We now come to the shadow Minister, Kerry McCarthy.

Last month the Climate Change Committee issued a scathing annual progress report warning of “major policy failures” and “scant evidence of delivery” on net zero. This week, as we have heard, the Government had to be dragged to court to be told their climate plans are so woefully inadequate that they are unlawful and must be revised.

What kind of leadership does it set if the country holding the COP presidency cannot get its own house in order? I know the COP President will say that the Conservative party’s leadership candidates have paid lip service to net zero, but does he really have any confidence that things will get better?

The Climate Change Committee has described the net zero strategy as “ambitious” and

“the world’s most comprehensive plan to reach net zero”.

I have discussed the legal findings, but the principle is right. We need to do everything we can to make sure we deal with this issue. The last few days have been a real wake-up call for everyone in this country, and it is what many millions of people across the world experience on a regular basis. We have to deal with this issue.

Work on the Santiago Network is under way. Submissions are being requested from parties. As my hon. Friend knows, it is a two-year programme. We want to ensure that by the end of the year, and by COP27, we have operationalised the Santiago Network, and that there is funding available to provide technical support to countries that need it.

I thank the President for attending the meeting on small island developing states recently; they really appreciated that. If global warming is kept at 2°, we will lose 99% of our coral reefs; if it is at 1.5°, we will lose 70%. It seems particularly appropriate, with COP27 being held in Sharm el-Sheikh, that that should be a priority. Could the President tell us whether it will be?

It is absolutely a priority. The hon. Lady makes particular reference to support provided for adaptation, and as I said we reached a commitment at COP26 for developed nations to double the amount of money going towards adaptation finance by 2025. I want to ensure that we are on trajectory by the time we get to Sharm el-Sheikh.

I congratulate my hon. Friend and Climate Action Wendover on all their work in encouraging climate action from local residents and businesses. Local communities across the country are playing their part in tackling climate change, and the cities, regions and built environment day at COP26 will provide a focus on local community action.

The Minister will know that there is widespread concern about a lack of clarity, as we get so close to COP26, as to what will actually be happening at the summit and what the priorities will be. What discussions has he had with the small island developing states to make sure that their concerns are fully represented, that they have a voice at COP26 and that we come away from it with something that really helps them to meet the challenges they face?

The hon. Lady raises an incredibly important point. I have a regular dialogue with representatives of the small island developing states. I have been clear that one thing we want to do through this presidency is champion them and the developing countries that are at the frontline of climate change.

The Chairman of the Business, Energy and Industrial Strategy Committee of course raises an important point, and he will know that I have come to the House on previous occasions and outlined the detailed discussions we have. I set up a range of taskforces, where we had discussions on issues around the industrial strategy back in June, and we converse on a daily basis with sectors across the country.

I was really disappointed by the answers the Business Secretary gave to my right hon. Friend the Member for Doncaster North (Edward Miliband). I have global exhibition companies in my constituency that are on the verge of going bust. They do not need to be told about the kickstart scheme or apprenticeships, or to be told that universal credit is available for them. These companies are calling for an extension of business rate relief and a new grant scheme, bearing in mind that many of them were not eligible for the retail, hospitality and leisure grant. Will the Secretary of State consider this, and commit to publishing a provisional date when conferences and exhibition events can reopen, as has been happening in parts of Europe? Will he also agree to meet the sector? I have tried lobbying the Department for Digital, Culture, Media and Sport on this, and I am getting nowhere. Will he pay attention to this sector?

As the hon. Lady outlines, this particular sector is the responsibility of the Department for Digital, Culture, Media and Sport. However, I have been talking to representatives of the sector, as have my ministerial team and, as I have said, we will continue to have such conversations. As I have also said, the Chancellor set out a significant package of support since the start of this pandemic, and people are still able to make use of that support.

9. What assessment he has made of trends in the number of new homes for social rent since 2010.

Since 2010, we have delivered 357,000 affordable homes including, as I said earlier, about 128,000 homes for social rent. As I also said previously, we are providing £9 billion for the affordable homes programme, a £1 billion lift in HRA borrowing caps, and rent certainty for social landlords. That will help the sector to build more affordable homes, including social rented homes.

Shelter has found that in the past year developers have used viability assessments to wriggle out of building more than 2,500 affordable homes to rent or buy, including 200 in Bristol. Will the Minister take steps to remove that loophole when he rewrites the national planning policy framework next year by, removing the reference to the need for a competitive return?

One of the key issues in our consultation on local housing needs, which closed on 9 November, was viability assessments. We will of course review what comes forward, but we have made it very clear that we want developers to build affordable homes.
