T10. One day after Hamas’s brutal massacre in Israel, a student at the University of Manchester spoke of being full of “pride and joy” at a once-in-a-lifetime experience—not only a disgusting comment but one that points to possible extremism in our university campuses. Far too many think that there are no consequences for spreading such hate in our educational settings, so will my right hon. Friend set out what the real consequences are?

I mentioned previously that unfortunately, we have some of Hamas’s useful idiots across our campuses, and we will not stand for it—they represent a fifth column supporting terrorism. We are doing everything possible. The Prevent duty requires higher education providers to have due regard to the need to prevent people from being drawn into terrorism, and we will work with the universities to ensure that they take any extremist activity very seriously.

We have a range of programmes designed for adults to upskill. Skills bootcamps are free flexible courses of up to 16 weeks, offering learners the opportunity to develop skills with the offer of a job interview, and we delivered 16,120 training places over the last year, 2021-22. Following the commitment of £550 million at the spending review in autumn 2021, we are making thousands more training places available.

My hon. Friend is a champion of Harrogate College, and I do not think he will have any problem with his college doing the things he has described, because it has been recognised as having an outstanding adult learning programme. It has been allocated more than £400,000 from the adult education budget this academic year to help the adults in the non-devolved areas, including Harrogate.

The advent of areas such as artificial intelligence, automation and robotics means that the jobs of tomorrow could look very different from the jobs of today and require very different skillsets. In Lancashire, the new institute of technology that is being established will be key to that. It will bring together Burnley College and the University of Central Lancashire from my constituency, as well as providers and employers from all over the counties. For opportunity to be shared equally, however, we need to ensure that those already in work have the chance to develop and reskill for the future. Will my right hon. Friend confirm how the Government will ensure that IOTs benefit adult learners looking for opportunities to reskill?

My hon. Friend is absolutely right to highlight institutes of technology; we are investing £300 million in 21 around the country, which is an example of the Government’s investment in skills. He will know that the Lancashire and Cumbria IOT is a collaboration between further education colleges, universities and employers driving an employer-led curriculum to meet local skills needs in science, technology, engineering and maths. IOTs are involved in the regeneration of areas such as Blackpool and are expected to commence delivery from September.

My hon. Friend raises a really important question. I have focused the Department on skills; the skills Minister, my hon. Friend the Member for Brentwood and Ongar (Alex Burghart), and the Minister for Higher and Further Education are both on the Front Bench. Later today, we will vote through what will then become, I hope, the revolution in the skills landscape that this country so badly needs and deserves.

From skills to schools: the schools White Paper delivers on what we want to achieve—making sure that every child has the opportunity of a great education in the right place and at the right time for them. Then there is family: families are important, whether in mainstream education or when it comes to children and the social care system. My hon. Friend will hear more from us about the family hubs that we will deliver in half of England’s local authorities.

Since 2010, the number of good and outstanding schools in Burnley and Padiham has increased. We can see in pupil attainment the impact that has had. That is not just numbers on a page, but life chances improving in our local communities. That is why we need to drive even harder, because education is the heart of levelling up. Will the Secretary of State set out what the White Paper will do for pupils who need targeted intervention in individual subjects, to help drive them forward?

I am grateful for my hon. Friend’s question. He will, I hope, see in the annex to the White Paper the evidence that strong, high performing multi-academy trusts really do deliver the best outcomes. That is my vision for the whole country.

The parent pledge, yes, is about children who fall behind in English language and maths, but teachers who I have seen in those high performing multi-academy trusts also look at other subjects as well as pastoral care and curriculum work. That makes the difference.

I am grateful for that important question. It is only sensible that we align the future delivery of alternative student finance with these major reforms to ensure fair treatment for all students.

In Burnley and Padiham we have a brilliant further education college, Burnley College, and a brilliant university, the University of Central Lancashire. It is really important that young people know the choices available to them and make the right choice for them on where they study and what they study when they get there. Can I encourage the Secretary of State, as part of looking at the synergy between the two, to work with careers advisers to ensure that we really bed that in, so that young people of 16, 17 and 18, looking at that next opportunity, can have all the information in front of them?

My hon. Friend is absolutely right. The Skills and Post-16 Education Bill that we are putting through at the moment will go even further in bringing the system much closer together. Let us look at what we have done with the investment in the institute of technology, which involves real collaboration between the university, colleges and business to create those opportunities and moments of inspiration for young people who will end up in a great career and with a wholesome and happy adulthood.

Specific guidance is always provided for special educational needs schools. I can ensure that the detail on the gov.uk website is available to the hon. Lady so she might be able to read it if she is interested in doing so. I absolutely assure her that, as I have said in answer to other questions, we will provide that information at the earliest possible stage.

I have been contacted by parents across Burnley and Padiham, some of whom have children who are off for the third time despite having never had coronavirus themselves, so I welcome the Secretary of State’s work to end isolation for students. One thing that will really help schools is getting the testing solution right. What conversations has the Secretary of State had with Public Health England and the Department of Health and Social Care about new types of testing, such as saliva testing, that would be far quicker and easier for schools to implement?

We always work with our colleagues in the Department of Health and Social Care and Public Health England in respect of the very best forms of testing. We are always aware that there is new technology and innovation and we want to be able to use that to the best of our ability, to make sure that not only all my hon. Friend’s constituents in Burnley who want to attend school are able to do so but everyone throughout the country can do so as well.
