I am afraid the Conservative spring Budget was a real smoke-and-mirrors affair, and people in the Llanelli constituency are not taken in by it. The Prime Minister, and indeed the Minister, may boast that they have cut the rate of national insurance, but people in Llanelli know that we do not get something for nothing. They feel worse off, and that is because they are worse off. We have had the biggest fall in living standards in our history, with the UK economy remaining stagnant. The latest Office for National Statistics figures show that GDP per person has fallen in each of the last seven quarters—the longest period of stagnation since the 1950s.

People in Llanelli and across the UK are worse off under the Conservative Government, and they are now bearing the highest tax burden in 70 years. For every 5p the Conservative Government have given back in tax, they have in fact taken away 10p. People have pointed out to me that they have been hit by the freezing of the tax threshold. As their incomes have increased over the past few years—although never by enough, of course, to keep up with the rampant inflation that this Conservative Government have presided over—people have found that they are reaching the tax threshold for the first time or that more of their income is now subject to tax.

The freezing of the basic threshold has brought 3.7 million more people across the UK into paying tax, and more taxpayers are being squeezed by having to pay the higher rate of tax as more of their income is in that bracket, often because of a pay rise that has not even kept pace with inflation. So there is a double whammy of more tax and less purchasing power.

We have seen another sneaky trick: the devolution of the increasing cost of the burden of public services to the Welsh Government and local councils. As we know, a large proportion of what councils spend on local services comes from central Government—UK Government—taxation, to which we all of course contribute, whether it is allocated directly to councils in England or via the Welsh Government to councils in Wales. As the Conservative Government have squeezed and squeezed the Welsh budget, with the latest Welsh Government settlement some £3 billion less than if it had grown with GDP since 2010, the Welsh Government have had to pass on swingeing Conservative cuts to Welsh councils. Local councils in Wales are faced with the difficult balancing act of having to either cut services or raise council tax, at a time when councils, just like households, face huge inflation in their costs.

My hon. Friend is making a really powerful point about the cost burdens being imposed on local councils. My own local council of Rhondda Cynon Taf faces some of these burdens, and we have the extra burden of having to fund the remedial work to improve coal-tip safety in Wales—a legacy that predates devolution. We have had hundreds of years of mining in Wales, and that work should be the responsibility of the UK Government, but they are failing to take responsibility for the costs, which should not be borne by my constituents when it was the UK that benefited from the coalmining industry of south Wales.

Indeed—my hon. Friend is absolutely right to bring up that point. It is something that we have been raising, and I hope the Minister, who has some former mines in her own constituency, will take that message back to her colleagues.

As I was saying, councils are having to make very difficult decisions; in fact, they have to both cut services and raise council tax. But make no mistake—these cuts in services and rises in council tax are a direct result of the way in which central Government have squeezed the Welsh budget. That leaves people in Wales paying more for poorer services.

Not only is the Welsh Government budget for 2024-25 £3 billion lower than if it had grown in line with GDP since 2010, but it is £700 million lower in real terms than was expected at the time of the 2021 spending review, which of course means that the Welsh Government have to manage even more cuts than had been expected. The Minister may point out that the Welsh Government will receive an additional £168 million in resource funding for 2024-25, but that is the result of spending decisions made in England and relates to funding for NHS pay and local government adult social care, which have already been factored into Welsh Government spending plans.

People in Wales are still seeing costs rise. Although inflation may have slowed, there is still inflation, which means that prices are still rising, and the price rises are for essential household costs such as food. That has left people really struggling.

Some 62,000 homeowners in Wales are also facing a mortgage bombshell as fixed-term agreements come to an end, because of the totally irresponsible mini-Budget the Tories pushed through—collectively—in the autumn of 2022, when the right hon. Member for South West Norfolk (Elizabeth Truss) was Prime Minister, which sent interest rates soaring. Homeowners will have to find hundreds of additional pounds year on year to cover their mortgage interest, which of course has a knock-on effect on rents as well, with increasing numbers of people finding that their rent is simply unaffordable.

People in Wales also face higher energy bills, and the UK Government’s failure to roll out renewables more quickly has made that situation all the worse, which has meant the loss of yet more precious time in the race to bring down bills and combat climate change. Last year, the fiasco of the UK Government’s handling of the bidding process meant that no proposals came forward for floating offshore wind projects.

There is no help for the least well-off. The Conservative Government have been squeezing household incomes for 14 years. Back in 2011, the Tories increased VAT to 20%, which increased household bills, hitting the poorest in particular. In an unprecedented move, they also broke the historic link between benefits and inflation. They have cut and cut the benefits paid to the least well-off in society, many of whom, of course, are in work, leaving many people with not enough to live on and not even enough to cover their essential costs. It is shocking that the Joseph Rowntree Foundation and the Trussell Trust have had to call for the implementation of an essentials guarantee to ensure that those in receipt of universal credit are able to meet their essential costs. Benefits should always cover essential costs.

On regeneration and the replacement of the European structural funds, it is disappointing that the UK Government have rowed back on devolution and cut the Welsh Government out of the consultation on the way that funds should be used and managed. The result is a tendency for the money to go to one-off projects in specific geographical areas, rather than us looking at the real levers that will drive up GDP and prosperity, such as apprenticeships and skills training.

What worries me in particular is that there is little in the Budget to suggest that the UK Government are serious about growth. Every Conservative Budget since 2014 has promised higher wages, higher skills or higher growth, but a year on from the so-called Budget for growth, the economy has actually shrunk, as have wages. We have some world-class manufacturing in Llanelli—Tata Steel, car component companies such as Gestamp, engineering firms that supply companies such as Aston Martin and so on—but the international competition for business and investment is fierce.

The lack of a UK Government industrial strategy makes it difficult to compete for investment with other geographical locations abroad, whether that is because of cheaper energy costs in neighbouring European countries or the Inflation Reduction Act in the US, where we now see growth forecast to be twice that of any other country in the G7. The Government are investing £500 million in an electric arc furnace in Port Talbot, but there has been no attempt by the Government to encourage investment in the technologies needed for green primary steel production.

We see Tata investing in such facilities at our competitor plant at IJmuiden in the Netherlands. I understand that one reason for not bringing that investment to Wales is our high energy costs—something we have been warning this Government about for years. Labour has pledged to invest £3 billion to secure green primary steelmaking in the UK, as well as a national wealth fund, bringing public and private funding together to invest in the green industries of the future, thus creating quality jobs as well as tackling climate change.

People in Llanelli and across Wale are desperate for change and for hope of a better life. That is why we need a Labour Government that will slash energy bills for households and industry, invest in the new green technologies of the future, and invest £3 billion to ensure that we develop primary green steelmaking in Wales—the sooner, the better.

Diolch yn fawr, Mr Dowd. I congratulate the hon. Member for Newport West (Ruth Jones) on securing this debate. The Government have tried to spin the Budget as the deliverer of long-term growth for Wales, but people’s response is at odds with the spin. The lack of faith in the Government’s rhetoric is rooted in what they experience day in, day out, and how little faith they now have in attention-seeking announcements.

The real story is one of stagnating living standards, higher taxes on poorer people, cuts to public services on top of years of austerity, and food banks providing meals to working families. The Budget’s headline announcement of a 2p cut in national insurance plays out in different ways in different places. London wage earners will benefit the most, at £621 on average, while those in Wales will get only slightly more than £1 a day —£380 on average.

This is not a matter of begrudging gains for some people in some communities, but what needs to be called out is the disregard for how the national insurance cuts, as a policy, will entrench inequality in different parts of the United Kingdom. There is nothing in the spring Budget to address the deep economic challenges facing Wales, such as flagging productivity. In Wales, gross value added per hour worked is 84% of that of the UK—the lowest productivity of any of the four UK nations, although it varies within Wales and in the English midlands. It plays out in different places in different ways.

Those indicators also reveal how little effect that worthy, familiar, perhaps misused 2019 election slogan of levelling up has actually had. I know the Tories will delight in telling us that Wales has had more than our per head of population share of levelling up since then.

On that point about the Tories telling us we have never had it so good and Wales is benefiting, will the right hon. Member join me in being disappointed that, apart from the Minister, who is compelled to be here and for whom I have a lot of respect, there is not a single Welsh Conservative MP in this debate? That shows how much contempt and disregard they have for the people of Wales.

They must be content with the crumbs that we get from the table with levelling up, frankly.

Is the per head of population distribution really a good measure of success? Under the European funding schemes, Wales also got the highest per head of population contribution for a reason, and the reason was recognised deprivation—proven need. How has the Tory levelling-up agenda grasped the challenge of replacing the European money previously distributed specifically to lift the poorest communities out of poverty? I will tell hon. Members how it has done that. It has done it by invoking the United Kingdom Internal Market Act 2020 to undermine the Senedd and any pretence at strategic working. It has done it by setting cash-strapped local authorities in direct competition with one another, like supplicants begging for pennies. It has done it by providing money without sufficient time even to use it to best effect. And it has done it by ensuring that there is scant effective evaluation of money used, so that we do not even know whether it is levelling anything up for anybody.

Of course, that is not the point. Levelling up was never about ensuring that Wales got not a penny less than it did under European funds. We know that we are getting £1.3 billion less. Levelling up has become a byword for cynical short-termism, lollipops for a Government to hand out with an eye to the next election—pork barrel politics. That is clear from the fact that the Budget included Canary Wharf in the £242 million of London levelling-up cash. Canary Wharf, of all places! That is hardly somewhere that needs further investment and levelling up when compared with other places in the UK.

The Chancellor announced departmental spending cuts of up to £20 billion in the spring Budget. Let us be clear that those cuts will make a wasteland of our public services, and they will do so in a country, our country—Wales—where we place a high value on how a community works for everyone. I fear for the future of Welsh public services. We have already seen the Welsh Government’s refusal to step in when they defended cuts to Wales’s National Museum. I am sad that, rather than demonstrating the political courage to protect our cultural institutions, First Minister Vaughan Gething tells us to wait patiently for a future Labour Chancellor to start properly funding Wales. I fear that he is referring to the same shadow Chancellor, the right hon. Member for Leeds West (Rachel Reeves), who drops heavy hints that Labour will go ahead with public spending cuts if it forms the next Government.

My party believes that the people of Wales should have the ability to grasp the means to build our own economic destiny. Why should we not take control of our natural resources through the devolution of the Crown Estate? Why should we not create a funding system that addresses our needs and makes best use of our fair share of money from HS2 and other projects?

After covid and in the face of a future of global unrest and accelerated climate change, the Chancellor should have prioritised long-term investment in our public services, infrastructure and communities, yet the Budget and its aftermath seem to have produced a consensus between the Tories and Labour on spending cuts, with the Institute for Fiscal Studies calling support for spending cuts a “conspiracy of silence” between the two main parties. The message should come loud and clear: as things stand, Wales gets crumbs from the table, and we can do so much better. Diolch yn fawr.

It is lovely to see you in the Chair, Mr Dowd. May I start by congratulating the hon. Member for Newport West (Ruth Jones) on securing this debate? I thank all right hon. and hon. Members for taking part. I hope the hon. Lady knows that I have great affection for her. We have been on opposite sides of many a Bill Committee over the last few years, and while we have often disagreed, we have always had fun doing so. It is a pleasure to respond to her debate. I very much enjoyed her speech and will refer to it throughout my contribution, but my favourite bit was the love letter to Labour women standing in marginal seats across Wales, which I thought was charming, if transparent. I congratulate all hon. Members who have taken part in this afternoon’s debate, who all happen to be women—

Indeed. It shows what Welsh women can do when we get together.

Turning to the matter at hand, it is absolutely clear that the Conservative Government have a plan to deliver the long-term change that our country needs and that that plan is working. We have seen yet again today that inflation has fallen by over half its recent peak. The cost of living pressure is easing, and economic growth is more resilient than previously suggested. Debt is also forecast to fall. But the recovery is not over yet, and it is at risk from other political parties that do not have a plan for the economy and are instead making unfunded promises that will take us back to square one.

With the economy now turning a corner, the Chancellor has been able to make further tax cuts responsibly to boost growth across Wales and the UK by ensuring that working people keep more of their hard-earned money. Thanks to announcements made in both the autumn statement and the spring Budget, we have seen national insurance cuts benefit 1.2 million workers in Wales.

My right hon. Friend is absolutely correct. It really is extraordinary that the Welsh Labour party not only wants to spend millions of pounds handing out a universal basic income to people including asylum seekers, but then wants to exempt them from having to pay the same legal bills that the rest of us would be subject to. This Government will continue to support the most vulnerable in society, and that is why I am pleased not only with the raising of pensions, benefits and the minimum wage in line with inflation, but with the extra payments made to those most in need.

Last week, in response to the cost of living crisis, the Labour Government in Wales increased the education maintenance allowance to £40 a week. This boost is a lifeline to thousands of students in Wales, and I am proud that we have a Labour party stepping up to help, while the UK Government have turned a blind eye. I am sure that the Secretary of State welcomes the uplift, so can he therefore share what discussions he is having with his Cabinet colleagues to ensure that the UK Government can once again follow the Welsh Labour Government’s lead?

I can assure the hon. Lady that there are no circumstances under which the UK Conservative Government would want to follow the lead of the Welsh Labour Government, who are coming forward with policies such as raising taxes by wanting to charge people for using the motorways, bringing in a tourism tax and even scrapping meal deals. How will that help a cost of living crisis?

Passport applications from Wales may be handled at all Passport Office processing sites throughout the UK. Between March and May, 98.5% of UK applications were completed within the published processing time of 10 weeks.

The hon. Gentleman knows that every MP has examples of their own. I can only restate what I said just now: where there are individual cases, we are very keen to help. Some 98.5% of applications are being dealt with within the timescale. I realise that for the people who are not in that particular bracket it is intensely frustrating, and it is frustrating for Members across the House. The situation continues to improve, but if there are ways we can help the hon. Gentleman and his constituents I am very happy to do so.

Like other Members, I have an inbox full of hundreds of constituents struggling to get their passports. Some are waiting 15 or 18 weeks, as my hon. Friend the Member for Rhondda (Chris Bryant) has said. Those people are already struggling with the cost of living crisis, they are having to fork out for the cost of passports, and now they are losing out on their vital holidays, which they have been desperately waiting for for more than two years. What support is available for those people? What economic redress is available? What conversations is the Secretary of State having with the Prime Minister—or is he too bothered with propping him up instead of dealing with people’s actual issues?

As the hon. Lady knows, we in the Wales Office have conversations with all Government Departments, especially on this particular issue. Staff numbers are being increased and the pace at which applications are processed continues to improve: it is at 98.5%. I realise that for people not in that bracket, this is a tough challenge, and I can only repeat what I have said in answer to the hon. Lady’s colleagues: if there are individual examples we can help with, we are very happy to do so.

As ever, it is a privilege to serve under your chairmanship this afternoon, Sir Gary. Like my colleagues, I congratulate my hon. Friend the Member for Cardiff South and Penarth (Stephen Doughty) on securing this important and timely debate.

Local authorities play an incredibly important role in delivering public services, and this afternoon we have heard about the incredible work of local authorities across Wales. The debate has been quite Swansea-heavy, but let me say that I am proud that my local authority of Rhondda Cynon Taf County Borough Council has been leading the way on the long-term recovery from the devastating impact of coronavirus and the unprecedented flooding that devastated my community back in 2020.

However, even with the support of local authorities, we cannot and should not pretend that the last few years have been anything other than challenging for communities across Wales and the UK more widely. As the cost of living continues to rise sharply, it is clear that we cannot rely on the UK Government’s half-baked levelling-up agenda to address the ever-widening funding gaps. That is why I feel incredibly fortunate that the Labour-led RCT Council, led by Councillor Andrew Morgan and the deputy leader, Councillor Maureen Webber, has been bold and ambitious in supporting my local community as we transition towards a recovery period.

I feel a particular closeness to my local authority because, like many of my colleagues, it is where my political career began. I first stood to represent my local community of Tonyrefail West in 2012, and I have remained a very proud local councillor ever since. Before anyone seeks to point the finger, I would like to place on record that that position has been unremunerated since my election in 2019.

Despite that, my eyes have always been open to the real impact that effective local authority councils and town and community councils can have on their area. In recent years I have had the real privilege of playing my part in a number of local projects, including seeing a new play area built in Edmondstown, a new school development in Tonyrefail and an all-important speed reduction scheme on Barn Hill. The importance of our local authorities in delivering those everyday services, which residents across Wales truly rely on, is clear for all to see.

In my area, RCT Council has been central to an ambitious regeneration project that will be transformational for our local high streets, which, as I am sure we can all agree, have been particularly hard hit over the past few years. Even with the best efforts of our Welsh Labour Government, it has been an especially difficult time as independent shops that may previously have been completely reliant on footfall and in-person transactions have been forced to modernise rapidly and move their operations online. That is why I am particularly grateful that RCT Council has consistently prioritised supporting businesses big and small through its business advice and guidance hub.

Let me reassure colleagues that the support for local economic development in our area does not stop there, thanks to our council. I am delighted to report that RCT is currently backing a number of ongoing important regeneration projects within Ponty town centre, which will bring jobs to the area as well as strengthen the local economy. The regeneration framework, aptly named Pivotal Pontypridd, began in 2017 when the council first identified Pontypridd as one of its five strategic opportunity areas. While it will come as no surprise that I, as the Member for Pontypridd, welcome this news with open arms, I will do my best, out of respect for other Members, not to gloat too much, though it is very tempting.

This fantastic regeneration project aims to build on the investment that RCT Council has secured and made available for a number of crucial projects in recent years, including the £12 million Pontypridd town centre regeneration programme, and the £14 million project that saw Pontypridd railway station get a much-needed upgrade. Over the past four years, RCT Council has committed to many more projects, which amount to an incredible £115 million investment for our town centre. Those include funding the brilliant Llys Cadwyn, which was completed in 2020 and sits proudly in the centre of our town. That mixed-use development is now home to important businesses, such as Transport for Wales HQ, Bradleys Coffee, the excellent Gatto Lounge, which I recommend for a cocktail or two, and a new library, fitness centre and customer contact point for council services.

In a world where we are used to seeing decision makers at the top of Government change with little warning—perhaps the less said about reshuffles the better—it is clear that our local authorities are playing an increasingly important role in ensuring that local projects such as these receive the consistency and dedication that they truly deserve.

To conclude, that is why it is so important that we shout proudly about the work going on in Wales, thanks to our fantastic local authorities. They play a crucial role and must not be impacted by funding cuts from central Government, not now or in future. After all, it is our councillors across the nation who are often at the heart of fixing everyday issues, which may never reach the inboxes of a Member of Parliament. They deserve our unwavering support at every level.

I took many school trips over, and they did not require a passport in order to travel because group travel arrangements can be made within the European Union.

My hon. Friend is making some really important points. The cultural differences around our country are also made great when we can travel to Europe. I had the great opportunity as a member of the national youth choir, orchestra and brass band of Wales to be able to tour Europe as a child. Artists and musicians are now struggling to tour across Europe because of the visa issue. That point desperately needs to be raised for our choirs, brass bands and orchestras.

My hon. Friend and I have raised that point many times in this House, but I want to get to the nub of the issue. This policy is a choice, not a requirement, by the Home Office. It is a choice that is causing significant damage to British business and to our ability to attract these kinds of school trip tours to our country, and it is affecting our visitor attractions. When the Home Office is asked why it is pursuing this particular policy, the answer that it has given to organisations such as the Association of Leading Visitor Attractions is that that is what people voted for in the Brexit referendum. It has a point; I remember seeing that bus, on the side of which was written: “No more French schoolchildren coming to visit our country!” Is that what people really voted for in the Brexit referendum—no more French schoolchildren absconding and taking our jobs; no 12-year-olds stealing British jobs? The Home Office has adopted a ludicrous position, which it needs to revisit urgently.

It is a great pleasure to follow my hon. Friend the Member for Gower (Tonia Antoniazzi) in this important debate. She is a vociferous campaigner for women’s sport, not just in Wales, but across the globe. She has given me a brilliant opportunity to humbly brag about my fantastic niece Robyn, who plays for West Swansea Hawks rugby team, is hoping to be capped for Wales in the under-18s girls squad and has just been given a place in the Wales under-17s netball squad. We can clearly see where the talent is in my family.

I join colleagues in congratulating my hon. Friend the Member for Caerphilly (Wayne David) on securing this important debate. It is my third St David’s day debate in this place—how quickly has the time gone?

It would be remiss of me not to mention what has been happening in Ukraine. The people of Pontypridd and Taff Ely send all their thoughts and prayers to the people of Ukraine. Colleagues have mentioned Wales’s history and proud relationship with Ukraine; we have always stood together. Pontypridd has its own very special link with Ukraine: our Member of the Senedd and Wales’s Counsel General is my very good friend and colleague Mick Antoniw, who is of Ukrainian heritage, as colleagues will know. We stand with him, with all his family and with all Ukraine today.

I would like to make a few important points about the incredible work that is going on in Wales as we head into what I hope will be the road to recovery from the pandemic, once and for all. It has been an extremely busy period for all of us in this place, with the very welcome return of the Welsh Grand Committee only a few weeks ago. Very sadly, I had an unavoidable clash and was unable to speak in the debate, but I look forward to participating in the next one. With any luck, my Welsh learner language skills will finally be showcased on an appropriate stage.

This St David’s day, I want to touch on how the coronavirus has changed lives in Pontypridd and Rhondda Cynon Taf and to celebrate how my community has come together in difficult times. In Pontypridd, we have seen huge physical changes to our town centres, particularly in Ponty town. With the impact of the pandemic, the flooding and changes in how we shop and use our high streets in comparison with the years before, it has been incredible to see people and businesses in our community reimagining what our high streets can be and how they serve our communities.

We have seen a real explosion in the number of cafés, restaurants and bars making use of the space. I cannot list every single one, but I will give a quick shout-out to some incredible places that I have had the great privilege of visiting in recent months. From the award-winning Janet’s Authentic Northern Chinese in Ponty market and the new Gatto Lounge, both of which I visited with my team in the autumn, to the brand-new No 12 cocktail bar, which is very handily located next door to my office, we are seeing a huge growth in what our high streets have to offer. Old favourites such as Alfred’s and the world-renowned The Prince’s are drawing in more people than ever.

Especially in the pandemic, people have been encouraged to support local businesses where they can. Crucial to that success is the hard work of the fantastic Pontypridd business improvement district team, who have done so much to support businesses in recent months. Across my constituency, our many small businesses have had to get creative over the past few years. As ever, there are too many to mention, but I will name a handful: the brilliant Kookoo Madame in Ponty, Pink Zebra in Llantrisant, the Glamorgan brewery, Bragdy Twt Lol in Treforest, Best Buds by Samara florists in Tonyrefail, Bradleys Coffee in Talbot Green, Cortile Coffee in Ponty town and the Deli in Pontyclun. Special mention must go to the incredible efforts of Dawn Parkin, who is up for a St David’s Day award this year in the Senedd; to the team at Interlink, who fundraised to support people at the beginning of the pandemic; and to the team at Beefy’s Baps, who helped the elderly by distributing free food to all those in need.

It is not just small businesses that have been at the heart of our covid recovery. Our fantastic local tourist destinations have helped to take the lead on our road to normality. At the beginning of the pandemic, the Royal Mint in Llantrisant, which the Secretary of State and I had the great opportunity of visiting last year, rapidly went from making coins to making personal protective equipment. It then acted as a major covid testing site for much of the pandemic. It really is a fantastic and fascinating place to visit—I recommend it if you are ever in Pontypridd, Madam Deputy Speaker—and it is busy making coins to mark the Queen’s platinum jubilee this year. Also busy is Nantgarw China Works, which I recently visited alongside the Welsh Government Deputy Minister for Arts and Sport, Dawn Bowden MS.

Investing in such local tourist destinations is a crucial part of supporting communities across Wales in their recovery from the pandemic. Long-term, sustainable changes are also crucial to towns and communities like mine if they are to continue to be fit for purpose for our residents in the long run. For example, I have started to see Pontypridd as something of a transport hub for Wales. We play host to the new Transport for Wales offices right in the middle of town, which, combined with our strengths in aviation and engineering and fantastic local coach operators such as Ferris Holidays and Edwards Coaches, are bringing vital jobs and infrastructure to our community.

While the Government’s confusion over devolved responsibilities is clearer now than ever, I want to talk briefly about the importance of devolution to my constituents. All hon. Members participating in the debate understand the importance of devolution and of working closely with our counterparts in Welsh Government. Our Labour Government in Wales have worked hard throughout the pandemic to take a cautious approach. They are leading by example, unlike some people, and are working hard to support everyone through the significant challenges that we have faced. I have been in Parliament for a few years now and my experiences as a Welsh MP and as a former shadow Minister for Northern Ireland have made it clear to me that for much of the UK Government the devolved nations are just a distant second thought.

We all remember well the controversy that surrounded the UK Government’s disastrous attempt to cut free school meals for children in England, a policy that I would hope that Members of all political persuasions could see was an appalling idea from the get-go. Luckily for children and families in my area, our fantastic Labour-led local authority, Rhondda Cynon Taf Borough Council, led by Andrew Morgan, has for some time been providing parents with the vital cash needed to put food on the table for children.

We have also seen the Welsh Labour Government boldly invest in our creative sector in a way that continues to be missed by the Chancellor in Westminster. Recently they announced £15 million from the third round of the cultural recovery fund to support the arts and cultural sector through covid recovery. Clearly, the Welsh Government recognise, in a way that seems to be missed in England, the unique value of our brilliant local creative sector across Wales. In Pontypridd and across RCT we have some incredible musicians, including our Welsh icon Sir Tom Jones, but there are also smaller groups and organisations that have benefited hugely from Welsh Government support. From the world-renowned brass band the Cory Band, to our very own Dance Crazy in Llantwit Fardre and Green Rooms in Treforest, I am pleased to report that our creative industries locally are still alive and kicking, despite an extremely difficult few years. Long may they continue.

To conclude, it is of course undeniable that there is more work to be done, and we are not yet out of the woods in terms of coronavirus and its implications for our local communities across Wales. What is clear, however, is that our Union—our United Kingdom—is at its strongest when we are able to celebrate and respect our differences but unite against adversity. I am confident that the First Minister of Wales and Welsh Labour are the team Wales needs to see us through the pandemic and beyond. I will of course continue to work in partnership with them over the coming months and years, because only by doing so will we be able to truly rebuild a thriving, ambitious and successful nation out of a crisis. For me that really is the very essence and purpose of St David’s day. Long may this work continue. I would like to conclude with the words of St David—his last words:

“Be joyful, keep the faith, and do the little things”.

Last month, my right hon. Friend the Secretary of State for Wales and the First Minister of Wales co-chaired the coal tip safety summit, to receive an update from the joint taskforce. The taskforce has co-ordinated work to identify and categorise tips in Wales and has undertaken inspections of all the highest-risk tips, providing reassurance to the communities that live nearby.

Just a few weeks ago, my hon. Friend and constituency neighbour the Member for Rhondda (Chris Bryant) asked the Prime Minister for support for coal tip repairs throughout our local authority area; in response, the Prime Minister said:

“This is something that I do want to try to fix”—[Official Report, 3 November 2021; Vol. 702, c. 923.]

and promised to talk to the Welsh Government. Will the Minister provide an update on those conversations? Is the plan for support being put in place, or is it just more empty words?

I am not yet responsible for the Prime Minister’s diary, but I know that he welcomes engagement with the First Minister at every opportunity. With respect to the hon. Lady, coal tip safety is a devolved issue and the Welsh Labour Government do not seem to welcome our involvement in devolved issues. Of course, we have provided the Welsh Government with £2.5 billion of extra funding, so they have the powers and the money to deal with the issue. We urge them to get on and deal with it.

It is a pleasure to serve under your chairmanship, Mr Dowd. I am very grateful to my good and hon. Friend the Member for Gower (Tonia Antoniazzi) for securing this important debate. It is also a pleasure to follow my constituency neighbour, my good and hon. Friend the Member for Cynon Valley (Beth Winter) Valley. Sadly, like her, my constituency of Pontypridd and Taff Ely has seen at first hand the devastating impact of the catastrophic flooding events and climate change.

In a matter of hours in February 2020, more than 300 homes in my local area were impacted by the worst flooding in a generation. In an instant, millions of pounds’ worth of damage had been caused to businesses, homes and local infrastructure. Indeed, the national lido of Wales, a wonderful space right in the heart of my constituency, was closed for more than a year after being absolutely devastated by flooding. Now, more than a year on, people are still feeling the effects of the floods, including through challenges getting access to home insurance, and there are also those who, sadly, are struggling with the long-term mental health impacts of flash flooding.

Communities such as mine are, sadly, not alone. Up and down this country, both in Wales and beyond, there are cities, towns and villages that have been devastated by the effects of climate change. The sad fact of the matter is that, left unchecked, climate change will lead to more catastrophic climate events such as floods, not just in Wales, but around the world too.

It will come as no surprise that I have genuine fears about the UK Government’s commitment to supporting those at risk. Colleagues may be aware of the real fight that I and other Rhondda Cynon Taff representatives, including my hon. Friends the Members for Ogmore (Chris Elmore), for Rhondda (Chris Bryant) and for Cynon Valley, had to put up to secure funding for Wales following the devastating flooding last year.

Although I am pleased that the UK Government eventually came up with some cash to help communities like mine, it is clear that only the Labour Government in Wales really understand and are truly committed to taking flood prevention seriously. Alongside our fantastic local council in RCT, they have acted quickly to support those hit hardest by the floods, both through emergency financial support and in bringing forward flood resistance measures for at-risk homes.

The Welsh Government have also recently committed to funding additional flood protections for more than 45,000 homes across Wales. Rather than spending funding on bureaucratic reports, they are focused on making real, lifelong changes that will support and protect communities.

Colleagues may be relieved to know that I also want to use my brief time today to show support for a number of other ambitious measures in which the Welsh Labour Government are investing to tackle climate change. In 2019, the Welsh Government introduced mandatory regulations on new housing developments to help reduce flood risk and improve water quality. Sadly, the important topic of sustainable urban drainage systems is not spoken about often enough, but the science really does speak for itself. Despite evidence showing that SUDS address flooding in an environmentally friendly and sustainable manner, the UK Government have completely failed to introduce such regulations in England. I therefore look forward to hearing from the Minister what consideration the UK Government, particularly the Department for Environment, Food and Rural Affairs, have given to the possibility of introducing mandatory SUDS in England, too.

The Minister will also know that the Welsh Labour Government are leading the way on tree planting, as other Members have said. The creation of a new national forest stretching from the north of Wales all the way to the south is a vital step forward, not just in creating a sustainable timber industry for the future, but in supporting local communities by creating new cultural and recreational opportunities across Wales.

When we discuss climate change, it is absolutely vital to consider the impact that our actions and our Governments’ actions across the devolved nations are having on the lives of future generations. I have regularly been inspired by the fantastic engagement shown by young people in my community on the question of climate change. From plastic in our oceans to littering in our green spaces, climate change and environment policy is brought up time and again on school visits and on my social media channels.

A few weeks ago, I visited Tonyrefail Community School in my constituency to hear from young people about the issues affecting them. We talked about everything from recycling centres to single-use plastics, air pollution and overfishing, and their fears about the impact of climate change on the future. It is clear that young people in my community understand the scale of the challenges that we face, yet the Tory Government are doing everything in their power to make it harder for the Labour Government in Wales to take steps to address climate change.

The United Kingdom Internal Market Act 2020 and this Government’s shameless attempt to undermine devolution and the democratic rights of the Welsh people are having an impact on the Welsh Government’s ability to legislate on issues such as single-use plastic. The Welsh Government reaffirmed in the 2021 elections their commitment to abolishing a number of single-use plastics, but they now face an unnecessary uphill battle to put that into action. On air pollution, yet again the Welsh Labour Government are setting and meeting far more ambitious targets than those at UK level. The UK Government voted down on multiple occasions attempts to include World Health Organisation clean air targets in the Environment Bill, despite clear evidence of the impact of air pollution on the health of the most vulnerable. But thankfully, all of us representing communities in Wales can breathe a sigh of relief, knowing that the Welsh Labour Government have confirmed that they will be legislating to set the highest international standards for air quality in law through the forthcoming clean air Bill for Wales.

Lastly, it would seem remiss of me not to refer to the coronavirus pandemic, which obviously is having an ongoing impact on all our lives. That is particularly true for our manufacturing and aviation sectors, which are both vital employers in my local area. As we see changes in manufacturing and industry across the UK, the Government have an opportunity to make radical interventions to ensure that skilled jobs are available across the whole country. We need proper, coherent policy from the UK Government to create jobs in green manufacturing. Labour’s plan for an electric vehicle revolution is one such plan. We have to ensure that electric cars are affordable for everyone and, crucially for communities such as mine, we need to ensure that charging points are accessible all over the UK and not just in London and the south-east.

I urge the Minister, if he is as committed to the Union as his party claims to be, to particularly work with and learn from the Welsh Government. The impacts of climate change are happening now for us all to see, and the Minister is in a position of real power to create positive change. I sincerely hope that he and his colleagues across the Wales Office and in DEFRA are listening. Diolch, Mr Dowd.

I welcome the point made by the hon. Gentleman, because it is absolutely true that the £3 billion that the UK Government gave in support to businesses in Wales has been hugely beneficial in ensuring that those businesses survived, along with the £8.6 billion extra that the UK Government delivered to the Welsh Assembly Government. That commitment of those billions of pounds demonstrates the enormous commitment of the UK Government towards Wales. I can assure him that the new shared prosperity fund and the levelling-up funds will continue to support Welsh businesses, and of course we look forward to working with the Welsh Government to ensure that those funds are well spent.

The Minister will be aware that last week the Lloyds Banking Group announced the closure of 44 branches across England and Wales. For communities such as mine in Pontypridd and Taff Ely, these banks provide a vital service for residents and are important local employers. Can the Minister therefore confirm exactly what conversations he has had with the Chancellor about encouraging banks to remain open in Wales to protect these vital local jobs and services?

I have certainly had discussions about closures with Lloyds bank in my capacity as a constituency MP. We do not, of course, have the power to prevent independent commercial organisations from making such decisions, but it is regrettable that banks have closed down. Obviously, I would be happy to work with the hon. Lady, as I did last week when we visited the excellent Royal Mint in her constituency and met some of the kickstart workers who have benefited as a result of UK Government funding.

We have regular meetings with the automotive sector, and with stakeholders, the supply chain and others, to try to ascertain exactly what the issues are and how they can be speedily resolved, so we are engaged on that level. As for the rumours about the Australia free trade agreement, I should point out that no deal has been done, but if and when it is done, it will include protections for the agricultural industry and it will not undercut UK farmers or compromise our high standards.

What recent discussions he has had with the Chancellor of the Exchequer on financial support for people in Wales affected by the covid-19 outbreak.

In the last year, the Government have provided £7.4 billion of additional support through the welfare system for people affected by covid-19, including the £20 a week increase in universal credit. I have regular discussions with my right hon. Friend the Chancellor of the Exchequer about financial support for Wales, and I was able to personally congratulate him a few weeks ago on the outstanding Budget that he delivered for Wales and the UK.

But more than a year has now passed since ExcludedUK was first mentioned in this place and still nothing has been done to support the millions of people across the UK who have seen their livelihoods decimated by the pandemic and who have not received a penny of support from this UK Government. The Secretary of State and the Minister mentions that they have met the Chancellor, but what representations have they made to him on behalf of Welsh people who have been excluded from support by his Government?

In addition to the £7.4 billion of additional support through the welfare system, the UK Government provided the Welsh Government with an extra £8.6 billion-worth of support, and the Welsh Government were free to use that in any way they wished. They were free to give it out to local authorities and allow them to make grants to anyone who had been badly affected, so we completely acknowledge that people have suffered as a result of the pandemic. That is why there was £8.6 billion of support for the Welsh Government, why Welsh businesses received £2.75 billion of support and why we supported 466,000 Welsh workers through the furlough scheme.

I disagree with the hon. Lady’s comments. She has referred to some process issues. We want to get process and bureaucratic issues out of the way and actually deliver money and prospects, jobs and investments to the places that need them the most. That is what the Government are committed to doing, and we have widespread support from industry in that ambition. As I said in answer to an earlier question, only this morning a further £20 million has been announced for the South Wales industrial cluster. Rather than talk about process, bodies and bureaucracy, we are actually doing real things.

Can I wish everybody celebrating a happy St Patrick’s Day today?

As my hon. Friend the Member for Llanelli (Nia Griffith) has said, the Secretary of State will be more than aware of the complex challenges that coronavirus has presented to the aviation sector and the entire manufacturing supply chain. I hear what the Secretary of State says about Airbus, but sadly, General Electric and British Airways in my constituency of Pontypridd have had to make significant staffing cuts. This sector is crying out for financial support, but its pleas are falling on deaf ears, so will the Secretary of State therefore please update the House on his recent conversations, specifically with the Chancellor, on a sector-specific support package for Wales’s aviation industry?

The Chancellor has, I think, made it very clear how he is supporting every sector that has been so adversely affected by the coronavirus. In fact, I do not think there is a Government in the world who have done as much in financial support either for this sector or, indeed, other sectors or individual families. That has been to the huge credit of the Treasury and all those who have been part of the team that has been able to do that. The Office for Budget Responsibility forecast for economic recovery next year and the year after is a testament to that, and that should benefit this sector just as much as it does everything else.
