To ask the Secretary of State for Education, how many children and young people are in foster care in each constituent part of the UK.

At 31 March 2017, there were 72,670 looked after children in England of whom 53,420 children were in foster placements.

The number of children in foster placements can also be expressed as a rate per 10,000 children under 18 years of age using the mid-year population estimates provided by the Office for National Statistics. Figures at 31 March 2017 show there were 45 children per 10,000 of the population aged under 18 who were in foster placements in England.

The Department for Education only holds the information for England. The devolved administrations hold the information for the other constituent countries.

To ask the Secretary of State for Education, how much has been allocated in EU funding to the Erasmus+ programme by region and constituent part of the UK in each of the last four years.

The European Commission allocates funding for decentralised actions of the Erasmus+ programme to the UK. Details of spending in England, Scotland, Wales and Northern Ireland for the first three years of the programme (2014-16) are available at https://www.erasmusplus.org.uk/statistics under ‘Projects funded’ ‘Data Tables’. Data by English region is not available. Data for 2017 is expected to be published on that site in November.

The European Commission does not not publish a breakdown of centralised funding (administered by the Commission) below Member State level.

To ask the Secretary of State for Education, what recent discussions he has had with the Northern Ireland authorities on the effectiveness of schemes to encourage students from disadvantaged backgrounds to access PhD courses in universities in England.

My right hon. Friend, the Secretary of State has not discussed this issue with the Northern Ireland authorities. However, he has regular on-going discussions with the Northern Ireland authorities on a range of issues including those affecting the higher education sector.

Postgraduate doctoral loans aimed at helping students who would not previously have had the opportunity to take up doctoral study will be made available in England from academic year 2018/19 and will provide a £25,000 loan to doctoral students to contribute to the cost of their studies.

To ask the Secretary of State for Education, what programmes are in place to help students from disadvantaged backgrounds access PhD courses in universities.

Research and innovation skills are vital to the UK economy, which is why the government invested £90 million in an additional 1,000 PhDs from 2017/18 in disciplines aligned with our industrial strategy, as part of a package of investment in research talent. Recruitment of PhD students is the responsibility of higher education providers. Research councils can provide training grants to support students once they are in post.

Postgraduate doctoral loans will be made available from academic year 2018/19 and provide a £25,000 loan to doctoral students to contribute to the cost of their studies. These loans will help support those who face financial barriers to undertaking a doctorate qualification. The scheme particularly aims to help students who would not previously have had the opportunity to take up doctoral study, as well as helping others manage the financial pressures associated with study more easily.

The Higher Education Statistics Agency collects and publishes statistics on staff employed at UK Higher Education Institutions (HEIs). Annual statistics on staff employed by HEIs are published under the following link:

In the academic year 2016/17, 12% of staff with known nationality were EU nationals and 8% were non-EU nationals at UK HEIs.

To ask the Secretary of State for Education, what recent assessment he has made of the effectiveness of support for pupils who experience mental health problems.

In 2016, the Department commissioned a nationally representative survey of the mental health support provided in schools and colleges. It was published in August 2017 and included a number of qualitative reports on different aspects of practice. This research informed the green paper Transforming Children and Young People’s Mental Health Provision which was published in December 2017. The green paper was also informed by a systematic review of the evidence relating to the mental health of children and young people carried out by the National Collaborating Centre for Mental Health and University College London. The green paper includes a summary of the findings, which the reviewers will publish in due course.
