It is a pleasure to serve under your chairmanship, Mr Hollobone. I draw the House’s attention to my entry in the Register of Members’ Financial Interests. In particular, I have the honour of being the chairman of the all-party parliamentary group for Azerbaijan, so I hope I will be able to address some of the incorrect assertions that have been made during this afternoon’s lengthy debate.

First, we should remember that this conflict began in the 1990s with the collapse of the Soviet empire. In that context, a three-year war effectively took place, which ended with a ceasefire brokered in 1994 by the OSCE Minsk group. That directly leads to the current problems, because the reality is that it was recognised that the entirety of Nagorno-Karabakh was part of Azerbaijan, but administered by an Armenian-backed regime. That, of course, led to frequent skirmishes along the line of control over an extended period of time. One of the things that has not been mentioned in this debate is the 1.5 million Azeris who were displaced from Nagorno-Karabakh and ended up having to find alternative accommodation further into Azerbaijan. I have had the pleasure of visiting Azerbaijan on many occasions and have met many of those refugees, who still live in camps and just desire to go home, but have been denied that by the Armenians. Once again, we must remember that there are two sides to this dispute.

The war that took place in 2020 ended with a Russian-backed ceasefire agreement between Azerbaijan and Armenia. However, under the terms of that agreement—we should remember what those terms were—Azerbaijan regained control over a substantial amount of territory, and Russian peacekeeping forces were deployed along the line of contact and, indeed, the land corridor of the Lachin pass that links Nagorno-Karabakh and Armenia. Over the past two years, there have been frequent clashes along that line of control; we should understand that this is not an isolated incident. Those clashes have led to more than 300 deaths along the line of control, including many civilians on both sides of the conflict, so this is not a simple thing where we can wave a magic wand and put things right.

What we do know is that the Azerbaijan Government have a direct concern about what is going on in the mines of Nagorno-Karabakh. The position of the environmental protesters has been mentioned; it should be remembered that the Armenians refused access to those mines to inspectors who could have checked what was actually going on. That led directly to those environmental protests taking place. There is irrefutable evidence that gold and other precious metals are being exploited and transported from Karabakh to Armenia, in flagrant violation of the ceasefire agreement.

We should understand that there is a clear dispute about what the position of the pass is. That corridor is only supposed to be used for humanitarian purposes; however, Armenia and the Armenian-backed forces continue to use the corridor for illegal purposes, such as the transfer of landmines that have been put on to Azerbaijani territory and have killed civilians and members of the military.

I, too, refer to my entry in the Register of Members’ Financial Interests. My hon. Friend is quite correct that there have been several deaths in the area, but will he join me in congratulating the British Government for providing more than £1 million towards de-mining in the area to allow people from both sides of the conflict to come back and repopulate the area in which they had previously resided?

Clearly, we want to see landmines removed and the unnecessary deaths they cause ended. The landmines that have been transported have caused 276 Azerbaijani nationals, including 35 civilians, to be killed or seriously wounded. There is an issue around what is being used and the so-called blockade that is taking place. The reality is that Red Cross and Russian peacekeeping vehicles are permitted to go along the road; indeed, vital humanitarian aid is permitted along that corridor. We should be quite clear about that.

A key issue is how Ruben Vardanyan, a Russian oligarch of Armenian origin, has been parachuted into Karabakh, apparently by Russia, and given a ministerial role. We need to understand that this is someone who is sanctioned as part of Russia’s involvement in Ukraine, and it is believed that Russia is thereby trying to reinforce its capability in terms of its war effort. His companies have been well used and well involved in the whole process of expanding the military presence in Ukraine and Nagorno-Karabakh.

I will raise one final issue. Armenia has refused to co-operate with discussions on a proper, long-term peace deal with Russia and Azerbaijan. That demonstrates that Armenia has no interest in actually seeing a long-term settlement and peaceful co-operation between the two countries. Can my hon. Friend the Minister encourage a peacekeeping and a peaceful settlement for the two countries?

It is a pleasure to serve with you in the Chair, Mr Hollobone. I thank the hon. Member for East Worthing and Shoreham (Tim Loughton) for securing the debate at such a critical moment for Nagorno-Karabakh and the Caucasus more broadly, and I thank all Members for their contributions.

It is a past interest of mine, but I used to work for the OSCE parliamentary assembly in a past life and was an assistant to the special rapporteur on Nagorno-Karabakh at the time, the Swedish MP Göran Lennmarker. That was some years ago, in a more peaceful time, and it is deeply concerning to see recent events. Indeed, the official Opposition are deeply concerned about the situation in Nagorno-Karabakh and the people who are besieged and cut off because of the blockade of the Lachin corridor, which we think must end. This is a humanitarian crisis and undoubtedly worthy of the House’s time. It is an area on which I hope the Minister and the Government will focus intently if we are to avoid further catastrophe for civilians both in Nagorno-Karabakh and in the region as a whole.

In my role as Labour’s shadow Europe Minister, I have met the Azerbaijani and Armenian ambassadors and members of the communities on a number of occasions. Obviously, I am keen to engage with all sides. It is clear to us that unless a peaceful resolution is found, civilians in the region face further perils. That has to start with the ending of the blockade and the preservation of Armenia’s territorial integrity.

As has been said, 120,000 people are trapped beyond the blockade, without access to medical supplies, food and other supplies. On 13 December, gas supplies were cut off and have been intermittently disrupted since. On 9 January, the only high-voltage power supply in the region with electricity was damaged. On 12 January, access to telecommunications and the internet connection was cut. We have heard repeatedly from Members from across the House that the corridor is the only link between Armenia and the people of Nagorno-Karabakh, and the transport of people and goods through it are critical to the wellbeing of all residents who live there. It is a literal lifeline for them.

As we have heard, territorial changes that took place last summer following the recent outbreak of conflict led to the land around the corridor being transferred to Azerbaijan, making the passage even more vulnerable and critical to the enclave and its residents. We have all heard the reports of more than 1,000 civilians being stranded along the blocked highway, unable to return, and of the 270 children who had to find shelter in Armenia while their relatives remained in Artsakh.

Despite the resumption of gas supplies, fuel, medicine and basic goods are now reported to be running low, and local authorities have had to impose price controls and rationing. There is a real risk of malnutrition and other health consequences for the people of Nagorno-Karabakh. The provision of healthcare and social services has been obstructed. Following the closure of 41 nurseries and 20 schools, children are being denied their elemental right to education.

Patients with cancer are missing vital treatment, and those with diabetes are without medicine. The situation is especially challenging for those with disabilities and those living in residential institutions. The International Disability Alliance and the European Disability Forum have called on all parties to fulfil their obligations to the UN convention on the rights of persons with disabilities and Security Council resolution 2475, and they have called for an immediate unblocking of the Lachin corridor. I am sure they have the full support of Members who have spoken in the debate; they certainly have the support of the official Opposition.

No population should have to live in such conditions. The onus is on international institutions and the international community, with the backing of the United Kingdom and our allies, to do the right thing. It has been said many times in this debate that the blockade contravenes what was agreed in the 2020 trilateral ceasefire. It was agreed that all transport and communication links would be restored and unblocked.

I have raised concerns directly with Ministers over recent weeks, including in parliamentary questions. On 12 December, the Foreign Secretary spoke to the Azerbaijani ambassador, and I understand that a range of issues were covered. Will the Minister confirm what conversations have been had since then, and with which parties? Do the UK Government propose to play a positive role in unblocking the blockade and brokering a lasting peace? We simply cannot return to the violence of 2020, when more than 6,500 people lost their lives and civilian lives were shattered. Nor should civilians in the region have to continue living under the shadow of perpetual instability and conflict. We favour fully working with our European and regional partners to secure a return to dialogue more broadly and a peaceful settlement facilitated by, for example, the OSCE Minsk Group. Of course, that has to start with removing this blockade, which is a complete impediment to progress.

From responses to parliamentary questions and the contributions that have been made today, it appears that the Government’s strategy is to watch and wait. It is apparent that, without the UK and others providing a diplomatic impetus to seek peace, violence, discord, instability and humanitarian catastrophe will remain. The Government do not seem to be operating with the same urgency as other Governments around Europe, the United States and others. I have been looking through the list of Governments who have spoken out on this issue in recent weeks. I hope the Minister will assure us that this is a very important issue for his colleague the Minister for Europe, the hon. Member for Aldershot (Leo Docherty), and others across Government, including the Foreign Secretary.

We all know who will benefit if peace eludes the Caucasus—President Putin and Russia. My hon. Friend the Member for Newport East (Jessica Morden) asked what assessment had been made of so-called peacekeeping efforts in Nagorno-Karabakh and along the corridor. I understand from a response to a parliamentary question that the Government have not assessed the adequacy or effectiveness of Russia’s so-called peacekeeping forces. Frankly, I hope the Minister can explain what our strategy in the region is and what is our assessment. We need to understand Russia’s intentions and role across the region—in Armenia and Azerbaijan, and of course in relation to this situation.

Hon. Members have made a number of comments. We have heard about the Russian base in Armenia, and we heard the allegations made by the hon. Member for Harrow East (Bob Blackman). I would be very interested to hear the Minister’s comments on them. There have also been serious allegations about matters in Azerbaijan. I have had serious concerns raised with me—I hope the Minister can comment on them—about Azerbaijan bringing in gas from Russia in recent weeks. Of course, it exports gas to the rest of Europe. Given the key role that our own oil and gas industry plays in Azerbaijan, I would like the Minister to give us some more detail on that.

No, but I say for the hon. Gentleman’s benefit that I have raised the issue directly with the Azerbaijani ambassador. I understand that the Azerbaijani Government engage in a so-called gas swap with Russia every year. That is deeply concerning given the matters in Ukraine at the moment and the need to wean Europe off oil and gas. If Azerbaijan is taking in gas and exporting it, I hope the Government are looking at that.

Nagorno-Karabakh, although it may seem remote to many, contains women, men and children who will be at risk if efforts to find peace and end the blockade fail. We have heard from many human rights groups—they have been referred to during the debate—about extra-judicial killings, torture and abuse of prisoners of war. I hope the Minister will give his assessment and tell us what steps are being taken to ensure that such crimes are not committed with impunity.

I understand that the EU is planning to establish an observer mission with the goal of permanently ending the conflict. Those plans were formally adopted by a meeting of EU Foreign Ministers. Obviously, we are outside the EU, but I hope that the Foreign Office and Ministers are working closely with our allies there and, indeed, in the United States to play a role in any measures of that sort. I understand that the United States Secretary of State had meetings with the Armenian Foreign Minister last week. Will the Minister say a little about what discussions we have had with the United States and other allies? Will he also say what conversations there have been with Turkey, which is a key NATO ally and a key partner of the United Kingdom, and comment on our assessment of its role in this situation and in the region more broadly?

It has been reported that the ICRC has been given access to the enclave and has transferred people who were seriously unwell to Yerevan, but can the Minister give us an up-to-date assessment of how much humanitarian relief and how many emergency medical evacuations are passing through the corridor? Is the UK contributing to any humanitarian operations there?

Can the Minister say when the Government will set out a wider regional strategy for the Caucasus that spans diplomacy, aid and trade but also, crucially, atrocity prevention and human rights? It has been mentioned a number of times during the debate that language matters. It is important that the Minister listens to the comments by the hon. Members for Dundee West (Chris Law) and for East Worthing and Shoreham, particularly as we are in a week when we recognise the terrible impact of the holocaust, with all of us committing to preventing atrocities and ensuring that they never happen again. Will the Minister also say what is being done through not only the OSCE but the Council of Europe and forums such as the European Political Community—a new forum that the UK is taking part in—to find solutions to end the conflict and ensure that civilians are protected? What role does he see the UK playing in that?

In conclusion, Russia has shown clearly that it is no guarantor of regional security. The people of Nagorno-Karabakh deserve far better. The blockade must be ended. The UK must play a key role, and we will continue to work with Ministers on the issue. I thank all colleagues for their insights and contributions.

What the hon. Gentleman says is entirely correct. The commitment I can give him is that we are enormously seized of the difficulties of the situation. We are doing everything we can to ensure that the negotiations he refers to are as successful as they can be.

I commend my right hon. Friend for his actions in this regard. Clearly, because other donors are reducing their funding, it is even more important that our funding is safeguarded and concentrated on those people who need it most. Can he give an absolute reassurance that not a single penny of our aid gets into the hands of the Taliban to restrict the rights of women in Afghanistan?

My hon. Friend is entirely right that all our support is through non-Government agencies in Afghanistan. We do not have normal relations with the Taliban, but we recognise countries, not Governments. We engage with the Taliban in a pragmatic and sensible way, but we do not fund them.

I draw the attention of the House to my entry in the Register of Members’ Financial Interests, and in particular to my co-chairmanship of the Indo-British all-party parliamentary group and of the APPG for India (Trade and Investment). I congratulate the hon. Member for West Dunbartonshire (Martin Docherty-Hughes) not only on securing the debate, but on his long campaign for his constituent. He has been diligent in seeking support and justice from both the UK and Indian Governments for a very long time on behalf of his constituent, as is absolutely right as a Member of this House.

Jagtar Singh Johal, who was resident in Dumbarton, was detained in India, I believe, on 4 November 2017. The charges he faces, as the hon. Gentleman has pointed out, relate to terror conspiracy cases. They relate to an outlawed militant group: the Khalistan Liberation Force. That is a proscribed organisation in India. Membership of such an organisation is a crime, if proven. I understand that Mr Singh has been formally charged in eight separate cases of assassination, terror and violence. Clearly, those are very serious offences indeed. The cases were investigated by India’s National Investigation Agency.

I am grateful to the hon. Gentleman for giving way. We clearly have a bit of a disagreement. The Indian courts, the NIA and the police had five years to bring cases against my constituent for the charges against him, yet they have progressed only one of those, and even then, it was using evidence that was likely—whether the hon. Gentleman agrees with it or not—obtained using torture. Does he think it is time they actually brought a case to court and got on with it?

Justice delayed is justice denied. I agree with the hon. Gentleman that this case should proceed in court as fast as possible. We have to remember that in India, the judiciary is impartial and is based on the UK model. We should also be clear that keeping Jagtar in prison for this length of time without bringing charges and without proper process, so that he can either answer those charges or, indeed, be found guilty of them, is unfair and unjust.

My understanding is that Jagtar got married relatively soon before he was arrested. This delay in justice being delivered is having an impact on not just Jagtar himself but his wife, who I was delighted to have the opportunity to meet when she visited Parliament. She must be distraught at this extended period, and that impact must resonate through not just his family but the entire Sikh community. I get regular representations from my gurdwara in Willenhall about their concerns, and I am keen to strongly advocate on their behalf.

I thank my hon. Friend for that intervention. Clearly, everyone associated—Jagtar’s family, his friends and the Sikh community—will be very concerned about his safety and his being detained for five and a half years.

The concern here is whether Jagtar is indeed a member of and associated with this banned organisation. As I understand it, that has been thoroughly investigated by India’s National Investigation Agency. That organisation has links in not only the United Kingdom but France, Canada and Italy. India’s designated anti-terror court has taken cognisance of the charges filed against Mr Johal in these cases. My understanding is that he is presently in judicial custody and undergoing trial proceedings, as the hon. Member for West Dunbartonshire alluded to.

The hon. Member has missed the point of this debate entirely. What we are debating today is not what Jaggi has been charged with. We are debating getting him home now, and that requires ongoing support from the UK Government, not an eight-week review, as we have been having.

I am posing questions for the Minister to answer because I genuinely want to hear what the view of the British Government is on these points. The key here is the actions of our high commission in representing not only the hon. Gentleman’s constituent but, importantly, a UK national.

I am grateful to the hon. Gentleman for giving way, and I am sorry that I was not here for the first sentences of his speech. Is there not another area of concern here? As I understand it, having met Jagtar’s brother the other day, one of the reasons the Indian authorities seem to be particularly keen on keeping him as part of the conspiracy allegations is that, as he is the only person who is not Indian, that is the only way they can make specific allegations about the others being engaged in an international conspiracy.

The hon. Gentleman suggests that this might be the case. We know that India—and we will be talking about Republic Day next week—faces a number of terrorist atrocities and terrorist attacks. We therefore have to be very careful when we are looking at what the Indian Government, the Indian police and their crime agencies are doing to combat that terrorism.

In relation to the banned organisation of which the hon. Gentleman said my constituent was a member, he must remember that that so-called banned organisation was not banned until 2018, and my constituent was arrested in 2017. Rather than throwing accusations and aspersions without evidence, which would not stand in a court of law, does he agree that he should use his contacts in the Indian Government to ask them to bring forward witnesses and bring the case to court?

Well, it seemed me that that is exactly what he was alluding to. The fact is that under Indian law, Mr Singh has the right to bring his case to the courts. The accusations of torture—which, of course, would be illegal under international law—should be listened to in the Indian courts, so he should bring that case to the Indian courts through his lawyers and legal representatives. That is vital.

Can my hon. Friend the Minister confirm that consular officers from the high commission have been granted access to Mr Singh more than 60 times during the duration of his arrest and detention? That means we are ensuring that the high commission is doing its job and that proper access and proper assistance is provided to our citizen, to ensure that we will eventually get to a conclusion of this case, however long it takes.

We will of course always examine ways of ensuring that our sanctions are most effective and have the deterrent effect as well as the punitive effect that they are designed to have. I can assure the hon. Lady that, as I have said, we will continue working internationally with our friends and allies who share our revulsion at the actions of the Iranian regime. She describes the regime as barbarian, and one of the great ironies is that Iran has a long history—a multi-millennial history—of sophistication and thoughtfulness. That history and reputation is being destroyed on a daily basis by the people currently holding the levers of power in Tehran, and I think that is a massive shame for the Iranian people more broadly.

I would like to thank my right hon. Friend for his statement, and to express my sympathy to Mr Akbari’s family, who are going through such a terrible time. We should remember that Iran carries out the second highest number of executions anywhere in the world—second only to China—so this is not something isolated, but something the regime implements. I recommend that my right hon. Friend reads the Hansard report of the debate we had last Thursday, when more than 30 Members from across the House contributed excellent examples of what is happening in Iran. He can negotiate with our allies to impose sanctions against Iran totally, which will isolate the regime, and he can also talk to the Home Secretary about proscribing the IRGC, which is the settled view of this House. He has the support of the House on all sides and from all parties, which is surely enough to proscribe the IRGC in its entirety and to sequestrate its assets once and for all.

My hon. Friend is right to pay tribute to the strong and clear stance that the House has taken in response to the brutality meted out by the Iranian regime. I assure him and the House that we will continue to work cross-Department, and internationally, on the most effective ways of curtailing Iran’s malign activity, both within Iran, in the region and globally.

I beg to move,

That this House condemns unreservedly the actions of the Government of Iran in suppressing protests in that country; deplores the violent behaviour of Iranian police in regard to those protests; is deeply concerned by reports of threats made to organisations in the UK which support the rights of protesters in Iran; urges His Majesty’s Government to include Iran’s Islamic Revolutionary Guard Corps on the list of proscribed terrorist organisations; and calls upon His Majesty’s Government to work with international counterparts to ensure that further sanctions are placed on Iran without delay.

I draw the House’s attention to my entry in the Register of Members’ Financial Interests, and I thank the hon. Member for Strangford (Jim Shannon) for raising the plight of two very brave female individuals who have been unfairly and unjustly imprisoned in Iran. Unfortunately, they are not the only ones.

The House will obviously be aware of the horrific situation in Iran. In September 2022, a young 22-year-old girl was brutally murdered—we should make it clear that she was murdered—by the authorities while in police custody. Her crime, such as it was described, was merely to wear her hijab in a manner that the regime deemed to be too loose.

After several urgent questions, which I am grateful to Mr Speaker for granting, I am grateful to have this opportunity of a more extensive debate to urge the Government further to include Iran’s Islamic Revolutionary Guard Corps on the list of proscribed terrorist organisations and to work with international counterparts to ensure that further sanctions are placed on Iran without delay.

According to Amnesty International, among the hundreds killed are at least 44 children who died after live ammunition was fired at their heads, hearts and other vital organs. That is unimaginable on many levels. I know the hon. Gentleman will share my deep concern about children being wounded or killed as a result of the political unrest. Does he agree that a UN fact-finding mission must be operationalised urgently?

The hon. Lady pre-empts what I will say later in my speech. I absolutely agree with what she says.

Mahsa Amini’s death has sparked a protest movement that remains extremely strong, five months after the event. It has ignited a voice of public anger and frustration, with the Iranian diaspora taking to the streets across the world to show their anger at the current regime, and at the IRGC in particular. The protests have been huge, and thousands of people from every walk of life, age and status have bravely taken to the streets. Women have been leading the protests against the unfair treatment meted out to them.

In reaction to the protests, the regime has arrested more than 30,000 people, despite nearly all of them being peaceful protesters, and they include men, women, students and children. The suppression of those who speak against the regime is undemocratic and, frankly, dangerous. It mimics the rise of the Nazis, and the country must act before it reaches such levels.

The hon. Gentleman is making an important and passionate speech, and I am grateful to him, as are many others, that we are able to debate the issue in the House today. I wholeheartedly support his comments about the need for Government support, but Members of Parliament in other countries are offering personal support by sponsoring those who have been imprisoned or face execution. Does he feel that MPs in this place could do something to show our individual support, to back up his calls?

Let me continue before taking further interventions.

Those who are arrested are copiously tortured, beaten by the police, refused medication and denied legal representation, and they have minimal access to food and water. Bail is nearly always refused; on the few occasions it is offered, huge sums are demanded that families cannot meet.

Since the protests began, more than 750 protesters have been killed by the regime. As has been said, more than 70 of them were children. I have no doubt that the House will agree that this abomination cannot continue. I urge the Foreign Secretary and Ministers to act as soon as possible to proscribe this merciless regime.

Let me congratulate my hon. Friend on his leadership in this matter in the past few years and on his having obtained this debate.

On proscription—I am co-chair of the all-party group on Magnitsky sanctions—the United States and many other countries have already proscribed and sanctioned the republican guard in Iran, so why are the UK Government dragging their feet over what is clearly a required action, given that the republican guard is so heavily involved in the brutality and murder of people? Will my hon. Friend encourage the Government to move finally on this and do what they are supposed to?

I thank my right hon. Friend for that intervention. Clearly, we have been constantly asking what else the IRGC must do before the Government proscribe it. There have been positive signs over the Christmas period, with Ministers suggesting that the Government may take the action we would like, and I hope we will get an announcement from the Minister in answer to this debate.

I congratulate the hon. Gentleman on securing the debate, and may I add my voice and those of my Liberal Democrat colleagues to the call for proscription, as that is way past due? The Minister would have support from all parts of the House if he chose to announce that at the Dispatch Box today, and we sincerely hope he does. I also thank the hon. Member for Harrow East (Bob Blackman) for raising the issue of the diaspora, because this affects our communities as much as it affects people in Iran. One constituent contacted me to say that her aunt was arrested and sentenced to eight months in prison and 74 lashes—that makes my skin crawl. Her cousin, who is male, was also arrested, just for travelling to the university to attend a protest; he did not even attend the protest. He was sentenced to five years in prison. There is more we can do, and not just proscription. Does the hon. Gentleman agree that we should consider a lifeboat scheme—I urge the Minister on this—particularly for brave Iranian women who have been leading these protests across the world? If they can get out, we should be offering sanctuary.

Let me make a bit more progress, as I know the Deputy Speaker will be chasing me about time shortly. I will take some more interventions in a moment.

On 15 November, reliable reports reached us that those in custody would now face potential execution. At the time, 15,000 people had been arrested and the IRGC announced that this mass murder would

“serve as a good lesson in the shortest possible time”

in order to crush the protests.

That is incredibly unacceptable and requires further urgent intervention. An overwhelming majority of the 220 Iranian MPs voted in favour of that policy of using executions as punishment for protesters.

On this point of executions, I agree with my hon. Friend that we need to go down the route of proscription, but does he also agree that a debate such as this should recognise the appalling situation in which LGBT people find themselves in Iran? They are brutalised and tortured and, sadly, too many have been sentenced to death. It is important that we recognise the appalling treatment of that particular group in Iran, too.

I am grateful for this debate. I wish to put on record my commitment to women, life and freedom. I condemn all human rights abuses, particularly of those protesting in Iran who are at threat of the death penalty right now. Today, in particular, I wish to plead for the clemency of Mr Akbari. Can the Minister, through this debate, say exactly what his Government are doing—if news of Mr Akbari’s death has not already reached us—to stop that death penalty going ahead? The family have been called in for a final visit. Time is short, and action is urgent right now.

I thank the hon. Lady for her intervention. Alireza Akbari, who is not just an Iranian, but a UK-Iranian dual national, is on death row. His family have been called in, as has been said, and he is under imminent threat of execution. That is completely unacceptable, particularly under the circumstances of being denied proper legal representation and a proper trial—it was a show trial in front of a court.

I congratulate my hon. Friend on securing this debate. This very point demonstrates that the Iranian regime does not comply with the rule of law in its own country. If it is prepared to act like that and ignore its own legislation, surely we have a much stronger hand in proscribing the IRGC in its entirety.

I will, if I may, make a bit of progress. I will take some more interventions in a minute.

On 8 December, the first protester was officially executed. Mohsen Shekari, who was only 23, was executed on grounds of committing “enmity against God”. He faced trial in front of Iran’s revolutionary court and he was found guilty without any due process. An appeal was lodged, but subsequently rejected. At the trial, he could not choose his own lawyer, and visible harm had been inflicted on him, with wounds covering his face. Since his tragic death, his family have reported that the Iranian authorities continue to torture them by refusing to release the body and by providing false information on where the body is. This account is echoed by many other families who have had loved ones executed on similar grounds. Only four days later, on 12 December, another 23-year-old protester, Majidreza Rahnavard, was brutally hanged in public.

I join others in congratulating the hon. Member on securing this debate.

In joining others in applauding the courage of those protesting in Iran, standing up for freedom, justice and the right of women to dress as they wish, does the hon. Member agree that it is a sign of the threat that this brutal regime perceives that it is going to such lengths to murder people who have protested, to hold dual nationals hostage as a matter of state policy and to threaten journalists for simply wanting to do their job, which is to tell the world about what is going on in Iran at the moment?

I thank the right hon. Gentleman for that intervention. Clearly, the whole House offers its admiration to the men and women demonstrating on the streets and bravely standing up to this undemocratic regime. It is quite clear that the regime is becoming more and more desperate, which displays weakness. The persistence of the protests surely means the regime is crumbling.

Unfortunately, the executions I have described are not isolated cases, with more and more cases being unearthed. On Saturday, Mohammad Mehdi Karami, a 21-year-old karate champion, and Seyed Mohammad Hosseini, a volunteer children’s coach, were executed. Some 41 protesters have received notification of the death penalty and await their murder under this regime.

As has been said, the IRGC is threatening not only the Iranian people, but international communities including the UK. Journalists who have reported on the protests have been repeatedly threatened and found hostile Iranian surveillance teams outside their homes and offices in the UK. I commend British counter-terrorism police for alerting journalists of these potential attacks. One letter from the police to a London-based journalist warned that Iranian journalists working from the UK had been lured back to countries near Iran, then abducted by the Iranian Government and sentenced to death. It also warned that the Iranian Government have been seen to

“direct physical attacks against dissidents in Europe.”

Surely, when these attacks extend so significantly into the United Kingdom, it is time we acted to proscribe this organisation in its entirety.

The hon. Gentleman is making a powerful speech. I recently met a constituent who has had family members executed by the regime. She wanted me to make the point that this is not just an Iran issue—the erosion of human rights and women’s rights reverberates around the world. We have seen with the war in Ukraine what happens when the global community does not intervene quickly and firmly enough. I want to add my voice to that of the hon. Gentleman, and other Members present, in urging the Government to go further with sanctions and other methods to ensure we send the message that this is completely unacceptable and that we stand with all those protesting.

It is fair to say that the Government have not been inactive in this regard. On 11 November, the Foreign Secretary summoned Iran’s chargé d’affaires to discuss the threats against journalists living in the UK. However, this has not deterred the Iranian security forces, so we must continue to put international pressure on the regime. It is crucial that we follow up the recent sanctions and lead our partners and allies to proscribe such an organisation.

I was pleased that, on 15 December, the UN General Assembly adopted the 69th UN resolution condemning violations of human rights in Iran.

I congratulate the hon. Gentleman on securing this debate. He has been present for a whole number of Foreign Office questions where, by the luck of the draw, I have been able to pose this question to the Foreign Secretary. The Government have continued not to proscribe the IRGC, as was the case with Hezbollah until finally they had to do so. Is it not now time to proscribe the IRGC, which destabilises the region through terrorist activities and front organisations, operates international gangsterism and is the absolute bedrock of support for this clerical fascist regime? Might the hon. Gentleman give way to the Minister, who could indicate the direction the Government are going in so that we do not have to rely on leaks in newspapers?

I thank the right hon. Gentleman for that intervention, but I will wait for the Minister to respond to the debate.

I am deeply concerned by reports of threats made to organisations in the UK that support the rights of protesters in Iran, including the recent petrol bombing in outer London of a location affiliated with the National Council of Resistance of Iran. Thankfully, as it was the early hours of the morning, no one was inside, but the situation could have been extremely grave with loss of life.

The mass murders by the IRGC are shocking, but perhaps not surprising. In 1988, the current President of Iran, President Raisi, was responsible for the prosecution of 30,000 political prisoners, all of whom were executed. Of those 30,000, 90% were members or supporters of Iran’s main opposition movement, the People’s Mujaheddin Organisation of Iran. That indicates that the regime has no qualms whatsoever about executing people who represent a threat. It has made clear that that is what it intends to do. The 1988 massacre holds many similarities to today’s uprising, rooted as it was in a fundamental conflict with the people of Iran, who were demanding freedom, democracy, and economic and social development after the overthrow of the Shah.

The IRGC has created, funded and armed a vast network of middle eastern terrorist groups, from Hezbollah in Lebanon to the Houthis in Yemen, all spreading war and violence around the region. Iran has supplied Hezbollah alone with some 150,000 missiles, which are regularly fired at innocent Israeli civilians. Hezbollah’s 2012 bomb attack in Bulgaria, which killed five Israeli tourists and a Bulgarian, led the EU to list the organisation’s military wing as terrorists, while leaving the political arm of the organisation untouched. In creating that artificial distinction, which even Hezbollah rejected, the EU avoided banning the group in its entirety. It consequently continues to recruit and fundraise in EU member states and the UK, which has not yet banned the group separately.

Furthermore, the IRGC and Hezbollah are at the forefront of Iran’s brutal campaign to keep the Syrian Assad regime in power. Since 2015, when Russia joined the fighting, the two regimes have partnered in despicable war crimes that have killed hundreds of thousands and left millions as refugees of war. The growing alliance with Russia has been further strengthened with the current war in Ukraine, with Iran supplying advanced drones to Russia since August.

Iran’s people have risen to defeat religious tyranny and its repression and terrorism. They have chosen to pay the price of freedom with their blood. The UK and the whole international community should rise in solidarity by helping the Iranian people realise their democratic aspirations, which the UK Government can do by taking the following necessary steps.

The Government should demand that the Iranian regime immediately halt trials, convictions and executions of protesters in Iran. The UK Government lag behind their European counterparts, who are even sponsoring individual protesters who are in prison and at high risk of execution. We could follow that lead.

We should recognise the legitimacy of the fight of the Iranian people against the evil and terrorist forces of the IRGC and officially recognise the Iranian people’s revolution to establish a republic based on democratic values.

We should recognise that the people of Iran have a democratic alternative, the goals of which are enshrined in the 10-point plan articulated by Mrs Maryam Rajavi, the president-elect of the NCRI. The Government should support that Iranian solution, as was recommended by more than 230 Members from across the parties in both the House of Commons and the House of Lords in our joint statement in December 2022.

The Government should refer the appalling dossier of the regime’s systematic violations of human rights and crimes against humanity to the United Nations Security Council for the adoption of binding deterrent measures. The regime leaders must be brought to justice to end impunity and prevent the cycle of crime and terror.

Next, we should proscribe the IRGC in its entirety to deny it the funds and resources it needs to crush the nationwide uprising and export terrorism abroad.

I will make an additional suggestion, if I may. Within 48 hours of every state murder of a protester, the west, our allies and the UK should impose specific sanctions, because otherwise there is no direct response to prevent each individual execution.

To go on for one more moment, there is much discussion on Twitter and the television about whether my hon. Friend is bleeding while giving this speech, which he is not. It would be helpful if he could clarify that he is in a fit state of health, because we in this House would never allow our good friend to go on bleeding while discussing such matters.

I thank my hon. Friend for that intervention. I am going through a menu of points that I want the Government to follow, and she is absolutely right that I am not bleeding. I had an accident on Monday, and I am very grateful to the wonderful people in the national health service for assisting me at the time.

We must close the regime’s embassy and affiliated institutions, as well as expelling diplomats and agents of the regime in the UK who provide support for the violent repression of dissidents and activists in the UK. We must widen sanctions to target the political leadership that is responsible for the conduct of the regime—the supreme leader, the President, the IRGC and everyone within the governing structure—and encourage our allies to do the same.

We must stop any form of negotiation or concessions to the criminal rulers of Iran. In view of the death sentences against protesters detained during the current uprising, we must act immediately, together with international partners, to ensure that the international fact-finding mission created by the UN Human Rights Council visits the prisons in Iran and speaks with the detained protesters and political prisoners as soon as possible.

Jointly with our P3 allies, we must announce a definitive and permanent end to efforts to secure a nuclear deal. Iran’s nuclear activity is merely a symptom. We should be tackling the disease: the regime itself. It is not good enough simply to say, as the United States has done, that the deal is not the focus right now. Iran’s protesters want to see a harder line. Deterrence, rather than talks, is the appropriate posture.

I look forward to hearing many powerful and robust arguments made by my colleagues, but as I come to the end of my speech, I leave the House with one final thought. Iran is the country responsible for the second highest number of executions each year, behind only China. It is responsible for the greatest tally of female executions in any country. Whatever people’s views on capital punishment, it cannot be acceptable that that position persists.

It is high time we worked together to banish this unlawful regime, to protect innocent protesters and to champion free democratic rights across the world—something we often so easily take for granted. To oppose the Iranian regime is no longer a political calculation, but a simple humanitarian choice. I look forward in particular to the contribution and answers from my hon. Friend the Minister as the debate winds up.

With the leave of the House, I would like to thank the 13 Back Benchers and three Front Benchers who have contributed to this excellent debate. Often, this House is at its best when it speaks together in a united fashion. It is fair to say that today we have had a very united debate, which has sent a strong signal. We may think that it does not matter, but I can tell Members that this debate has been livestreamed into Iran to the brave resistance there. It will give them courage and add to their determination to overcome this theocratic regime.

While we understand that the Minister cannot respond immediately to the clarion calls made by virtually every Member for the IRGC to be proscribed in its entirety, I trust that this House will pass the motion in my name, which will then be the settled view of the House and send a strong message to the Government to carry out that work.

My hon. Friend the Member for Hendon (Dr Offord) raised the Iranian diplomat who was rightly imprisoned for his part in the terror plot to attack us in 2018. There is a suggestion that the Belgian authorities are being leaned on for a prisoner exchange that would return him to Iran. I would like us to send a strong message to the brave people of Belgium not to allow that diplomat to be returned because, if he is returned, it will be as a hero and we cannot have that.

Finally, our thoughts and prayers must go to all those on death row in Iran—for their release, for them to no longer be held in detention and for them not to be executed. We have no argument with the people of Iran. Our argument is against the regime, which must step back and allow freedom and democracy to flourish.

(Urgent Question): To ask the Foreign Secretary to update the House on the current situation in Iran and the treatment of protesters.

The news on Sunday that the Iranian regime had sentenced a protester to death was tragic. It is an act that the UK Government utterly condemn, in the strongest possible terms. Sadly, this is yet another act of desperation on the part of a regime that clearly cares more about its own survival than about the human rights of its own citizens. This is not the first time we have seen the Iranian regime use barbaric methods to clamp down on those standing up for basic freedoms. Following the 2019 fuel protests, more than 300 people were tragically killed.

The latest violence levelled at protesters has been utterly appalling. We have seen over 14,000 people detained so far, and over 300 deaths, of which 43 were children. The UK opposes the death penalty in all circumstances, but it is all the more abhorrent when those sentenced are being arrested for standing up for their rights. My fear—which I am sure my hon. Friend shares—is that the frequency of these death sentences is only likely to increase as the regime processes the thousands of arrests that have been made during the protests. The Iranian judicial system is notorious for its lack of transparency and process, and this barbarism is just one of many threatening and intimidating techniques that the regime has rolled out in response to the protests.

The repeated targeting of journalists and systematic constraining of media freedom, including restricting internet use, in Iran, which I know is important to the hon. Member for Enfield, Southgate (Bambos Charalambous), is yet another sign of the regime’s weakness in the face of grassroots protesters. These threats have extended to journalists residing in the United Kingdom, and on Friday the Foreign Secretary summoned Iran’s most senior representative in the UK to the Foreign Office to make it clear that this would not be tolerated and that the UK would always stand up to threats from other countries.

On Monday we announced a second round of human rights sanctions against 24 Iranian security officials for their part in the violent crackdown on protesters. That is on top of the sanctions we introduced last month on the morality police and seven other individuals, and we continue to keep our sanctions list under review. The Government are also driving efforts in multilateral forums to hold Iran to account. We firmly support a special session of the Human Rights Council that will press to mandate a UN investigation into the protests. We are working closely with the US and other international partners to remove Iran from the United Nations Commission on the Status of Women.

What we are seeing in Iran is a grassroots movement from the people of Iran, who are showing outstanding bravery in the face of a brutal crackdown. Iran needs to stop trying to blame this on everyone but itself, take responsibility for its actions and instigate real change. That is what the Iranian people have been bravely calling for and it is what they rightly deserve.

I thank Mr Speaker for granting this urgent question, and I thank you, Madam Deputy Speaker, for presiding over it. I thank the Under-Secretary for his response.

The House will be aware that, since the murder of Mahsa Amini, there have been nationwide protests in Iran over the past six to seven weeks. Contrary to the reports that the Minister mentioned, the reports I have are that more than 60,000 people have been arrested. These are men, women and children just protesting about the murder of one young lady. The individuals who have been arrested have been tortured, they have been denied legal representation, they have been denied medication and in most cases they have been denied bail as well. When bail was first introduced, huge sums were demanded from families who simply did not have the money. We should remember that the President of Iran, President Raisi, was responsible as the prosecutor in Iran for 30,000 executions of political prisoners in 1988, so the direction from the top is very clear. As my hon. Friend has mentioned, journalists in the UK have been threatened, and indeed the Foreign Secretary called in the chargé d’affaires on Friday about those threats. We are also aware that sentencing and executions are beginning in Iran, and that many thousands of people may end up being executed.

I have a series of questions for my hon. Friend the Minister. What representations have been made to Iran directly on the treatment of the protesters? What action has been taken at the United Nations to remove Iran from positions of responsibility? He has mentioned one position but there are many others that Iran shares. The Islamic Revolutionary Guard Corps is directly implicated in the torture of individuals in Iran. What more do we have to see before the IRGC in its entirety becomes a proscribed organisation in this country? President Macron has made it clear that progress on the Joint Comprehensive Plan of Action negotiations is impossible during these events in Iran, so does my hon. Friend agree that making any progress on the so-called nuclear deal with Iran is impossible in these circumstances?

Finally, will my hon. Friend join me in wishing the England team every success in beating Iran on Monday?

I thank my hon. Friend for his insightful comments, as always, on this vital issue. I join him in wishing every success to the home nations—both England and Wales, of course—in all their matches. We always want to keep sport and foreign policy separate, because our concerns are not with the Iranian people, whom we absolutely support. Our concerns are with the Iranian regime, which my hon. Friend and many others have consistently and rightly called out.

My hon. Friend has made a number of important points. I reiterate that we are utterly appalled by the detention of what we calculate to be about 14,000 people. He has come up with a much bigger number, but whichever number it is, they are most often held without due process, and that is completely wrong when they are really just protesting courageously for basic human rights. He talked about the freedom of journalists. The Foreign Secretary has rightly made sure that the Iranian chargé d’affaires understood that we would not tolerate threats to journalists based in the UK, but we are also calling out and condemning the persecution of BBC Persian staff and will continue to do so.

My hon. Friend made an important point about where things stand with the JCPOA. Quite understandably the situation that we find ourselves in now, following Iran’s recent actions, has made progress even more difficult, but I can assure him that we are actively considering next steps with our international partners. He also asked about the IRGC. He is a dog on a bone with this subject, and I know that it means so much to him. As I have explained to him before in the Chamber, we are very concerned about the IRGC’s destabilising activity. The list of proscribed organisations is kept under constant review, but we do not routinely comment on whether an organisation is or is not under consideration for proscription.

I think the last point my hon. Friend raised was about the United Nations. As I said earlier, we are pressing for support for a special session of the UN Human Rights Council and for a UN investigation. I know from Foreign, Commonwealth and Development Office oral questions that there is concern about Iran’s presence on the UN Commission on the Status of Women, and we have joined the US to forcefully seek for it to be removed from that. I hope that he and all hon. Members understand that we are absolutely committed to the task of calling out these acts and taking the required action at this stage.

The hon. Gentleman is absolutely right. Because of the tremendous food insecurity in that part of the world, discussions are very much ongoing. Some 16 million people—nearly a third of the entire population—will require assistance next year. This is the highest level of insecurity since 2011, when I was last there as part of the troika on Sudan: the US, Norway and the UK.

The death of Mahsa Amini and of all those who have lost their lives standing up to the authorities is a tragedy that shows the regime’s shocking disregard for the rights of the Iranian people. We have made our views clear to Iran in the strongest possible terms. We have robustly condemned Iran’s actions, including at the UN Human Rights Council, and we have sanctioned the morality police and seven other officials responsible for human rights violations.

Thousands of Iranians have been arrested for just demonstrating their support for people who have been murdered. I have been supplied with a long list of people who have been sentenced to death just for protesting. Even worse, British-Iranian reporters who are now sited in the UK have been issued with credible information by the police that the Islamic Revolutionary Guard Corps threatens their lives. What more does the IRGC have to do before we proscribe it in its entirety?

I know that my hon. Friend feels very strongly about these issues and has raised them at the highest level with FCDO Ministers. We have been clear about our concerns about the IRGC’s continued destabilising activity throughout the region. The UK maintains a range of sanctions that work to constrain that destabilising activity. The list of proscribed organisations is kept under constant review, but we do not routinely comment on whether an organisation is or is not under consideration for proscription—I know that my hon. Friend understands the reasons.

The hon. Lady quotes the convention, and it is very interesting, but she skated over the key phrase, which is when police have “sufficient” evidence, and we are not in that position yet. When we are, as I have assured the House, there will be consequences if that evidence proves to be dispositive.

I understand that my right hon. Friend is a diplomat, but does he not understand that if this assault took place on the streets of this country, the individuals responsible would be in prison cells and before magistrates? The situation is therefore very simple: every single day that those responsible remain on these shores is a disgrace and a stain on our society. Can we not take the decision now to encourage my right hon. Friend and his colleagues to expel the people responsible today?

I fully recognise that the House has a very strong view of this, but if this apparent offence had taken place elsewhere on the streets of the United Kingdom, it would be subject to the same kind of police investigation and determination and, potentially, a prosecution as a result.

It is a real pleasure to face the shadow Minister, and I look forward—if I am in post—to exchanging views with her on these specific points. First, she raised the actions or non-actions of the former Prime Minister with regard to this specific case. It is important, when such an accusation is made, that it is fully and thoroughly investigated and looked at. That will be done by the High Court. As I say, Mr Johal has an active civil litigation case against Her Majesty’s Government on this matter. That is an issue before the court, and we must let the legal process take its course. I therefore cannot and will not comment on this matter, in line with long-established practice, as I am sure she appreciates.

I am also sure that the hon. Lady would agree that we all in this House respect the separation of power between the Executive, the judiciary and the legislature, and, with regard to the intelligence agencies, the various checks and balances. We have the Intelligence and Security Committee, the Investigatory Powers Tribunal and the Investigatory Powers Commissioner. There is no doubt that the accusations that have been made need to be fully and thoroughly looked at, in line with the High Court case.

The hon. Lady’s second point related to human rights and our engagement with India. Let me make it clear: we believe that trade is vital for our economy and future prosperity, but that in no way compromises the United Kingdom’s commitment to upholding human rights at the core of our foreign policy. We will not pursue trade to the exclusion of human rights. We regard both as important parts of a deep, mature and wide-ranging relationship with our international trading partners. The “2030 Roadmap for India-UK future relations”, which was agreed by the former Prime Minister with Prime Minister Modi, has a specific agreement about a commitment to resolving long-running or complex consular cases.

On the other specific cases that hon. Lady raised, I see the Minister for Asia and the Middle East on the Front Bench, who covers a different thematic region in the world, and she will no doubt take them on board. I am happy to ensure that the hon. Lady gets an answer about what the Government are doing on those matters.

I congratulate the hon. Member for West Dunbartonshire (Martin Docherty-Hughes) on pursuing this case on behalf of his constituent. He has been assiduous in pursuing justice for Jagtar Singh Johal. I will come back to the plight of Jagtar Singh Johal rather than the case against the Government. I understand that he is a member of the Khalistani Liberation Force, which is a proscribed organisation in India. Indeed, at the moment he is facing up to eight charges of murder or attempted murder. Will my hon. Friend ensure that consular assistance is provided to him so that he gets a fair trial, and then we can deal with the issues that result?

My hon. Friend is correct. I will make this point in a moment, but there is no harm in restating it now: the original deal contained a number of sunset provisions, and the proposed deal, as reported, merely keeps those sunset provisions in exactly the same form. Even if we were to sign the deal tomorrow, it would begin to fade away in 2023. One really has to question the point of signing up to the proposed deal.

Iran stands on the verge of possessing a nuclear bomb. In fact, intelligence suggests it has sufficient enriched uranium today for at least two nuclear weapons. It has progressed far beyond the parameters of the JCPOA, so restoring Iran to the old deal has none of the benefits we once thought it would. The JCPOA’s time has been and gone; the Rubicon has been crossed.

After earlier talk of a longer and stronger deal, more recent rounds of the nuclear talks have seen US negotiators make concession after painful concession in an attempt to bring Iran back to the deal. We now see before us the contours of a shorter and weaker agreement—one that many have taken to dismissing as JCPOA-minus. In that agreement the Iranian regime will be reintegrated into the international community and afforded huge economic benefits that, crucially, will be channelled not into education, healthcare or infrastructure projects but into supporting and promoting terrorist activities, for instance through the Islamic Revolutionary Guard Corps and Iran’s web of proxies across the region, and the restrictions on its nuclear programme will last for a fraction of the time. It is unclear whether this stands to strengthen efforts for non-proliferation.

I believe that a new framework is required. Proponents of the JCPOA spoke of its ability to restrict Iran’s break-out time to one year. In view of the reduction of this to as little as a few weeks, we need the Government to recognise that this is simply not going to work, and that any agreement that could obtain the consent of this House—certainly of Members who take my view—will need to have very significantly longer sunset clauses.

My right hon. Friend is absolutely right in everything he has said. However, it is not only the potential for Iran to acquire nuclear weapons that is a concern, but its ability then to deliver those weapons through ballistic missiles. Clearly Iran has enhanced its capability in that regard and could, if it has nuclear weapons, deliver them now. What would he say about how we need to restrict Iran’s capability to develop such weapons?

My hon. Friend makes an important point. The JCPOA contains the word “comprehensive”, but it was anything but comprehensive. It certainly did not speak to the malign activities of Iran throughout the region, but nor did it address the seeking of enriched uranium, the weapons that would be able to deliver the nuclear weapons or the other infrastructure and equipment that is required in the process. Any deal that we now sign needs to address all those matters. In fact, as I said, on the pursuit of enriched uranium, the ship has already sailed because Iran already has it.

The agreement as reported in the media seems set to include the same structural problems as we saw in the 2015 deal. Unless the new nuclear terms are expanded in scope to allow a more rigorous inspection regime, I fear we will repeat the same mistakes. Iran has reached the nuclear threshold under the watchful eye of what was supposed to be the most intrusive inspection regime ever. By its own admission, the UN’s nuclear watchdog is “flying blind”—the IAEA chief said as much in June 2021. One year on, Iran has taken a series of steps to further restrict IAEA access to its nuclear sites, including the deliberate removal of cameras from its most sensitive facilities. Years of tolerating Iran’s flagrant breaches out of fear of the talks collapsing has led us down this path.

A glaring weakness of the JCPOA was that it did nothing to address Iran’s wider activities throughout the world. Our failure to address Iran’s support for its network of proxies continues to reverberate to this day. Iran was and remains the world’s largest state sponsor of terrorism—a point I was pleased to hear my right hon. Friend the Foreign Secretary acknowledge in front of the Foreign Affairs Committee on Tuesday. The regime’s commitment to exporting the Islamic revolution has been underwritten by an active embrace of violence since it first came to power in 1979. In recent weeks, Istanbul has been the setting for an extraordinary Iranian terror plot. Thanks to the close co-operation between the Israeli and the Turkish security services, an Iranian terror cell attempting to kidnap and kill Israeli tourists—innocent civilians—was thwarted. In one incident, several Israeli tourists visiting a market had to be intercepted before they returned to their hotel room, where their would-be assassins were reportedly waiting for their return.

The Iranian threat is very clear and present here at home. In 2019, it was revealed that British intelligence services had identified a Hezbollah cell stockpiling 3 tonnes of highly explosive ammonium nitrate in residential north-west London for use in a terror attack—the very same chemical that was recently inflicting such terrible damage in Beirut. The misplaced notion that the JCPOA would moderate the Iranian regime was dispelled when its Intelligence Ministry sought to bomb an opposition rally in Paris in 2018 with the help of an Iranian diplomat.

Behind all these examples—and there are many others I could cite—sits the Iranian Revolutionary Guard Corps, Iran’s premier agent for terrorism. The organisation funds, trains and provides the ideological underpinning for many of the world’s terror organisations, from Hamas to Hezbollah to the Houthis. Reports from the previous round of negotiation that the Biden Administration was considering delisting the IRGC from its foreign terror list have been worrying, to say the least. Quite simply, it would be a grave miscalculation and a great dishonour if our Government were to support any such action. It would make a mockery of the efforts that we have made in recent years to proscribe Hamas and Hezbollah if we signed up to a deal that legitimises the very organisation that funds Hamas and Hezbollah. That really would be a perverse and absurd outcome.

The negotiations in Doha cannot be detached from the broader geopolitical landscape. A dangerous new dynamic is at play in the latest round of nuclear talks. As the EU desperately tries to wean itself off Russian hydrocarbons, we see an ill-advised pivot towards Iran for energy supplies. In a visit to Iran over the weekend, Josep Borrell openly called for Europe to seek new sources of oil and gas following its move away from Russia and spoke of the high potential economic benefits awaiting Iran. At the G7 summit in Germany, Macron pointedly called for more Iranian oil to enter the market. The west can ill afford to end its dependency on one rogue regime merely by pivoting towards the religious fundamentalists in Tehran. How ridiculous would it be for us to invest so much time, effort and energy in defeating Vladimir Putin merely to make an advance—an opening—towards Tehran, Venezuela or other authoritarian regimes? It is troubling enough that the talks have been mediated by Russia, the world’s only nuclear-armed state currently threatening to actually use those weapons. If restrictions are lifted, Russia will receive a financial boost from sales of military equipment as well as the construction of nuclear power plants in Iran.

Iran’s list of nuclear transgressions is as long as it is troubling and has long necessitated an urgent response. The UK Government were right to say in March:

“Iran’s nuclear programme has never before been this advanced, and is exposing the international community to unprecedented levels of risk.”

At this critical juncture, the west urgently needs to change its strategy. We valiantly pursued diplomatic avenues to their limit, and beyond. Dedicated officials here in the Foreign Office, and in the Obama and Biden Administrations, have invested immense time and resources in negotiating the JCPOA, but that is not a reason to sign a bad deal. As Iran continues to stall negotiations, it is time for a more robust approach reimposing snapback sanctions on Iran and tightening the economic screw until it is willing to countenance the serious proposals that I have shared here today.

This position is no longer that of ultra-hawkish Republicans. In March, despite a polarised political climate in the United States, 70 Democrats and Republicans in Congress wrote to the National Security Adviser, Jake Sullivan, to demand that the new deal signed with Iran must include an extension of the sunset clauses that we discussed earlier, retention of the IRGC proscription—I would like the UK Government to proscribe it as well—and a toughening of the monitoring regime, with an extension in scope to include Iran’s other destabilising activities such as its ballistic missile programme. President Obama can press ahead with a weak deal, but if he does, there is a strong likelihood that the Senate and the House of Representatives will do everything in their power to frustrate it, and were there to be an incoming Republican President, which seems quite likely, it would be their day-one act to end the agreement. Why would we do something that is of such a short-term benefit, if any? In doing so, we weaken our relationships with some of our oldest friends and key partners, whether that be the state of Israel, the Gulf states, Saudi Arabia or others, all of whom publicly or privately are pleading with our Government to listen to their concerns and not to proceed with this agreement.

Those countries in the middle east already fear that the west is retrenching and is an unreliable ally, particularly having seen the events of our messy and embarrassing retreat from Kabul a year ago. To impose this agreement in addition, against their best wishes, merely pushes them further away from us and towards new friends and relationships, whether that be Russia or China. That would be a very sad outcome.

To conclude, the Iranian regime brutally represses, persecutes and tortures its own people. It wastes the Iranian people’s resources on terrorism, foreign aggression, missiles and nuclear-weapon capabilities. I hope to see the day when we and our partners have no need for sanctions on Iran or the proscription of its affiliates. I hope to see the day when the UK and Iran can enjoy normalised relations and when the people of Iran have a Government who respect human dignity and exist in peace with their neighbours, but that day will not come if we provide sanctions relief to fuel the regime’s corruption, incompetence and terrorism. Nor will the day come through weak and naive responses to the pursuit of and now the establishment of nuclear-weapon capabilities. I humbly urge the UK Government to change course, to learn from the first JCPOA’s failures, to listen to the concerns of many across the House and our partners in the region, and to work with us and them to impose maximum pressure on Iran.

I add my congratulations to my right hon. Friend the Member for Newark (Robert Jenrick) and, indeed, the hon. Member for Birmingham, Selly Oak (Steve McCabe) on sponsoring this debate and allowing us to have our say as Back Benchers.

It is clear that we are seeking to challenge Iran’s capability to develop nuclear weapons. Given that the current President of the United States was Vice President during President Obama’s regime, which led to the JCPOA in the first place, it is no surprise that he will seek to resuscitate the deal struck at that time. However, we have to face up to facts, and the first fact is that, even if Iran has not acquired nuclear weapons, it is closer than ever before to achieving that aim. The UK and other participants in the JCPOA must insist on dealing with this new dangerous threshold, with many experts predicting that Iran could have a nuclear weapon within weeks. At the same time, the regime is announcing further steps to decrease co-operation with the IAEA and continuing its nuclear provocations in breach of the JCPOA. None of those activities has any credible civilian justification, according to the UK, France and Germany.

The regime’s nuclear advances are dangerous and illegal. The existing nuclear deal has proven to be totally and utterly inadequate and it has done nothing to end the regime’s pursuit of nuclear weapons. On the contrary, the UK’s softline approach has only emboldened the regime to continue its illegal nuclear provocations with impunity. It is therefore time for the UK and the rest of the west to adopt a firm policy towards the regime in Iran that holds Tehran accountable for its nuclear provocations rather than rewarding it with more sanctions relief, as has been suggested.

The UK and other western participants in the JCPOA must abandon their flawed approach to the nuclear deal and, as colleagues have mentioned, refer the regime’s nuclear dossier to the UN Security Council and reinstate previous UN Security Council resolutions that were suspended by the JCPOA. In fact, at the time that the sanctions were starting to bite and have an impact, we removed them.

Given the time restrictions, I will not go through my dossier of JCPOA violations that Iran has committed. I declare up front my interest as chairman of the all-party Britain-Israel parliamentary group, as an officer of Conservative Friends of Israel and as a very strong supporter of the National Council of Resistance of Iran, the resistance movement in Iran, which seeks to democratise Iran and restore freedom and democracy to it, as should be the case. I will concentrate my remarks not only on preventing Iran from achieving nuclear weapon status, but on Iran’s key motivation of providing strategic protection for the Islamic Revolutionary Guard Corps.

Any debate on ending Iranian aggression must include provisions for combating the IRGC. If we do not proscribe that organisation now, its threat will become only greater if Iran becomes a nuclear state. The reality is that, if Iran becomes a nuclear state, it will have the shield to use the IRGC to spread terrorism not just around the region, but around the world, and it will do so with impunity.

Iran is the world’s premier supporter of terror. The IRGC was rightfully proscribed by the United States in 2019 and I, like others, have been worried that the US is considering delisting it at Iran’s request. Far from delisting it, the United Kingdom should proscribe the IRGC, as should the rest of the west. However, despite the fact that one of our closest allies proscribed the revolutionary guard corps, we continue to drag our heels while Iran’s spider web of terror stretches across the middle east and beyond and begins to grasp at Europe, on our doorstep.

For those who are unfamiliar with the revolutionary guard corps, I will set out its pattern of supporting terror and spreading instability and its authoritarian grip over the people of Iran. The revolutionary guard corps openly supports Hezbollah by providing financial assistance, weapons, ammunition and military training. Hezbollah has reportedly acquired 150,000 missiles—I repeat: 150,000 missiles, targeted at Israel alone—and Iran continues to attempt deliveries of weaponry to the proxy to threaten others in the region.

The al-Ashtar Brigades is another IRGC-directed terror group. It has claimed responsibility for—rather, admitted to—several terror attacks in Bahrain and often calls for attacks against the British Government on social media. That brings this home: not only is this about other states in the middle east, but the British Government and the British people are under direct threat from the IRGC.

These terror groups are rightfully already proscribed by Britain, but we do not hold the organisation that funds and directs them to the same account. In 2009, it was reported that the IRGC was linked to the kidnapping of five Britons in Iraq, three of whom were murdered. One of the surviving hostages, Peter Moore, was kidnapped due to his work installing a system that would allow the Iraqi Government to understand how much international aid was being funnelled to Iran’s terror groups in Iraq.

More recently, although Britain stands steadfast with the people of Ukraine, reports indicate that the IRGC-controlled airline Qeshm Fars Air has made a minimum of seven flights to Moscow since April. According to retired US Admiral Craig Faller, it is likely that the airline is used by Iran to transport military aid and personnel. Given US reports in March that Russia was attempting to bolster its forces with Syrian mercenaries, is it not conceivable that the revolutionary guard corps is aiding the Russian invasion by transporting those troops and undermining British efforts to protect Ukrainian sovereignty?

The revolutionary guard corps has grown to have a powerful grasp over almost every aspect of Iranian life. It is holding the people of Iran hostage in their country. The decent people of Iran wish to see the country return to a positive role in the international community. I note the remarks of the right hon. Member for Islington North (Jeremy Corbyn), whom I rarely agree with, but the fact is that the decent people of Iran want a return to the norm in the international community and not to be a country that acts as a terror-supporting pariah state.

We must show the Iranian people that we are willing to hold the IRGC accountable for its nefarious activities in ways that the moderates of Iran cannot for fear of death and destruction. I simply ask the Minister: how many more terrorists must the Islamic Revolutionary Guard Corps fund, how many more innocents must die, and how many more must it kidnap before we finally proscribe it as a terror organisation?

Over the past few weeks, I have been inundated by emails from constituents calling on the Home Office to proscribe the IRGC in its entirety and to sequestrate its assets. I say to people listening out there: please bombard the Home Office with emails requesting that action to be taken—[Interruption.] No, the Home Office, because it does the proscription—that is key. We can therefore build the campaign to ensure—[Interruption.] I completely accept that the Minister cannot respond to this now, but my message, clearly, to the Home Secretary and colleagues is this: let us proscribe the IRGC in its entirety. Let us build the campaign across the United Kingdom to make that happen, so that the people of Britain can speak up for the moderate people of Iran and free them from that terrorist regime.
