosis data is published annually, as official statistics by the UK Health Security Agency (UKHSA), and is available at the GOV.UK website, in an online only format. There were 82,592 gonorrhoea diagnoses and 8,692 infectious syphilis diagnoses, including primary, secondary, and early latent, reported in sexual health services in England, in 2022. This is compared to 31,177 gonorrhoea diagnoses and 3,345 infectious syphilis diagnoses, primary, secondary, and early latent, in 2013.

Gonorrhoea is increasing in people of all ages, but the rise is highest among young people aged 15 to 24 years old. Infectious syphilis, including primary, secondary, and early latent, is increasing among gay, bisexual, or other men, who have sex with men and heterosexual people.

Dedicated sexual health services play a key public health role in diagnosis, early treatment and management of STIs and we are providing local authorities with more than £3.5 billion in 2023/24 (increasing to £3.6 billion in 2024/25) through our public health grant to support this activity.

We continue to support the delivery of local services, providing guidance and data through UKHSA and my department. In March 2023 the Department of Health and Social Care in collaboration with UKHSA, published the Integrated Sexual Health Service Specification to support local authorities in comprehensive commissioning of services and provide advice and guidance on managing STIs outbreaks.

UKHSA has also published a Syphilis Action Plan to address the increase in syphilis diagnosis in England, focusing on key interventions such as targeted testing, partner notification and awareness raising.

No assessment has been made of any resulting loss of working days, due to gonorrhoea and syphilis diagnoses.

The Healthy Child Programme is the national public prevention and early intervention health framework for babies, children, and young people. Health visitors are specialist community public health nurses who lead the Healthy Child Programme from preconception to five years old. They deliver evidence-based interventions, which include five mandated reviews: antenatal; approximately two weeks after birth; six to eight weeks after birth; at one years old; and at two to two and a half years old. These include reviews of development and growth. Where a baby or child has special education needs or vulnerabilities, health visitors work in partnership with other professionals and families, to respond to health and care needs.

The Government is also investing approximately £300 million to improve support for families though the Family Hubs and Start for Life programme. The programme is implementing many elements of the Government’s Best Start for Life Vision which was published in March 2021, and is delivering a step change in outcomes for babies, children, and their parents and carers in 75 local authorities in England, including those with high levels of deprivation. Many local authorities without funding have also chosen to implement elements of the vision.

Family hubs offer support to families from conception to two years old, and provide services for children of all ages, from zero to 19 years old, or zero to 25 years old for families with children who have special educational needs and disabilities. Family hubs are a way of joining up locally to improve access to services, the connections between families, professionals, services, and providers, and prioritise strengthening the relationships that carry us all through life. They bring together services for children of all ages, with a great Start for Life offer at their core.

To ask His Majesty's Government what assessment they have made of the finding by the NHS Confederation that there has been a 26 per cent cut to the public health grant per person in real terms since 2015–16; and what plans they have to ensure that every baby and young child in England can receive the full Healthy Child Programme.

At the 2021 Spending Review, we considered the need for local government public health funding, and have provided cash growth in the Public Health Grant to local authorities each year over the settlement period. In 2024/25 the total Public Health Grant to local authorities will be £3.603 billion, providing local authorities with an average 2.1% cash increase compared to 2023/24.

In addition to the Public Health Grant, we have provided additional targeted investment to local authorities in England for drug and alcohol addiction treatment and recovery, and services that support the best start in life. From April 2024 we will also double current spend on stop smoking services, in support of our commitment to deliver a smoke-free generation. This overall funding package will deliver a real term increase of more than 4%, over the two years 2023/24 and 2024/25, in Department funding allocated for local authority public health functions.

Local authorities are responsible for using their Public Health Grant to provide a Healthy Child Programme that best meet the needs of their local populations. In addition, the health visiting workforce is fundamental to enabling successful delivery of this programme, and as part of the NHS Long Term Workforce Plan, we will be expanding training places by 74% to over 1,300 by 2031/32. To support progress towards this expansion, training places for health visitors will grow by 17% by 2028/29.

Parents have a right to educate their children at home and must provide a full time, efficient, and suitable education if the child is of compulsory school age. The government supports this right. There are no specific legal requirements as to the content of home education, provided the education provided is full-time, efficient and suitable. This means that education does not need to include any particular subjects and does not need to have any reference to the national curriculum.

The government’s elective home education guidance sets out eight components that local authorities should consider when determining whether a child is receiving a suitable education. The department intends to provide further information on what should be considered when determining ‘suitable education’ as part of the consultation to review elective home education guidance, which closed on 18 January. Responses are being analysed and the department will publish the revised guidance and consultation response in due course.

Part of the government’s strategy to reduce the harm of drugs is Frank, which is the number one drugs information site in England, and reaches audiences from 11 to 54+ supporting pre-users, regular users, concerned others and schools with information on drugs. Frank receives over 5 million page visits per year, and is updated to reflect new and emerging patterns of drug use, including the effects and risks of nitrous oxide.

The Frank service remains a key element in providing accurate and factual advice on the risks and effects of a range of drugs and alcohol, as well as broader advice around substance abuse, including sign posting to relevant services.

The Frank helpline is available, 24/7, 365 days of the year. Their trained advisors deal with, on average, 100,000, calls, emails, texts and webchats per annum, providing a help service for people who are concerned about their own or others’ drugs consumption. There is also a separate line for alcohol abuse calls, and the Frank agents will seamlessly deal with those as part of the same call.

The funding package includes £50 million to invest in infant feeding services, which will enable participating local authorities to design and deliver a blended offer of advice and support, in line with local needs.

We support more than three million children through the Healthy Foods Scheme. We also support parents with primary aged children in England to eat well, and move more, through Better Health Families. This includes healthy eating advice and easy recipes, a Food Scanner app to help families to swap less healthy foods and drinks to healthier alternatives, and the Healthy Steps email-programme to inspire and support parents to take easy steps to improve their families' health and wellbeing.

We work with the Department for Education to ensure that children are provided healthy food options in early years settings, and in school. For children aged zero to five years old, the Early Years Foundation Stage framework states that where children are provided with meals, snacks, and drinks, they must be healthy, balanced, and nutritious. The Eat Better, Start Better guidelines and example menus support parents, carers, and anyone working with children to provide healthy food options.

The School Food Standards are set in legislation and require that school caterers serve healthy and nutritious food and drinks, to ensure children get the energy and nutrition they need throughout the school day. Foods high in fat, salt, and sugar are restricted. We are also helping schools boost physical activity to help children maintain a healthy weight and good overall health through the Primary School PE and Sport Premium and the School Games Organiser Network.

In addition, primary school children are educated about healthy eating through the relationships, sex, and health education curriculum. By the end of primary school, pupils should know what constitutes a healthy diet, the principles of planning and preparing a range of healthy meals, the characteristics of a poor diet, and risks associated with unhealthy eating. We have programmes to identify children living with excess weight, and local authorities and the National Health Service in England provide weight management services.

The National Child Measurement Programme monitors the weight status of children at the start and end of primary school. The programme provides is a useful prompt to parents and schools to support healthy eating and physical activity. Data is used to help local authorities plan healthy weight, food and activity support and services for children and their families.
