Southeastern’s performance has been strong—much improved—and remained relatively stable over the last year. Southeastern is subject to several contractual performance benchmarks as part of its franchise agreement, and the Department monitors those closely.

I thank the hon. Gentleman for his supplementary question. We have met and spoken about this issue in the past. He will know that I am completely focused on making sure that that franchise works and on whatever might happen on 1 April, but I am interested to hear the proposals going forward for the devolution of certain areas of Southeastern’s franchise.

I thank the Minister for that answer, because it opens the door to some hope and to getting some resolution on the future of this franchise. Our constituents have long suffered delays, and despite what he says about performance having improved, over a long period it has not been adequate. We had a constructive meeting, but will there be another meeting with the local MPs to discuss the future of this franchise?

Yes, I would be delighted to meet again to press ahead on this agenda. Obviously business cases and a host of other details need to be worked up with TfL, but I met Heidi Alexander, its deputy chairman, earlier this week and we had a conversation on the matter then.

I understand that the reopening is at a formative stage, but I am very supportive of it. Indeed, I support the reopening of many of the smaller lines that were closed as a result of the Beeching cuts under a Labour Government, and I should like to see as many reopened as possible.

I, too, would like to meet the rail Minister, to talk about the Southeastern franchise, the tender for which has been postponed. I should like to see trains from Victoria on the new Eltham to Mottingham line; I should like to see them retained on the Eltham and Falconwood line; and I should like to see extra capacity, so may I have a meeting with the Minister to discuss how we are going to do that?

Further to the important question from the hon. Member for Bexhill and Battle (Huw Merriman), will you indulge me, Mr Speaker, by allowing me to repeat three important sentences in the statement the Secretary of State shared with the House? It says:

“our efforts will turn to working through the reforms necessary to ensure passengers do not find themselves in this position again. We need to look at all the options, not just ATOL, but also whether it is possible for airlines to be able to wind down in an orderly manner and look after their customers themselves without the need for Government to step in. This is where we will focus our efforts in the weeks and months ahead.”

Exactly the same words were used in the response to the collapse of Monarch in October 2017 given by the previous Transport Secretary, the right hon. Member for Epsom and Ewell (Chris Grayling).

He is not here, but the House has heard everything the current Secretary of State said. Frankly, it is appalling that, two years on, we find ourselves in exactly the same position. What has happened to the Government’s plan, and what could have been done to ensure that the devastating impact on staff and holidaymakers, as well as the cost to this country, did not happen again?

I do not quite understand how the Minister can anonymise the two bids when there are only two bidders, one of which is the existing franchise. Setting that aside, this franchise is fraying at the edges. There have been yet more delays this afternoon because of a broken down train. Is it not time that the Department for Transport spoke to the Mayor of London about London’s suburban services and sorted out this mess once and for all?

The process for the assessment and award of bids is handled away from Ministers and by the content of the bid rather than by the bidder’s name, so these things are handled in a way that is perhaps a little different from that which the hon. Gentleman suggests. I have had a conversation with the Mayor, but not on this issue. He came to the Department for Transport seeking a loan facility of over £2 billion to help with the completion of Crossrail. We were able to help with that. It is of course a loan that will need to be repaid, but the loan has been made and he is, I believe, drawing down on it. He needs to answer some questions about the long-term viability of Transport for London’s finances.

On the performance on the network, of course there is more to be done on every single franchise. I want to make sure that we have services that are on time, every time. Ninety per cent. of trains on this franchise have been on time over the past few months. When I looked at the performance figures earlier today, I saw that it was 97%. But of course nobody wants to have any delays, and that is why this is my top priority.

As the hon. Gentleman knows, this country was one of the first to ground the 737 Max aircraft, which was absolutely the right thing to do. There are clearly some alarming circumstances surrounding the two accidents that have taken place. It is something that Boeing clearly has to deal with. Unless and until the problem is solved, I cannot see countries such as ours allowing those planes to fly again.

Regardless of when we leave the European Union, we must continue to apply the highest environmental standards around our airports. What will the Secretary of State do to continue to reduce the noise footprint around airports, particularly those in very built-up areas, such as London City airport?

We have now appointed the head of the new aircraft noise body, which will monitor noise levels at airports and inform the Civil Aviation Authority when it needs to step in and use its enforcement powers. Of course, with the transition to a new generation of lower noise, lower emission and lower fuel consuming jets, the noise footprint around our airports is now considerably lower than it was a few years ago.

The new management team at Crossrail is working through the project and will be advising everybody next month, I think, as to when there will be a target opening date. I do not think that information will come soon enough—I know that Londoners, including those represented by my hon. Friend, are hungry for it—but the scheme will be fantastic for London and the rest of the country when it opens. On the financial performance, the budget is managed by Transport for London, and the London Assembly has done some investigation work. In terms of the Department’s role, TfL and the Mayor came to the Department seeking a loan to help with the delivery of the project, and we were happy to help them. A further £2.1 billion has been made available, and that should be enough to see the project through to completion.

My train home on Monday night was cancelled and the train that I was trying to get in on yesterday was advertised as 20 minutes late when I gave up on it. That is just two of the seven trains I have caught so far this week, and it is a regular experience for my constituents. I raise the issue in the Chamber regularly. Will someone just come to the Dispatch Box and tell me, “We hear your pain” and that Ministers are going to do something about the Southeastern rail franchise?

I am acutely aware of the service levels of all our rail franchises throughout the country. I am also aware that 2018 was a difficult year and that some of the problems have continued. At the same time, it is fair to point out that we are seeing a service that is delivering more passengers and more services, at record levels of safety. In respect of the individual services that the hon. Gentleman tried to use, if he drops me a line I will look into them, take the matter up with the rail franchise and find out why the services were cancelled.

I beg to move,

That this House has considered rail services in south-east London.

It is a particular pleasure to speak in this debate with you, Sir Henry, my long-term friend and colleague, in the Chair; it is a real privilege to do so.

I am grateful to be able to raise an extremely important issue that affects my borough of Bexley, and north-west Kent—indeed, it is a common problem across south-east London and north-west Kent—and that issue is rail services. I had hoped that I would not need to raise it again, but, unfortunately, improvements have not been forthcoming. It therefore remains a real concern for my constituents and for the constituents of my neighbours, who I am particularly pleased to see in their places: my right hon. Friend the Member for Sevenoaks (Sir Michael Fallon), my hon. Friend the Member for Dartford (Gareth Johnson), the hon. Member for Eltham (Clive Efford), and my neighbour and fellow campaigner for better rail services in Bexley, the hon. Member for Erith and Thamesmead (Teresa Pearce).

My constituents, and residents across the borough of Bexley, are entirely dependent on Southeastern when travelling into central London to commute and to work, or for social or other reasons. However, that operator has a poor reputation in our area. Bexley has endured a terrible rail service, with delays and cancellations occurring regularly. In our area, we have no underground services that could be used as an alternative, so Southeastern has a monopoly, but it is failing its customers on a regular basis. Warm words and apologies will not suffice when action is required, although I apologise that I did not mention the hon. Member for Greenwich and Woolwich (Matthew Pennycook); I had thought he was here for the previous debate, but it is great to see him as well, because we all suffer from this appalling rail service.

The 2018 rail passenger survey found that just 78% of commuters were satisfied with their journey—a 2% decrease from the previous year. A mere 39% thought they got value for money, which is 5% below the average for London and the south-east. Only 72% were satisfied with the punctuality and reliability of trains, which represented no improvement from the autumn of the previous year. That shows that Southeastern is not heading in the right direction. Trains are constantly delayed, even if only for a short time. Between 2010-11 and 2017-18, Southeastern achieved its right time measure for only 62% of its main line and metro services. I regularly travel to London from my home in Barnehurst, which is in my constituency, and we recently suffered as a consequence of the Barnehurst landslip. While I appreciate that these things occur and cannot be predicted, that was the fourth landslip along the same cutting in the past 10 years, which is totally unacceptable.

I congratulate the right hon. Gentleman on having secured this important debate. He is absolutely right: when a landslide last happened along that line, questions were asked in this House about surveying the infrastructure to ensure it would not happen again, yet it keeps happening.

The hon. Gentleman is quite right. We have been ignored, which is unacceptable. Travellers have faced huge disruption, with little or no support from the operator, Southeastern.

My hon. Friend makes a good point. Solutions are what are needed. I therefore hope that the Crossrail to Ebbsfleet campaign proposals will go forward to a full business case, allowing for a detailed engineering design, land and financial modelling, and a legal framework to be progressed, because then we could get the plan on the books to look at it. Extending Crossrail is not just for commuters; it would allow a redevelopment of our area for jobs and houses eastwards along the south Thames.

The right hon. Gentleman is being generous in giving way. I agree with absolutely everything he is saying about transport infrastructure. He has already referred to this, but I want to underline the fact that south-east London is a desert when it comes to infrastructure. If the rail service breaks down, we have no alternative. There is no direct access to the underground for those who are slightly away from the river. That is a real problem for south-east London and it needs to be addressed.

I totally agree with the hon. Gentleman. I hope that the Minister will look seriously at other alternatives we could also have, such as going into Thamesmead or wherever with the docklands light railway or something. That could help not only our regeneration, but the existing population who live there and need to commute.

I will not go into all the benefits that an extension of Crossrail to Ebbsfleet would bring, other than that it would help to deliver the Government’s housing and industrial strategies, directly unlocking 55,000 homes and 50,000 jobs, as well as supporting thousands more across the sub-region. It would also deliver a vital strategic link between HS1 destinations, Canary Wharf and London City airport, and onwards to the City of London and Heathrow. With our roads so congested in south-east London, it would be a godsend to travellers and commuters. The Department has certainly procrastinated a bit on this matter and we need some action.

The Thames gateway has huge potential for economic growth and development. It has huge opportunities for the development of brownfield sites, yet connectivity is significantly holding things back. In pushing forward the original plans, we would have a unique opportunity to transform our area. When the Secretary of State visited Bexley, we highlighted the problems with our existing rail service, the problems with there being no decision on the franchise, the problems with Crossrail and the problem that when things break down, we are in difficulty.

We need the new franchise. We need Crossrail to open. We need the finance to pursue the business case for the Crossrail to Ebbsfleet campaign. I hope the Minister will respond positively.

I know that my right hon. Friend the Member for Sevenoaks wants to say a couple of words, if that is acceptable, Sir Henry. He has a slightly different perspective, being somewhat further out into Kent. We are suburban south-east London and Dartford, and we are a little region.

It is a privilege to be able to raise these matters on behalf of my constituents and my borough, and neighbouring boroughs and constituents. Their Members of Parliament have worked tirelessly together, across parties, to get things done and to improve the facilities and services for our constituents.

I was very pleased to learn this week that the electric trains have now started running between Blackpool and Manchester through my hon. Friend’s constituency. Of course, it is worth remembering that that single electrification project represents a level of electrification many times greater than the Labour party managed across the entire country in its years in office— 13 years: 10 miles, which is fewer, by far, than that single electrification project alone.

If I understand this right, the Secretary of State is claiming a triumph for having signed a contract with a company that had no ferries to provide no ferries and, because it cost the taxpayer no money whatsoever, that is okay. Is that where the Secretary of State is? We are still facing the south-east of England being turned into a huge car park if we were to leave with no deal, and what has he done about it? Absolutely nothing.

As I set out, we have substantial contracts with two major operators to provide additional capacity, and we have put in place contingency measures in Kent, in case they are needed because of delays caused not in this country but on the French side. When I see what is happening in Calais and the preparations being made, I am increasingly confident that the flow of traffic through the channel ports will continue pretty normally. It is in everybody’s interest on both sides of the channel for that to happen, and it will certainly happen if we leave the European Union with a deal. It is disappointing, however, that the Labour party seems to want to stymie us leaving the EU with a deal.

As I said, Crossrail is a wholly owned subsidiary of TfL. It would be wrong for me to comment on the way the Mayor has handled TfL’s finances—that is a matter for him—but I will say that it is a very important project. As my hon. Friend will be aware, there is a new chief executive, Mr Wild, and he is understandably taking time to review the project fully before he publishes his own views.

Last night, the Evening Standard reported that officials from the Department for Transport and TfL were first notified about the Crossrail delays in June 2016. Will the Minister confirm that that is correct?

I have not seen the report that the hon. Gentleman describes, but he will know that in July we published a written ministerial statement touching on the question of whether there might be delays. It is striking that the Secretary of State was not notified until the end of August, and there has been some suggestion that TfL was notified before that.

I congratulate the Minister on taking up his post. My constituents could be forgiven for thinking that new Rail Ministers turn up more frequently than Southeastern trains.

Public performance measures are currently below their 2010 level. They are running below their target and are not due to reach it until 2025. Does that not show that privatisation is not working for my constituents, and it is time that Southeastern was brought under public control and the Mayor of London?

I would just highlight to the hon. Gentleman that the railways are carrying significantly more passengers. On his privatisation point, privatisation has turned around our railways: after decades of decline under British Rail, we have seen passenger numbers grow from 750 million to 1.7 billion. We have one of the most intensively used, fastest growing and safest railways in Europe. Privatisation is the answer.

I am happy to meet my hon. Friend to discuss this. I do not expect any of the contingencies that we have in place for a no-deal Brexit to be needed, because I am confident that we will reach a sensible agreement, but I would be happy to discuss this with him.

Peak-time trains were cancelled yesterday and today, and there are regular delays at peak time. Is the railways Minister satisfied with the performance of the network and of the Southeastern train operator?

Of course there is always room for improvement, and the next franchise has set demanding specifications for the south-eastern section of the network. I would say to the hon. Gentleman that the performance of Southeastern has been strong in recent months. Today, the public performance measure that tests arrivals within five minutes of the scheduled arrival time for Eltham to London Bridge has been excellent, at above 90%.
