An annual progress report on the economic pact was published last July. The range of items so far delivered include improvements to business access to finance; funding projects secured from the Green Investment Bank; the continuation of 100% assisted area status for Northern Ireland; and a record year for inward investment following the G8 and follow-up investment conference.
The hon. Gentleman will be aware that my right hon. Friend the Chancellor said he would like to see increases in the minimum wage. We are cutting taxes for those on the lowest incomes. We have cut taxes for 670,000 people in Northern Ireland, and those on the minimum wage have had their income tax bills halved. We have also seen unemployment in Northern Ireland fall for the 25th consecutive month—it has fallen by 1,700—giving many more people the security and reassurance of a pay packet.
Will the Secretary of State meet the Northern Ireland union leaders, as I did recently, so that she can understand the frustrations of squeezed teachers, bus drivers and health workers, and praise their vital work rather than condemn them for being forced to vote for industrial action?
I have met trade union groups on various occasions, including in Northern Ireland, and I am of course hugely supportive of the work done by our public servants and our front-line workers. It is important that the whole public sector takes part in the austerity programme, and the Government are doing everything they can to put our public finances right to ensure that we can continue to provide the best possible public services for the country.

I would invite them to reflect that the responsibility for the damage that is undoubtedly being caused, despite all the effective contingency measures that we have put in place, lies squarely on the shoulders of the union leaders who have called this strike action on the basis of inadequate or outdated mandates. I would also invite them to ask the Labour party where it was when the strikes were called and whether it condemned them, and to look at the correlation between the amount of money paid to the Labour party by those unions and the Labour party’s action.
I support the public sector workers withdrawing their labour today, and I am pleased to say that I am an associate member of the Public and Commercial Services Union, which is not affiliated to our party. The Minister has said that we cannot afford to go back, but he seems happy to take public servants back with a 20% cut to their living standards as a result of Government policy.

It simply is not the case that public sector workers have suffered more than private sector workers. I shall repeat this at dictation speed: public sector pay has risen in the past five years—the period since the great recession—by more than pay in the private sector has risen.

I can indeed, and I will come to that issue. Closer to Newport than Sheffield, I met some staff from Cardiff last week. Like the staff in Sheffield, these are loyal civil servants who have contributed years of public service and, frankly, they feel betrayed by the decision and by the way that the decisions are being executed.
As well as job losses in Sheffield and Cardiff, 122 staff will go in SSCL offices in Blackpool, Newcastle, Peterborough and York. The DEFRA site in Alnwick has a temporary reprieve, but only until June 2015. The Government have not conducted economic impact assessments of the closure of these offices, although the loss of jobs will have a significant impact on local communities and economies. Indeed, in June 2013, Lynn Phillips, head of service improvement for DEFRA, wrote to the then Minister, the hon. Member for Somerton and Frome (Mr Heath), highlighting the plan’s
“incompatibility with UK growth objectives”
because of the
“loss of jobs in regional locations”.
Will the Minister assure us and say that the Government will conduct an economic impact assessment and, if so, when that is likely to happen?
Specifically, on the DEFRA issue, does not my hon. Friend think that the fact that the Secretary of State raised concerns and asked for a standstill period shows how serious this offshoring is and that it will lead to dire consequences?
My hon. Friend is right. I am coming to that point. Clearly, this issue has led to concerns being raised, even at Cabinet level. Yet, extraordinarily, the offshoring is being rushed through.
The speed at which SSCL intends to cut the 500 jobs is unprecedented. It aims to have all redundancies dealt with by the end of October. This does not allow enough time for staff to be re-employed or reinstated back into the civil service and means that compulsory redundancies are likely. Indeed, staff in Sheffield and in Cardiff, whom I met last week, told me that the redeployment opportunities have been limited, because there is no joined-up approach across Government. I find it extraordinary that most other Departments are not offering vacancies to those loyal civil servants who are losing their jobs. Do the Government think that this is the right way to treat any staff, particularly those who have given decades of public service? It sets a bad standard for employers throughout the country. I should like the Minister to reassure us on this issue. Will the Government commit to providing redeployment opportunities across all Departments? That would provide a lifeline for at least some staff. The limited opportunities that have been made available to date are inaccessible to many of those in Sheffield, and those at other sites, too.
SSCL is not acting in accordance with the special commitments given to staff before transfer, which stated that transformation would take place over two years and that everything would be done to avoid compulsory redundancies. The Government have a 25% stake in SSCL. At the very least, should they not use that position to challenge the speed of job cuts, to allow a thorough, ongoing programme of redeployment of staff? I should like the Minister to respond to that question.
There is also the issue of the data being handled. These sites handle the personal data of tens of thousands of civil servants. They also deal with commercially sensitive information relating to Government contracts and tendering. Despite the sensitivity of the data, when the Cabinet Office advertised for bidders to become majority partners in SSCL in April 2013, the selected bidders all had a significant element of offshoring functions as part of their bid.
Concerns about offshoring are not restricted to Opposition Members or their staff; they have, as my hon. Friend the Member for North Tyneside (Mrs Glindon) pointed out, been expressed at Cabinet level. The Secretary of State for Environment, Food and Rural Affairs wrote to the Minister for the Cabinet Office last July, expressing concerns about DEFRA joining ISSC2 and a “possible staff exodus”. The Secretary of State asked specifically for a standstill period on “estates and off-shoring” and expressed concerns about data security. The head of service improvement for DEFRA wrote in her letter to the hon. Member for Somerton and Frome that the DEFRA executive committee considered
“significant (or any) element of off-shoring”
to be unacceptable and that there was a
“significantly increased risk to service continuity from loss of current expertise”
on transfer. She also raised concerns about
“employee and detailed financial data transmitted, stored and processed outside the UK”.
Why are the Government sanctioning the offshoring of sensitive personal data and commercially sensitive information, on which objections have been raised at the highest level of the civil service and by members of the Cabinet?
That is a fair point, which the Chancellor has addressed directly by saying, “Yes, there is some very good news on job creation, but we still face a stubborn underlying challenge on the imbalance in the economy.” That is a fact, reality and challenge that the Government are addressing.
It would nice if we heard some voices from the Opposition Benches that recognised that these problems have been entrenched for a long time and were substantially not addressed by the previous Administration. I am trying to make the point that the broader context is one where the country is beginning to generate jobs again after some difficult years. Part of the reason why we have been able to create jobs is that at the core of the long-term economic plan is a plan to pay down the deficit. It would be nice to have a reality check on the Opposition Benches: that is the environment in which this Government have to work and in which the next Government will have to work, whatever their political colour.
Will the Minister not acknowledge that sustaining jobs is as important as creating jobs in a successful economy? Offshoring these jobs is not about sustaining work in this country. If there is to be job creation, offshoring jobs negates some of that.

Commons ChamberAn absolutely key part of our long-term economic plan is helping business to create the jobs that our country needs. We have got 1.3 million more people in work, and 1.7 million more private sector jobs than in 2010. So we are seeing a rebalancing of our economy. What that means for people is the safety and security of having a pay packet at the end of the week so they can support their families. That is what is changing in our country and that is why we will stick to our long-term economic plan.
Q9. Despite what the Government have said about cutting energy costs, 71% of the people in North Tyneside I surveyed are still worried about their bills and want a full energy bill price freeze now. Will the Prime Minister listen to the people of North Tyneside and meet that demand?
The most important thing we can do is to help the energy companies reduce bills by rolling back the costs of these green levies and charges. Only since we have done that have we seen energy company after energy company reduce the costs of people’s bills. We also want to see a more competitive market and to see more players in this market. These are all things we are having to correct from the disastrous stewardship of the energy Department when the right hon. Member for Doncaster North (Edward Miliband) was in charge.

The national protocol came into force on 1 January this year. The aim is for all parties to sign a local protocol as soon as possible. The Crown Prosecution Service intends to carry out a survey of all CPS areas to monitor progress.
It is very important that local protocols should be signed so that there is a clear, seamless process and when an investigation starts the information is shared with the other authorities. A draft protocol has now been sent to contacts in all the local authorities in the right hon. Gentleman’s area, and discussions are continuing. It is thought that it will be possible to have the protocol signed by the middle of March.
Given that openness and information sharing are key to prosecuting these cases, what assurance can the Solicitor-General give that the Government will resist calls to introduce suspect anonymity in cases of historical child abuse and rape?

Our policy on offshoring is unchanged from that pursued by the previous Government. Our procurement policy is to award contracts on the basis of value for money, which means the optimum combination of costs and quality.
Cabinet Office document ISSC2 states that back-office jobs and functions in the Departments for Work and Pensions and for Environment, Food and Rural Affairs will be privatised and offshored in a joint venture with the Government and Steria UK. Which functions and jobs will be offshored and to where? Does he agree that any threat to offshore jobs, particularly those handling sensitive personal data, should be given urgent attention by the Government?

Concerns about data security are taken very seriously, and certainly inform our approach to offshoring. But as I say, the approach that we take to offshoring is exactly the same as that followed by the previous Government. The hon. Lady may know that the shared business services joint venture, also with Steria, which was set up by the last Government, has some elements that are offshored, and the same will be the case with this joint venture.

What we promised is that we would not cut the NHS, and we have not cut the NHS. We made it absolutely clear before the last election we would have to take difficult decisions, but it is because of those difficult decisions that the deficit is coming down, employment is growing, there are 1 million more people in work and our economy is doing better. If we followed the advice of the party opposite, we would have more spending, more borrowing, more debt—all of the things that got this country into the mess in the first place.

12. What steps he is taking to open up central Government Departments to partnerships with small and medium-sized enterprises.
I also welcome my hon. Friend’s commitment in his constituency to SMEs. I note that support has come from, for example, the Federation of Small Businesses, which says that Government policy continues to move in the right direction in this area. The forthcoming consultation, to which I referred, will make that public sector procurement market more accessible to SMEs, by requiring all contracts over £10,000 to be listed in one place—on Contracts Finder, for example. I also draw his attention to an SME friendliness tool that we published in June. I urge all colleagues to use that to hold contractors in their constituencies to account.
What is the Minister doing to promote the use of the Public Services (Social Value) Act 2012 to help small businesses and social enterprises to win public sector contracts?

T5. The Deputy Prime Minister will at least be pleased that last Thursday his party won the by-election in Wallsend, even though the turn-out was low. As the public largely boycotted the police and crime commissioner elections, which cost £100 million, does he think that it would have been better for his party’s fortunes if that money had been spent on the 3,000 front-line police he promised in his election manifesto?

I am grateful for a carbon-copy question of one asked earlier. I would suggest a little liaison—[Interruption.] The hon. Lady is waving a piece of paper provided to her by her Whips, but I suggest that she cross-checks against the questions asked by the right hon. and learned Member for Camberwell and Peckham (Ms Harman) from her Front Bench. As I said, there were PCC elections, a mayoral election, local by-elections and Westminster parliamentary by-elections. There will be more Westminster parliamentary by-elections in a couple of weeks’ time. Is she really suggesting that when the clocks change we should stop elections? I do not think that she is, and that would not be a realistic way of proceeding.
It is important to have very good arrangements for the support of witnesses. As somebody who has prosecuted rape cases, I can say that they are not easy. It is very important that witnesses feel confident that they can give their evidence, and that is all about support. I will certainly look into the situation that my hon. Friend has mentioned, but she should not think anything other than that the Government take this extremely seriously, as does the Crown Prosecution Service.
2. What assessment he has made of the potential effect of the introduction of deferred prosecution agreements on the level of economic crime.
It is not possible to quantify exactly what the effect of the new deferred prosecution agreements will be on the amount of economic crime, but we do believe that they will contribute to the welcome trend of an increase in self-reporting by organisations. That will enable the Serious Fraud Office and the Crown Prosecution Service to obtain better evidence so that prosecutors will be able to bring more cases and restitution will be obtained, and this could lead to a reduction in the amount of economic crime.
What steps will the Minister take if the proportion of cases resolved by the CPS creeps higher than the Government have forecast in the impact assessment? Does he agree that a sunset clause of five years would be a sensible safeguard?
It is certainly important to recognise that this is not an alternative to prosecuting in serious cases, and the SFO and the CPS are very anxious to ensure that that is the case. It is particularly important that individuals should not feel that they have any way out of their liabilities, but this relates purely to organisations. A sunset clause is not contemplated at present, but the hon. Lady has put the idea forward and of course I will look at it. I thank her for making that important contribution.

Commons ChamberI simply encourage the hon. Lady to visit an NCS project. I think she will see that the projects are outstandingly popular with the young people who are taking part, and that although people in the youth sector are understandably frustrated at cuts elsewhere, they are beginning to recognise that the NCS is an enormously positive asset in terms of developing the young people of this country.

Data from the Charity Commission suggest that the gross income of registered charities grew in 2011, but we all know that the sector is going through a very difficult period. We are putting in place plans to help it through this very difficult transition period, and to open up new funding opportunities over the medium term.
In the north-east, funding reductions are forcing 48% of voluntary sector organisations to close services and 28% to reduce the number of beneficiaries they support. What impact does the Minister think such losses will have on the Government’s plans to increase the role of the voluntary sector in delivering public services?
I share the hon. Lady’s concern and that is why we have pressed the point, from the Prime Minister down, to local authorities that they should try to avoid making disproportionate cuts to the voluntary sector and why we have put in place funds to help manage the transition. I have to say to her that for the Labour party to keep talking about cuts to the voluntary sector without recognising why those cuts were necessary in the first place, and without recognising that Labour councils are doing some of the heaviest cutting while saying absolutely nothing about the future of the sector, is fooling no one and disappointing many.
