I congratulate the hon. Member for Kingston upon Hull North (Diana R. Johnson) on securing this debate and on raising a number of points that I shall endeavour to answer as best I can. She and I both contributed to Sir Michael Pitt’s review, because we both represent constituencies that suffered from flooding and surface water flooding. I therefore understand entirely, as she will, the experience for those households affected; we probably both spent time in the days after those awful floods wading through houses that had been destroyed and meeting people whose lives had been completely turned upside down by the devastation. We were all impressed at the time by her concern for her constituents—a point echoed again this evening.

Let me address one point directly before I address any others. We have no plans to privatise flood defences, contrary to what was reported in the press today. That is not to say that we will not be looking, where appropriate, for contributions from beneficiaries to new schemes and other sorts of levy-funded operations, which we have discussed in the House in recent days and weeks, but I am happy to reassure the hon. Lady on her point as best I can.

The events of summer 2007 illustrated just how important the issues of flood management really are. Floods destroy homes and businesses, and pose serious risks to life. I know that the people of Hull understand that better than most, as do my constituents who suffered in the floods of that year. It remains the case that Kingston upon Hull and the surrounding areas have the greatest concentration of people and property at risk from flooding outside London.

Floods often happen quickly. The damage that they cause can take years to put right and, for those affected, can leave a lasting legacy of concern about it happening again. I am sure that the hon. Lady will have had the same experience as me, in that when there is heavy rain, the level of stress and trauma among our constituents who have been previously affected rises. We are only just starting to understand the implications that that has for people.

We often refer to extreme rainfall in terms of millimetres, but when we read about 20 Olympic-sized swimming pools of rain falling on Hull per second, the seriousness of the emergency becomes clear for all to see. It is therefore no surprise that Hull was the worst affected city in 2007, with 100 millimetres of rain in 24 hours, leading to the overwhelming of drainage systems and the flooding of 600 streets, nearly 9,000 homes, 1,300 businesses and more than 90% of the city’s schools. Nor is it surprising that the 2007 floods, which affected many areas, led to the largest recovery effort since the second world war. Specific recovery funding was provided by the previous Administration, and a successful UK application was made to the EU social fund. However, recovery on such a scale takes time. The previous Government took their last count in June 2009, at which time 48 households in Hull were still wholly or partly displaced from their homes.

The hon. Lady asked about the water White Paper. We will publish it in the summer of next year, and I very much hope that she will give us her thoughts on how it can be taken forward. It will look at a number of related issues, including, principally, the Walker and Cave reports, but if she feels that it should cover issues such as surface water flooding, I am certainly open to suggestions. I cannot answer her question on small grants now, but I can assure her that I will write to her and that I will see what can be done. I completely agree that very small grants—for air bricks, for example—can make a big difference when dealing with the technology of flood prevention. We want to encourage people to take responsibility for their own homes.

I can assure my right hon. Friend that I will certainly include him in the circulation of any such letter.

We all know that flooding happens, and that we cannot prevent it. Houses will get flooded. That is why the Government are determined to act on the hard lessons of past events, and why we have already made it clear that DEFRA’s priorities under the coalition Government will include taking forward the findings of the Pitt review to improve our flood defences and prevent the unnecessary building in areas of high flood risk.

No one can have any doubt about the coalition Government’s focus on deficit reduction, and DEFRA has already made a significant contribution to the savings that must be made in the current financial year. Flood management makes up a big proportion of the Department’s budget, but immunity from the new financial disciplines is simply not possible. Despite those financial pressures, however, we have decided that we should maintain an increase in the money that taxpayers spend on flood defences this year. Thoughtful planning will mean that that will not impact on the number of households that we protect. We will continue with that thoughtful planning in our work on what is, as everyone knows, a necessarily challenging strategic expenditure review process. Indeed, that is already happening.

One issue that we must take forward in that context—it is one that is important to the people of Hull and the surrounding area—is insurance. I recently met representatives of the Association of British Insurers to discuss how we could work together to ensure that we have a way forward on flood insurance and a road map to 2013, when the current agreement between the Government and the insurance industry, known as the statement of principles, ends. I am confident that the partnership that we have built with the ABI will help to ensure that appropriate and fair successor arrangements are in place after 2013.

On insurance, it is a matter of great regret that many of the people who are offered access to the cheap schemes often provided through local authorities or housing associations choose not to access them. I have raised this matter with the ABI and with housing associations, and I will continue to raise it across government if I have to. When such schemes can be included as part of people’s rent, I believe that there is a case for offering them as an opt-out, rather than an opt-in scheme. I know of a housing association that offers £5,000-worth of household insurance for 50p a week. It is perfectly possible for people to make a rational choice on this if they are given the necessary information. I think that an opt-out would be better than an opt-in, but that is a personal view. I shall, however, take the matter up with the ABI.

The hon. Lady talked about information being made available to insurers, and that is a crucial point. The Environment Agency is the guardian of the data on surface water management plans, and it is important that that information should be passed on to insurers. I have had exactly the same experience as the hon. Lady, where insurers just say that a house has been flooded, and as far as the insurance company or broker is concerned, no distinction is made between surface or fluvial water, or between whether any or a lot of remedial action has taken place. My local authority is the guardian of that information at the moment. I want the Environment Agency to be absolutely up front—there are no secrets. In fact, we want to make public the work that government in all its forms is doing, so let us make sure that the Environment Agency makes that data available as soon as possible, so that insurance can access it. I am completely with the hon. Lady on that.

Will the coalition Government support the flood summit this summer that the previous Labour Government had committed to holding? Will that happen? It seems a good opportunity to share information so that people understand what is happening.

Absolutely; it was an excellent idea brought forward by the previous Government and we will continue with it.

There is a lot of work in progress right now. I know that a working group has been set up in the Hull area to put together a multi-agency flood plan to define the roles and responsibilities of Government Departments and agencies for all flood risks. We have already heard from the hon. Lady about work by Hull city council on a surface water management plan. I understand that measures are in place to ensure joint working across Hull and the East Riding of Yorkshire. That type of multi-agency and cross-boundary partnership working is especially valuable.

Consultation by the Environment Agency on the River Hull flood risk management strategy and the River Hull and coastal streams catchment flood management plan began early this summer—on 21 May, I believe—and will run for 12 weeks. It closes on 13 August. The strategy includes a number of recommendations on works to improve the defences in the city of Hull and the maintaining of pumping stations and flood banks. Such consultation is important. I would urge all groups and individuals with an interest in flood management in the area to contribute. That certainly includes farmers and others who naturally have concerns about the impact of possible changes on farm land. Their concerns are matters that will be fully considered as part of the assessment of options.

It would be wrong not to acknowledge that a lot of good work has been done since 2007, including by the people of Hull. The Environment Agency has almost completed a £10 million refurbishment of the Hull tidal barrier, which protects around 17,000 properties from tidal surges. Yorkshire Water and the Environment Agency have undertaken to refurbish the equipment in the East Hull pumping station. The work to the agency’s pumps will cost around £900,000 and is due to be completed by the autumn.

There are new flood defence schemes at Burstwick, Hedon, which I believe is in the constituency of my right hon. Friend the Member for Haltemprice and Howden (Mr Davis), and Hessle. The scheme at Hedon has been completed, while those at Burstwick and Hessle are under construction. Maintenance work and the removal of debris has happened on a number of watercourses, including the western drain, Setting dyke and Cryke beck. There have been improvements to pumping stations at East Hull and Bransholme, and the installation of new infrastructure at Burstwick, New Clough and Westlands drain. There has been a variety of small, local levy-funded projects—work funded by the local levy raised by the regional flood defence committee, plus supplementary funding from the Environment Agency, including projects in or close to the hon. Lady’s constituency.

There is more to do, including at the national level. I have already said that one of DEFRA’s top priorities is to take forward the findings of the Pitt review. Part of that is the work that we are now doing on the review of the regulations provided in the Flood and Water Management Act 2010 in the context of the better regulation action plan announced by the Department for Business, Innovation and Skills. We are working hard on establishing a time scale for implementing the Act, but it is especially pleasing that many of the authorities that will have new duties and powers under the Act are already getting on with managing flood risk. For our part, DEFRA is also working with key players, including local authorities, the Environment Agency and professional bodies, to ensure that they have the capacity to implement the Act.

Implementing Sir Michael’s recommendations is not all about legislative change. Another important part is ensuring that local emergency planners and responders have the tools they need. We know that our emergency services, local authorities and the affected communities all do a fantastic job when called upon. However, one of Sir Michael’s interim recommendations was that we should have a national flood emergency framework to provide a common point of reference. Like Sir Michael, I want to ensure that there is clarity about roles and responsibilities, and a proper multi-agency approach to both flood planning and the emergency response. We hope to publish the framework very soon.

One very good way of involving communities is through parish councils. In Swinefleet, in my constituency, and in Airmyn parish council, on which I sit, we have produced our own flood emergency plans. I think that we should try to extend that throughout the country, and get parish councils thinking about how they can deal with emergencies such as flooding.

I entirely agree. We discussed that at length during a recent meeting of the chairs of the forums. There is an enormous amount of work that we can do to encourage such activity. We need a bottom-up, community-led approach. Some might even describe it as a “big society” approach, while others might call it a co-operative movement. I do not care what it is called; what is important is to understand that a lot of emotion is involved in protecting people’s homes. I have seen wonderful examples of communities pulling together and not only enjoying the process, but creating a flood watch scheme rather like a neighbourhood watch scheme. People keep an eye on the excellent data that the Environment Agency now publishes, which enables them to provide information, make plans and take action whenever that is required.

It is also worth mentioning Exercise Watermark. On taking office, I was determined that the pressures on budgets should not prevent such an important exercise from taking place. Watermark will be a comprehensive test of local and national preparedness, and will no doubt yield some important lessons for us all. I am delighted that the Humber local resilience forum will be involved in the exercise, which is planned to take place next March.

Let me end by giving the hon. Lady an assurance. Yes, we face very difficult financial circumstances, and yes, DEFRA faces the challenge of identifying the savings that are necessary to the Government’s plans for dealing with the deficit. However, our absolute priority is to ensure that our flood defences remain as robust as possible. Of course I cannot guarantee that every single scheme will continue—I would not give that impression at a time when we are going through such a difficult process—but I can assure the hon. Lady that flood resilience is an absolute priority.

This Government want to continue in the spirit of the last Government, and to ensure that the schemes that are needed are there. We want to ensure that we are using every possible means to access funds—to use local resources and, when possible, levy funding—and also to ensure that we are fulfilling our responsibilities as a Government. We will not satisfy everyone, but I can assure the hon. Lady that this is an absolute priority for the Department and the Government.

I congratulate the hon. Member for Stoke-on-Trent Central (Tristram Hunt) on securing this debate. After such a tense afternoon in the Chamber, it is nice to be able to find a subject on which there is a large degree of agreement across the House. He is well known for having a keen interest in the heritage and history of this country, and I also know that he combines this passion with representing with pride the constituency that has more miles of canals than any other in England. I take similar pride in the canal—the Kennet and Avon canal in west Berkshire—that runs in part through the constituency I have the honour of representing. I am old enough to remember when it was in large parts just a ditch. It was restored with the hard work, love and what the Americans call emotional capital of local people, with the backing of British Waterways and lottery money, as my hon. Friend the Member for Devizes (Claire Perry) pointed out. That has created an asset of unique value.

The hon. Gentleman talked about the added value of the canals. We must not be concerned purely with quality of life and recreational value; they are of course a financial asset because of what they provide through tourism and the local economy, particularly in rural areas such as mine. The hon. Member for Hackney South and Shoreditch (Meg Hillier) attends debates on these matters assiduously. She feels passionately about the Regent’s canal, just as so many of us feel passionately about our local canals. I have learned from the canal in her part of London the ability of canals to unlock regeneration, and to be a focal point for the local community in a way we cannot just ignore.

I am sure that the Minister agrees that the 23 canal reservoirs up and down the country are also of enormous value to this country. Many of them provide excellent wildlife reserves and, hence, recreation, and are assets for our tourist industry.

My hon. Friend touches on a very important point. Sir John Lawton is about to report on work commissioned by the last Government that this Government firmly supports. It examines the coherence between different natural sites around the country, and looks into corridors of biodiversity that can flow and allow species to increase in population in different parts of the country. Canals are a vital link in our natural environment, and I am keen during my tenure in this post—however long it lasts—to bang that drum as hard as I can.

I do not care whether our modern canals structure is based on the writings and teachings of Friedrich Engels and is considered part of the co-operative movement, or whether it can be considered the inheritance of Edmund Burke and his little platoons. What matters is that canals are properly managed and have a sustainable long-term future.

I shall do my best to deal with many of the points raised by the hon. Member for Stoke-on-Trent Central and others. However, I would caution him on his view of the Treasury. In my experience, it consists of cuddly souls, warm-hearted and full of understanding on these matters. I do not share his deep pessimism.

The Minister has an almost unique experience of the Treasury. However, I encourage him to make the case that a model that engages the public and makes them feel a part of the ownership and running of the canals might make sense financially to the Treasury, too.

I am delighted that the right hon. Gentleman is in the Chamber for the debate, as he is a notable chairman of the all-party group through which I hope we can continue these debates. I hope that what I am about to say will satisfy his concerns, if I have the time.

I am well aware of the concerns of Members from all parties about the future of British Waterways. I made a statement to the House on 21 June in which I explained our intention to move British Waterways to the civil society, subject to the outcome of the spending review. I again had the opportunity to set out the Government’s position to the hon. Member for Stoke-on-Trent Central and others during oral questions two weeks ago, and I welcome this further opportunity.

I fully understand the important role that volunteering and the civil society have played over many years. Volunteering on the waterways has a long tradition, and many enthusiasts give freely and generously of their time to help re-create and restore our waterways. Without that, many historic canals would no longer be in operation and the network that we have today would be much poorer for it. I firmly believe that civil society has a valuable role to play in delivering public services, and as I recently announced, we will therefore continue to look in detail at such a model for British Waterways. As the hon. Gentleman pointed out, that is a good example of the big society we are trying to create.

I assure hon. Members that that would not be a privatisation of British Waterways. I hope the hon. Gentleman and others will get the message across to some of their colleagues on the Opposition Benches that that is not what we are about. We want a mutualised product for the waterways, dependent on three clear objectives. First, it must have a clear purpose and robust governance arrangements that protect waterways assets and the public benefits that they bring, both now and in the future. Secondly, it must ensure that all users, local communities and other stakeholders can hold the new body to account. Thirdly, it must ensure that the waterways are placed on a more sustainable footing for the longer term while reducing the ongoing cost to the taxpayer.

I am very encouraged by the positive way in which the Minister is responding to the debate. I can see how such a model can deliver sustainable maintenance of the waterways, but on the Monmouthshire and Brecon canal, for example, we had a breach that cost £1 million to repair. How would such a model deal with those emergency situations?

I was shown a photograph of that breach by the chairman of British Waterways at my meeting with him last week. It is expensive to maintain the waterways, and I hope that what I am about to say will show that we can provide the means to ensure that whatever organisation emerges has access to funding—probably never enough, but at least enough to deal with major problems such as that.

I very much welcome what the Minister is saying about the future of British Waterways, but does he accept that if it is to have the sustainable future that he talks about, it is vital that it takes with it its assets and its current property, and that they are not ripped out by his friends in the Treasury before the transfer takes place?

I am conscious that this will not work unless that happens. The scale of that asset transfer is probably above my pay grade, but I am absolutely conscious that it has to be done in a way that enables the organisation to operate just as any other organisation of the type I am about to describe could. That is absolutely vital and a given.

As part of that work, we are considering including the Environment Agency’s navigations. I have an open mind on that and want to understand the pros and cons, but my initial view is that it, too, might be suitable for a civil society rather than a Government body to run. That would help to ensure that we had a coherent vision for the main inland waterways of England and Wales.

I know from meetings I have already had with waterways stakeholders that they have concerns, which they have expressed passionately, about two questions: what will happen to British Waterways’ property assets—the point just made by the hon. Member for Leicester South (Sir Peter Soulsby)—and can they influence decisions on the governance model of any new body? It is clear that British Waterways would need to retain its property assets for a viable civil society model. On the second issue, much work has yet to be done on the appropriate governance structure. One model is for a national charitable trust. I recently received a letter that was co-signed by a number of representative waterways bodies, including the Inland Waterways Association and the Angling Trust. The letter welcomed such a model, subject to decisions on governance arrangements and the level of ongoing Government support.

I know that there is some nervousness about the prospect of change and what it might mean for those with particular interests in the waterways.

I do not wish to detain the Minister, but having been a Minister seeking advice on setting up social enterprise mutuals and the like, I would caution him to be alert to any advice that he might receive from within the civil service about setting up a mutual. I would also ask him where else he might be seeking advice from, because it is important that any model be properly drawn up.

I am grateful to the hon. Lady, who is absolutely right. It is vital that we are extremely careful to ensure that we receive the best advice and get the correct model. I can assure her that officials in my Department are working hard on the issue and are committed to it, although we shall have a difficult time ahead with the comprehensive spending review, which I shall talk about in a moment.

We would have to have a completely new board or council that would shape its own future. It would not be British Waterways by another name, but a new structure, in different hands altogether. We do not aim to impose a particular model for a new civil society body, so we will work up different options in partnership with stakeholders, through workshops, forums and other engagement mechanisms. It is vital to understand the views of all interested parties if we are to reach a successful conclusion to our work on an alternative model for the future management of our waterways. As part of that engagement, I am considering a suggestion recently made to me to include representatives from waterways user groups on the current British Waterways board. We need to be ready for the big change in culture involved in the possible move to civil society.

As the House will be aware, very tough decisions need to be made in the coming months that will affect public expenditure for the next four years. That will inevitably affect the resources available for inland waterways spend in British Waterways and the Environment Agency.

Finally, let me make it clear that I believe strongly that the inland waterways are a vibrant resource that can provide a wide range of benefits and opportunities for individuals and communities across the country. Although we may find ourselves in extremely challenging times for public investment, in the longer term, the potential of our waterways can and will be realised if we all embrace the possibilities at all levels. I believe that moving British Waterways out of Government control to civil society has the potential to make a significant and innovative contribution to the long-term sustainability and resilience of the waterways, by providing additional income and greater engagement of all users, volunteers and local communities in waterways management. We will therefore be exploring all possibilities—

The Environment Agency is currently taking forward a project that will provide protection from the River Rother to more than 150 homes and businesses in Chesterfield. Further schemes to provide protection in Chesterfield are being assessed.

I welcome the Secretary of State and her Front-Bench team to their positions. Flood defence work was one of the many areas on which the Conservative party when in opposition criticised the Labour Government for not spending more, rather than asking for cuts. Can Ministers please confirm that there will be no cuts to flood defence work, which is so important, particularly given the likely increase in flood risk due to climate change?

I thank the hon. Gentleman for his kind words. He has a particularly interesting project in his constituency: the work on the River Rother. I am very interested in it because it involves local levy funding, which is a very good way forward in times of difficult financial circumstances. We have found some savings in the budget for this year, and that is simply because the Environment Agency was ahead of the game in its targets for this year. I cannot say to the hon. Gentleman that there will be no cuts in the flood defence budget, but if he looks at the coalition agreement he will see that flood protection is an absolute priority for this Government.

May I congratulate the entire ministerial team and assure Ministers of a very warm welcome when they appear before the departmental Select Committee? May I press my hon. Friend on flood defences for Chesterfield and other more urban areas? Will he take this opportunity to review the way the points are skewed in favour of urban areas to the detriment of rural areas, and make sure we restore more funding to regular maintenance rather than, almost exclusively, capital expenditure projects?

I thank my hon. Friend for her comments, and it will be very interesting to take up these matters with her Select Committee; I know they will be of great interest to it. This is all about getting the balance right. There are circumstances in which rural communities can put together a very good financial case, particularly with a form of local levy funding, to which I have already referred. We also have to recognise, however, that spending must go to where it is most effective and can secure as many homes as possible from the risk of flooding. I cannot talk in specifics on such a general issue, but I can assure my hon. Friend that this is an absolute priority that we will take forward.

With public sector employers having to make the longest and deepest cuts since the second world war, will the Minister recognise the role of trade union environment representatives in helping to achieve energy, water and waste savings? Can he assure me that managers in his Department regularly discuss and monitor environmental cost savings at joint union-management meetings?

I assure the hon. Lady that such matters are taken up. The general secretary of the Trades Union Congress wrote to my right hon. Friend the Secretary of State recently about the trade union sustainable development advisory committee, wanting reassurance that the Government will continue with that organisation, which links employees with government regarding ideas for sustainable working methods. My right hon. Friend wrote back to Brendan Barber this week to say that my noble Friend Lord Henley will chair that committee in future. We certainly will be taking these issues forward in government.

I welcome the ministerial team to the Front Bench. It is good to see someone with some farming experience finally putting forward the case on behalf of DEFRA. Will the Minister confirm that in these difficult times, when decisions have to be made regarding cuts, consideration will be given to the Agricultural Wages Board, as its task could be dealt with through the national minimum wage procedure?

Since May, I have had preliminary discussions with representatives of the fishing industry, and within the next two weeks I will meet the National Federation of Fishermen’s Organisations, the Scottish Fishermen’s Federation and the New Under Ten Fishermen’s Association, along with the EU Fisheries Commissioner, to discuss CFP reform specifically. I have also had discussions about CFP reform with other interested parties, including environmental non-governmental organisations, and shall do so again in the future.

My hon. Friend is to be credited for her assiduousness on behalf of her constituency’s fishing community. She badgered me when I was sitting on the Opposition Benches, and she continues to do so now. My answer will be in three parts. First, there is a longer-term strategy of reforming the CFP and getting an improved deal for vessels under 10 metres in length. In the medium term, we support the very good initiative on sustainable access to inshore fisheries, which was started by the previous Government. The project will report in the next few months and we will take forward its recommendations. In the short term, we can take on board the good suggestions made by fishing communities and hon. Members and try, when we can, to improve the lot of those communities through methods such as swaps of quota. This is not easy, but I assure my hon. Friend that I shall listen to the honest pleadings of her fishing community and do what I can to help them.

I am grateful to the Minister for attending the meeting of the Global Legislators Organisation for a Balanced Environment commission on fisheries on world oceans day. Has he had the opportunity to read the letter that I sent him following the meeting in which I outlined the proposals for a marine fisheries recovery strategy that were made by the 16 nations represented on that day, and when might I expect a response?

The event gave us the opportunity to show that what we are doing on marine conservation in this country is ahead of what is being done in many other countries, so people can learn from what we do. I assure him that I will reply to him as soon as I can and take forward the recommendations of that excellent organisation.

I welcome the ministerial team to their positions. I know that they will do their very best in their roles and I ask them to keep the Department in good shape for us.

The CFP is on the agenda of the European Council meeting on 29 June. At that and subsequent meetings, will the Minister try to change the rigid rules that bind the hands of member states in international negotiations so that they abstain when they cannot reach consensus, thus condemning iconic species such as the bluefin tuna and perhaps whales?

I pay tribute to the hon. Gentleman, with whom I worked closely when we sat on opposite sides of the House, for his hard work in doing an awful lot for the fishing community.

I am bemused by the arrangements requiring members of the European Union with a long tradition in the International Whaling Commission, including ourselves, to find an absolutely solid position with EU colleagues. The hon. Gentleman is to be credited for taking an independent line on bluefin tuna. I will take up the matter seriously, and my right hon. Friend the Secretary of State and other colleagues are also concerned about the voting procedure.

On the issue raised by the hon. Member for Hastings and Rye (Amber Rudd), I know that great expectations were raised in Hastings and elsewhere about the future of the under-10s fleet. I welcome the Minister’s remarks about the work that has already been done, particularly with the SAIF—sustainable access to inshore fisheries—project. There was, however, an expectation of a master plan and an additional way forward, so will he tell us what that is?

I do not want to sound weak, but it is work in progress. I concede, and am the first to admit, that what seems incredibly simple in opposition can become more complicated, as the hon. Gentleman will understand. However, I am deeply mindful that we must recognise that fishing supports not only fishermen themselves, but communities. The Government will be focused on those communities. On the back of the SAIF project, we will bring forward answers in the medium term. We are looking to try to provide more quota and fishing capacity on a daily basis, and that will continue around the coastline.

As I said, I recognise the difficulties currently facing the inshore fleet. In the immediate term, the Marine Management Organisation is actively managing catch limits to keep fisheries open as long as possible, and is working to secure additional quota through swaps for stocks of importance. However, the current system is not sustainable in the long term. I plan to meet representatives from across industry and reflect on the outputs of the SAIF—sustainable access to inshore fisheries—project as a matter of priority. Common fisheries policy reform will also play a key role, where I want to see greater clarity on user rights and management devolved to local communities.

I thank the Minister for that reply. I hope that when he comes to my constituency to look at the impact of coastal erosion, he will make time to meet local fishermen and, indeed, enjoy some delicious fish and chips in Aldeburgh or Sole Bay. For too long, fishermen have felt remote from what goes on in this House, and direct access to a Minister for a short time would be very welcome.

I made a statement on Monday 21 June on inland waterways policy for England and Wales. The Government consider that civil society has a valuable role to play in delivering public services as part of the big society. We will be looking in detail at options for a third sector model that will be appropriate for British Waterways, including the possible inclusion of Environment Agency navigations. No decisions will be taken until after the spending review.

The Minister will know that Stoke-on-Trent is blessed with many things, and among them are the great canals of England: the Trent and Mersey and the Caldon canal, where we recently had the Hanley regatta. In order to become a proper third sector organisation, British Waterways needs an appropriate financial settlement following the comprehensive spending review and a longer contract with Government to replace annual grants. I am grateful for all those questions, and I look forward to debating this matter with the hon. Gentleman and other colleagues to whom it is important. I know that he is particularly interested in the heritage of our waterways. The answer to his question is yes. For the third sector model to work, British Waterways will have to have access to its estate, or a large proportion of it, for it to gear up funding for sustainable funding in the future. I can assure him that it will not proceed unless it is locked in in that way. Those are the negotiations that we are taking forward with British Waterways.

I am very interested in the NFU’s suggestions. I have been following advice on this issue from organisations such as the Campaign to Protect Rural England. Fly-tipping is by and large a local issue, and it is often solved at a very local level by the immediate community. It is a burden that often falls to landowners, and to farmers, to clear up. We will be working with the NFU to get a better strategy, but also trusting local communities and empowering them with the necessary laws and regulations that they need to bear down on this scourge of the rural environment.

It is not a plan to privatise British Waterways, but a plan to mutualise it. That was a very good suggestion that was made under the previous Government. It will offer the opportunity for longer-term secure funding. This is the sort of organisation that can exist in a voluntary sector role, as long as it has the proper resources to call on. I urge hon. Members to look carefully at the proposals that are being made. We are listening and consulting; we have not made any decisions yet. This is a method of securing a long-term, viable future for waterways that we all value greatly.

Canals and waterways are vital in my constituency in inner London, where there is a huge renaissance thanks to the Olympics. I welcome the Minister’s tone, but what conversations has he had with the Treasury? It is vital that British Waterways is not sold down the canal but is there for the long term, to protect this asset for the British public as a mutual.

I am aware that Regent’s canal, in the hon. Lady’s constituency, is a great heritage asset to that part of London. People who love it, and those who love the canals in my constituency and elsewhere, will look on with great concern to ensure that that point is made and that the Treasury understands—and it does—the need to provide British Waterways with the endowment it needs to gear up for the necessary repairs and maintenance of our canals.

I welcome the Ministers to their responsibilities. They will probably be aware by now that the previous Government were being taken to court by the WWF and the Angling Trust for non-compliance with the European Union water framework directive. Will the new Government adopt a different strategy on that important environmental legislation, based on involving local communities and stakeholders rather than lawyers?

And Liberal Democrats, certainly. We want that consultation on the management of our river systems, and it is important to understand that we are talking about not just river ways but the whole system, including the farmers who ensure that the water that gets into the rivers is clean. The water framework directive is a vital piece of legislation and a good directive with which we want to comply, and we will work with all parties to ensure that it is a success.

I am pleased to be appointed as Waterways Minister as I am familiar with the public benefits the waterways provide and I am making this statement to set out how I intend to take forward inland waterways policy for England and Wales. The Government consider civil society has a very valuable role to play in delivering public services as part of our commitment to creating a big society. We will therefore be continuing to look in detail at whether a third sector model would be appropriate for British Waterways, including the possible inclusion of the Environment Agency’s navigations as the other navigation authority grant aided by Government. My Department will be engaging a wide range of stakeholders in this work, and liaising with the Scottish Government. However I must make clear that, given the Government’s overriding objective of reducing the financial deficit, no decisions on such a change will be taken until after the forthcoming spending review. In the light of this I have also decided not to proceed now with a new Government waterways strategy and I will review the situation following the spending review.

I congratulate the hon. Member for Plymouth, Moor View (Alison Seabeck) on securing this debate on an issue about which she has shown a clear commitment during her time in the House. The hon. Member for Torbay (Mr Sanders) made the point that it has also been a very important issue for a great many former and current Members on both sides of the House. I know that the all-party group on water is well attended and is very passionate on this issue, and I certainly intend to address as many of the points the hon. Lady raised as possible in the few minutes available for my response.

The hon. Lady asked about White Papers. The new Government are very eager to introduce a White Paper on water, but we are determined to get it right. Our priority is to introduce a White Paper on the natural environment, which will involve a lot of issues that affect water—water will be fundamental to that White Paper—and then to introduce a White Paper on water, which will address many of the issues raised in the Cave and Walker reports. I can therefore assure the hon. Lady that this issue is a priority for the Government.

As I have said, I am aware that the hon. Lady and several other Members on both sides of the House have campaigned tirelessly on this issue for many years. I also understand that it is an issue that arises frequently in Adjournment debates, so I suppose I should not be too surprised that my first Adjournment debate as a new Department for Environment, Food and Rural Affairs Minister is on this topic.

I would like to say at the outset that the Government recognise that water affordability is a problem for some households, particularly in the south-west. We recognised that in our coalition statement, which pledged:

“We will examine the conclusions of the Cave and Walker Reviews and reform the water industry to ensure more efficient use of water and”—

crucially—

“the protection of poorer households.”

I also want to acknowledge that there is an important distinction between water affordability for low-income households and the more general sense of unfairness felt by households in the south-west at having to pay the highest bills in the country.

I absolutely accept what the hon. Lady says. This year, the average bill for households in the region is almost £490, which is about £150 higher than the national average bill and—to refer to a particular point that she made—about £80 higher than Wessex Water bills, which is the next highest bill area. Affordability is very important. Although we often examine the average water prices across the country, we must also recognise that certain areas contain pockets of poverty where people may pay less in water bills, but utility bills may have a marked effect on their quality of life because they account for a high percentage of people’s net income.

Clearly, bills vary between water companies. That reflects the cost of providing water and sewerage services in an environmentally sustainable way. Ofwat, as the independent economic regulator of the water industry, ensures that bills are no higher than they need to be. The reasons for the relatively high bills—my use of “relative” is, of course, a relative use of the word—in the south-west were looked at by Anna Walker in her independent review of charging for household water and sewerage services. As has been said, she published her final report and recommendations last December, and I should like to take this opportunity to put on the record this Government’s recognition of the thorough and collaborative way in which she undertook her review.

As the hon. Lady said, the Walker report found that at the time of water privatisation, in 1989, South West Water had the lowest regulated asset base per property of any water and sewerage company. Since then, the company has invested about £2 billion, much of which has been spent on sewerage infrastructure and on improving sewerage services. That has brought sewerage standards in the area up to the same level as those elsewhere in England and Wales, and the cost has been met by local customers.

The cost per household has also been compounded by the relatively low number of households in the south-west, together with the relatively high proportion who live in rural areas. Those factors make it comparatively expensive to provide these households with water and sewerage services. Anna Walker recommended that Ofwat should advise the Government on options that could tackle the issue of high water bills in the south-west. The hon. Lady and those who attended a meeting with Ofwat representatives today will know that Ofwat is already working on that.

Some of the options suggested by Anna Walker could benefit all households in the region. In particular, a one-off or other financial adjustment funded by the Government, or an annual adjustment of bills financed by the Government or water customers nationally, could bring average household bills down by about £50 a year. Another option suggested by Anna Walker that would benefit all households in the south-west is a seasonal tariff, which would have the advantage of pricing water in a way that reflects the additional costs that tourists place on the water and sewerage system when they visit the region.

The Minister makes a good point, but when we examine the issue of affordability I want us to ensure that the WaterSure provision does help those who are particularly in need. I have looked at the detail of this and it is clear that it is not simply a matter of someone’s health need, the amount of money they have and the benefits that they are on. The way in which the system works means that it does not help those who really need that support, and I want the Government to consider that when we examine affordability.

As my hon. Friend did in her earlier intervention, she points out the important and urgent need to represent the needs of the most deprived and poorest households in the south-west. I shall discuss WaterSure in a moment and I am conscious of the amount of time available to me, but I must say that she rightly points out that when we address the urgent needs of the poorer families in the south-west we may have to examine the WaterSure provision.

Anna Walker estimated that, if water charges in the summer were four times higher than they are for the rest of the year, the average bill for all households in the region would be reduced by £60 a year. The other options identified in the review focused on providing additional support for vulnerable or low-income households, both in the south-west and elsewhere. My hon. Friend will be interested to learn that that includes a proposal to revise the national WaterSure tariff and to discount the bills of all low-income households or of low-income households with children.

Let me add that the Flood and Water Management Act 2010 enables water companies to offer social tariffs to households that struggle with their bills. However—this will be of concern to hon. Members from the south-west—the cross-subsidy under WaterSure or under social tariffs would have to be met by other customers in each company’s operating area.

As Anna Walker’s report made clear, the options are complex and, contrary to what I believed before I came to this side of the House, there certainly are no easy answers.

Certainly; the hon. Gentleman raised this earlier, and I am loth to give him a specific date, but I assure him and all Members of the House that I do not intend to be standing at the Dispatch Box in Adjournment debates in the dim and distant future because I have been unable to give a resolution, as best I can, to this matter. It is clear that I will not be able to satisfy every Member of the House or every one of the hon. Gentleman’s constituents, but I will do my best and the Government will do their best to get a speedy resolution to this.

I see the issue very much in two parts. First—this is the point I was making to my hon. Friend the Member for Newton Abbot (Anne Marie Morris)—there is an urgency. People are coming to hon. Members’ surgeries in real difficulties and there is work to be done to address their concerns. As we take Walker through the legislative process, following those options, I hope that we will be able to find other solutions on a more medium-term basis. I can only assure hon. Members on both sides of the House that I will meet them to try to resolve these matters and that I will keep them informed as best I can.

I understand that hon. Members who received the briefing from Ofwat earlier today will have heard about the merits and otherwise of the options that have been put forward. There is a fundamental question about who should pay for any new affordability measures. The options are the Government, which means the taxpayer, as the hon. Member for Plymouth, Moor View has said, and which brings difficulties at this time, or water customers, either at company-specific level or nationally. The hon. Lady will appreciate the need to reduce Government spending to tackle the budget deficit, and she will also be aware of the very strong resistance identified in the Walker review to any suggestion that water customers nationally should subsidise special measures for those in the south-west. The Government will need to take those factors into account when deciding which of the Walker recommendations to take forward.

The hon. Lady points to a difficulty. She has mentioned the Thames tideway. What we decide to do now to help the south-west might legitimately be raised by customers in other areas in relation to concerns about a multi-billion pound project to improve the national asset that is the capital city. That is a difficult conundrum that I have to face, but I see her point.

Let me take this opportunity to remind the House of the support that is available for low-income households both in the south-west and elsewhere in England and Wales. Under the national WaterSure tariff, the bills of qualifying households are capped at the average bill for their company’s operating area. To qualify for WaterSure, households must be metered, in receipt of means-tested benefits and either have three or more dependent children aged under 19 and living at home—I have five children, so it is possible—or have someone in the household with a medical condition that necessitates a high, essential use of water.

WaterSure ensures that vulnerable and low-income households do not have to cut back on essential use of water because of worries about the potential size of their bills. Anna Walker made several recommendations about changing WaterSure and providing greater support for low-income households, which we will consider as part of our wider examination of the Walker review. In conclusion, I assure the hon. Lady and all hon. Members from the south-west that I will carefully examine the Walker recommendations, including those on water affordability, and Ofwat’s advice on the options for addressing high water bills in the south-west.
