To ask Her Majesty’s Government what assessment they have made of recent developments in Nigeria, with particular reference to the terrorist activities of Boko Haram.

My Lords, Nigeria faces a serious threat from Boko Haram. We believe that more than 3,000 people have been killed by Boko Haram this year and more than 1.5 million people have been displaced. We are aware of reports that Nigerian authorities have agreed a ceasefire with Boko Haram and are in ongoing negotiations. We are also aware of reports of Boko Haram attacks since the ceasefire announcement. We monitor events closely.

My Lords, I thank the Minister for that sympathetic reply. Is she aware that I have visited areas afflicted by Boko Haram and found that the scale of suffering to which she refers massively exceeds that reported by the media? For example, this year alone 2,000 women and girls have been abducted. In addition to the widely publicised kidnapping of the schoolgirls at Chibok, 173 teachers and hundreds of students, including Muslim students, have been slaughtered, and savage attacks on Christian communities continue to the present day. Despite reports of a peace agreement with Boko Haram, to which the Minister refers, local people do not believe that the federal and state authorities are sufficiently willing or able to stop Boko Haram’s reign of terror. Therefore, will Her Majesty’s Government make the strongest possible representation to the Government of Nigeria to do much more to implement effective policies to protect all its citizens from this escalating terrorism?

My Lords, I agree entirely with the noble Baroness, to whom I pay tribute for her courageous work, not only in Nigeria but around the world. She is right: Boko Haram deliberately targets the weak and vulnerable, causing suffering in communities of differing faiths and ethnicities. It has no regard for human life. We are in continual discussion with the Nigerian authorities to press exactly as the noble Baroness says, and we give as much support as we can in intelligence matters.

My Lords, the Nigerian chief of defence staff, Alex Badeh, announced on 17 October a ceasefire agreement with Boko Haram. A little later, the presidential aide, Hassan Tukur, claimed that there was also an agreement to release the girls taken from Chibok. However, as my noble friend knows, since then all we have seen are many more girls being abducted. What action can the Government take to help galvanise the Nigerian authorities into some action to protect these schoolgirls from organised rape, forced conversion to Islam and mass murder? What specific action to protect the family members of the Nigerian security forces from reprisal acts can the Government help the Nigerians with? So far, some 7,000 have been killed in this manner.

My Lords, there were several important questions in there. At the core of what we do is the care we have for what might happen, not only to the Chibok girls but to others who have been seized. We are therefore most cautious in what we say in these matters. What I will say is that it is for the Nigerian authorities to resolve the matter. We will give the strongest support we can. Since the Prime Minister announced on 14 May that the UK would provide surveillance assets and intelligence expertise to help in the search for the Chibok girls, we have deployed Sentinel and Tornado GR4 aircraft with surveillance capabilities, and provided satellite imagery. We will do what we can.

My Lords, does the Minister have any further knowledge of the discussions between Abubakar Shekau, the head of Boko Haram, and ISIL, and any further information on the fact that Boko Haram is beginning to occupy and hold territory in the same way as ISIL and call it an Islamic caliphate? Are our intelligence assets able to give us this sort of evidence, bearing in mind that a lot of politicians at federal and local level in Nigeria are helping Boko Haram, as are some in the police force?

The noble Lord refers to some of the instabilities within the Nigerian system. Boko Haram’s affiliation to al-Qaeda in the Islamic Maghreb justified the organisation’s inclusion on the UN’s al-Qaeda sanctions list on 22 May. Boko Haram has been proscribed under terrorism legislation in the UK since July 2013. With regard to the negotiations to which he refers, there is, clearly, no resolution yet and we know that there have been some confusing and confused reports in the press.

My Lords, the atrocities outlined to your Lordships’ House obviously require vehicles, ammunition, explosives and sophisticated weapons, which all require significant funding. Can my noble friend outline where Her Majesty’s Government believe Boko Haram is getting such funding and what efforts we are making, via the UN or with the Nigerian Government, to cut off its funds?

My Lords, as I mentioned earlier, we are in continuous discussion with the Nigerian Government to offer what assistance we can to prevent any further supply of materiel to Boko Haram. It is a very complex matter in an area that is certainly under the kind of attacks that happen without any warning, where whole areas are seized by Boko Haram and the Nigerian forces clearly have come under great stress.

My Lords, reference has been made to the contents of the excellent Human Rights Watch report, which has described the violence and terror endured by girls and women held in Boko Haram camps. It described the shocking, appalling failure of the Nigerian Government to prevent these brutal abductions. What is the UK doing to press the Nigerian Government at last to: first, secure the release of the girls; secondly, make schools safe for girls; and, thirdly, ensure that there are medical and mental health services for the victims of abductions?

My Lords, I think I may have addressed the first two questions—rather briefly, it is true. However, the noble Baroness raises a new point at the end with regard to what happens next. Let us focus first on the release, not only of the Chibok girls but of others. One would then need to see what their needs may be, what support needs to be given to them and their families, and which choices the girls may wish to make. I assure the noble Baroness that, through our DfID programme, we provide aid to the area to try to assist the society to grow and survive.

My Lords, what does the Minister make of the claims recently made by journalists that the girls kidnapped by Boko Haram are being held as trophies for various tribal leaders, as is apparently common in these regions, and that they will be released as soon as some way is found to flatter these leaders?

My Lords, the noble Lord is right to refer to the forthcoming elections. We continue to engage regularly with our counterparts in Nigeria to convey our expectation that the February presidential elections must be free, fair and peaceful. Security in elections can help to have security in a country.

My Lords, the UK, like other E3+3 members, is committed to preventing Iran from obtaining a nuclear weapon. Under the E3+3’s interim deal with Iran, the most concerning elements of Iran’s nuclear programme were frozen. The E3+3 is currently negotiating a comprehensive agreement to address fully its concerns about Iran’s programme. Good progress has been made, but reaching a final agreement with Iran remains challenging.

I am grateful to the noble Baroness, but does she know that the centrifuges and the nuclear structure of Iran remain intact? Does she agree that sanctions were lifted too early? The threat remains. Will she ensure that the deal ends all the means of delivery and production and ensures appropriate inspection by IAEA? Will she make representations to the French Government over their co-operation with Iran in uranium enrichment through the joint stock company Sofidif?

The noble Baroness goes to the core of the issue. If there is an agreement, on what basis will it be? We are working towards an agreement by 24 November. There will not be a relaxation of the sanctions unless that agreement is in place. We are not proposing to make a blanket withdrawal of all sanctions on 24 November if there is an agreement then. We want a staged process, to see that the enrichment process is reduced and that Iran cannot move forward to being able to have a nuclear weapon. We are in continual discussions on that matter.

My Lords, does the Minister agree that we have no interest in turning Iran into yet another failed state in the Middle East? Can she tell us whether the outstanding issues, made in a proposal by some experts in the United States, could be bundled together into what could be described as a cluster of issues, and that an extension for the next period should be invited while those issues are hammered out to the satisfaction of both sides?

My noble friend is right to draw attention to the importance of stability in the region and why these negotiations are so crucial. The position of the United Kingdom is that we aim to have an agreement in place by 24 November. If we were to talk about what we might do after that, we would be saying that we have no hope of delivery. We have hope.

My Lords, I find it difficult to get into the mind of one member of any other Government, let alone the minds of all members, and sometimes my own—I mean my own mind, of course. It is a serious question. Iran is a signatory to the nuclear non-proliferation treaties; Israel is not.

Can the Minister tell the House whether the Government are satisfied that all parties to the interim agreement have implemented it correctly and in a verifiable manner? If her answer is positive—I believe that most observers think that they have—a situation where a final comprehensive agreement eluded the negotiators in November but a continuation of the interim agreement proved possible would be some way short of disastrous.

My Lords, the noble Lord has a deep understanding of the issue. Certainly, we know that that the progress that has been made so far has been positive and, it is true to say, delicate. We do not wish to predict that a failure to achieve a resolution on 24 November would lead to a complete breakdown. We do not think that that would be the case. We are still hopeful of an agreement by then. After all, the negotiations are being led by the noble Baroness, Lady Ashton, and we know that we have confidence in her.

Meanwhile, what steps will my noble friend take to persuade her government colleagues and other leaders in the Middle East to restore the balance by insisting that Israel should now consider seriously reducing its nuclear arsenal and also subscribing to the non-proliferation treaty?

My Lords, although security in the region is a part of this question, any negotiations with Israel would at the moment not be on an effective basis, because clearly we have not yet resolved the matter of Iran’s position.

My Lords, in spite of the difficulties of any nuclear negotiations with Iran, does the Minister agree that we and the United States should nevertheless be ready to discuss with Iran the threat of ISIS that we both face?

My Lords, we have a common interest with Iran and other actors in the region with regard to ISOL. It was important that my right honourable friend the Prime Minister met President Rouhani in New York. We must consider carefully how we may adopt common attitudes on ISOL and other issues in the region.

We welcome from this side the meeting that the Prime Minister had with the president. Can the Minister tell us whether we have an ambassador in place in Tehran yet, or whether the British Council is back there yet? The sooner that that happens the better.

I agree entirely with the noble Lord that the sooner it happens, the better. We would like to re-establish the embassy and the visa system there. Clearly, noble Lords will know that the circumstances in which we had to leave the embassy mean that we have to renegotiate literally being able to refurbish the embassy and move back in. We are in active negotiations on that—as he says, the sooner the better for the return.

My Lords, I of course add my congratulations to my noble friend Lord Risby on securing the debate today and on attracting such a significant audience, not only those who have taken part but those who have listened to the debate. It has been wide-ranging and I certainly am grateful for the important contributions from around the House.

North Africa and the Middle East face immense challenges. We have heard that in detail. As has been hinted at by colleagues around the House, a number of those issues merit their own debate: Syria’s horrific war; ISIL’s appalling atrocities and the refugee crisis that it has created; and the need for reconstruction in Gaza and a comprehensive solution to that. My noble friend Lady Hodgson of Abinger was right to remind us of the impact of violence and conflict on women and children. I agree with her that it is vital that we always take them into account in any and all negotiations we enter into to resolve conflict.

The region matters to the UK’s security and prosperity. It is crucial that we counter the threat from terrorist extremism, we build our energy security, as my noble friend Lord Balfe said, and we sustain and grow our bilateral trade, as my noble friend Lord Selsdon stressed. That already is worth about £35 billion annually. As my noble friend Lord Kirkwood said, it is important for us to do business even in difficult areas such as Iraq.

In the long term, our security and the security of the whole region of north Africa and the Middle East depends not only on managing the immediate crises and threats but also on tackling the grievances which the extremists exploit. These grievances—the deficits in political and economic governance—are embedded and well documented. We need to support those in the region who are pursuing political stability based on open, inclusive political systems and economies. This is not only about addressing threats: in the longer term we will need to support a more stable and economically successful region.

On a daily basis, we hear accounts of human rights abuses, including those against religious minorities of all backgrounds. The noble Baroness, Lady Deech, reminded us of that in graphic detail. Let me be clear: the UK condemns in the strongest terms possible any instances where individuals are persecuted or made to leave their homes due to their religion or belief. We believe in the importance of fundamental freedoms and the need to tackle human rights abuses, not only to help end the cycle of violence but because they are important building blocks for a prosperous and stable society. My noble friend Lord Balfe asked about Iran and a particular letter from the TUC. I will shortly provide a full response to him, but I can say immediately that the UK strongly believes in the right of freedom of association, including the right to form and join trade unions.

We are proud in this country of remaining at the forefront of our humanitarian response in the region. Let me immediately tackle one point raised at the end of the debate—as the noble Lord, Lord Bach, said, controversially—about the Mare Nostrum policy which had been adopted a year ago by Italy with regard to the way in which it sent out a search-and-find operation using its navy across the Mediterranean. We made it clear today—my honourable friend Mr Brokenshire has said—that it is inconceivable to suggest that if a boat were in peril support would not be provided. It is a despicable mark of traffickers that any of this happens.

The people who are evil here are the traffickers who take people’s dignity, their money and their background. They give them false promises, they get them into debt, they hire a rusty bucket that they know cannot make the journey, and they load people at sea. Reports say that they give them a mobile phone so that they can phone the Italian navy. Whether that is true or not, this is a despicable trade and we need to unite in the fight against that and deal with the humanitarian aid, to which I know my Government are absolutely committed.

We remain at the forefront of the humanitarian response in the region. Our total humanitarian funding for Syria and the region is now £700 million, more than three times the size of our response to any other humanitarian crisis. This is making a real difference, providing shelter, blankets, and clothing for more than 300,000 people; water for up 1.5 million; and more than 5 million monthly food rations last year.

My noble friend Lady Berridge asked about refugees—the Yazidis, for example—being able to go back to their homes. She asks a broader question: what is it for all refugees to go home, some of whom are away from what they consider home for decades, and when they go back they have a difficulty recognising it? It is a decision they should be able to make, but a decision against the background of a peace and stability that we try to help to provide.

Efforts to address the region’s challenges have to be led principally by the regions of north Africa and the Middle East. But we do have an important role to play. I was deeply impressed today by the way in which so many Peers, including my noble friend Lady Falkner, the noble Lords, Lord Hylton, Lord Sacks and Lord Desai, and the noble Baroness, Lady Deech, addressed the philosophical background. How do we overcome extremism? Where has it come from? What challenges does it give us as individuals as well as societies? There has been the growth of Salafism—not the peaceful Salafism we see in Saudi Arabia, but the extreme, violent Salafism that has suddenly broken out elsewhere. I shall certainly take away with me the words of the noble Lord, Lord Sacks, that we need to let go of hate.

We need to support our partners to tackle conflict and better manage the threat that violent extremism poses to their people—and indeed to ours. We need to help them put in place what the Prime Minister has called the building blocks of open and inclusive societies: the rule of law, a free media, parliamentary reform, and the structural economic reforms to create growth and jobs. That is why we are continuing to reform and work on the conflict work with the Arab partnership and the Government’s conflict pool. That is why we are working closely with international partners, including key partners in the region. My noble friend Lady Berridge asked whether we have the skills for that and asked what training we are doing. With regard to staff, the FCO holds a one-day freedom of religion or belief training course every three months. It is open to all government staff. Since January 2013, of the 107 attendees, one-third have come from other government departments, including DfID and MoD.

My noble friend Lord Sheikh was right to describe the historical context in which all this has developed, as indeed was the noble Lord, Lord Weidenfeld. It is important to hear, from those who have lived it, what that history is. It gives it extra vibrancy. The noble Lords, Lord Bach and Lord Anderson, reminded us that the Arab spring started in Tunisia four years ago. Since then the country has indeed made striking process with the development of the political systems needed to bring longer-term stability. I echo the Foreign Secretary’s congratulations to the Tunisian Government and people on the legislative elections held there last Sunday. However, success is fragile and needs continued support. We will continue to provide that support in a number of ways.

It is important that, throughout this, when we see successes we continue to support those who are still facing severe challenges and finding it difficult to move forward. My noble friend Lord Risby referred to Algeria. He rightly mentioned the work that we are doing in partnership with Algeria on several issues. I pay tribute to his successful work as the Prime Minister’s envoy for economic partnership with Algeria. We want to keep improving our co-operation with Algeria across a range of interests: security, defence, trade, prosperity, English language and higher education.

Libya, of course, continues to have difficulties. We want to continue working with our international partners to support the Libyan people. As an important first step, we need an inclusive political settlement. At the moment it is in great difficulty, but the Prime Minister’s envoy to the Libyan political transition, Jonathan Powell, is working with the UN special representative on this.

Several noble Lords, including the noble Lord, Lord Stone of Blackheath, referred to Egypt. I am grateful to him for bringing out the aspects that he did. It remains an important and influential country in the region and we clearly want it to succeed. We continue to provide practical and serious support to help it achieve a more prosperous and democratic future. We are working in partnership with reformers and others to reduce the economic difficulties and to tackle the immediate security threats. We are Egypt’s largest foreign investor. To foster Egypt’s development, we want to continue our support beyond technical reform assistance, to education, research and scholarships.

However, at the same time, we are urging Egypt’s leaders to implement the rights contained in Egypt’s constitution, including protecting the right to freedom of expression and association, and to lead the country towards more open and democratic governance, underpinned by strong and accountable institutions, as the noble Lord explained in his speech. We will speak up on cases that threaten these principles, whether it is mass death penalties in Minya, the prosecution of journalists, the detention of people engaging in peaceful political expression, or restrictions on NGO freedoms.

I turn to the Gulf, where the UK enjoys deep relationships based on our shared background in the area over the years. More than 160,000 British people currently call the Gulf home. It is one of our largest global export markets, and Gulf states continue to invest heavily in the UK. We work with our allies on a wide range of vital issues, from energy security to defence, with UK assets stationed in the region and providing military training expertise. We value enormously our close work with Gulf partners on many of the challenges that I have mentioned. The noble Lord, Lord Judd, referred to the difficulties in this area. My noble friend Lord Lamont talked about individuals and funding in Qatar. I will come to that shortly. My noble friend Lord Avebury and the noble Lord, Lord Soley, spoke about Bahrain.

My noble friend Lord Lamont asked about the funding of extremist groups in the Gulf states and what the Governments are doing. I can say that we welcome the steps that the Gulf Governments are taking to address the threat, but we are encouraging much greater progress on that to prevent terrorist financing from the individuals. I know that my noble friend is not saying that the Governments are doing the funding; the difficulty is preventing the individuals. It is important that legislative vehicles are put in place to prevent those transfers of funds. We have what is called an “honest and robust” conversation; I have taken part in one, and I can say that it is both honest and, certainly, robust.

On international affairs, yesterday my right honourable friend the Prime Minister met the Emir of Qatar. They discussed the role that both countries are playing in the coalition to tackle ISIL. In particular, the Prime Minister welcomed the recent legislation passed in Qatar to prevent terrorist funding and looked forward to the swift implementation of these new measures. They also agreed that both countries should do more to share information on matters of concern. The noble Lord, Lord Turnberg, also raised that.

My noble friend Lord Avebury and the noble Lord, Lord Soley, raised the issue of Bahrain where human rights defenders have played a brave role. I welcome the announcement by His Majesty of the legislative elections on 22 November. It is unfortunate that the opposition al-Wefaq has decided not to participate. We are certainly supportive of the reforms under way in Bahrain. We commend the steps taken by the Government there to implement the recommendations set out in the independent commission of inquiry. As outlined in our recent human rights case study report on Bahrain, progress has been made in a number of areas, but there is more to be done. We shall keep up the pressure.

Two areas attracted the most attention of noble Lords—for natural reasons of security and interest of this House. First, I turn to the situation we face across Iraq and Syria. We know from the past few months how desperate the situation has been for those living there as they face an enemy which knows no shame, no morality and no religion in the way in which it indiscriminately murders, beheads and crucifies people in its way. My noble friend Lady Falkner tried to give a background as to why it is not Islam we should blame for this. I appreciate the thoughtful way in which she presents her views; they are always a pleasure to hear.

ISIL fighters have carried out appalling atrocities. They have displaced hundreds of thousands of people and they operate freely in much of Syria and Iraq, posing a threat to the UK and to the stability of the wider region. My noble friend Lady Nicholson said that they should not be able to have impunity—they should not get away with it. Yesterday, I gave a speech at a meeting at which we were talking about international humanitarian law. I agree with her that impunity is not something we should have as a resource so that, if there is a difficulty, we can let people get away with it. Where there is potential genocide of the Yazidis, we have a long-standing commitment to the importance of accountability. We welcome the commitment of Prime Minister al-Abadi to holding to account those responsible for any atrocities. We look forward to supporting any work which sees those commitments translated into action. We are a strong supporter of the International Criminal Court but any decision to involve the ICC must be made on the basis of whether the court would prove to be an effective means of bringing the perpetrators of those atrocities to justice.

Throughout the difficulties in Syria and Iraq, we have made it clear that air strikes alone will not defeat ISIL but they—and other actions that we have been taking—show our resolve to degrade and ultimately to defeat ISIL. We will proceed carefully, working in lockstep with our partners to deliver a comprehensive plan. We are taking military action in Iraq and, along with other noble Lords, I pay tribute to our superb Armed Forces who put themselves in harm’s way to keep us safe. We support air strikes in Syria conducted by the United States and our Gulf allies. We heard from several noble Lords, including my noble friends Lady Nicholson and Lord Kirkwood, and the noble Lords, Lord Kalms and Lord Judd, about these matters. I was intrigued that my noble friend Lord Kirkwood made it clear that we need to concentrate on commercial engagement as part of the solution to the problem of stability. He asked why we do not have an Iraqi business group to lead commercial engagement with Iraq. British business is engaging in Iraq and there is some notable success despite the difficult environment. As my noble friend knows, earlier this year the Prime Minister appointed my noble friend Lady Nicholson as trade envoy to Iraq. I have never doubted either her courage or her determination to achieve success.

My noble friend Lord Kirkwood also asked about visas, which were referred to obliquely by one or two other noble Lords. We opened a visa application centre in Baghdad in 2013 and have opened mobile centres in Erbil and Basra, which means that applicants no longer have to travel to Oman to obtain those visas. However, I appreciate that some individuals still face considerable security problems and difficulties in getting the relevant documents.

My noble friend Lord Kirkwood asked whether we agreed with his analysis of the new Iraqi Government of al-Abadi being more inclusive, and said that we should support that. I absolutely agree with him. Al-Abadi has shown his willingness to include significant appointments from the country’s main Shia, Sunni and Kurdish communities. That is most welcome. He has committed to reforms, including decentralising power, reforming and restructuring the security forces and improving relations with Iraq’s neighbours. However, I have no illusions. This is an encouraging start but we have a great struggle ahead in which we need to maintain the good will of the British public. When we had a Statement on this matter a couple of weeks ago, I spoke of a time when the red-top newspapers no longer have this issue at the top of their reports and when the news bulletins about it on the radio and on Twitter start to decline. We do not need to give publicity to ISIL but we do need to strengthen the resolve of our colleagues around our country that we are doing the right thing in undermining ISIL and, ultimately, defeating it for the security of that area and for that of our own country.

I wish to refer briefly to Turkey as the noble Lords, Lord Anderson and Lord Bach, and my noble friend Lord Balfe mentioned very properly the role that Turkey has played and can play. We are very grateful to Turkey for its humanitarian effort. Over the past 48 hours it has been working out in a helpful way how to adjust that. Clearly, it is a crucial partner for all of us in our counterterrorism work. I know that Turkey has difficulties with the Kurdish region because of the PPK issue but it is working as hard as it can to be a very effective partner in the degrading and defeat of ISIL. The noble Lord has been to Lebanon and he was right to remind us of that country, which has borne so much of the brunt of the humanitarian aid. What a brave country. It has absorbed people who now form a great proportion of its population. We stand firmly by Lebanon’s side and offer full support, assistance and training to the Lebanese armed forces in their struggle.

My noble friend Lord Avebury mentioned Yemen. I pay tribute to our embassy staff and FCO staff who travel there on a regular basis to give assistance in that country. They face great personal danger and we are grateful for all that they do. My noble friend is right to point out the danger to human rights.

Noble Lords have referred to Iran. The noble Baroness, Lady Deech, reminded us that we should not forget about Iran when we are concentrating on ISIL. My noble friend Lord Lamont asked what would happen if a deal with Iran fails? We will not let it fail. I suggest that he looks in detail at the speech of the noble Baroness, Lady Deech.

Obviously, we have discussed the Middle East peace process in detail before. We had contributions today from my noble friends Lord Risby, Lady Warsi, Lord Palmer of Childs Hill, Lord Cope of Berkeley, Lady Tonge, Lord Leigh of Hurley and Lord Dykes, and from the noble Lords, Lord Sacks, Lord Mitchell, Lord Turnberg, Lord Weidenfeld, Lord Kalms and Lord Bach. The noble Lord, Lord Hylton, provided us with a list of practical suggestions about how to rebuild Gaza. I would like to reflect on that further.

Noble Lords asked whether our policy on Gaza and Palestine has changed. Our policy is clear: we support a negotiated settlement leading to a safe and secure Israel, living alongside a viable sovereign Palestinian state. We are urging both parties to show leadership and a commitment to return to dialogue. I realise of course that the dialogue has broken down; the terrorist attacks in Sinai on 24 October have prevented that dialogue. However, we are making every effort to ensure that that is recommenced as soon as possible. The process has not failed; it will continue.

We are also urging both parties to avoid all actions that undermine the prospect of peace. That is why we were particularly disturbed when Israel brought forward advanced plans for 1,060 new housing units in east Jerusalem. We consider that to be an ill judged and ill timed decision, which makes it harder to achieve a two-state solution with Jerusalem as a shared capital. Such announcements make it more difficult for Israel’s friends to defend it against accusations that it is not serious about peace.

The EU sanctions remain in place. I was asked about those by my noble friend Lady Warsi. We have consistently made it clear through the EU that there will be consequences to further announcements on settlement. Discussions are under way in Brussels at this moment on what further measures the EU could take to discourage any further settlement expansion, including in Givat Hamatos, E1 and Har Homa. The EU is working closely with other member states to that end.

A one-off recognition of the state of Palestine is not something that we wish to pursue at this stage. We are saying clearly—as I did last week and the week before—that negotiation is the way forward. We want to recognise Palestine, but we want to do so when there has been an agreement with both sides that we end up with two states that can live alongside each other. In the mean time, it is important that the agreements reached so far in Egypt are being put in place. I can say to the noble Lord, Lord Hilton, that the fishing limit is indeed in place.

I know that we will return to this subject in depth again and again. I will be debating it with many colleagues off the Floor of the House in another venue next Tuesday morning and I am looking forward to that.

My Lords, as a permanent member of the United Nations Security Council, the United Kingdom is in a privileged position to play an active role in maintaining international peace and security. We use this position to work hard towards constructive solutions to international crises, to promote British values and to confront threats to UK security. This gives us a positive impact on stability overseas, which directly affects the security and prosperity of the people of the UK.

My Lords, I thank the Minister for that reply. Clearly membership is of use and value to our nation. In that case, and in the context of the national security strategy, have we looked in detail at what capabilities and attributes we need as a permanent member, bearing in mind that many countries feel they ought to be there? Does the Minister feel that the 14% cut in our defence budget since 2010 and the cut to our diplomatic capability enable us to continue in that position? Having mentioned the military, I am sure all of us want to express our admiration for the bravery and sense of duty of our men and women who have just finished 13 and a half years in Afghanistan.

My Lords, I gladly add my words to that sentiment for our serving personnel now and in the past and, indeed, for the United Nations peacekeepers who come from around the world to carry out such difficult tasks. With regard to matters of defence spending and the calculation of how a contribution may be made, in looking at our participation in United Nations matters we take into account overall plans with regard to security at home, in NATO and overseas more broadly. That is part of the work that is done. On the second limb of his question regarding defence spending, we are committed to allocating 2% of GDP to defence and that will continue at least until the general election. After that, of course, there is another spending review.

My Lords, does my noble friend agree that the privileged status that permanent membership brings also carries a responsibility to have a leadership role among other nations and organisations? In the light of that, have Her Majesty’s Government carried out an assessment of what might happen to Britain’s privileged status if it were to withdraw from the European Union?

My Lords, it is clear that at the formation of the United Nations, after the problems with the League of Nations, we were one of the major five states and therefore part of the permanent five members of the United Nations Security Council. We remain there and our position is strong. I do not see any future in discussing our removal. Indeed, the discussion in the United Nations area is about enlarging the Security Council. There is no threat to our membership that I can foresee now or in the future.

My Lords, will the Minister, in the same sense in which she has just replied, confirm that there is no possibility that Britain could lose its place as a permanent member of the Security Council unless it developed suicidal tendencies? The charter makes it perfectly clear that you would have to change the wording to remove one member, and that could be done only if all five permanent members then ratified it. It is, therefore, up to us. As far as the qualifications for permanent membership are concerned, it might be useful to look at the report of the High-level Panel on Threats, Challenges and Change, which set out a long list of criteria which it believed any new permanent member ought to be able to fulfil before being accepted.

I entirely agree with the noble Lord, Lord Hannay, who has great experience of these matters not only in the diplomatic field but because of his role in the All-Party Parliamentary Group on the United Nations. I was very glad last week to be invited to stand alongside the United Nations Association to celebrate its 69th birthday. He is right with regard to membership, and our position there is secure.

My Lords, the costs of UN membership are charged proportionately according to the size of a country’s population and national income. Will the Government make an equally strong song and dance about UN membership if fees go up, as they have done with the EU? Will we see members of the Minister’s party advocate withdrawal from the UN if they do?

Does my noble friend agree that if we are looking for benefits for the British people from international institutions we might invest more time and effort in developing our links with the Commonwealth, which contains 2.3 billion people who use English as their working language and most of the big growth markets of the future?

I entirely agree with my noble friend about the importance of the Commonwealth. The main objectives of the Foreign Office are always to look at policy through the prism of security and prosperity. The Commonwealth is a crucial aspect of that.

My Lords, we welcome the serious steps taken by the Qatari authorities towards improving regulations governing the treatment of migrant workers. We continue to encourage the Government of Qatar to set out a clear timescale for implementing these reforms, and we stand ready to support these efforts where we can.

I thank the Minister for that reply. However, given that the death rate on Qatari World Cup sites is running at 40 a month—contrast that with no fatalities on the Olympic sites in the UK —and given, too, that the promised end to the medieval kafala bonded labour scheme has been further postponed, is it not time for the Government to step up their efforts to stop those sites being more killing fields than playing fields, and prepare to call on FIFA to show a red card to Qatar and move the World Cup to somewhere that deserves it?

My Lords, there were several important questions within that. To summarise, there is certainly going to be an end to the kafala system: the Government there have made it clear that they will make the changes to remove the bonded system and move towards a more appropriate one, where we would expect the health and safety of the workers to be more properly respected. As for the position of FIFA, and whether the World Cup should be moved, that is a matter for the sporting authority itself. Clearly, our view is that every major sporting authority should be responsible and transparent in its dealings.

My Lords, the noble Lord, Lord Monks, is quite right to raise this issue well in advance. Is the Minister aware that this system of tied labour prevails throughout the Gulf states, and that it entails heavy payments for visas and work permits, often for very poor people, who end up pretty well tied to one employer? If that employer goes bust, they have very little redress. Will the Government take the same approach throughout the whole of the Gulf?

My Lords, we discuss these matters with Governments around the Gulf; we have certainly done so recently both in Saudi Arabia and in the UAE. I note that in Saudi Arabia there has been a move towards maintaining more accurate labour records, and we hope that recent legal reforms should then improve the most basic rights of migrant employees.

My Lords, when we were planning the London Olympic and Paralympic Games, it was not just about a sensational summer of sport in 2012: we had safety hard-wired into everything we did. Can the Minister assure the House that the FCO and UKTI are doing everything to enable the great British companies that worked on our Games to get involved, to win contracts and to help Qatar 2022, and every international sporting event, to be safe, secure and successful?

My Lords, we do, and it is right that we do. Staff in the British embassy in Qatar meet Qatar 2022 officials on a regular basis. As part of the discussions, they highlight British-owned companies’ expertise in staging global sports events. Indeed, the embassy has engaged with the supreme committee for delivery and legacy on many events, such as Soccerex 2014 and the global sports mission in February 2014, both in Qatar and in the UK, to showcase British expertise. We look forward, I hope, to British companies winning substantial contracts. Let us wait and see.

My Lords, the United Nations International Labour Organization is the body that perhaps could best help construction workers in Qatar. Why have the Government cut all UK support for the ILO? Was that not a very serious mistake? What are their plans to restore that funding?

My Lords, we support the work of the United Nations and all its supporting bodies through our payments to the United Nations. The noble Lord will know that we carry a very heavy burden and we bear it lightly, although of course we want to see that the money is used well. We use our expertise throughout our embassies to ensure that we negotiate with, support and encourage Governments to ensure that labour reforms are effective. In Qatar they have already shown their willingness to take forward those labour reforms.

My Lords, does my noble friend not agree that it might be a good idea if the British Government made sure that all British bodies responsible for planning and helping at any future international sporting events ensured that a commitment up front to very good health and safety practices was an important part of that support, and that we would vote against any future bid where that was not the case?

My Lords, my noble friend makes a very good point. Indeed, the United Kingdom is one of 46 countries that adhere to the OECD guidelines for multinational enterprises. The guidelines provide detailed voluntary standards for responsible behaviour among companies bidding in such contracts, including standards relating to promoting development and encouraging suppliers and other business partners to act responsibly. That is the right way forward.

My Lords, I am grateful to my noble friend Lord Ashdown for calling this timely debate in the shadow of the elections a week ago. I pay tribute to his tireless efforts for peace in the region; he was a remarkable high representative between 2002 and 2006. Reference has been made to his successors holding firmly to what could be achieved. I know that he used the Bonn powers effectively and perhaps feels some frustration that subsequent high representatives have not quite done the same. In concluding, the noble Baroness, Lady Morgan, referred to the position of strength and how one influences the whole process. Clearly, there is still a role for the high representative and EUFOR, and for making sure that we do not simply pull out those levers. It is important that they are there as a guiding force.

My noble friend Lord Ashdown showed his frustration in his eloquence. Bosnia and Herzegovina is at a standstill—there is no doubt about that. We share his frustration, but we are determined to work forward. There is no fag end; I do not smoke. This Government are still active; like a fire, they are alight under policies, and we will continue with determination because we need to in every sphere and especially, of course, in the resolution of what happens in the Balkans, with the essential proposal that it must look towards the path of Europe, the EU and NATO. Therein lies its security and, in a wider sense, there lies ours.

It is clear that the people of Bosnia and Herzegovina want reforms. We heard today about the demonstrations earlier this year. They want increased prosperity and jobs, and they want a functioning government who listen to their concerns and who can deliver justice, freedom and security, and all the other benefits of a modern state. I was grateful to my noble friends Lady Hussein-Ece and others and to the noble Lord, Lord Griffiths, for the way in which they couched today in the story of yesterday and the conflict of the 1990s. We will never forget that, and the peoples of Bosnia and Herzegovina will certainly never forget that. They remain in a state where ethnic division is part of life and where rhetoric is about ethnicity. I was grateful to my noble friend Lady Hussein-Ece for raising the issue of Srebrenica; we must remember. We have to move on, but we have to remember.

It is certainly right that, if you are not a member of the three major ethnic groups, Bosniaks, Bosnian Serbs or Bosnian Croats, you are diminished. You do not even have rights to stand for election. Of course, it is important that we work towards a position where the constitutions change and they have the right to participate in their own Government.

We have already heard about the protests that broke out across Bosnia in February. Sadly, the elections on 12 October showed that the political debate remains overshadowed by the same ethnic partitions of yesteryear, and the results of the elections are not clear. When a Government are formed, it may take months. We are urging that a Government should be formed as quickly as is reasonably possible, because the country needs some momentum forward.

My noble friend Lady Falkner of Margravine and the noble Baroness, Lady Morgan, referred to corruption, unemployment, the difficulties with the delivery of justice and the problems of the economy. We agree with the noble Baroness, Lady Morgan, that judicial reform is crucial. We have long been a staunch supporter of true state-level judiciary, a crucial prerequisite for a functional state. Our support for the judiciary through capacity building and training has all had a significant and positive impact, but so much more needs to be done. One can say the same in the matter of how to deal with corruption and particularly how to get structural reforms going. Many noble Lords referred to proposals about how the debate can go forward. My noble friend Lady Hussein-Ece asked about the recommendations of the International Crisis Group for a new constitution. We recognise the crucial importance of improving the functionality of the Bosnian state, especially if the country is to make progress towards the EU. We are committed to working with partners in Europe and Bosnia itself to help the country to improve its functionality—but we cannot do it in one step. If we could do that, we would have done it by now, and we would not only have encouraged those involved in the Governments of Bosnia and Herzegovina to do so but found a way to achieve it.

My noble friend Lord Ashdown noted that change requires Bosnia’s leaders to commit to reforms, and the frustration has been that they do not do so. So often they look to personal aggrandisement of power and money and not to the benefit of either the Republika Srpska or the Federation of Bosnia and Herzegovina. That remains a canker at the heart of how this state is not—

I am grateful to my noble friend, because her answer is extensive, but may I gently say to her that we make this mistake every time? We blame the fecklessness of Bosnian politicians, but this is not true. Bosnian politicians stood firm in favour of change. We never blame the fecklessness of the international community in not using the levers that it has in support of those Bosnian politicians who want change. You may continue to blame the Bosnian politicians for not committing to change but allow me to blame the European Union for failing to use the levers that it has to support those who do.

My Lords, we will continue to work through the European Union to ensure that the levers that we can press will certainly be pressed. I agree with my noble friend that we have to be active and the European Union have to be active, but those in Bosnia have control of their own destiny, and that is where they must take action.

Of course, it is going to be in the interests of the wider region as well as Bosnia and Herzegovina that it creates a move forward towards European Union membership. In a globalised world, instability in that region can have a profound effect on us. That is why we have been very clear that, now that the elections have taken place, matters must move forward. Many noble Lords have talked about how we might have some constitutional dialogue. My noble friend Lady Hussein-Ece talked about that, as did my noble friend Lord Dundee—about citizens groups, in his case. The noble Lord, Lord Hylton spoke about the proposals that NGOs are discussing on holding a national dialogue. He asked for an immediate response as to whether in this country or through the European Union we will provide specific help to that group and funds. We ourselves, and through the European Union, work very closely with civil society to see where we can give advice and support to enable that kind of discussion to take place.

Throughout the debate, noble Lords have referred to the shadow of Russia. My noble friends Lady Hussein-Ece, Lord Dundee, Lord Ashdown, and Lady Falkner, and the noble Lord, Lord Lea of Crondall, referred to that. Russia does have some influence in the Republika Srpska, one of the two entities that makes up the state of Bosnia and Herzegovina. It still remains unclear to what extent it has sought to consolidate this in recent months. We are aware of the fact that Dodik has visited Moscow recently and signed a loan agreement for €87 million. All I can say is that the conditions for that remain unclear. One can think of darkness and greater darkness—it is a concern. However, we assess that Russian influence in the rest of Bosnia is minimal at present. It remains to be seen to what extent this, perhaps one might say, moderate financial influence has led to political influence. We know that small sums can make great differences.

We must be clear to all in Bosnia that its future lies firmly within the EU and NATO. The route to prosperity and democracy is towards Brussels, not Russia. Therefore, it is important that we make rapid progress with delivering the reforms we need through the EU path. Those include the socioeconomic reforms set out by the EU’s Compact for Growth as well as a wide range of reforms aimed at improving Bosnia’s day-to-day functioning on the rule of law and public administration.

As has been referred to today, the UK did, indeed, take the lead in delivering substantive EU Foreign Affairs Council conclusions on Bosnia in April. We had further discussions yesterday which my right honourable friend Philip Hammond, the Foreign Secretary, attended, so the Foreign Affairs Council remains an active organisation in this matter. We are certainly committing to driving the approach forward during this period in government. I see that the noble Lord, Lord Lea, wishes to intervene. I am aware that I have two minutes left. I have an answer I would particularly like to give to the noble Lord, Lord Griffiths, which I think the House would like to hear, so unless the noble Lord, Lord Lea, has something urgent to raise, which he clearly does—

I asked whether the Minister would agree that, in some respects, the third leg of the tripod with the Bosniaks is Turkey, investment-wise and in other ways. It is very interesting in terms of the future of Europe that you have this Islamic link. I am surprised that the Minister has not answered that question.

Perhaps I may save time and jump ahead to that issue, which was to have been covered later in my speech. I will leap to it immediately.

We certainly believe that it is important for Ankara to play a positive role in encouraging reform. We believe that both Turkey and Bosnia and Herzegovina share a common EU future. When they have met all their requirements for membership, they will, I hope, enter the EU, and I look forward to that day. I hope that that assists the noble Lord. He is right, though, to point to the influence of other countries bordering and near Bosnia and Herzegovina on the development of that whole area and the importance of its security.

I will skip a bit of my speech as I have just one minute left. It was important to hear from noble Lords about the importance of civil society—something to which we will return. It is also vital that we reflect upon the importance of having Operation EUFOR Althea in place for the security of the area. We are proud to be active supporters of that mission, with a company of troops on standby and more than 90 soldiers on the ground.

The noble Lord, Lord Griffiths, referred to the matter of visas. I am aware, of course, that not all members of the group from Srebrenica travelling to the UK were able to secure visas on that occasion. There were problems about the technicalities of this but I specifically welcome the noble Lord’s efforts. I hope that in future we can seek to rearrange that programme. It is not over.

In conclusion, it is clear to me that we have so much to do to make sure that Bosnia can become a prosperous, stable and united country, but there is a path towards that—its path is towards the EU and NATO. We have a job to do, and we will do it with this House’s help.

To ask Her Majesty’s Government what plans they have to address the incidence of piracy off West Africa, particularly against oil tankers.

My Lords, the Government believe that the level of piracy off west Africa remains broadly stable year on year, but increased levels of reported kidnappings at sea have raised the profile of the issue. Piracy is one symptom of regional maritime insecurity. The UK is working bilaterally and multilaterally to address it through capacity-building initiatives in support of the 2013 Yaoundé code of conduct, which seeks to build and develop regional maritime security.

Is my noble friend aware of the estimates from the US maritime agencies that the incidence has increased by 80% between 2010 and 2013? That involved 1,200 vessels and no fewer than 279 kidnappings. In the light of that, should we not use the experience that we all had in Somalia: in particular, first, ensuring that vessels themselves have defensive methods on all ships and that transponders cannot be switched off; secondly, ensuring that when there is an incident, the navies of the nations are there to arrive on the scene in good time; and, finally, that UAVs are made available to locate all sorts of vessels?

My Lords, it might be helpful if I explain to the House that although we are talking about piracy, the matter falls into two legal capacities, and some of the figures amalgamate the two. Of the criminal attacks taking place at sea, some are in territorial waters—which is where the majority of the real theft is done, from oil tankers anchored off Nigeria—but outside those territorial waters there are also kidnappings and thefts of a much lower amount. Perhaps I may give a general answer to my noble friend’s three major questions. We do not believe that it would be appropriate to take from our experience internationally in Somalia and replicate it in west Africa. First, most of the crime in west Africa is in territorial waters, and in the area covered—from Senegal right the way down to Angola—there are a range of functioning Governments who can implement their own efforts to combat maritime crime in territorial waters. Outside territorial waters, maritime crime clearly has less of an impact. However, international discussions are going on. My noble friend raises the point, “Why not arm?”. The Government and the UK maritime industry have made it clear that they do not wish to see private armed guards on boats, because another difference between Somalia and west Africa is the level of sheer vicious assaults in the latter area. In west Africa they are not afraid to kill.

My Lords, the waters in the Gulf of Guinea are highly complex, as the Minister says, with overlapping territorial seas and a lot of stuff taking place in those waters. However, there is no doubt whatever that the threat to the mariner is growing and growing, and we have to do more than we are doing. Does she not agree that we have a perfect storm developing in this region, with the huge growth of kidnapping and piracy in the south? There is a discussion to be had around Abubakar Shekau and ISIL, and now Boko Haram is taking over territory and declaring an Islamic state—then there is the growth of al-Qaeda in the Maghreb and the incidents taking place in Chad and Mali and all those countries. There is Ebola in the west and the enhanced flow of drugs from Colombia into west Africa. Some of these are Commonwealth nations, and we as a nation should do more in that region to try to pull this together. Ideally, I would like to see ships going there from east Africa, but of course we cannot do that because we have too few. Perhaps a motor boat with noble Lords like the noble Lord, Lord Lawson, who served in the Navy, could go out there and do something.

My Lords, first, I pay tribute to the Merchant Navy, which is often the unsung hero; without it, world trade comes to a halt. The noble Lord referred to the Royal Navy. Two Royal Navy vessels visited west Africa last year and three so far this year. They conducted a series of visits and training exercises; their efforts vary from hosting senior officers and training small boat crews to organising multiple ships in a passage exercise. So they are covering all the bases to make sure that the skills are there and that action can be taken. There are also diplomatic efforts to ensure that we encourage the Yaoundé agreement to go ahead and so that the Maritime Trade Information Sharing Centre in the Gulf of Guinea is operative, and we contribute funds to that.

Does the Minister agree that the real problems lie in the buoyant black market for oil in the region and the endemic corruption, up to government level—and, in one of the worst cases, up to admirals in the Nigerian navy, who have been implicated? This problem, as she says, can only really be solved by countries working together internationally to help to develop regional maritime security in the area.

My Lords, I agree entirely with the noble Lord. The only thing that I would add is simply the figures. He refers to the amount of theft of oil in Nigeria. Conservative estimates indicate that up to 100,000 barrels of oil a day are stolen in Nigeria.

My Lords, last year I lectured on a cruise that went round the west coast of Africa and was surrounded briefly by a number of pirate ships. It was quite striking how very different the coast off Somalia was to the coast that came before that, because as many people will know it was guarded and protected by the gathering of European navies to take responsibility for safety in that area. I very much agree with the remark made by the noble Lord, Lord West. Is there no way in which the Commonwealth could work together with the International Maritime Organization to extend that kind of protection further down that extremely dangerous coast?

My Lords, I, too, join in congratulating my noble friend Lady Falkner on securing this important debate—even more so because she was so prescient. She put the subject down in a ballot way back in July. Sadly, of course, she was right to do that because so many difficulties have developed over the summer it is very timely that we debate the matter now. I am also grateful to her for her valuable work in highlighting the situation in Russia and across the former Soviet Union, and to other noble Lords who have contributed to the debate today.

The noble Lord, Lord Bach, finished with a challenge. Was he enunciating the right approach? I think that he was. Many noble Lords around the House have reflected on our relationship with Russia. They have put it within an historical context. We have heard from academics, such as the noble Lord, Lord Giddens, to whom I always listen and read. We have heard from those with experience in the area, such as the noble Lord, Lord Cromwell, and others who have business interests in Russia. There was also a reflection from the noble Baroness, Lady Turner of Camden, that we should re-establish our relationship with Russia. I can tell her that the relationship has not broken down and we are working at it. However, as the noble Lord, Lord Bach, pointed out, over this summer Russia has taken action that is in breach of the United Nations charter and in breach of international law. It cannot be business as usual, but it is right to reflect.

I was intrigued by a phrase used by the noble Lord, Lord Cromwell, which I hope I have got right in paraphrase. He said that we need to be robust in our relationship with Russia and that we need to reboot it. I think that that was a very interesting way of looking at it because we can take account of all the developments that have taken place so far. In doing that, of course we have to have the skills to negotiate. The noble Earl, Lord Sandwich, asked whether we have those skills. I am confident that we have them within the Foreign and Commonwealth Office. I may have been there only for around 10 to 11 weeks, but I am very impressed by what I have seen so far. On the basis of the briefings I have had since my arrival, I am confident that there is real expertise on Russian matters both in London and across our diplomatic network. I am also encouraged by broader initiatives to develop greater expertise. We have reopened the FCO language centre, which I think will assist us, as well as the Diplomatic Academy. However, the noble Earl was right to say that we should guard against complacency and I am very happy to write to him with further detail about the FCO’s position and how it ensures that the expertise does exist and persist.

Many references were made to the notion that we must not go back to the Cold War, but it appears as though we are trying to press Russia so hard that it is the direction in which we are going. That is not the case. It is Russia that has been making relationships difficult by its actions in Ukraine, not the other way round. Some 25 years after the end of the Cold War, it is clear that some of our hopes for the countries of the former Soviet Union have been dashed, at least for now. It is time for reflection and looking at the next steps. Some countries have indeed taken positive steps, including in the field of human rights, which is the core issue of today’s debate. But in general the situation of the rule of law and democratic principles in the region is a troubled one; there is no escaping that. At least part of the blame must lie with Russia, and there is no escaping that either.

We have had a range of valuable contributions from my noble friends Lord Howell of Guildford and Lord Moynihan, and from the noble Lord, Lord Anderson of Swansea, looking at the perspective of development from the time of the Cold War until now—at a time when some are calling this a “hybrid war” and asking where we should go next. I heard many Lords talk about their worries with regard to NATO expanding to take account of new countries, but I have to say clearly that NATO has to take its own decisions in the light of applications made to it. The noble Lord, Lord Kerr of Kinlochard, raised this issue, as did my noble friend Lady Williams of Crosby. We also heard from the noble Lord, Lord Owen, and my noble friend Lord Cormack. What I can say is that at the 2008 Bucharest summit, NATO agreed that Georgia would become a member of NATO, and we continue to stand by that decision. At the 2014 Wales summit just recently, NATO agreed a substantial package of support for Georgia. Those measures aim to strengthen Georgia’s defence and interoperability capabilities within the alliance, and help to advance its preparations towards membership. So while it is not happening tomorrow, one has to be in a position to be able to join; one has to go through the various stages to do so, but they are in train.

There was also a question about Ukrainian membership of NATO, with a lot of messages that this is a cause for deep consideration before further steps are taken. Under NATO’s open door policy, all European democracies are entitled to pursue membership. However, at this time the urgent priority for Ukraine is to find a way to bring the conflict there to an end. Our focus as the Government is therefore on the steps that will de-escalate the crisis and enable Ukraine to prosper as an independent and sovereign state. Throughout all this, I take again the message from the noble Lord, Lord Bach, that Moscow needs to understand that military aggression, the destabilisation of a sovereign neighbour and the flouting of international commitments have serious consequences, and therefore it cannot be business as usual, but we can reflect and consider before taking further action.

Over the past two decades and more, we have endeavoured to build a constructive and mutually beneficial relationship with Russia. We have supported its integration into the international community and the international rules-based system. But, as has been said, by Russia’s recent actions, the offer of partnership has been rejected and instead a path of confrontation has been chosen. That is something we regret. Through the peace negotiations we need to work towards making sure that the problems caused by Russia in its illegal annexation of Crimea and other activities in the area can, it is hoped, be undone to as great an extent as possible. But Russia’s actions in Ukraine demonstrate a staggering disregard for international law. Not all of Russia’s recent actions are without precedent. Looking back, we can see evidence of Russia using similar tactics to interfere in or put undue pressure on sovereign countries in the region but, as I say, its actions in Ukraine are on a different scale.

I was interested to hear the very robust response of my noble friend Lord Watson of Richmond to the noble Lord, Lord Truscott. The noble Lord, Lord Truscott, appeared to paint a picture whereby we picked a quarrel with Russia. No, we did not. It was not we who put pressure on Ukraine and it was not we who created the crisis. Russia made its own decisions. Through its illegal annexation, Russia violated Ukrainian sovereignty, and over the summer it has not stopped there. During this spring and summer, Russia has intensified its destabilisation activities in south-east Ukraine. They are aimed at preventing Ukraine from charting its own democratic course and making its own sovereign choices.

I have to say to the noble Baroness, Lady Turner of Camden, that we do not and will not recognise the illegal annexation of Crimea by Russia; that is not going to happen. Those actions violated the various charters, so we will not recognise the illegal annexation of Crimea.

What is the state of the UK’s bilateral relationship with Russia? We are trying to engage, although certainly the Russian leadership has rejected the path of negotiation and has chosen a path of confrontation over Ukraine. We deeply regret that, but it does not mean to say that we cannot try to work together in other areas. What we have said, together with our UK partners, is that we have always made it clear to Russia that a closer EU-Ukraine relationship need not be at the cost of a Ukraine-Russia partnership. I say this to reassure the noble Lord, Lord Cromwell. When Russia initially expressed concern about the association agreement in 2013, the EU quickly engaged in a dialogue to set out the facts and dispel the myths. We are committed to continuing that dialogue to provide a sustainable way in which to de-escalate tensions while still not allowing Russia to dictate Ukraine’s sovereign right of action.

My Lords, I wonder if the noble Baroness will recognise the difference between the European Union’s response to the Ukrainian initiatives and the initiative taken by President Putin in November 2010—he was the Prime Minister at the time—when he wrote an article in the Süddeutsche Zeitung calling for a free trade area running from Lisbon to Vladivostok. Why did we not respond to that in a positive way, which might have reduced the significance of the Ukrainian view?

My Lords, I am not sure whether my noble friend was in the House when we started the debate—he may well have been—but there has been a lot of reflection throughout it on the relationship between this country and Russia. I am shortly to refer to EU sanctions and their impact on Russia.

There has been much comment during this debate to the effect that, “We’ve got it wrong. We didn’t expect Russia to change its attitude. We expected them to develop in a way that was going to be consensual throughout Europe”, but whatever could or might have been done in the past—but I suggest should not have been done—we are looking now at the situation that persists and I would not want to unpick that.

The noble Lord, Lord Truscott, asked whether we would have engagement with Russia on key international issues. Yes, indeed, we do. Regardless of what it has done, we have made it clear that we will engage on other key international issues, such as Iran, Syria and Islamic extremism—matters that other noble Lords have raised—and it is crucial that we continue those negotiating relationships.

As the noble Lord, Lord Bach, described so graphically, the attack on and illegal annexation of Crimea have caused severe problems to the people of Crimea and Ukraine during the summer. The Russian Federation not only stirred up a conflict that has caused suffering to hundreds of thousands of Ukrainian citizens but it has fuelled that conflict through the supply of troops, armour and sophisticated weaponry. That led to the very sad downing of civilian flight MH17 over Ukrainian soil. Russia has waged a campaign of disinformation and propaganda to mask the true cause of civilian suffering and human rights violations in Ukraine; namely, the actions of the Russian-backed separatists. It has also deployed troops and equipment directly in Ukraine. It says that it has not. Putin makes a joke about what uniforms people may wear; well, you can buy those in any shop. It is clear that Russia has provided not only materiel but troops within Ukraine. Putin plays smoke and mirrors; he is an adept.

We have noted from comments by my noble friend Lady Kishwer—I mean Lady Falkner; she is so much a friend that I use her first name—that families of Russian soldiers are not even allowed to know that their sons are fighting, and dying, in an illegal military operation against a neighbouring country. As she points out, the Committee of Soldiers’ Mothers found out that their sons were dying there and highlighted the fact that they were being secretly buried at home in Russia. For telling the truth, that committee is now on the foreign agents register. I find that absolutely extraordinary.

Noble Lords have spoken about how much we must encourage the ceasefire between Poroshenko and Putin to hold. They are having discussions in Milan this very week, as the noble Lord, Lord Owen, referred to earlier. The plan which was set out and signed in Minsk on 5 September had several points to it. We are still waiting for Russia to complete its commitments. I know that Putin has this week reduced the number of troops on the Ukrainian border, but that commitment must transfer into a commitment to take troops out of Ukraine and to move the tens of thousands of troops away from the border not just while it is ASEM week in Milan but for good.

Several noble Lords, including my noble friend Lord Cormack, the noble Lord, Lord Owen, and the noble Lord, Lord Kerr of Kinlochard, referred to the Budapest memorandum. I say firmly that the UK is willing to engage on the basis of the Budapest memorandum; it is Russia that has refused to do so. But we do not give up. The position at the moment is that we would like to engage, but they will not.

I turn to human rights in the former Soviet Union. Many noble Lords, particularly the noble Earl, Lord Sandwich, my noble friend Lady Hodgson of Abinger and the noble Lord, Lord Anderson, pointed out not only how Russia has run roughshod over fundamental rules that govern relationships between states but that its actions have undermined the principles that govern the relationship between states and their peoples. It has subverted democratic principles and the rule of law both within and outside its borders and put human rights under serious pressure in a number of ways. The noble Lord, Lord Anderson, used that as a lever to refer to issues around a Conservative Party announcement at the Conservative Party conference. We will have plenty of time to engage on that. Work on human rights is in my policy portfolio at the Foreign Office and I am working on it 100%. There will be no let-up in our enforcement as a Government of our duties with regard to human rights and I would expect all our duties on human rights to persist beyond an election whichever Government is in office, because it is part of our society. However, I think that a debate on the European Court of Human Rights really is for another day.

My Lords, I am aware that I am not going to be able to answer half the questions that I had hoped to do so.

Significant points were made on freedom of expression and belief by my noble friends Lady Hodgson of Abinger and Lady Falkner and the noble Lord, Lord Giddens. They spoke of the way in which human rights have been trampled on and how the media have been hindered in Russia. Indeed, we find that there is a foreign agents law, too, which prevents NGOs carrying out their proper function.

Torture remains a concern in many parts of the former Soviet Union—I have just been advised by one noble Lord that I should not say that—including states such as Uzbekistan and Turkmenistan. My noble friend Lady Hodgson appealed for UK influence with regard to human rights and women’s rights in Kazakhstan, which she has recently visited. I will certainly take that back. She can be assured that we have put pressure wherever we possibly can.

Sanctions were referred to by many noble Lords. I shall refer to them briefly at this stage. Sanctions had to be imposed as a way of bringing home to Russia the import of its action in illegally annexing Crimea and its activity in Ukraine. They are having an impact, exacerbating negative trends in Russia’s economy, which shrank by 0.5% in the first quarter of this year. Sanctions of course are always under review—the noble Lord, Lord Kerr, in particular referred to this—as to their effectiveness, but it is important that they remain.

Throughout all this, a rather bleak picture has been painted. As I finish, I simply say that we remain committed to upholding the rule of law, democratic principles and human rights in all the countries, Russia and those that surround it.

My Lords, with the leave of the House, I shall now repeat a Statement made earlier today in another place by my right honourable friend the Foreign Secretary, on ISIL, Iraq and Syria. The Statement is as follows.

“With permission, Mr Speaker, I would like to make a Statement on Iraq and Syria.

I am sure that the House will wish to join me in expressing sympathy and condolences to the family and friends of Alan Henning. Mr Henning arrived in Syria armed only with kindness and compassion. His appalling murder, like that of David Haines, the two American hostages and many thousands of others, has revealed the true, barbaric face of ISIL.

The scale and unity of the international response to the challenge of ISIL is impressive. It involves Muslim countries of the region and the wider international community. The UK is proud to play its part. Working closely with our allies, under a US lead, we have a clear strategy to take the fight to ISIL: a strategy with military, political and wider counterterrorism components —a strategy that we recognise will, at least in parts, need to be sustained over the long term. We are under no illusion as to the severity of this challenge to regional stability and to our homeland security. At the heart of our strategy is the political strand. ISIL will not be overcome until Iraq and Syria have inclusive Governments capable of marginalising its appeal and of mounting a sustained and effective response on the ground to the military and ideological threat it poses.

Let me first address the situation in Iraq, which I visited this week. I did so to show solidarity with the Iraqi people and the new Government of Prime Minister al-Abadi, to tell them that they do not stand alone in confronting the ISIL threat, and to encourage them as they put together an inclusive Government of national reconciliation. I recognise the concern in this House—shared by many in the region—as to the difficulties of achieving this more inclusive approach. I recognise too the enormous challenges that Prime Minister al-Abadi faces, and the understandable scepticism as to his ability to deliver a genuinely different approach from his predecessor. But at the same time, I am impressed by the commitment of all three leaderships—Shia, Sunni and Kurd—to ensure that this time is, and must be, different. All agreed that this is effectively Iraq’s last chance as a nation state.

In talks with Prime Minister al-Abadi, Vice-President Nujaifi and Foreign Minister Jaafari, each of them reaffirmed their understanding of the need for, and their personal commitment to, a more inclusive approach, decentralisation of power to Iraq’s communities and equitable sharing of Iraq’s natural resource wealth. I assured Prime Minister al-Abadi that Britain will do all it can to support reform and reconciliation. He in turn assured me that he expects to complete the formation of his Government, by appointing Defence and Interior Ministers, over the next few days.

In Erbil, I met the Kurdistan Regional Government President Massoud Barzani, Prime Minister Nechirvan Barzani and other Ministers. They likewise assured me of their commitment to work with Prime Minister al-Abadi and that Kurdish Ministers would be taking up their positions in the Baghdad Government this week. There was considerable optimism, in both Erbil and Baghdad, that this will allow a much needed deal to resolve the long-standing issues between the Iraqi Government and the KRG, including oil exports and revenue sharing.

Perhaps unsurprisingly, given the history, there is a deep and mutual lack of trust, both between the different communities within Iraq and between Baghdad and some of its neighbours in the region. But it is vital that all parties, having surveyed the alternatives, now put the past behind them and have the courage to build bridges to each other; in particular to appeal to the Sunni populations, who are living under, and in some cases, acquiescing in, ISIL’s brutal reign, and who must be brought back into the political fold if ISIL is to be defeated in Iraq. For our part, we will do all that is in our power to encourage the different communities and countries involved to reach out to each other in rebuilding an Iraq capable of rolling back ISIL and the poisonous ideology it represents.

Turning to the military dimension of our engagement in Iraq, Britain, alongside the United States, France, Australia and others, has assumed a key role in carrying out air strikes and mounting the sophisticated reconnaissance that enables them. We are in the process of redeploying some of our Reaper remotely piloted aircraft from Afghanistan to the Middle East, to add to our surveillance capabilities.

The security situation remains very serious, with ISIL maintaining control of significant swathes of territory in both Iraq and Syria. ISIL has made advances in Anbar in recent days, including taking control of the city of Hit and attacking the provincial capital, Ramadi. At the same time, Kurdish forces have pushed back ISIL in the north, retaking several strategically important villages. There will be tactical ebb and flow, but the coalition air campaign has stabilised the strategic picture, and the assessment of our experts is that Baghdad is not at immediate risk.

Approximately 20% to 30% of Iraq’s populated territory could be under ISIL control. Liberating this territory from ISIL is a medium-term challenge, to be measured in months and years, not days and weeks. The horrific effects of ISIL—on governance, security and the social fabric—will be felt for even longer.

Prime Minister al-Abadi outlined to me his plans to reform the Iraqi security forces. He is clear-eyed about the scale of the challenges he faces and the resistance he will face in meeting them. But reform will be essential if the ISF are to develop the capabilities necessary to defeat ISIL on the ground. The United States and others have committed to providing the necessary training. Britain has funded bomb disposal training for the Kurdish forces, as we did for the Iraqi security forces earlier in the year, and I saw for myself members of 2 Yorks training Peshmerga to operate and maintain the heavy machine guns we have gifted to them.

In Syria, we need to reaffirm clearly, lest there be any doubt, that Assad cannot be part of the solution to the challenge of ISIL. The depravity of his regime was, after all, a driving factor in creating ISIL. Indeed, while the international coalition has been trying to save Kobane, Assad has been continuing his attacks and aerial bombardments on the moderates, including around Aleppo and Damascus. Those close to Assad should be in no doubt that he must be removed to clear the way for a Government in Damascus who enjoy legitimacy in the eyes of the Syrian people and credibility with the international community, and who can take effective action against extremism. For as long as he remains in power, there will be no peace in Syria.

Britain will continue to provide strong support to the moderate opposition, including technical assistance and non-lethal equipment. We have recently increased our funding to areas under opposition control and to regional allies to increase their resilience against the effects of the Syria conflict. Our support, along with that of our allies, is helping the moderates to deliver good governance and strong public services in the areas they control, relieving the suffering of the civilian population.

Airstrikes are being carried out in Syria by the United States, Saudi Arabia, the UAE, Bahrain and Jordan. The UK strongly supports this action. No one who has watched a television screen over the last week or so can have failed to be moved by the plight of the defenders of Kobane. Their situation has at times appeared hopeless, yet, supported by coalition airstrikes, they are holding on and in some areas pushing back. The moderate opposition have held back ISIL in other parts of northern Syria. Airstrikes have targeted ISIL’s headquarters, command and control, and military forces in the eastern provinces of Raqqa and Deir ez-Zor, degrading their capabilities. They have also hit the economic infrastructure that ISIL has been exploiting to generate revenue from illegal oil sales.

The UK Government expect to make a significant contribution to the US-led programme to train the Syrian moderate armed opposition, who are fighting both Assad’s tyranny and ISIL’s extremism. Details of how that contribution will be delivered are currently being scoped.

ISIL represents a threat to Iraq and to the region, but it also represents a major threat to us, here at home—particularly at the hands of returning foreign fighters—and to our citizens worldwide. The UK has led the coalition on a number of wider counterterrorism initiatives which aim to cut off the flow of finance and fighters to ISIL in both Syria and Iraq.

Through our membership of the United Nations Security Council, we have been instrumental in securing the listings of 20 individuals, including 16 directly linked to ISIL or the al-Nusra Front and two al-Qaeda-related organisations, since the adoption of UN Security Council Resolution 2170 on terrorist financing. We are also working closely with partners to disrupt ISIL’s access to external markets for illicit sales of oil and other goods. Domestically, we are seeking to strengthen the powers of the Charity Commission to counter terrorist abuse of the charity sector.

On terrorist recruitment, the UK co-sponsored UN Security Council Resolution 2178 sets out a framework to dissuade, prevent and disrupt travel, to work with communities, to strengthen border controls and to manage the challenge of returning foreign fighters. We will now actively pursue this agenda throughout Europe and the Middle East.

As co-chairs of the Global Counterterrorism Forum’s working group on countering violent extremism, we are looking at new ways to strengthen the ability of partners overseas to counter the terrorist propaganda which contributes to radicalisation, recruitment and mobilisation of individuals to terrorism.

The advance of ISIL and the continued attrition against its own population by the Assad regime have caused a humanitarian crisis in Iraq and Syria no less grave than the political and military one. More than 170,000 have fled from Kobane and over 30,000 people have been displaced from the town of Hit in Anbar province as a result of recent fighting, many of them ending up in the Kurdish region of Iraq. The need to winterise refugee accommodation is increasingly urgent as the wet and then the cold weather approaches. The Kurdish leadership made very clear to me the scale and urgency of the humanitarian crisis they are facing in accommodating nearly 1 million refugees, perhaps half of Iraq’s total population of IDPs, at the same time as defending their 600-mile front line with ISIL.

And the humanitarian challenges go wider. In Syria nearly 14 million people need assistance, there are 6.5 million internally displaced persons and 3 million refugees. My right honourable friend the Secretary of State for International Development recently announced £100 million in additional funding, bringing the UK contribution to the Syria crisis to £700 million.

Our support is reaching hundreds of thousands of people across all 14 governorates of Syria, and in Jordan, Lebanon, Turkey, Iraq and Egypt. UK aid is providing water for up to 1.5 million people and has funded 5.2 million monthly food rations. In addition, we are supporting the Governments of Lebanon and Jordan to manage the impact of the huge influx of refugees to those countries on host communities.

Britain was one of the first donors to respond to the worsening situation in Iraq this summer and has allocated a total of £23 million to Iraq since 13 June, to meet immediate humanitarian needs and to support the United Nations and other agencies in their response. Aid has been focused on need; mainly in the Kurdish region. DfID has already responded to the urgent needs of the Syrian Kurdish refugees who have recently fled to Turkey and is ready to react swiftly to further developments.

We have a wide-ranging and ambitious strategy to confront an evil which is a direct threat to our national security. I pay tribute to the members of our Diplomatic Service and our international development teams in the region who are working in very difficult circumstances, and above all to the men and women of our Armed Forces who are, once again, putting their lives at risk as Britain takes its place at the heart of the coalition waging a struggle against a barbaric force that has no place in human civilisation in the 21st century. They will always have our whole-hearted support. I commend this Statement to the House”.

My Lords, I thank the noble Lord, Lord Bach, for his support for the Government’s position and for the measured and serious response that he always achieves in these matters.

The noble Lord asked whether I would add my thanks and recognition for the work of the staff of the British Council. I am only too pleased to do so. All those who serve us in these capacities in situations of danger deserve our support and thanks.

The noble Lord asked for my assessment of the capacity of the Iraqi armed forces. I have earlier this week said that we recognise that, in the initial phases, they found resistance difficult. They were certainly retreating and some of their armoury was left behind. Since then, we have been involved in assisting Iraq to meet the challenge of rebuilding, restructuring, re-equipping and retraining those security forces. It was after a period of years that their capability was eroded and, as I mentioned earlier this week, they had lost the support of local populations. That support had been degraded by the blatant sectarianism of the Maliki Government. Since then, the Iraqi Government have become inclusive. We are assured that all the Ministers will be in place and one can see that governance should improve. The Iraqi security forces should have more confidence that not only will they have proper organisation but that they will be paid at the right time. I think that their confidence may be transmitted to various communities where they will be in operations.

The noble Lord, Lord Bach, also asked me about training for the Kurdish Peshmerga. The MoD has deployed a specialist team of army trainers into Erbil, providing the Peshmerga with training on the heavy machine guns that were gifted by the UK last month—which is a little more detail than I gave in the Statement. The team from the 2nd Battalion The Yorkshire Regiment is instructing Peshmerga fighters on how to maintain safely and operate UK-gifted heavy machine guns. This training package is expected to last around a week. We are continuing to scope assistance to the Iraqi security forces; further training for op teams, and addressing soldiering skills, medical skills and countering explosive devices, will follow. It is important that, while we are assisting the Peshmerga, they have the confidence that we are also assisting the Iraqi security forces so that Kurdish fighters can have a greater expectation that they will not need to watch their southern flank as well.

My right honourable friend made announcements earlier this week on the funding of a £230,000 training programme for Peshmerga forces in the battle against ISIL. We are funding a full-week pilot course delivered by a UK firm which will initially train up to 18 students from the Peshmerga to counter improvised explosive devices, or IEDs, raising their expertise to NATO level. The UK Government funded the same course for the ISF in Baghdad earlier this year.

The noble Lord, Lord Bach, referred to the fact that my right honourable friend talked about Syria and the scoping exercise that we are carrying out there. I can say at this stage that it is a matter in progress. It is clear that we need to look at how our current contributions have impacted on the situation and what effect a fully appointed Government will have, so I am afraid that I cannot satisfy him by going further than saying that we are scoping that and always acting within the remit that was set by another place when it voted in the parliamentary recall.

The noble Lord, Lord Bach, quite rightly drew attention to Turkey—attention which was drawn in part in Questions earlier this week. It is clear that we have high expectations of Turkey. It is a NATO member. It has a long border with Syria. We have all seen on our screens over the past week the floods of refugees going from the south over to Turkey. Of course, we admire the way that Turkey and its population have been coping with 1 million-plus refugees. That is remarkable. There have been those who have then been impatient at the sight of Turkish military materiel on one side of the border and Kobane being under difficulty on the other.

What more would we like Turkey to do? My right honourable friend Philip Hammond spoke to his Turkish opposite number on Friday, following discussions earlier last week that he had in the United States on the specific question of Turkey’s role in the coalition. The UK National Security Adviser is in Turkey today for further such discussions, and it is at the forefront of the coalition’s agenda as we take the debate forward. Ultimately, it is for Turkey as a sovereign state to take the decision about what to do and when. We can only advise that we are fully supportive of the coalition and the airstrikes in the area, and keep a continued watch on the impact of those airstrikes and what other measures by other members of the coalition may prove necessary.

The noble Lord, Lord Bach, also referred to the issue of humanitarian aid. He referred to a particular organisation facing reduced funds. It would be wrong of me to make assumptions about how one organisation might reallocate funds or gain assistance from others. I can say that through DfID we have made very clear that we intend to take every measure we can to deliver effective assistance. When I was in Geneva briefly last month, I was able to meet the High Commissioner for Refugees and his deputy. I had a long discussion with them about the specific work they are co-ordinating within the area of Iraq and Syria, and I was very impressed. I also had discussions with the aid agency, the International Committee of the Red Cross, and asked how it might work with other aid agencies. I came away with the firm view that there is co-ordination between those agencies and organisations on the ground. In some areas local authorities are holding on. Outside the ISIL areas, services are still being delivered in some areas held by the moderate opposition forces. There is liaison.

Work is also being done with major companies to provide shelter for people in the coming winter months. The noble Lord was absolutely right to draw attention to the fact that this is a time when the climate changes and shelter is desperately needed. I cannot say that all is well now but I can say that all is being done that can be humanly done, and it is always re-evaluated. As we know, this is a situation of ebb and flow. Where need is absolutely paramount one month, we may find that it is required somewhere else another.

My Lords, I start by referring noble Lords to my registered interests. I warmly welcome this visit and its timing. I have seen for myself how much importance our Arab friends attach to senior ministerial involvement in the work that they are engaged in. The timing of this visit not only enhances our already good reputation in the United Kingdom as having an interest in the region but also supports the important work of Her Majesty’s ambassador and his critical staff, who are under very restricted circumstances. Again, I have seen for myself the way they have to live under dense security threats.

Can my noble friend assure the House that she and the Government will do everything possible to support Haider al-Abadi? I have seen for myself that he is a wise, moderate, experienced man. The Foreign Secretary is right to say that this is the last chance for the continued survival and prosperity of the state of Iraq. If Haider al-Abadi cannot do it, I do not believe that anyone can.

My Lords, I am grateful for the support of my noble friend Lord Kirkwood about the timing of the visit and the impetus that it will, I hope, give to further development. No one is complacent. We know the seriousness of this and that there is a long haul ahead.

I am very grateful to my noble friend for reminding me not just about the ambassadors and British citizens in our posts overseas, but the staff. There are local staff, and there is a particular strain on them. We have given support to Iraq from the very beginning to obtain an inclusive government. A crucial part of that support has been our encouragement to find someone who can provide a nexus of support between Shia, Kurd and Sunni. We believe that al-Abadi is able to do that, and we are giving him every support.

My Lords, I, too, thank the noble Baroness for her Statement and associate the Lords spiritual with her thanks and tributes to those she mentioned in it. The conflicts in Syria and Iraq are, sadly, part of a wider cycle of sickening violence in which individuals and groups are increasingly targeted for their religious affiliation. I do not know whether the Minister has had a chance to read the article by my most reverend friend the Archbishop of Canterbury in the journal Prospect today. In line with that article, I wonder what steps the Government are taking to ensure that human rights considerations, including freedom of religion and belief, are given greater urgency in their relations with the Government of Iraq, the Friends of Syria Group and any required dealings with the Assad regime.

My Lords, I am grateful to the right reverend Prelate. I referred to that very briefly at the end of Questions yesterday; it was too brief, I know, but time was running out. We recognise that life in Syria for Christians and other minorities continues to be deeply distressing. That extends to Iraq as well, where whole communities have had to flee. We have serious concerns about rising sectarian tensions. As for Syria, we believe that President Assad’s actions include a deliberate attempt to stir up such tensions in his efforts to hang on to power. The right reverend Prelate asks a timely question.

We think that the only way to secure the position of Syria’s minority communities is to find a political solution to the crisis. Part of that must involve respect for each religious group. I mentioned the other day that one of the priorities for the Foreign Office is freedom of religion or belief. I am involved in working to deliver some practical examples of how that may be achieved. The task of achieving that freedom of religion and belief in societies which are at peace but divided by religion is difficult enough. It is multiplied perhaps a hundredfold or more when we have the situation in Syria and Iraq. However, I am aware that when Foreign Office Ministers visit a region, they do the best they can in the time available to meet Christian communities to discuss their concerns and learn from them. I know that my honourable friend Mr Ellwood visited Iraq at the end of August and raised the persecution of Christians with the then Foreign Minister and other senior officials, but I assure the right reverend Prelate that that will not be the last time that we do that.

All of us here—indeed, all civilised people—recognise the threat that this organisation poses not just in the Middle East but much beyond it as well. I strongly commend what the Government have been doing up to now with all the agencies and individuals concerned. It is very welcome that the Foreign Secretary has visited the region and has spoken to politicians. That has to be a good thing at this time.

I noted that the Statement said:

“We have a wide-ranging and ambitious strategy to confront an evil which is a direct threat to our national security”.

Yet that poses the question as to why, if we have such a strategy, we alone stand outside the coalition that is taking action at the moment in not attacking targets inside Syria. I recognise that there were self-imposed constraints in the resolution from the other place but we are leaving it to the rest of this incredible and welcome coalition to attack the bases from where the brains, the organisation and the control of ISIS actually come. While I welcome what has been done so far, I would still like an answer to this question: how on earth, in a comprehensive strategy, does it fit that we are not taking action against the heart of this organisation that threatens so much?

My Lords, the noble Lord, Lord Robertson, echoes some of the anxieties expressed in both Houses over the last month, both at Recall and this week. When the other place was presented with a Motion referring only to Iraq, it was on the basis that we had been invited by the Iraqi Government to be there. It was clear what our role could be: one involving air strikes and not combat troops on the ground, but certainly providing training. We know that that is valuable.

Why do we not do the same for Syria? We would wish to be in a position so that if we were taking premeditated action in Syria—if that ever occurred and we got to the point where we felt that the only way forward was military intervention in Syria—we would carry out our undertaking, to this House and to another place, to return to Parliament before that. That is why there is a next step, if we get to that, in the position. In the mean time, we are doing as much as we can to assist those moderate forces in Syria to withstand the pressure of Assad’s oppression. As I said in the Statement, he is helping ISIL by bombarding the moderates in places such as Aleppo. For the moment, we are carrying out full support in air strikes as part of our coalition. We are one part of it, but a determined part. We will monitor the position but if there were any premeditated change we would certainly fulfil our commitment to come back to Parliament first.

My Lords, the Minister mentioned that measures have been taken to curb the sale of oil by ISIL. Can I press her on the question posed by the noble Lord, Lord Bach? What other measures are being taken to curb and reduce ISIL’s access to funding, as well as reduce its terrorist propaganda?

The noble Lord, Lord St John, refers to the sale of oil, as others have. Clearly, one of the difficulties has been that in its initial push ISIL took control over oil supply places. It certainly controls that oil and can sell it, as it has, on the black market. If it is selling it on the black market, perhaps to Syria, one can understand that our influence on Assad might be rather minimal. But if we can have discussions with other colleagues, as we do, we would hope to find a way of encouraging others to bear down on Assad and ensure that they are not in any way assisting the black-market sale of oil. We all know it is happening, even if we cannot prove where it is going or who is selling it, because ISIL is controlling the production and benefiting from billions of pounds. There has to be a link somewhere.

Reducing access to other funds will be a matter of negotiation with other colleagues in the coalition. I am sure that they will be in discussions about how they can have an influence on individuals and countries, but there is no proof at the moment that the money is coming from a particular country.

The point about propaganda is a critical one. This organisation is very sophisticated, and I think we all have a duty in our civic life here to ensure that every time people mention it to us, we do not give voice to what ISIL has been spreading.

My Lords, I very much welcome the Statement and the timely initiative by the Foreign Secretary. I particularly welcome the comments that the Minister has made about the critical role of Turkey. There is one aspect of domestic policy that is noted in the Statement: the Foreign Secretary has said that,

“we are seeking to strengthen the powers of the Charity Commission to counter terrorist abuse of the charity sector”.

Given that such action would already be illegal, will the Minister undertake to ensure that in due course the House is briefed on how this will be achieved?

In the Statement I have made a series of statements about what we hope to do with regard to our own security and changes that will be made, and the issue that my noble friend raises is one of those. I know that the Home Secretary has already started negotiations, both within the coalition and elsewhere, and as soon as we are in a position to be able to make clear what steps we may take, obviously I will be in a position to assist the House.

My Lords, I, too, welcome the Statement, following the Foreign Secretary’s visit. It was, however, a very grim Statement. It is appalling that up to 30% of Iraq’s populated territory could now be under ISIL control.

I return to the point made by my noble friend Lord Robertson. The Statement is unequivocal on two points: first, in relation to Syria, it says that the UK strongly supports air strikes, and, secondly, it acknowledges that ISIL is already a major threat to us here at home. Given those unequivocal points, do she and other Ministers anticipate returning to Parliament within the next few weeks on the issue of joining the air strikes on Syria?

My Lords, if I were to give such an undertaking, I would be undermining the work of our Armed Forces, the Peshmerga and the moderates who are fighting against the evil there because I would be making an assumption that further intervention of that nature was necessary, and necessary in a particular timescale, so I shall be overcautious and not do that. But I can say to the noble Baroness that my right honourable friends the Foreign Secretary, the Defence Secretary and the Secretary for International Development, together with the Prime Minister and those who meet in COBRA, are considering these matters almost daily. The noble Baroness has had a distinguished career herself as a Minister at the Ministry of Defence, and she will know that COBRA will look at every single nuance every time it meets, which appears to be almost every day. So we will be watching to see how this develops. However, it is not a matter of saying what we can do in one week, one month or even one year; it is going to be a very long haul, and the difficulty for all of us here in Parliament will be to ensure that we continue to engage the support of the British people in this long haul.

Would the Minister like to comment on whether anything can be done externally to alleviate the sufferings of women in the ISIL-dominated areas? They are all too real, although they are all too rarely discussed in the newspapers. This is a sickening aspect of everyday life under the regime.

I am grateful to the noble Lord, Lord Giddens, for raising this important issue. I have discussed this very matter with civil society groups, both in Geneva and here in London. I bear in mind the moving speeches made when we had the recall of Parliament by the noble Baroness, Lady Symons, and one or two others on this very point. I bear in mind that when women are attacked in war, it is rape, death, seeing your child beheaded or your partner or husband crucified. This is a weapon of war. Sexual violence is a weapon of war being used by ISIL. It signifies what barbarians they are. When people start to wane in their support when the tabloids perhaps start to take some of these stories off the front page, we need to remind them what life is really like for families and for women in these crisis-hit areas.

My Lords, we aim to degrade and defeat ISIL and reduce the threat to the United Kingdom and our interests. At home, the focus is on preventing attacks and countering ISIL’s ideology; abroad, we work with coalition partners to support moderate forces fighting ISIL and tackle ISIL’s access to funds and fighters. We are pressing for political reform in Iraq and for a political transition in Syria to isolate ISIL politically; and we provide humanitarian aid to those most affected.

My noble friend has mentioned co-operation with partners, so she will undoubtedly be aware that the United States is moving to a strategy—if you can call it that—of using more drones in armed warfare in Syria. Given the experience that it has had with Pakistan, Yemen and several other countries, where more than 60,000 civilians have accidentally been killed as collateral damage, can she tell the House whether the United Kingdom is contemplating such a move? Can she also tell the House whether the Government have had any conversations with the United States about the pursuance of that strategy?

My Lords, I hope that my noble friend will understand that I am not in a position, and nor would the House expect me to be, to comment on United States military operations. However, I understand my noble friend’s concern about drones and their use; Members of the House have expressed that concern in relation to other matters previously. I can say that our military efforts are intended to help defeat ISIL on the battlefield. We are going to use our military capabilities in Iraq to achieve that objective while working to support political reform in Baghdad to ensure inclusive governance; while in Syria we are engaged in training and providing non-lethal equipment.

My Lords, when we had the recall of Parliament, the Leader of this House and my right honourable friend the Prime Minister made it clear that the security of this country is our first objective; that we had come to Parliament to seek agreement that we should engage in airstrikes in Iraq; and that if there were premeditated action which we needed to take elsewhere because of extreme danger to our humanitarian provision, we would return to seek the approval of Parliament.

My Lords, does the Minister agree with me that cutting off finance to these people will result in them being less of a danger? Would she care to go on the record in the House and disclose who the financiers of these evil people are? My Lords, ISIL finance comes from a variety of sources, as the noble Lord will be aware. There are allegations of funding from overseas countries. I do not have proof of that so I am not able to reveal it to the House, because it would not be factual. What is a fact, of course, is that ISIL has been engaged in taking oil production facilities and selling that oil illegally on the black market, and wherever it has rampaged with its evil regime it has seized banks and Iraqi security forces materiel. It has significant amounts of money.

My Lords, does the Minister recollect that, some time ago, Her Majesty’s Government gave blanket recognition to all the military forces that were fighting President Assad in Syria? Although ISIS was not specifically mentioned, does it not seem clear that there were kindred military forces, which now form part of ISIS, that were operating at the time? What have we done, if anything, to derecognise those forces?

My Lords, there is continuous evaluation of the variety of forces to which the noble Lord refers: how they operate and what they call themselves. The difficulty is that as soon as one lists one, it changes its name and becomes something else. Noble Lords will have watched very carefully over the summer and seen that what can apparently be ISIL or ISIS, and the different ways of referring to that, can suddenly form a breakaway group. We therefore have to refer to all of these groups that are trying to create havoc as ISIL.

I welcome the Foreign Secretary’s recent visit to Baghdad, but can the Minister disclose Her Majesty’s Government’s strategy towards the greater involvement of Turkey, which is, after all, fundamental to the security architecture of the region, of Europe and of the wider NATO circuit? What is happening in our relationship with Turkey? We are primus inter pares in our pressure for Turkey to enter the European Union; surely we have a unique position.

My noble friend is right to draw attention to the important role played by Turkey. It is clearly ISIL’s ambition to grab enough land so that it has an enormously long boundary with Turkey. As an important player in the European and east European field, Turkey has a vital role to play. It does that. It plays its role in the coalition effort, particularly through its humanitarian support in the region and through its support to the Syrian moderate opposition. We welcome Turkey’s support for the air strikes in Syria and Iraq and the President’s affirmation that Turkey is willing to play its part in the military campaign. We are now continuing to discuss with them what form that contribution might take.

The Government have already spent around £25 billion training the Iraqi army. Many would question whether that money was well spent. Can the Government explain what further steps can be taken to develop the resilience of the Iraqi army and what the Iraqi army can do to command support from the different communities within Iraq?

The noble Baroness draws attention to an important fact—that in the early days of ISIL’s advance, the Iraqi security forces were not able to withstand it. The noble Baroness is alluding to the fact that it was felt that the security forces did not have the support of local communities, and they then fell back. We are engaged—the Foreign Secretary has made it clear on his visit to Iraq this week—in providing support to the Iraqi security forces in the form of training and guidance. I know that they value the surveillance help that we give them; we can give them the confidence, and then the people whom they are trying to protect will have confidence in them.
