When it comes to the railway, DfT Ministers have front of mind the impact on passengers of recent disruption, and value for money for all taxpayers. The railway has lost 20% of its passengers since the pandemic, which means that it has also lost between £125 million and £175 million a month in revenues. Nobody wants to see fares go higher but the reality is that we need to ensure a good deal for taxpayers. Part of that involves being able to modernise the railways such that they can offer the sort of service, at the sort of fares, that people want.

My Lords, is it not the case that ticket offices are providers not just of tickets but, frequently, of essential information for travellers? Given the huge complexity of ticketing systems across the country and lack of knowledge, perhaps, about the cheapest or quickest route, does the Minister not agree that ticket offices need to remain open for that reason in addition to those pointed out by my noble friend Lord Snape?

I think the noble Lord sort of makes my point for me. I agree with him that people need help, but it may not just be about buying a ticket and that person does not necessarily have to be sitting behind glass. Some customers need all types of help, particularly if they have reduced mobility. Our view is that there may be circumstances where it is appropriate to make sure that people are out and about helping customers to learn to use ticket machines and answering questions on the platform and not downstairs at the ticket office. It is all about flexibility.

I welcome the Minister’s clear assertion on behalf of the Government that they remain fully committed to the construction of HS2. There can be barely a capital expenditure programme that has been examined so repeatedly, not only nationwide but here in the House of Lords. Can I remind her that opposition to HS2 is in the finest traditions of the House of Lords, which in the 1830s threw out the London to Birmingham railway proposal? Fortunately, that was later reversed, but if it had been thrown out and the Lords had succeeded in their opposition, we would be in an infinitely worse position than we are today.

The noble Lord will have seen the recent comments from the Prime Minister about Northern Powerhouse Rail. The Department for Transport has taken those comments very seriously indeed and is now doing an enormous amount of work.

As we celebrate our heritage railways and the tremendous achievements of British engineering across the world, does the Minister also acknowledge the importance of the heritage railway sector? There are more than 100 heritage railways in the country and 400 stations, attracting millions of visitors each year. Can I be assured that the Government recognise the importance of this sector to the local economies in which the railways operate and the special needs of the sector, not least in relation to the supply of coal? I should declare an interest as honorary president of the Telford Steam Railway.

I am grateful to the noble Lord for reminding us of the coal issue. We will have it at the top of our minds because it is absolutely critical. Heritage railways are a key part of local tourism. They attract people not only locally but internationally. We absolutely recognise the importance of the heritage rail sector; alongside DCMS, DfT works closely to make sure that it is properly promoted.

I reassure my noble friend that if there are changes to the budget or to the schedule, that will be put before Parliament in the six-monthly review. I slightly take issue about there being a lack of east-west investment from the Government. The £96 billion that we are investing in the integrated rail plan is a significant amount for east-west connectivity.

My Lords, is the Minister as weary as I must admit I feel from time to time of endless questions about the difficulties and problems associated with building a railway? Some 180 years ago, the Victorians managed to put bridges over estuaries, tunnels through hills and build railways over marshland, and heaven knows whatever else, and we seem to be incapable of proceeding because we are worried about salt mines in Crewe.

I cannot recall 180 years ago, but it sounds idyllic. It is absolutely right that the Government should receive the correct amount of scrutiny, this is an enormous amount of taxpayers’ money, and we want the line built as soon as possible.

As I have already said, there would be no question of the Government or the industry putting anybody who was not fully trained into a role at short notice. It is simply not going to happen.

On the question of signalling, noble Lords may have noticed that the Government have just announced at £1 billion investment in digital signalling for the east coast main line—I just wanted to highlight some positive news.

The Minister said that the dispute is between the trade union and the employers, and it is nothing whatever to do with the Government. In answer to my noble friend Lord Foulkes, who asked who owns Railtrack, which is a party to the dispute, she said that it is the Government who own Railtrack. I just wonder how she sorts that one out.

I did not say what the noble Lord has just said I said. I said that the negotiations are between the employer and the union. I set out very clearly how and at what level those negotiations are taking place nationally. On the one hand, there are a set of negotiations with the Rail Delivery Group, which represents the train operating companies, and there are also negotiations going on with Network Rail, particularly around the reforms to transform—the important reforms that we need in order to have the modern and efficient railway that our country deserves.

I suppose we are doing a small amount of what would make my noble friend happy. We have looked at the different options. I would be the first person to stand there and warmly welcome a brand-new, big, expensive, shiny rail system— I love them. However, sometimes they take many decades to build, and they can be very expensive, and sometimes they just fly by various communities. What we have done is look at the amount of money that we have, the options that we have and the opportunities that we have to join up many more of the communities that were being missed out by previous plans. I am sure when we come back to discuss the integrated rail plan, we can go into that in more detail.

Can the Minister confirm that upgrading an existing Victorian railway as opposed to building a brand-new railway is not a pain-free option? It will lead inevitably to weekend closures, disruptions to services, replacement bus services and all the paraphernalia of building a railway while you are trying to run one at the same time. How long will this disruption continue? Can the Minister also please tell us why it takes us far longer to build high-speed railways in this country compared with all our competitor countries and longer even than it took the Victorians who built them with picks and shovels?

The noble Lord is quite right to highlight the disruption caused by construction. It is the case, whether you are upgrading the east coast main line or, indeed, constructing a brand-new, HS2-type railway that there is disruption. We try to keep the disruption to the minimum. Obviously, when the RNEP is published and all of the programme is set out, we will be able to see how long each element of the plan is going to take and when the disruption will happen. Of course, the Government will try to minimise that as much as possible.

My Lords, first, I reinforce the point made by the noble Lord, Lord Adonis. It is a genuine pleasure to be able to support something he has said in the House, as quite often recently he and I have appeared to be on different trajectories. Secondly, to reinforce the point he made about the part of the b leg that goes through the east Midlands to Sheffield and Leeds, perhaps the Minister could help me out. Two weeks ago, when there was no mention whatever of Sheffield and South Yorkshire in the Prime Minister’s Statement, it became clear that the review might have more to do with doing away with that leg rather than actually reviewing the route. If she could clarify that, it would be a miracle.

My Lords, like my noble friend Lord Blunkett, I feel slightly disorientated in agreeing wholeheartedly with my noble friend Lord Adonis. I particularly agree with his point about needing some clarity about 2b. I slightly wondered whether the Prime Minister had introduced reference to 2b just so that he could make his gag about “2b or not 2b”. The crucial thing is how long that reconsideration or re-examination will take. Of all the questions the Minister has had thrown at her, perhaps she can at least give a specific answer to the question: how long will that take and when will it start?

My Lord, can the Minister tell the House a bit more about the review that the Government published last week, I think, about HS2 and the northern powerhouse—the Williams Rail Review? I believe it answers some of the questions posed by my noble friend Lord Adonis about the review that is to be led by the Government—perhaps she can tell us who in the Government—but with input from the National Infrastructure Commission, to cover not only the whole of phase 2b but the northern powerhouse and possibly Midlands Connect. Can she also explain why the National Infrastructure Commission has been asked to look at this bit of HS2 but the Infrastructure and Projects Authority has been asked to look at phase 1? It seems a bit odd that two separate government organisations are looking at different bits of the same project.

I thank my noble friend for that question. One of my first visits, when I was Aviation Minister, was to Birmingham Airport and that is precisely what they said to me: once HS2 is up and running, the journey time to London will be slashed. For example, if you live in north-east London or close to Euston, you will be able to use Birmingham rather than a London airport.

My Lords, I strongly support the point made by the noble Lord, Lord Young, that yesterday’s pessimists about HS1 are today’s enthusiasts for HS1. The same point can be made about the first London-to-Birmingham railway, which was ferociously opposed on cost and other grounds. Since it was built in 1838, it must represent, though no one can calculate it, the most phenomenal return on capital of any project ever constructed, which we could not possibly do without. I ask the Minister, given that the Victorians built the first London-to-Birmingham railway in five years, with picks, shovels and wheelbarrows, if it is too much to expect a better completion date. I think the one she offered was somewhere between 2029 and 2032, or something like that. If she gives an option, it will be the latter of those dates. Can she not be firmer and speed it up a bit?

My Lords, Members across the Government would very much like to speed this up, but a process needs to be gone through and this is a highly technical line. The noble Lord is quite right, and I mentioned during the recent HS2 debate that four lines went under construction within 10 years back in the 1830s and 1840s. Many considerations must be gone through to build these lines and, nowadays, we have far more concern about the environment than we have ever had before, and about stakeholder and community engagement, and making sure that local communities feel happy about the construction.

My Lords, I must say that the thing that alarmed me the moment I picked up a copy of the report was its title: “Rethinking” HS2. As a strong supporter of HS2 since it was first proposed 10 years ago, I am getting weary of the constant appraisals, reappraisals, delays, rethinking and pulling up the plant to see the roots—we heard from the noble Lord, Lord Kerr, about rephasing and re-examining—that have characterised this railway since it was first proposed. The rhythm of these reappraisals is familiar. Objections are raised, inquiries are held, changes are made and tunnels are built instead of cuttings. As a result, costs rise and then objectors say that we cannot go on with it because it is too expensive.

Of course, we do not yet know what the Government will conclude—but, as someone living in the West Midlands, I feel a certain amount of foreboding and, indeed, a degree of paranoia about the way in which the region where I live is treated. London has done extremely well in recent decades for infrastructure investment, with Crossrail opening next year. While major infrastructure investments are proposed for London, largely for the benefit of London commuters, those of us in the Midlands face far more opposition and get none of the support that there seems to be for investment decisions in London. Maybe that is because we are so badly represented. A statistic worth checking is that only 19 noble Lords in this House live in the West Midlands, while 228 live in London and the south-east. We could do with a few more representatives here and, if the Prime Minister would like to ask me, I could suggest a few.

One of the strongest voices for the West Midlands, who cannot be with us today, is my noble and very good friend Lord Rooker, who has not been well and is recovering after a spell in hospital. I am sure that we all wish him well. He has not read my speech, but he said in advance that he would agree with every word that I said—so that is two of us.

Here we are, 10 years on from the original proposal, and the objectors do not give up. I remind the House, and in particular those objectors speaking today, that we have been here before, so far as railways to the West Midlands are concerned. Admittedly, it was a long time ago—1838—when the 112-mile railway from London to Birmingham was built. The first Bill to build the railway was thrown out by the Lords in 1832—so those objectors here today are operating in the finest traditions of this institution. Numerous objections were made, including one I particularly like which stated that the proposed railway would seriously impact on the ability to ride hounds over open country in pursuit of fox and deer. The Earl of Essex complained about the effects on his Cassiobury estate. The Earl of Clarendon worried about the Grove estate. Lord Brownlow of Ashridge complained about,

“the forcing of the proposed railway through the land and property of so great a proportion of dissentient landowners.”

Many of the objections today are not dramatically different. They are about the cost and threats to the countryside—it will destroy wildlife and damage agriculture—but we all know what happened in 1838. Despite ferocious opposition, a wonderful railway was built, which amazingly is still substantially unchanged, with the same cuttings, embankments, bridges and tunnels that have served millions over the years. It was built by 20,000 men with picks, shovels and barrows, and it took five years to complete.

What is it about this country and high-speed rail? We have built just one high-speed line so far: 67 miles from London to the Channel Tunnel. Everywhere else in the world these lines are being built; in Belgium, China, Denmark, Finland, France, Germany, Greece, Italy, Japan, Morocco, the Netherlands, Norway, Poland, Russia, Saudi Arabia, South Korea, Spain, Sweden, Taiwan, Turkey, the United States and Uzbekistan. Is it really the argument of the HS2 objectors that all these countries have got it wrong? Britain was the runaway leader in the first rail revolution. We are way behind with this one.

So it is high time that we stopped talking about HS2 and got on with building it. To delay the proposal now would be shameful, and to cancel it would be disastrous. Let us have no more committees, reappraisals or re-evaluations. Let us do what the Victorians did: get out the modern equivalent of picks and shovels and build the railway. We will find with HS2, just like with HS1 and the first line from London to Birmingham, that when the railway is built, everyone will be proud of it. All the objections will be forgotten, and the only thing people will say is, “What took you so long?”

My Lords, will the Minister also say whether part of the evidence that the review takes will include an assessment of how much has been spent already on this vital link for the West Midlands? Then we could get a clearer idea, in the light of the suggestion by some that the scheme should be scrapped—which, as well as being disastrous for the West Midlands, would be a colossal waste of money.

I shall indeed cover that in my closing remarks.

It is nearly 200 years since permission was given for the building of what is now the west coast main line. Those railway pioneers made history. The railways allowed goods to travel more quickly to where people wanted them, and allowed people to travel too, for work and leisure. All this truly unlocked the Industrial Revolution, and by connecting people and goods it made the United Kingdom into an economic powerhouse.

Much has changed in nearly 200 years, but I want to focus on the things that remain the same—the things that the railways can still do: the need for railway capacity to take people and freight where they should go; the need for connectivity between places, to make travel easier; and the potential for economic growth through transport investment.

Turning to capacity, the vast bulk of our rail network was built more than 100 years ago. Demand has increased substantially since the 1990s, and the west coast main line is effectively full. Inevitably, this has implications for the reliability and performance of our network, affecting both passengers and freight. I do not want to underestimate those implications. Disruption to freight delivery can be unseen, but the disruption to people’s lives caused by late or cancelled trains regularly makes the press. The resulting huge frustration can mean that people choose not to trust trains for freight or travel, and those choices can mean more lorries and cars on our roads, with higher carbon emissions.

Capacity on, and in turn the resilience of, our railways is essential. The Government continue to invest in our existing infrastructure, but to really increase capacity and network reliability requires completely new capacity. Eking ever more out of our already full network comes with extensive disruption, leading to daily frustration with the impact on lives and businesses. Those rail users may not come back to the railways. If it proceeds, HS2 could be the best solution to capacity problems, providing much-needed space on the congested west coast main line, leading to more passengers and more freight trains on the existing network.

That brings me to connectivity. HS2 could connect many of the UK’s largest cities, and passengers would not have to travel on it to feel the benefit. Estimates indicate that about 100 towns and cities across the country could benefit from HS2 through the improved connectivity that a new railway could provide. That is not just rail connectivity; it is connectivity of people to other people, to jobs, and to businesses and their customers and suppliers. This section of HS2 could join Birmingham and London to Crewe, bringing greater connectivity to the north-west and Scotland.

That leads me to my third point: investment in transport infrastructure is not just about the infrastructure itself. Investment in transport infrastructure drives economic growth. It supports productivity by enhancing the transport networks on which businesses and individuals rely, and provides thousands of jobs and training opportunities in the supply chain. Earlier this year the Government announced that HS2 was already supporting more than 9,000 jobs and that 2,000 businesses had delivered goods and services for HS2. It has been offering up exciting opportunities for young people, with over 320 apprenticeships created so far. It is enabling young people to gain the skills to build our future infrastructure. Those skills are transferable, from building railways to other construction and other economic sectors, meaning that HS2 could give the UK more skills to compete globally, generate long-term employment opportunities and become the driving force behind Northern Powerhouse Rail.

I turn to the Bill itself. Phase 2a of HS2 is approximately 36 miles of track. It will extend HS2 from the end of phase 1 at Fradley near Lichfield and onwards towards Crewe. At the northern end it will connect to the west coast main line, allowing HS2 services to join that main line and call at Crewe station. The Bill gives outline planning permission for the railway and allows for compulsory purchase powers. It affects homes, businesses and land along the way, so it is rightly subject to extensive scrutiny. A Select Committee especially convened to scrutinise the Bill in the other place received over 300 individual petitions. During that scrutiny, the Transport Secretary offered 1,000 assurances to people who are directly and especially affected.

If the Bill receives its Second Reading today, it will pass to another specially convened Select Committee of your Lordships’ House that will look again at the detail of the Bill and make sure that it meets the high standards that we expect. The committee will have the power to amend the Bill as well as to require other changes to this part of the scheme not yet covered in the Bill. Since First Reading in July, the Bill has received 35 petitions for the Select Committee to consider, and HS2 is engaging with those petitioners to try to address their needs.

Stepping back from the individual impacts, wider community and environmental impacts are also raised by the Bill. I reassure noble Lords that I understand these wider concerns but I also remind them that it is not possible to build a railway without having some impact on the wider community. We must strike the right balance between delivering and operating a railway and being sensitive to its surroundings. I believe that the Government have struck that balance.

HS2 has undertaken detailed environmental assessments to ensure adequate mitigation of the railway’s impacts. These 36 miles of track have been considered through 17,000 pages of environmental statement—that is over 470 pages of assessment for every mile of track. Many thousands of consultation responses to the assessment were independently assessed and summarised in a report to Parliament. For example, an ecologically survey at Colwich looked for great crested newts. The field survey confirmed the newts’ presence and, to compensate for any possible losses, approximately 7.4 hectares of grassland, including eight ponds, has been proposed to provide suitable replacement refuge and foraging habitat. These assessments are not the end of our consideration of the environmental effects and impacts on communities. The Government have continued to listen to communities, environmental groups, statutory bodies and other stakeholders to try to reduce the impacts where we can.

Other changes to the scheme include the lowering of the Kings Bromley and River Trent viaducts in Staffordshire to reduce landscape impacts and the relocation of the southern portal of the Whitmore Heath tunnel, removing the need to realign a road and reducing the loss of ancient woodland. There are additional earthworks to further screen the maintenance base near Stone and to provide additional noise mitigation, such as the noise bund at Woodhouse Farm. There are assurances to protect water voles in Cheshire and to provide bird protectors along the power supplies to protect important bird species. These are just a few examples.

More than half the route is in a tunnel or cutting. The route avoids direct impacts to any grade 1 or 2* listed buildings, to scheduled monuments, to registered battlefields and to registered parks and gardens. The route does not affect any Natura 2000 sites or sites of special scientific interest, or cross any areas of outstanding natural beauty, and HS2 has been designed to withstand a “one in 1,000 years” flooding event. I know there are people who want to see more: longer tunnels, deeper cuttings, taller noise barriers and so on. I understand that. However, our duty to protect the environment must be balanced with our duty to the taxpayer. The work to date has done that and balances these responsibilities appropriately.
