The Youth Offer launched on the 20 September 2020 and provides support for 16–24-year-olds who are on Universal Credit to help them move into employment. It includes three elements:

  • The Youth Employment Programme, which provides young people dedicated intensive Work Coach support in finding & applying for jobs, with additional assistance available for those who have recently begun their Universal Credit claim.
  • Youth Hubs, which bring together in one location DWP services with local support provided by youth experts. This ensures that the needs of young people are matched to services that help them tackle barriers to employment.
  • Youth Employability Coaches, who are focused on supporting young people furthest from the labour market overcome complex challenges so that they can move into work.

The Youth Offer is a demand led programme and is available to eligible young claimants on Universal Credit.

The most recent data available is up to end of April for Starts on the Youth Offer.

  1. Eligible claimants who have recently begun their Universal Credit claim, and are actively searching for work, start in the Youth Employment Programme element of the Youth Offer. A Work Coach may later refer them to a Youth Hub, Youth Employability Coach or other employment support as appropriate based on their needs.
  2. When a claimant starts on any of the three elements of the Youth Offer, this is recorded as a start on that element, as well as a start on the Youth Offer.

To ask the Secretary of State for Work and Pensions, what steps the Government is taking to support women to stay in employment when managing menopausal symptoms.

In March 2023, the Minister for Social Mobility, Youth and Progression announced the appointment of Helen Tomlinson, as the Government's first Menopause Employment Champion. Helen Tomlinson is driving awareness of issues surrounding the menopause and work; encouraging employers to develop policies that create a more supportive environment to help women stay in work and progress.

On International Women’s Day 2024, Helen Tomlinson published her 12-month report – “Shattering the Silence about Menopause” providing an update on progress and reflecting on her first year in the role.

The Government also recently launched the Menopause Resources Hub on the Help to Grow portal. This guidance provides businesses, large and small, with the resources they need to help educate their organisation and workers about the menopause.

The Jobcentre team are supporting residents into work and helping those in work to progress to higher paid jobs. We are working with local and national employers to help fill vacancies quickly, delivering Sector-Based Work Academy Programmes (SWAPs), recruitment days, Job Fairs, and work trials.

Our Youth Team works with the Prince’s Trust to provide additional support and courses to prepare young people who are not in education and training, including those without parental support, to attain training and employment.

The Jobcentre works closely with the National Careers Service who, after a successful trial, will deliver ongoing bespoke Group Information Sessions to customers who require a CV or need their current CV enhancing to apply for jobs.

The Jobcentre is hosting a bespoke Armed Forces recruitment event that will follow up on the UK’s national Armed Forces Day. This is in partnership with the Royal Navy, British Army, Royal Air Force and the Royal Fleet Auxiliary.

Additionally, the team in Portsmouth are working closely with local employers including Nature’s Way, Solent Sky Services and Thatched House (Greene King) to fill their job vacancies as well as working closely with partners such as the local Chamber of Commerce to offer regular Job Fairs focussed on specific sectors and customer groups.

Disabled people and people with health conditions are a diverse group so access to the right work and health support, in the right place, at the right time, is key.

The Government therefore has an ambitious programme of initiatives to support disabled people and people with health to start, stay and succeed in work. These include: Employment Advisors in NHS Talking Therapies; the Work and Health Programme; Access to Work grants; Disability Confident; a digital information service for employers; Disability Employment Advisers in Jobcentres; increasing Work Coach support in Jobcentres; increasing access to Occupational Health; and expanding the Individual Placement and Support in Primary Care programme.

Building on this, we announced significant additional investment during the 2023 fiscal events. Alongside the delivery of our existing initiatives, we are now focused on delivering this package which includes: introducing Employment Advisors into MSK services; a new voluntary employment programme called Universal Support (US) which will provide wraparound support to 100,000 people a year once fully rolled out; WorkWell in approximately 15 pilot areas to provide light touch work and health support; exploring new ways of providing individuals receiving a fit note with timely access to support through our call for evidence launched on 19 April 2024; and establishing an expert group to advise on a voluntary national baseline for Occupational Health provision.

The Department for Work and Pensions Jobcentre youth offer provides a range of options to those seeking employment, including young Black Londoners. Additionally, we are taking targeted action where there is a high ethnic minority employment gap. The DWP Youth Offer provides individually tailored work coach support to young people aged 16 to 24 who are in the Universal Credit Intensive Work Search group. This includes the Youth Employment Programme, Youth Employability Coaches for young people with additional barriers to finding work, and Youth Hubs across Great Britain.

Employment statistics show the ethnic minority employment rate at 68%, up 9.2 percentage points on the same quarter in 2010, with 5.4m people from an ethnic minority background in employment which is a record high.

The Department supports people to move into employment by providing access to a range of mainstream services and bespoke programmes that are designed to be flexible to individual needs. We also take targeted action where there is a high ethnic minority employment gap and work with partners, employers, and specific sectors to improve opportunities for all.

The Youth Offer provides individually tailored Work Coach support to young people aged 16 to 24 who are claiming Universal Credit. This support includes the Youth Employment Programme, Youth Employability Coaches for young people with additional barriers to finding work, and Youth Hubs across Great Britain. This was expanded in 2023 to include additional young people on Universal Credit not currently searching for work, including young parents and carers.

In April 2023, the Government's Equality Hub published updated guidance for employers on how to use the positive action provisions in the Equality Act 2010. This is to help people who share a particular protected characteristic overcome barriers and to level the playing field.

To ask the Secretary of State for Culture, Media and Sport, what steps her Department is taking to help support people who have trained as youth workers to enter the youth workforce.

DCMS funds a number of programmes that are stimulating demand for youth workers, including through our National Youth Guarantee, which is backed by over £500 million of investment into youth services.

In addition, the updated statutory guidance for local authorities’ youth provision puts an emphasis on the importance of youth work practice and on employing or encouraging the employment of individuals with youth work skills and qualifications.

To support the youth workforce, DCMS funds the National Youth Agency to set professional standards, qualifications and a curriculum for youth work, including a youth work apprenticeship and free-to-access training. DCMS also funds youth worker bursaries which allows youth workers and volunteers to gain qualifications in youth work. To date, DCMS has funded over 2,000 bursaries and we are providing £1,075,000 for over 700 adults who would otherwise be unable to undertake youth work qualifications due to cost.

Average number of Work Coaches per Jobcentre

Jobcentres across the DWP estate vary significantly in size and capacity, the average number of Work Coaches per Jobcentre does not reflect this variation and is not a metric used by the Department.

At the end of March 24, the number of full time equivalent (FTE) UC, JSA and ESA Work Coaches across Great Britain was 16,480 and the number of Jobcentres was 634, giving an average number of Work Coaches per Jobcentre of approximately 26.

  • Figures were derived from the Department’s Activity Based Model (ABM), which provides Full Time Equivalent (FTE) figures based on point in time estimate by Line Managers. They cover only FTE of staff with paid employment.

Please note, the Department does not use caseload per Work Coach to estimate the number of Work Coaches required nationally or locally. Not all UC claimants have a Work Coach, but we have provided the number of Intensive Work Search customers per UC Work Coach as most of this group do. The Department has complex models to estimate the resource required in Jobcentres at a national level. These models cover activities across all DWP customer groups and job roles.

The Department continually impacts and assesses the service being offered to customers. Staff numbers, including the number of Work Coaches, and demand for Jobcentre services are reviewed on an ongoing basis, in line with the latest economic and benefit forecasts.

To ask the Secretary of State for Work and Pensions, what steps his Department has taken to support unemployed people in Birmingham with (a) skills training and (b) financial management.

In Birmingham, our local Jobcentre Plus partnership teams are working directly with colleges and training providers to ensure claimants have access to the right skills support. Our successful Sector Based Work Academy Programmes (SWAPs) have seen almost three hundred customers in Sparkhill take up this support in the last year. This provision includes pre-employment training, work experience and a guaranteed job interview across a variety of sectors, with further SWAPs available with employers such as HS2, Compass Group, Air Scaffolding, Weatherspoon’s, and Jet 2.

In the Hall Green constituency, we have recently supported customers into jobs in the hospitality sector through English for Speakers of Other Languages (ESOL) provision based at Sparkhill Jobcentre. Customers have also taken up non-teaching roles within local schools through the skills training we have set up with Pineapple Recruitment, and Sparkhill Jobcentre staff work closely with Joseph Chamberlain College to support claimants move into self-employment.

We are committed to ensuring that all staff can identify and signpost customers to the financial support they require. Across all our Jobcentres in Birmingham, Work Coaches have regular conversations with customers about the Flexible Support Fund (FSF) and how this can help to remove barriers to work, such as support with childcare costs.

The ‘Move In Move On’ programme helps customers in supported accommodation to move into work via a partnership with the Salvation Army. This programme offers financial education, tenancy skills and employability. We also work with The Money House which offers a financial education course to support 16–25-year-olds with banking, budgeting, and spending habits to support in reducing youth homelessness.

To help facilitate signposting discussions with customers, staff have access to a database of national and local support information, the District Provision Tool, which ensures that customers can access tailored support where required.

DWP recognises the challenges care leavers face as they move out of the care system and has in place a series of easements aimed at simplifying and improving their interaction with the benefit system. In addition to the intensive tailored support the Youth Offer provides for young people with additional barriers to work, we are working with employers through the Care Leaver Covenant to help care leavers find more employment opportunities; and with DfE to ensure care leavers can access the right skills, opportunities and wider support, to move towards sustained employment and career progression.

Furthermore, to help achieve the missions set out in the Department for Education’s response to the independent review of children’s social care 'Stable Homes, Built on Love' DWP has already committed to proactively explore additional easements to enhance the support offer for care leavers and work with DfE officials to explore how to improve transition for care leavers entering the benefit and employment support system.

The Government is committed to supporting families on lower incomes and expects to spend around £306bn through the welfare system in Great Britain in 2024/25 including around £138bn on people of working age and children. We have uprated working age benefits by 6.7% and raised the Local Housing Allowance rates to the 30th percentile of local market rents, benefiting 1.6 million low-income households.

We have consistently set out a sustainable, long-term approach to tackling child poverty based on evidence about the important role of work, particularly where it is full-time, in substantially reducing the risk of child poverty. The latest statistics show that in 2022/23, children living in workless households were over 6 times more likely to be in absolute poverty (after housing costs) than those where all adults work. This is why, with over 900,000 vacancies across the UK, our focus is firmly on supporting people into and to progress in work.

Local Jobcentre teams are supporting residents into work and helping those in work to progress to higher paid jobs. We are working with local and national employers to help fill vacancies quickly, delivering Sector-Based Work Academy Programmes (SWAPs), recruitment days, Job Fairs, and work trials, all of which can help support women to return to work after a career break.

In addition, one to one support from a Work Coach and Contracted Employment Programmes, the department also offers help with CVs and employability skills, mentoring circles for people aged 50 plus and support with childcare costs. Where a Work Coach identifies a barrier to securing or progressing in employment, they can use the Flexible Support Fund (FSF) to procure clothing, tools, digital devices, and to help with travel to work costs.

In Haringey, we are working with the Construction Youth Trust to support more women into construction roles, with referrals made by Jobcentres across the borough, and funding available to support women who want to work in this sector.

To help facilitate signposting discussions with claimants, staff have access to a database of national and local support information, the District Provision Tool as well as the new Managed Jobs and Opportunities which ensures that claimants can access tailored support where required. This includes provision aimed at women across London such as Dress for Success, a service that supports women to improve their confidence when attending interviews and Smart Works, a UK charity that provides high quality interview clothes and interview training to unemployed women.

We are also working with Transport for London and the College of North East London on their Women into Transportation and Engineering provision. This provides two weeks of pre-employment training, covering CV writing, and workplace skills, plus a Smart Works coaching and styling appointment designed to give participants the confidence to apply for the roles offered within the programme
