The Government is clear on the importance of ensuring public access to swimming pools, as swimming is a great way for people of all ages to stay fit and healthy. The responsibility of providing this access lies at Local Authority level, and the Government continues to encourage Local Authorities to support swimming facilities. We have also confirmed an additional £60 million support package for swimming pools in 2023/24, which is targeted at addressing cost pressures facing public swimming pool providers and helping make facilities sustainable in the long-term.
276 local authority swimming pools have closed since 2015. The breakdown per year is as follows:

2016: 36
2017: 31
2018: 23
2019: 31

2021: 26

These numbers should be considered in the context of facility provision within the local area. Facilities may close for a number of reasons: this can include the rationalisation of multiple older facilities into a modern, better located facility. In the same period from 2015-2023, 245 local authority swimming pools opened.
Data is stored by facility type (e.g. pool, health and fitness gym, or sports hall) rather than “leisure centre.” From 2015, approximately 261 local authority owned sites which had one or more pools, main halls, or health and fitness gyms, closed either fully or partially (where a facility within the site, including a pool or gym, may have closed). By region the figures are as follows:

The Ministry of Defence has historically responded to Freedom of Information Requests (FOIs), answering the following three questions:
1. How many weapons (by type) and explosive munitions for which the Department has responsibility have been recorded as (a) lost and (b) stolen in [year]?
2. Please provide a list of all stolen items, value and location of the theft of all items that were recorded stolen in the [year] calendar year.
3. How many department computers, laptops, memory sticks were lost/stolen by month since January [year]?”
The responses have included military equipment reported lost/stolen in addition to other items but are limited to only those cases reported to the centralised reporting functions concerned with Security and Fraud/Theft, Bribery and Corruption.

To ask the Secretary of State for Health and Social Care, whether she has made an assessment of the effectiveness of social prescribing; and whether her Department issues guidance on which models provide the most effective treatment.

As a relatively new programme, the evidence base around nationally linked social prescribing is still evolving and robust quantitative evidence is limited. However, a growing body of work is suggestive of positive effects. The Department continues to work to understand the effectiveness of social prescribing to enhance physical and mental health and wellbeing, building on existing positive local evidence.
The Department of Health and Social Care works on the Green Social Prescribing programme established with the Department for Environment, Food and Rural Affairs to increase the use and connection to the natural environment to tackle mental ill health. The Department of Health and Social Care funds the evaluation and research element including research studies into angling and outdoor swimming.
The Department funds via grant the National Academy for Social Prescribing (NASP). Their role is to support and promote social prescribing at a local and national level and develop the evidence base. To ask the Secretary of State for Culture, Media and Sport, what steps she is taking to provide financial support for (a) art, (b) music, (c) heritage, (d) sport and (e) other local cultural offerings.

His Majesty’s Government provides funding opportunities for arts, music, heritage, sports and other cultural organisations through a range of sources, including direct Government funding, through arm’s-length bodies like Arts Council England, and indirectly through local authority funding.
We have delivered significant support for heritage, including the High Street Heritage Action Zones, a heritage-led regeneration programme administered by Historic England. With a budget of £95 million, this programme focuses on fostering growth in historic high streets throughout England. HM Government also supports the upkeep of listed places of worship via the Listed Places of Worship Grant Scheme, which allocates up to £42 million per year. This scheme provides grants for the reimbursement of VAT incurred during the maintenance of the nation's listed churches. Arm’s-length bodies, like Historic England and the National Lottery Heritage Fund, provide further support to the heritage sector through various grants, including the Repair Grants for Heritage at Risk programme..
We are committed to supporting the arts, music, and wider cultural sectors, including through our arm’s-length body, Arts Council England. Through its current investment programme, more than £444 million of public money is being invested each year in arts and culture across England. This is an increase from £410 million in the previous portfolio, and will support 985 organisations across England – more than ever before. In addition, through Arts Council England’s National Lottery Project Grant funding, in 2022/23 over £105 million of awards went to individuals and arts organisations across the country.
For sport, Government support is delivered alongside National Lottery funding through the UK Sports Councils, and UK Sport provides funding to support potential Olympic and Paralympic athletes. We provide the majority of support for grassroots sport through our arm’s-length body, Sport England, which receives over £100 million in public funding each year. In addition, direct Government financial support worth over £350 million is being delivered through the Multi-Sport Grassroots Facilities Programme, Swimming Pool Support Fund, and the tennis court refurbishment programme.

In 2022 Defra received 16 bathing water applications for inland sites. Three of these sites were designated as bathing waters: Rutland Water Whitwell Creek, Rutland Water Sykes Lane and an area of the River Deben Estuary at Waldringfield, Suffolk.

Sport and physical activity are incredibly important for our physical and mental health and this government is committed to ensuring every child, no matter their background or ability, should be able to play sport and be active.
That is why in ‘Get Active: A strategy for the future of sport and physical activity’ we introduce an ambition that all children should meet the Chief Medical Officers’ guidelines on physical activity, with a target of getting 1 million more active children by 2030.
Schools play a key role in allowing all children to have high quality opportunities to take part in PE and sport, setting them up for a lifetime of physical activity. In July we published an update to the School Sport and Activity Action Plan. This builds on the announcement we made in March that set out new ambitions for equal access to PE and sport, with guidance on how to deliver 2 hours of quality PE a week, alongside over £600 million funding for the Primary PE and Sport Premium and School Games Organiser network.
Outside of the school day, the £57 million Opening School Facilities programme will support the most inactive young people to access facilities that will enable them to play sport and take physical exercise. By opening school sport facilities, including swimming pools, disparities in access to opportunities seen between socio-economic groups will begin to be tackled through the programme.
Over the school holidays, the Government offers £200 million of support per year to the Holiday Activities and Food programme, which provides disadvantaged children in England with enriching activities (including physical and creative activities) and healthy meals. Last summer, the programme reached over 685,000 children and young people in England, including over 475,000 children in receipt of free school meals.
We are also investing over £300 million in grassroots football and multi-sport facilities across the UK by 2025 which will further support youth participation in sport.

Responsibility for public access to and maintenance of swimming pools lies at local authority level.
In recognition of the benefits of physical activity, including swimming, and the challenges facing the sector, we are providing over £60 million of support for swimming pools. This will help ease cost pressures facing public swimming pool providers and help make facilities sustainable in the long-term through investment in energy efficiency measures. The funding is being delivered in partnership with Sport England and the Department for Levelling Up, Housing and Communities, following extensive consultation with local authorities and the sector.
Swimming and water safety is a vital life skill, which is why it is a mandatory part of the primary PE National Curriculum. The Department for Education also administers schemes to ensure the provision of lessons and sports facilities for children, such as through the PE and Sport Premium and the Opening School Facilities (OSF) programme.

The Government is additionally providing significant arts and cultural opportunities for young people both in and out of school.
This includes our creative careers promise, which is backed by £115m a year to increase young people’s access to cultural and music education. The upcoming Cultural Education Plan will support all children and young people to access a broad range of high-quality cultural and creative activities and experiences inside and outside of school. Our Enrichment Partnerships Pilot aims to improve the availability and quality of enrichment activities in up to 200 secondary schools within Education Investment Areas. In addition, 79% of the organisations in Arts Council England’s 2023-26 Investment Programme portfolio are delivering activity specifically for children and young people of all ages, wherever they live.
Separately, the Government funds a diverse portfolio of music and arts education programmes that are designed to improve participation in the arts for children. The National Saturday Club, for example, gives 13 to 16-year-olds across the country the opportunity to study the subjects they love for free, including arts and creative subjects, on a Saturday at their local university, college or cultural institution. Government and Arts Council England also co-fund 15 National Youth Music Organisations offering large-scale, inclusive performances, high-quality music programmes, residencies, summer schools and workshops, to help develop young people’s skills, experience, and knowledge of music, supporting them to excel as young creatives outside of school.
The National Plan for Music Education includes £25m funding for musical instruments and equipment for schools, and the Music Progression Fund supports disadvantaged pupils with music tuition. Furthermore, we have created four new Music Hub Centres of Excellence to improve inclusion and create pathways to industry for talented young people from all backgrounds.
