To ask the Secretary of State for Transport, what the status is of each project funded through the Clean Maritime Demonstration Competition.

The Clean Maritime Demonstration Competition (CMDC) has thus far awarded over £95m to 105 projects since 2021.

The first round, CMDC1, allocated £23m to 55 projects, which delivered feasibility studies and technology trials between September 2021 – March 2022. A summary of the projects and their outcomes can be found here.

CMDC2 allocated £12m to 31 projects to deliver feasibility studies and pre-deployment trials between January – August 2023. 25 projects completed by August 2023. Six projects received project extensions and completed by November 2023.

CMDC3 allocated £60m to 19 projects to deliver technology and system demonstrations between April 2023 – March 2025. 16 projects have commenced work and are due to complete by March 2025. Three projects did not commence the delivery phase, due to issues they encountered during project set up. No grant funding was paid out to these projects, and the funding will be utilised elsewhere in the UK Shipping Office for Reducing Emissions (UK SHORE) programme.

CMDC4 was launched in July 2023 with a budget of £34m. The application window closed on 27 September 2023 and winning projects will be announced in early 2024.

The UK Emissions Trading Scheme (ETS) Authority will publish a second consultation on the expansion of the UK ETS to domestic maritime in 2024. We welcome any evidence in response to this consultation and will publish a full analysis of the policies impact in the government's response.

The Department has no plans to collate this data. The Office of Rail and Road, as independent regulator to the rail industry, records and publishes a range of information relating to the punctuality and reliability of rail services, including this dataset relating to cancellations: Table 3124 - Trains planned and cancellations by operator and cause (periodic) | ORR Data Portal.

I refer the hon lady to the plans, supported at the time by Labour councillors, to introduce restrictions on roads in Oxfordshire, which, enforced by ANPR, would allow residents a limited allocation of days to drive down certain roads in the area.

The setting of premiums is a commercial decision for individual insurers based on their underwriting experience and the Government does not intervene or seek to control the market. The UK motor insurance market is very competitive, and we recommend that consumers shop around in order to get the best deal.

To ask the Secretary of State for Transport, what recent steps his Department has taken to improve road safety.

Britain’s roads are some of the safest in the world, but we are always looking at ways to help keep drivers and all road users safe. In June 2018 the Department announced £100 million of funding to drive forward safety improvements on ‘A’ roads in England, to date £147.5 million has been allocated throughout a series of rounds over the last 6 years. This project works closely with Local Authorities and the Road Safety Foundation, providing tailored safety interventions specific to each road’s risk, encouraging safe system principles and improving infrastructure for more active travel. This scheme is expected to save 1500 lives over the next 20 years and is already improving safety for all road users.

The Highway Code was updated on 29 January 2022, the changes will lead to improvements in road safety as they encourage more mutual respect and consideration for all road users.

The rollout of electric car chargers is accelerating every year, and the Government expects around 300,000 public chargers to be installed by 2030. Over 45,500 public charging devices have been installed.

To ask the Secretary of State for Transport, what steps he is taking with Cabinet colleagues to support the transition to zero emission vehicles.

The Net Zero Strategy, published in 2021, confirmed the Government's intention to introduce a zero emission vehicle mandate, setting targets for a percentage of manufacturers' new car and van sales to be zero emission each year from 2024. This will discharge commitments to phase out the sale of new petrol and diesel cars and vans by 2030.

In addition, the Government’s EV infrastructure strategy sets out its vision and commitments to accelerate the rollout of an electric vehicle charging network and get chargepoints into the ground quicker.
